Introduction
This report covers statewide crime data reported to local, state, and county police agencies in 1992. It is divided into the following sections: Delaware Part I Crime, including Violent and Property crime; Regional Crime Comparison; Illicit Drug Offenses; Juvenile Crime; Clearances and Arrests; Delaware Population Summary; and the Jurisdiction Report. In the appendix are located a Glossary of UCR Crime Definitions; Technical Notes; and the State Bureau of Identification's Arrests by Age, Sex, and Race Table.
Each section begins with a brief; textual summary. Following are tables and graphs that detail the information. Usually, the more general information is presented first, followed by the more detailed information. For example, in the Part I Crime section, overall Part I Crime is followed by the violent crime summary, which is followed by graphs for each violent crime: homicide, rape robbery, and aggravated assault. Part I property crime is in then presented after violent crime, with its detail following the overall property crime graph.
The Juvenile Crime section is new to Crime in Delaware 1992. We have compiled information on juvenile arrests since 1986 for Delaware and by county. The table at the end of the section contains arrests for particular crime categories. We hope this will help answer the many questions we receive about juvenile crime.
The Statistical Analysis Center relies on the accurate reporting of information from all Delaware law enforcement agencies, as received from the Delaware State Police's State Bureau ofIdentification. Data inaccuracies and incomplete reporting will inevitably be reflected in this report. However, as updated information becomes available, it will be incorporated into future crime analysis reports.

Crime in Delaware: 1992 Highlights
Crime in Delaware may have reached a new equilibrium. After a dip in the mid 1980s, followed by a rapid increase between 1989 and 1991, reported offenses have remained relatively constant between 1991 and 1992, returning to a level close to that of 1982. Of course, the 1993 crime reports will better indicate whether this is, indeed, an equilibrium. Both Part I and Part II crime levels have remained close to 1991 levels.
In 1992, Part I offenses remained nearly the same as in 1991, showing a slight decrease of 1.8 percent, to 39,561 offenses. In 1991, 40,276 offenses were reported to police; The crime rate per thousand population for Part I crime was 58.2 in 1992. In 1991, the crime rate was 59.9 per thousand. .
1992 Part II offenses increased slightly to 130,757, hardly an increase (0.6 percent) from the 129,950 Part II offenses reported in 1992. The Part II crime rate was 192.5 per thousand in 1992; in 1991, it was 193.2.
Violent Crime
Violent crime remained fairly even from 1983 to 1986, hovering about 2,700 offenses. Violent crime rose steadily between 1987 to 1991, then seems to have leveled off in 1992: 4,886 offenses were reported in 1991 and 5,004 violent offenses were reported in 1992, an increase of 2.4 percent.
By violent crime: homicide and robbery went down from the previous year; reported rape and aggravated assaults were up. There were 36 homicides in 1992; 40 occurred in 1991. Robbery decreased 9.6 percent in 1992, dropping from 1452 in 1991 to 1313 in 1992. Reported rapes went up slightly to 605; there were 595 reported rapes in 1991. Aggravated assaults rose 9.0 percent in 1992 to 3050, up from 2799 in 1991.
Violent crime in New Castle and Sussex counties changed very little, down 2.3 percent and up 1.2 percent, respectively; whereas, violent crime in Kent County increased 25.2 percent from 1991 to 1992: from 723 to 905 offenses.
Illicit Drug Crime
After decreasing in 1986 to 2959 offenses, Delaware drug offenses increased in 1987 through 1991 from 3,596 to 6,889. Then in 1992, drug offenses dropped to 6235, a decrease of 9.5 percent. Reported drug offenses dropped in both New Castle and Kent counties, by 8.6 and 20.8 percent, respectively. In Sussex County, drug offenses remained the same: 1,074 in 1991 and 1,073 in 1992.

Delaware Part I Crime
Part I crime includes serious, commonly occurring crimes, which are divided into the categories of violent crime ~U1d property crime. Violent crime consists of homicide (including non-negligen1t manslaughter), forcible rape, robbery, and aggravated assault. The property crimes are larceny, burglary, motor vehicle theft, and arson. In this section, violent crime is first depicted in detail, followed by property crimes.
Overall, Part I offenses in 1992 leveled off at 39,561, comparable to the 40,276 offenses that occurred in 1991: a difference of 715. When considered per thousand population,· the Part I crime rate for Delaware shows a slight decrease: 58.2 per thousand in 1992 versus 59:9 per thousand in 1991.
Part I crime remained about the same between 1991 and 1.992 in all three counties. There was a slight decrease in Part I offenses in New Castle County, and slight increases in Kent and Sussex counties, with Kent having the greatest rate of increase. Part I offenses decreased slightly in New Castle County to 26,823 in 1992, as compared to 28,136 in 1991: a decrease of 1,313 or 2.9 per thousand population. Kent County reported 6,417 Part I crimes in 1992, up from the 5,969 of 1991: a difference of 448, or 3.9 per thousand. In Sussex County 6,321 Part I offenses were reported in 1992, 150 more than the 6,171 reported in 1991, an increase of 1.3 per thousand.
Violent Crime
Over the past decade, violent crime first decreased, then remained stable, and in the last 5 years increased sharply. Violent crime decreased from 1982 to 1983, then maintained a low plateau of about 2,750 reported offenses through 1986. Violent crime began increasing again in 1987, with more rapid increases occurring between 1988 and 1990, increases of 19.2 and 16.8 percent per year, respectively. The rate of increase slowed somewhat in 1991 and 1992. The 1992 reported number of violent offenses reached 5,004, just a 2.4 percent increase over the 1991 level of 4,886. Violent crime may be leveling out into a new plateau of about 5,000 violent offenses, nearly twice (1.8 times higher than) the level of the mid 1980s.
In New Castle and Sussex counties, 1992 reported violent crime remained about the same as in 1991, while Kent county reported an increase of 25.2 percent: 905 violent incidents in 1992 as compared to 723 in 1991. Meanwhile, Sussex County reported 948 violent offenses, just 11 more crimes than in 1991. New Castle County reported 3,151 violent offenses in 1992; that was 75 fewer crimes than in 1991. Violent crime rates per thousand population in 1992 were as follows for each of the counties: 8.0 per thousand

in Kent County; 8.1 per thousand in Sussex County; and 7.0 per thousand in New Castle County.
Homicides in Delaware went down from 40 in 1991 to 36 in 1992. 11 of the 1992 homicides resulted from domestic violence, 30.6 percent. Juveniles were victims in 7 cases. In terms of weapons, firearms were used in 36.1 percent of the cases, knives or cutting instruments in 25.0 percent. Of the homicides in the state, 18 occurred in New Castle county, 11 in Kent County, and 7 in Sussex.
Forcible rape reported to the police remained about the same in the state; 605 rapes were reported in 1992, 10 more than in 1991. There was a slight decrease in New Castle County (33 fewer:"rapes" :were reported) and slight increases in forcible rapes in both Kent and Sussex counties, 18 and 25 more reports, respectively. Over the previous decade, reported forcible rapes increased most dramatically between 1985 and 1989, increasing 52.5 percent from 300 to 571. Following a single year decrease in 1990, the number of reported rapes returned to high levels in 1991 and 1992. When compared to 11 years previous, reports of forcible rape to the police increased 3.2 times in Delaware, from 188 in 1982 to 605 in 1992.
Robbery decreased in Delaware in 1992 to 1,313, a 9.6 percent decrease from the high point in 1991 of 1,452. The number of robberies in 1991 and 1992 are higher than in any other previous year. In 1992, there were nearly twice (1.8) as many robberies as 11 years before. (There were 734 robberies in 1982.) When standardized for population, there were 1.2 robberies per thousand in 1982; 2.2 per thousand in 1991; and 1.9 per thousand in 1992. By county in 1992: 1,039 robberies were reported in New Castle, or 2.3 per thousand; Kent County had 158 robberies, or 1.4 per thousand; and Sussex County reported 116 robberies, or 1.0 per thousand population.
Aggravated assault increased 9.0 percent in 1992 to 3,050 compared to 2,799 in 1991. Aggravated assault may have stabilized at about 3,000 per year, following a dramatic, 79.4 percent increase between 1987 and 1990. The greatest increase from the previous year occurred in Kent County: assaults rose 33.0 percent from 469 in 1991 (4.2 per thousand) to 624 in 1992 (5.5 per thousand). New Castle and Sussex counties remained about the same with slight fluctuations. In New Castle, there were 124 more assaults, bringing the total to 1,752 in 1992, or 3.9 per thousal1d. In Sussex County there were 28 fewer assaults, 674 in 1992, or 5.8 per thousand population.
Assaults on Delaware law enforcement officers totaled 567 in 1992,35 more than in 1991. Most of the assaults, 45.0 percent, occurred when officers responded to disturbance calls. Personal weapons (Le., fists and feet) were most often used in the assaults -- 439 or 77.4 percent of the cases. Firearms

were used in 17) or 3.0 percent of the assaults and knives in 8, or 1.4 percent of the cases.

Property Crime
Property crime in Delaware remained about the same in 1992 as compared to 1991: There were 833 fewer offenses in 1992 for a total of 34,557 property crimes; 35,390 occurred in 1991. A decade ago, in 1983 reported property crimes decreased and stayed at relatively low levels until 1989 (29,000 offenses per year). Then, property crime returned to 1982 levels in 1991 and 1992, of about 35,000. Although the number of property crimes occurring in 1992 was the same as 11 years previous, when population is considered, the property crime rate was higher in 1982: 58.3 per thousand population as compared to 50.9 per thousand in 1992.
By county, New Castle reported that property offenses decreased by 1,238 in 1992, for a total of 23,672 offenses, or 52.7 per thousand. In Kent County the property crime rate was 48.4 per thousand, with a total of 5,512 crimes in 1992, up slightly from the 5,246 offenses in 1991. Sussex County reported 5,373 property crimes in 1992, which is 46.2 per thousand; there were 139 more property crimes in Sussex in 1992 than in 1991.
All individual crime categories remained about the same between 1991 and 1992, with slight decreases in number, statewide, in each category. There were 7,249 reported burglaries in 1992 (a rate of 10.7 per thousand), 439 fewer than in 1991. Reported larcenies numbered 24,470 (a rate of 36.0 per thousand) in the state, 347 fewer than in 1991. There were 2,537 reports of motor vehicle theft in Delaware (a rate of 3.7 per thou sand), 11 fewer than in 1991. And 36 fewer arsons were reported in 1992, for a total of 301 (a rate of 0.4 per thousand).
The value of property stolen in 1992 was $32.5 million for all Part I crimes, including property and violent crimes; $32.0 million was stolen in 1991. Burglaries (residential and non-residential) accounted for 25.5 percent of stolen value, or $8.3 million in losses in 1992. Losses from motor vehicle theft amounted to $12.0 million, or 36.9 percent. Larceny theft accounted for $11.4 million of the value of property stolen, or 35.1 percent. Robberies resulted in losses of $772,013, or just 2.4 percent of the value of all property stolen in 1992. Fifteen times more dollars were lost due to motor vehicle theft than due to robbery. Larceny accounted for the next greatest dollar loss, followed by burglary. Robbery is last in terms of dollar value loss.
Over the previous 3 years, the value of property recovered amounted to 41.0 percent of the value of property stolen during that period. (The property recovered in a given year was not necessarily stolen during that same year.) In 1992, $11.5 million worth of stolen property was recovered; in 1991, 13.6 million was recovered. Stolen motor vehicles accounted for most of the value recovered, 9.6 million in 1992, or 83.5 percent of the total value recovered.

Delaware's Part I crime rate in 1992 was 57.8 per thousand population, slightly above the national average of 56.6. In the region, both Maryland and Washington D.C. had higher crime rates, 62.2 and 114.1, respectively. Pennsylvania's reported Part I crime rate of 33.9 per thousand was the lowest in the region. The average crime rate for the region in 1992 was 46.0.
The 1992 violent Part I crime rate in Delaware was 7.4 per thousand population, slightly lower than the national average of 7.6. In the region, the average crime rate for reported violent crime was 6.0. Most of the states (4 out of 6) had higher violent crime rates than the regional average. Mru:-yland's violent crime rate was 10.0 per thousand, New Jersey's was 6.3, and Washington, D.C. reported 28.3 violent crimes per thousand persons. Virginia had the lowest reported violent crime rate, 3.7 per thousand population; Pennsylvania's violent crime rate was 4.3 per thousand.
The Part I property crime rate for the region was 40.0 per thousand people, lower than the national average rate of 49.0 per thousand. Delaware's property crime rate was the third highest in the region, 50.9 per thousand. The lowest reported property crime rate in the region was in Pennsylvania, 29.7 per thousand population. The highest rate was in Washington, D.C. -- 85.7 per thousand.

Illicit Drug Offenses
Illicit drug offenses numbered 6,235 in 1992, which was 654 fewer than in 1991. There were 5,483 drug offenses cleared (solved) in 1992, resulting in 2,814 arrests. New Castle County reported 4,169 illicit drug offenses; 3,761 of the incidents were cleared, resulting in 2,029 arrests. In Kent County, illicit drug offenses were down 20.8 percent to 993 in 1992 (1,254 were reported in 1991); 843 of the incidents were cleared, resulting in 411 arrests. Sussex County reported no change: 1,073 illicit drug offenses in 1992, as compared to 1,074 in 1991. Of the 1992 offenses, 879 were cleared and there were 374 arrests.
Illicit Drug Crime Rates
The illicit drug crime rate was 9.2 per thousand population for Delaware in 1992. New Castle County's illicit drug crime rate was 9.3 per thousand; Kent County reported 8.7 per thousand; and Sussex County's drug crime rate was 9.2 per thousand people.
Type of Illicit Drug
In 1992, 33,533 examinations of illicit drugs were conducted by the Medical Examiner's Office, as compared to 41,669 in 1991. Crack cocaine remained the primary illicit drug used, according to the data collected. Crack cocaine accounted for 78 percent (26,100) of the illicit drugs examined in 1992, as compared to 64 percent (26,798) in 1991. Powdered cocaine contributed another 7 percent (2,365) of illicit drugs examined in 1992. The proportion of LSD examined dropped from 15 percent to 5 percent in 1992, a decrease in occurrences from 6,197 to 1,588; however, the decrease simply returned LSD to 1990 levels. Marijuana dropped from 9 percent to 6 percent of all illicit drugs examined, a decrease of 1,739 from the previous year. Heroin showed an increase from 1 percent to 3 percent, or from 610 occurrences to 956 in 1992. That is the highest level for heroin in the last 6 years.
Illicit Drug Arrests
When looking at arrests by type of drug, cocaine and heroin (opiates) arrests accounted for 67 percent of illicit drug arrests. Similarly in 1991,66 percent of illicit drug arrests.were cocaine and heroin related. Of the two major opiates, cocaine represents the large majority of opiate arrests. Of all illicit drug arrests, 305 (11 percent) involved juveniles; 2,509 (89 percent) were arrests of adults.

Juvenile Crime
Part I Crime Arrests
Part I juvenile arrests were stable from 1986 to 1989. During that period they averaged 1,846 arrests per year. From 1989 to 1992, Part I juvenile arrests increased 53.2 percent to 2,844 arrests in 1992. Of the 1992 juvenile arrests for Part I crime, 537 arrests were for violent crime, and 2,307 were for property crime. Between 1989 and 1992, violent juvenile arrests more than doubled, increasing (2.4 times) from 133 in 1989 to 317 in 1992. Juvenile arrests for property crime increased from 1,642 in 1989 to 2,307 in 1992, an increase of 40.5 percent over 4 years.
By type of crime, there were 5 arrests of juveniles for homicide in 1992; 57 juveniles were arrested for forcible rape; 133 juveniles were arrested for robbery, and 342 were arrested for aggravated assault. In the area of property crime, there were 570 arrests of juveniles for burglary; 1,589 arrests for larceny theft; 85 arrests for motor vehicle theft; and 63 arrests for arson.
Illicit Drug Offenses and Other Part II Arrests
Juvenile arrests for illicit drug offenses increased from 137 in 1986 to 374 in 1991, up 173 percent. They decreased to 295 in 1992, a drop of21.1 percent. Juvenile arrests for sales of illicit drugs decreased from 101 in 1991 to 65 in 1992, down 35.6 percent. Illicit drug possession arrests of juveniles decreased from 273 in 1991 to 230 in 1992, a drop of 15.8 percent. Juvenile possession of marijuana arrests, however, increased by 17.5 percent, from 63 in 1991 to 74 in 1992.
Arrests of juveniles for Part II crime decreased 5.6 percent in 1992 from 4,018 in 1991 to 3,795 in 1992. Juvenile arrests for other assaults increased from 802 to 918, or 14.5 percent. Liquor law violation arrests of juveniles increased 47.6 percent between 1991 and 1992. Possession of stolen goods arrests decreased from 220 juveniles in 1991 to 194 in 1992.

Arrests, Clearances and Demographic Rates
Clearances
A clearance occurs when a crime has been "solved." Most crimes are cleared by arrest. One crime may result in more than one arrest; conversely, one arrest may clear several crimes. In addition, a crime may be "cleared" by exceptional circumstance. Exceptional circumstances apply when police know the identity and whereabouts of the offender but cannot arrest him due to circumstances beyond their control (Le., offender was killed or cannot be located, extradition was refused, etc.).
There were 10,846 clearances of Part I crimes in 1992. Of those, 3,087 were clearances of violent crimes, and 7,779 were clearances of property crimes. The clearance rate for violent crimes (clearances as a percentage of violent offenses) was 61.7 percent in 1992; that is, 61.7 percent of the violent crimes in 1992 were cleared or solved by the police. For property crimes, the clearance rate was 22.5 percent in 1992.
Arrests Most often, crimes are cleared by arrest. One arrest may clear several crimes. In 1992, there were 9,748 arrests for Part I crimes in Delaware. Of those, 2,602 (26.7 percent) were arrests for violent crimes and 7,146 (73.3 percent) were arrests for property crimes.
Demographic Rates
This section also includes a comparison of demographic rates per one thousand population for offenses, clearances and arrests. Demographic rate comparisons are included for Part I violent and property crimes as well as for Part II crime. For violent crimes, the demographic rates in 1992 were as follows: 7.4 violent crimes per thousand, 4.5 clearances per thousand, and 3.8 arrests per thousand population. For property crime, there were 50.9 offenses per thousand, 11.5 clearances per thousand and 10.5 arrests per thousand population in 1992. For total Part T1 crimes, there were 192.5 crimes per thousand, 131.0 clearances per thousand, and 49.6 arrests per thousand population.

Delaware At-Risk Population Estimates
Delaware's at-risk population is defined as those persons most "at-risk" for engaging in criminal activities and includes individuals from 10 to 49 years of age, inclusive. The Statistical Analysis Center's estimates of the at-risk population for Delaware are based on the Delaware Population Consortium Population Projections, version 1992.0, published by the Delaware Population Consortium at the University of Delaware, College of Urban Affairs.
In the last decade, Delaware's population has increased each year for a net growth of 12 percent. From 1991 to 1992, Delaware's population increased 1.0 percent, bringing the estimated total population to 679,300 in 1992.
The Delaware population at risk for engaging in criminal activity in 1992 was estimated to be 404,800, or 59.6 percent of the total population. Of those, 332,400 (81.7 percent) were adults and 72,400 (18.3 percent) were juveniles.

Police Activity by Jurisdiction, 1988-1992
The following section provides a report of the number of police by jurisdiction in Delaware as well as a report of crime and clearances by jurisdiction from 1988 to 1992.
In 1992 there were total of 1,447 sworn law enforcement officers in Delaware. Of those, 501 were Delaware State Police officers. The City of Wilmington employed 277 sworn officers~ and New Castle County reported 288 officers. The City of Dover employed 75 sworn officers, 'and Milford reported 24 officers in 1992. The University of Delaware reported 45 sworn officers. The remaining 237 police officers in the state were part of other local law enforcement agencies.
In the report of crimes and clearances by jurisdiction, Part I crimes are divided into violent and property crimes; then the specific crimes are enumerated by type, such as homicide, rape, robbery, aggravated assault, etc. After the totals for the state and each county, the state police troops (DSP) are listed, followed by an alphabetical listing of city and county agencies. After the Wilmington Dept. of Police begins a listing of other special agencies in the state.

C. Technical Notes
Methodology for isolating cocaine arrests Cocaine arrests are estimated from the Age, Sex, and Race of Persons Arrested (ASR) report data, and compared to data from the State Medical Examiner's Office to deduce the proportion of cocaine. In the ASR report, cocaine, opium, heroin, morphine, and codeine drug arrests are combined (listed as items 18A and 18E on ASR Report). In order to determine what percentage of those arrests are cocaine related, the State Medical Examiner's Office records are consulted. In 1991, the State Medical Examiner's Office records show the overwhelmingly prevalent illicit drug used was cocaine, particularly crack cocaine. Opium, morphine, and codeine were essentially absent from the samples identified in 1991, and heroin represented only 1% of the samples. Based on this finding, we feel justified in assuming that data within the "Opium, Cocaine & derivatives, Morphine, & Heroin" category was essentially "Cocaine".
Crime reporting enhancements in 1990 Crime reporting was revised in 1990 to provide more comprehensive detail of Part II crime. Drug statistics in particular were affected, and the "8100" series crimes (i.e., runaways, suicide, drug overdoses, etc.) were included for the first time. Prior to 1990, the "Narcotic Drug Laws" item on the detail report was limited to drug possession, sales, and manufacturing; it was expanded in 1990 to include all misdemeanor drug crimes, including: possession of hypodermic needles/ syringes and drug paraphernalia, maintaining a dwelling or vehicle for drug transactions, etc. The Age, Sex, and Race of Persons Arrested (ASR) report was not similarly expanded. Therefore, drug offense totals are different in the State Detail of Return A than in the ASRreport.
In 1991, drug arrests, including misdemeanors (State Detail of Return A) amounted to 3,091 arrests. However, the number of drug arrests from the ASR report totaled 2,901 because it does not include miscellaneous drug arrests. By subtraction, it follows that 190 arrests occurred for miscellaneous drug crimes in 1991.
Regional comparison The FBI annual report Crime in the United States is the source for all states except Delaware in the regional comparison. The FBI database generates estimated figures using proportional extrapolation for states with less than 100 percent reporting. This upward adjustment by FBI is done to make a state "100 Percent", but the calculation is only an approximation. For Delaware, however, actual data is used from the State Bureau of Identification's Return A. The comparison is based on the following assumptions: that FBI figures are (1) accurate and (2) complete, and (3) that crime is measured uniformly and consistently in each state.
To the extent that our assumptions are valid, meaningful comparison between states, along with the overall concept of a regional perspective are warranted. We are aware

that more current and accurate data is available for Delaware through the State Bureau of Identification, and elected to incorporate it in lieu of the FBI data. Any reporting bias will effect the actual numbers and rates.
1987 Supplementary Homicide Report Three homicide victims reported in Return A are unaccounted for in the 1987 Supplementary Homicide Report. Since no further information is available, those three victims were distributed among the "other" homicide victims based on relative proportions, i.e., one was attributed to the adult female "other" and two to the adult male "other" categories.
