The mission of Horizons for Homeless Children is to improve the lives of

homeless children and their families. We provide homeless children in Massachusetts with the

nurturing, stimulation and opportunities for early education and play that all children need

to learn and grow in healthy ways. To improve the lives of the children we serve over the

long term, we connect their parents with the tools they need to achieve social and economic

self-sufficiency. We provide leadership in advocating for homeless children and their families

through leveraging and sharing our expertise with others and advocating with policy makers

and the public.

Dear Friend,When you reached out and supported Horizons for Homeless Children last year,

you might not have realized the life-changing differences you helped make for

the children and families we serve. Your support was vital. You helped HHC provide

programs so essential to homeless families in this difficult economic climate. You

assisted in our efforts to raise the volume of supportive voices on the local and

national stages in the fight for improved services for this most vulnerable population.

If you visited our classrooms and Playspaces (which we encourage you to do!),

you witnessed the groundbreaking, research-based work we do with children and

parents to provide them with the tools and hope to succeed and break the cycle

of homelessness.

Creating Possibilities: just two words, but an infinity of meaning and a lifetime of

potential. Together with you, HHC is creating possibilities each day for homeless

children across Massachusetts and throughout the nation. From the classroom to

the boardroom, this organization provides for, serves, educates and advocates

on behalf of these children and their families. With your help, we will succeed

in shaping policy and focusing the public on these children and their parents.

The ethical and moral case for our work is readily apparent; even in this time of

deficits and budget-cutting, we believe that we can also demonstrate—to any

political constituency—the value of an early investment in the children we serve.

Thank you for partnering with us as we create possibilities for homeless children.

It is our hope that one day soon, their voices will be heard, their struggles will be

fewer and their successes will inspire all who follow in their footsteps.

Adedication

Together with a committed Board of Directors, Sue built the

organization from scratch. She first put pen to paper here in

1992, when child and family homelessness was in the shadows

in terms of public awareness. Sue worked tirelessly to bring

light to this issue and over the course of her time at Horizons

for Homeless Children, she turned a compelling mission into

something that saw real results. She “walked the talk” and set

a fine example for others to follow.

under Sue’s leadership, direct service programs like the

Playspace Programs and Community Children’s Centers were

established. Despite an anticipation that family homelessness

would be but a temporary issue, it continued to escalate, and

along with it the needs of young homeless children. Meeting

those needs was of utmost priority to Sue; as the crisis grew,

the services grew. New Community Children’s Centers opened

in Boston. More Playspaces sprouted up across the state.

More staff were hired, more families served, and by the time

Sue left, Horizons for Homeless Children was serving over

2,500 young homeless children each week through two direct

service programs.

Sue is an advocate, an educator and a fundraiser. She gave

homeless families a voice when they didn’t have one. She took

the knowledge and expertise she had gained from working with

this population to other service providers across the state. She

told our story to the community in a way that engaged and

motivated our neighbors to do more. She never stopped until

she was done and always found more to do after that.

Horizons for Homeless Children thanks Sue Heilman for inspiring

us to grow and continue to create possibilities. She helped

build our foundation, and left it strong enough to construct

the walls of further expansion.

The Collins English Dictionary defines “Dedication” as “complete and wholehearted

devotion, especially to a career, ideal, etc.” And if that definition were accompanied

by an image, it would be a headshot of Sue Heilman. After eighteen years at the

helm of Horizons for Homeless Children, Sue Heilman decided to step down as CEO

this past summer. It is our honor to dedicate this Annual Report to Sue.

or you’ll be late!

It’s not surprising to learn that the brain’s most critical stage of development is

in early childhood. The way and rate at which the young brain develops lay the

foundation for growth and learning later on.

It’s also not that surprising to learn that if the young brain

is exposed to high stress situations—domestic violence,

neglect, homelessness—life ahead and all of its challenges

may become unbearable. These challenges also often

contribute to a significant achievement gap in social,

emotional, physical and cognitive development.

Take Katie for instance, a 3 year old, who lives in a shelter

with her mom because their house was foreclosed this

past spring.

It is clear that Katie has been impacted by homelessness.

She is too young to understand it but she is stressed by the

trauma of transition. Because she comes from a disadvan-

taged socio-economic situation, Katie has likely heard 30

million fewer words than her housed peers. She is shy most

of the time, but when she comes out of her shell, it is only

to act up and let the world know that she is unhappy. She

struggles with fine and gross motor skills. When it is time for

kindergarten, Katie will not be fully prepared. She is just a 3

year old, but her struggles now will only deepen over time.

This is where the Community Children’s Center (CCC) program

at Horizons for Homeless Children makes a difference. By

creating safe and nurturing high quality educational envi-

ronments and by closely supporting young homeless children

like Katie, teachers and social workers are focused from the

time children are enrolled, on closing the achievement gap

and in preparing them for kindergarten. School readiness

is a significant goal; at the core of the CCC model lies a

fundamental understanding that this program is most

critical to young children like Katie in order to succeed.

The further behind they are when entering kindergarten,

the more likely it is that they will experience negative life

outcomes later on: criminal involvement, incarceration,

substance abuse, to name a few.

HHC’s CCC program was given validation this past fiscal

year, in a report released by Social Impact Research (SIR),

the independent research department of Root Cause. In

this report, Horizons for Homeless Children was rated in

the Top 10 Performing organizations in Massachusetts in

terms of school readiness.1 HHC was found to be in strong

alignment with SIR’s recommended approach for center-

based programs: to focus curriculum on education and

socio-emotional development, to provide parent involvement

programs and to offer access to complementary services

through community partnerships.

At Horizons for Homeless Children, young children like

Katie who come in without opportunities, can walk away

with possibilities. Because of what we do, young children

without homes can look forward to a more positive future,

filled with new opportunities, new alternatives and new

roads leading to success. 1School Readiness refers to the field within Early Childhood Education that prepares children, aged 2¾ to 6, to participate in and derive maximum benefit from kindergarten, laying the foundation for continuous success in school.

DuRing FY10

+ 176 children were served in the three CCCs

+ 69 families secured permanent housing

+ 36 parents enrolled in school/college

+ 20 parents found employment

Paints and Play-Doh. Shelves lined with books. Costumes.

Puppets. Building blocks. Imagination rules within a

Playspace. Young eyes light up, laughter abounds and

creativity dominates. And the hours and minutes young

children spend here translate to months and years of

growth and progress in the long term. It comes down to

little feet taking giant steps towards better futures.

Horizons for Homeless Children took giant steps this year

to support the needs of young homeless children across

the state. More Playspaces opened their doors and more

volunteer Playspace Activity Leaders (PALs) were trained

and placed to work with the children.

This year posed a new challenge however. Because shelters

were filled to capacity and an increase in families becoming

homeless, more than 1,000 homeless children and their

families were temporarily housed in hotels/motels across

the state. Although they were sheltered and not on the

streets, the lack of resources available to support the needs

of the children often left them without an opportunity

to play and grow.

To offset some of this negative impact, Horizons for Homeless

Children worked with a local hotel to create a bright and

cheerful Playspace for all of the children who came to

know this hotel as their home, at least for now.

The new Playspace opened and from the minute the

ribbon was cut, it has been bringing wide-eyed stares

and bellies full of laughter, all triggered in large part by

the wonderful volunteer PALs who spend time there each

week with the children.

Paints and Play-Doh, shelves lined with books, costumes,

puppets, building blocks…a Playspace for now, a world of

opportunity a little later.

A shelter-based playspace is one of the most cheerful environments you can imagine.

On the outside often lies a building filled with challenge and chaos for its many

transitional families, but inside the walls of a playspace, a whole new world can exist

for the young children who reside there.

Young homeless children—of which there are 1.5 million on

any given night—are in need of early education and child

care more than ever, as federal stimulus funds allocated

under the American Recovery and Reinvestment Act

(ARRA) are being phased out and states are forced to

cut supportive services to at-risk families.

Fortunately, the federal government is beginning to

acknowledge the needs of young homeless children. The

uS Department of Health and Human Services held a

“Roundtable on Homeless Children” in DC this spring, the

first ever interagency meeting focused on this vulnerable

subset of the homeless population. Meanwhile, the uS

Interagency Council on Homelessness (uSICH) recognized

in its report, “opening Doors: Federal Strategic Plan to End

Homelessness,” the importance of early education both in

terms of fostering individual childhood development and

promoting family self-sufficiency.

In Massachusetts, the Commonwealth began FY2010 by

suspending automatic access to early education and care

for children living in shelters, sharply reducing enrollment

for homeless children. In response to advocacy by HHC and

our partners, the Department of Early Education and Care

(EEC) later renewed its commitment to homeless children by

establishing 600 homeless child care slots at 29 different

centers across the state. of the 175 children enrolled at

HHC’s three Community Children’s Centers, 69 will be

served through this initiative.

In the past year, the sluggish economy continued to plunge families into homelessness.

With jobs in dwindling supply and foreclosures still plaguing the housing market, 2010

has proven to be another difficult year for many Americans.

+ HHC met with Senator Scott Brown in Washington, DC to secure his support for HHC’s federal policy agenda

+ Congresswoman Niki Tsongas received the 2010 Public Leadership Award and served as the Keynote Speaker at HHC’s Recognition and Awards Dinner

Horizons for Homeless Children played a key role at

almost every national forum that focused on this population.

From New Hampshire to New Mexico, HHC had a place

at the table and was a leader in the national dialogue

on how to create possibilities for our youngest and most

vulnerable children.

Twelve months and several thousand miles of awareness

building, training and technical assistance culminated in

the 5th Young Children Without Homes National Conference,

held in Worcester in June. over 300 people descended

upon the College of the Holy Cross and spent a full day

engaging in workshops and networking with their peers.

They came from all over the country; service providers,

early intervention specialists, policy makers and others

from many different social service sectors gathered with

a common goal to learn about models that have proven to

effect change and to apply these models within their local

jurisdictions. one attendee described it as “the best and

only conference that addresses the importance of sup-

porting young homeless children under the age of five.”

Together with partners in the field, Horizons for Homeless

Children is set to build on this positive momentum and

lead a national endeavor to break the cycle of child and

family homelessness.

The past fiscal year saw heightened efforts on the part of Horizons for Homeless

Children in educating the nation on the crisis of child and family homelessness.

HHC staff traveled across the states to work with service providers and partners

in improving services for homeless children and families.

Åsa Fanelli joined Horizons for Homeless Children in 2010 as the organization’s

President. She brings over 15 years of broad-based leadership experience in

global non-profit and for-profit organizations.

Most recently she worked as President and then Chair for EF Foundation for

Foreign Study, the largest foreign exchange organization in the uS. She was also

Head of Talent Management in the uS at EF Education First, the world’s largest

private education company centered around language learning, educational

travel, cultural exchange and academic programs with over 29,000 employees,

teachers and volunteers, with offices and schools in 50 countries.

A Swedish citizen, Åsa grew up internationally and is a graduate of Stockholm

university with a Bachelors Degree in Human Resources and Economics.
