The February monthly meeting of the Craigton Community Council took place on Thursday 8th February 2018 from 7 PM to 9 PM at Mosspark United Church Hall, 67 Ladybank Drive, Glasgow G52 1EZ.

5. Police update including Crime figures in local area.GM reported 12 crimes in the area for the period 09/01/2018 to 07/02/2018

Included above an assault in Barlogan avenue, 2 thefts in Sunart Drive and Kirkdale Drive and 1 break in to a car in Maryland Gardens. MJ asked GM about Boyne parade on 7th July. GM said he was not sure about the numbers and length. Said he would send email with details once he finds out. Member of public asked for explanation of the Boyne parade. MJ explained and said we all wanted to know scope of the event.

A member of the public had tripped on the entrance to the hall and commented that a light was not working. SR said he would contact the church about a new light bulb needed at entrance of hall.

6. New correspondence received by the Secretary.a. Wellbeing, Empowerment, Community & Citizen Engagement City Policy

Committee (WECCE CPC) meeting held on Thursday 25th January, the proposal was agreed to undertake a formal consultation on the revised Scheme of Establishment for Community Councils (2018), including a review of certain Community Council boundaries. Proposal that Bellahouston Park is split up between Craigton, Dumbreck and Mosspark CC’s or given over entirely to Dumbreck CC. CC Consultation from 9th Feb to 4th May.

SR told the meeting that consultation of Community Councils starts tomorrow and goes on until 4th May. There will be a public consultation after that. SR said there has been some talk about Bellahouston Park being shared among the adjoining community councils. MJ referred to a part of a document she found on Facebook, but SR said CCC still has received nothing officially. MJ said document she found on Facebook is just one bit of a larger document, and mentioned Victoria Park possibly facing a similar situation with Jordanhill trying to take over from Whiteinch. Confirmation of the final contents of the revised scheme should become available tomorrow. DD asked why Dumbreck want co-ownership of park and suggested meeting Dumbreck and Mosspark to talk. CW thinks those CCs want no events in park at all. DD said working together would be best. CW thought Dumbreck doesn’t want events, whilst Mosspark is more concerned about dog walking facilities. SY pointed out that even if we share with the other community councils, only one of us will have any say in decisions taken due to the licensing situation. SR added they had spoken to Mairi Millar, head of licensing, who said that legislation only allowed for one CC to be consulted about a licence application. If it covered more than one CC area, then it would be the one deemed to have the biggest footprint of the event that would receive the application. MW felt that being part of Pollokshields ward makes us more like a forgotten pocket. It may be useful to help us interact with other CCs. Perhaps Friends of Bellahouston Park should have the input, but feels that if it goes to Dumbreck, they will close things down more. MW noted that DCC don’t often attend area partnership meetings, but the previous one they did, and said they don’t want all these events because of congestion and traffic problems. A member of the public said it was fantastic to see events in the park and that they are so well attended. MW said she and the other Craigton area representatives have been working with LES to make things better. CW want to ensure bonds are always in place to make sure the park is returned to a good state after events have taken place, even if some events are not the kind we want. SR asked for thoughts about the boundary change and asked if members of public could support us. The members of the public agreed with the Community council that changes to Craigton Community Council boundaries should be opposed and the park remains in the CCC area.b. Glasgow City Council will be seeking a single nomination from amongst Craigton

CC for a community resident representative to sit on the WECCE CPC. Note that there is a single member to be elected from all CC’s in Glasgow.

After discussion it was agreed that it would be in the best interest of CCC to put forward a candidate. MW agreed to be the CCC Nomination. Proposed by SR, seconded by SY and unanimously agreed.

c. Scottish Fire and Rescue Service launched the Community Asset Register (CAR). This is a list of Scottish Fire and Rescue Service volunteers. Noted

d. Queens Garden Party Nominations. CCC received 4 nominations for Queen’s Garden Party this year will take place on Wednesday 4 July. SR asked for suggestions. There isn’t much time to turn this round, since the nominations were sent at first to the wrong community council by mistake and nominations close on 16th February. MJ asked the public to nominate a community minded person they know.

e. Shawlands Town Centre Action Plan Progress. Notedf. Maxwell Road Planning Application. Plans displayed at Tramway between 1pm

and 7pm on Saturday 10 February.SR asked about the location of plan in Maxwell Road. NM explained it is where gas works used to be, and flats and houses were planned to be built. NM said that the pre-application process plans had been altered because of concerns raised. NM expressed concern that no new primary school has been included. MJ asked about an impact statement being necessary. NM recalled closure of primary schools in other areas too soon and asked for joined up thinking across facility providers.

g. Resignation of Mhairi Gervais and Eilean Carlin from Craigton CCMJ thanked EC and MG for their service over the years. SR will inform Steven Dowling and asked public to think about joining us or encourage others they know who would be interested. SR asked if the council wanted to trigger an interim election for the 2 vacancies at the earliest opportunity. SY proposed and SM seconded.

h. Jura St sustainable transport improvements – Consultation 23 Feb to 23 March. Drop in event 28th Feb 3pm-7pm Palace of ArtScheme involves improved crossing, cycle paths etc. MW pointed out this seems to have come from nowhere. In this time of austerity why are they suggesting doing this so soon after improvements by Scottish Water. Probably don’t have money anyway to carry out these suggestions. CW said industrial traffic will be using it. Public member said PRW needs cycle lane much more than Jura St. SR urged people to go along to the meeting in Palace of Art (see Appendix 1).

i. Switch in the city. Campaign by Energy Savings Trust(EST) in March to switch energy suppliers. MJ urged us to look at switching provider to save money. NM mentioned GHeat which he said is a free advice service and may be worth being in touch with them because he has heard good things about this scheme. MW mentioned Our Power, set up not for profit. Doesn’t matter where you live in Scotland, the same price applies for everyone across the board. Very easy to change to this but does require a smart meter. The more people who use this, the cheaper it can become.

j. Any more recent correspondence.I. Street design project. looking for street designs proposals by

2/3/2018. SR said that maybe we could look at this in the future.

7. Local Licensing Applications/Planning Applications/Building Standards ApplicationsI. Renewal of the entertainment licence for HOT sunbeds in Paisley Road

West. Comments by 12th February. GJ questioned sun beds being entertainment. SR said that in the GCC licensing legislation they are specifically mentioned as requiring to have a licence.

II. Demolition of warehouses and erection of residential development (10 flats) in Maryland Gardens. Comments by 6th February. Noted

III. Internal alterations to move kitchen and create en-suite Flat 1/1 1264 Paisley Road West Glasgow G52 1DP. Noted

IV. Warrant Application for removal of back to back recess within tenement building to create bedroom. The application also involves insertion of a window in the gable end of the building. Barfillan Drive Glasgow G52 1AA

V. Changing existing drainage in the bathroom for wet floor shower area. Flat 1/1 9 Salen Street Glasgow G52 1ED. Noted

8. Bellahouston Park and Sports Centre.a. Friends of Bellahouston Park. Last Meeting 5/12/2017. Next meeting Tuesday

20th Feb 2018 6.30pm in House for an Art Lover. Office bearers to be elected at next meeting

b. Submission of participation request to participate in approval process of applications to the use of park.MJ suggests CCC works on criteria for objections, so we are consistent and fair. CCC has not yet made request for participation. No one checks if licence is required unless event actually asks for a licence. On the15th March another meeting with LES will take place to discuss further. SR and SY to report back to CCC after meeting and a decision whether to formally lodge a participation request with be taken by a full meeting

c. Events in the Park Web page produced by Glasgow City CouncilI. West of Scotland Cross Country Series 23 Mar 2018

At https://www.glasgow.gov.uk/index.aspx?articleid=18319SY reported that website of GCC is up to date with events. Summer Sessions is going ahead this year. Dog jog is also a planned event for 28th July. SY asked NM to help with this event because the plan at present is to erect tents in plateau area of the running track. This is a potential risk if the asbestos below the surface is disturbed. NM asked SY to send him an email with the details. Stevie Scott says someone from CCC should attend a meeting after Summer Sessions about whether the park has been returned to a good condition. It was proposed that SY be this person. Proposed by SR. Seconded by MW. It was noted that also on the list on 7th July are fireworks after a wedding event in House for an Art Lover.

d. Bubble Rush Sunday May 6 2018SR reported that he has been contacted by Caroline Watson from Bubble Rush and asked what the organisers could do in the run up to the event. SR suggested organising a meeting with SR and SY to discuss this.

e. Boyne Parade on Saturday 7 July 2018 will incorporate a short rally in Bellahouston ParkMJ will give info at next meeting. SY thinks there will be 10,000 participants. Trnsmt Festival is using Glasgow Green this summer. SY will ask at 15/3 meeting. CS said Boyne parade had been in other parks before. NM said

clash of dates with Trnsmt so that is why Boyne event is not in Glasgow Green. CW said last year there were only 8 arrests across the whole city and thought it is a shorter event. Thinks there won’t be a lot of damage compared to other events the park hosts. CW reminded the meeting that we can only object in terms of damage to the park, not the purpose of the parade. In any case permission has been granted already. Mosspark Community Council has asked if we want to discuss and work together on opposing the Boyne event on the grounds of damage to the park. Agreed CCC would talk to them. SR said if it turns out to be a big event it may well cause damage. Member of public asked if there are statistics to ensure events are spread fairly across all parks. Surely there are other parks which could be used sometimes. SR said that’s why we want a participation request. SY said Pretty Muddy has been moved to another park this year.

f. Any other matters

9. Environmental Healtha. Fly tipping, overgrowing vegetation and the GHA

SR spoke to Andy Elliot and Jim Millar at GHA and explained the practice of GHA is encouraging fly tipping by taking rubbish from the back courts and leaving it on the street or other open spaces. Members of the public added that GHA rarely come into their closes to collect items. Another member of public agreed, but was not sure when it’s meant to be uplifted, possibly because residents have not received letters. CW suggested phoning to complain to their Housing Officer. DD explained that GHA move items from behind wall on a Tuesday ready for uplift the next day. SR said would set up a meeting to discuss fly tipping with GHA. MW said CCC talked to GHA about overhanging vegetation and they have asked CCC to supply a list of problem areas. SR has been working on this list. Member of the public also complained that gutters are full of leaves until January in the triangle between Ladybank Drive and Kirkdale Drive and was extremely concerned on safety grounds when the area was icy and treacherous. MW reported that at the area partnership meeting, they were told that leaf clearing had been escalated. MW has noticed improvement in Barlogan Dr, but will mention these streets for inclusion during the next area meeting. MJ said she too will chase this up too.

b. Deep Clean of Community Council area.MW said still not happy that the deep clean was fully completed.

c. Bin Replacement scheme in Pollokshields WardNM said old ash bins will be replaced eventually across the whole city by 2020. South side will be last. NM expects any issues will be addressed before it gets to us. If there is no rear access to back courts, they may have to put large bins at the road.

d. Area around Bellahouston Allotments updateSR has already written to ask about the use of the old cemetery entrance on Crosslee Street as a short cut but no reply yet. SA has pictures of issues still ongoing of flooding and the crumbling wall at the graveyard. Diggers came out last week, but managed to block stanks and the area is still flooded. NM asked if this is mains water. Scottish water says it has no plans which show any pipes. GCC Bereavement Services say it is not them.

10. Events.a. Newsletter and Flyers

MJ reminded everyone of the new newsletter to be produced by the end of March. MJ and GJ are happy to collate articles but are asking everyone to suggest ideas for articles and input from anyone with something relevant to say. Mixture of good and bad things about the area. GJ is willing to visit people to talk about their ideas if preferable. Any offers of help from the public to deliver newsletters when they are ready, would be appreciated

11. Traffic and Road Safetya. Proposed Ibrox Event Day Parking Controls

Ibrox parking. NM confirmed CCC area to be included. Timeline is from October 2017 to September 2018, but there have been more delays and prevarication. NM feels that if his constituents have been promised this, then it should go ahead. At a meeting on 18th January he was told that it will go ahead. NM issued revised timetable to the meeting (See Appendix 2) and promised he will endeavour to keep the department to its timeline. He urged us all to respond individually and collectively to support our case so that it actually happens. MJ asked if people from further afield make a protest, will these overwhelm our area if they make a big campaign against it. NM hopes they won’t, but it could end up in the Court of Session. Some local residents may not want the scheme. Football supporters may crowd fund to counter the plan. MJ suggested we be proactive about transport solutions. NM said this may take focus away from main issue. NM said draw attention to where it works in other areas of the city and country. SR had spoken with Dumbreck CC about a joint campaign to push things along, but this is less urgent since NM had moved thing forward. DCC is keen to work with us to identify and meet who in the council is going to be driving this project going forward and on any public meeting organised to allow the public to show their support. The meeting was happy to continue with this dialogue.

12. Pollokshields Ward Glasgow City Councillors update. (Norman Macleod, David Meikle, Jon Molyneux, Hanif Raja)Chris Stephens raised PIP assessments. He has concerns about the level of competence of those looking at PIP assessments, about DWP issues, and carers. Asked for any early day motion suggestions which he can put forward, for example he did one for the 50th anniversary of Bellahouston Sports Centre.NM urged CCC to respond the WECPC Consultation discussed in 6a.Primary to secondary school transition issue. 271 residents in the south west area have applied for Rosshall Academy. However, there is only space for 237. So, 34 initially couldn’t be found space. Letter were issued, after the council had chosen the affected pupils. 4 have already opted for other schools. NM hopes that with time all will accommodated at Rosshall. NM will be happy to talk to people about the issue individually.

MW said all the main items had been already covered earlier in the meeting

14. Treasurer’s Reporta. Current financial status for 2017/2018.

The Mosspark United Church rent for January of £26 had been paid since the last meeting. CW proposed that CCC apply for online banking. SY proposed and SM seconded. There were no objections

15. Scottish Watera. Potholes and Speed Bump damage in Barfillan Drive. Not discussedb. Fire Path in Carsaig Drive. Not discussed

16. Communicationsa. Facebook Page, Twitter, Knowledge Hub, Website. Not discussed

17. Any other Businessa. Open Floor to all meeting attendees.A member of the public reported Dunellen St lighting has not been working for over a year. (2 lights not working.) CW said he would look into this. At this time of year there are lots of lights being reported. Member who runs the local Craigton Facebook asked for more grit bins for icy conditions. MW said CRAG receives grit and people can come and collect some at the Craigton Community Garden. Suggest school pupils could grit outside the school to help. CW says there are enough grit bins, we have more than average.MJ noted that Mary Balfour’s statue is being unveiled 8th March at Govan cross at 11 AM.
