I am delighted to present this historic 100th report for the Victorian Olympic Council (VOC) at its Annual General Meeting in 2012.

The Victorian Olympic Council was founded on September 22, 1911 by representatives of Athletics, Swimming, Rowing and Tennis associations and the fi rst chairman was Mr B.J. Parkinson from Athletics.

The Centenary marks a special occasion for the Council and was celebrated in November at an offi cial reception at Government House and the Centenary Gala Dinner hosted by the Olympians Club of Victoria.

The Olympic movement is in its last year of preparation for the London 2012 Olympic Games. For the hundreds of athletes striving for gold at this year’s Games, the countdown is now truly on.

The Australian Olympic Team is expected to have a complement of more than 400 athletes. Over the coming weeks athletes will battle it out for a spot on the Team, representing for some the culmination of years of effort and focus.

For some athletes the fi rst huge task of qualifying for the Games is over. For them the focus is now solely on training hard and keeping at the top of their game ahead of the Games commencing in July.

We wish those aiming to qualify, or those who have already qualifi ed, and especially the Victorian athletes, the best of preparation and racing.

As for London itself, I believe the city is ready to host an exhilarating and successful Olympic Games.

Our fundraising efforts to support the 2012 Australian Olympic Team are well advanced. I am pleased to report that the Victorian Government’s contribution of $575,000 towards the Australian Olympic Team Appeal is the largest contribution by any State Government.

In addition to their contribution, the State Government and Melbourne & Olympic Parks Trust have been extremely supportive in marking the signifi cance of our Olympic heritage as part of the Olympic Park precinct upgrade. Their backing complements our commitment to the precinct by signing a long-term tenancy agreement.

Australian Paralympic Committee General Manager of Sport Michael Hartung, Minister for Sport and Recreation Hon Hugh Delahunty MP, VOC President Nicholas Green OAM and prospective team members Ashleigh Brennan (gymnastics), James Marburg (rowing) and Paralympian Jessica Gallagher (long jump, javelin and vision impaired slalom).

Premier Ted Baillieu and the Minister for Sport and Recreation, Hugh Delahunty, are to be congratulated on their support of the Council and our athletes.

Peter Fox, Chairman of the Prime Minister’s Olympic Dinner (PMOD) Committee, is leading an outstanding Executive in planning and hosting the pre-eminent PMOD at the Melbourne Convention and Exhibition Centre on Saturday June 23, 2012. The function is expected to attract more than 1400 guests as the offi cial dinner to celebrate the 2012 Australian Olympic Team to London.

I am pleased to report that our Education Commission, led by Chairman Luke Soulos, continues to deliver some outstanding programs. New partnerships with the Department of Education and Sport and Recreation Victoria as well as the Catholic Education Offi ce will see an expanded number of programs in schools designed to engage the students.

The Victorian Olympic Foundation (VOF) is expertly guided by Lazard’s John Wylie AM and Peter Halsted as part of the VOF’s investment advisory body. I thank them and the other members for their outstanding guidance and work.

My thanks are also extended to our retiring Executive Member Michael Harms, whose friendship, guidance and wisdom has been benefi cial over many years. I am also delighted to welcome Olympian Nicole Livingstone OAM who fi lled the Executive position vacated by Michael.

In closing, I sincerely thank all members of the VOC team – the Executive Board, the Education Commission, Olympians Club of Victoria, staff, volunteers and Victorian Olympians – for their commitment to the Olympic movement and the activities and programs delivered by the VOC in 2011.

Finally, I would like to wish all our athletes, including VOC Executive Member Russell Mark OAM, coaches and support staff, a successful Olympic campaign.

LEGACY – KERRI TEPPER

VICTORIAN OLYMPIC COUNCIL CENTENARY CELEBRATIONS 1911-2011

To bring the Olympic community together and reaffi rm the signifi cance of the Olympic Movement in Victoria

The fi rst minute book of the Victorian Olympic Council records that on September 22, 1911 representatives of the Amateur Athletic Association, Victorian Rowing Association, Victorian Amateur Swimming Association and Amateur Tennis Association convened to establish an “Olympic Council for Victoria”.

The formation of a Council was seen as crucial by these groups to “act in conjunction with Councils in other States to forward the representation of Australasia at Olympic Games, particularly the Games to take place at Stockholm in 1912”.

Mr B.J. Parkinson from the Amateur Athletic Association was the inaugural Chairman. Mr W.H. Browne of the Victorian Amateur Swimming Association moved that the Olympic Council be formed:

“(1) To supervise all entries from the State of Victoria for the Olympic Games.” and

“(2) To establish and manage a fund towards defraying expenses of representatives to compete at Olympic Games and to act in conjunction with similar bodies throughout Australasia and generally to control all matters affecting the Olympic Games and representation thereat as affecting the State of Victoria.”

An offi cial celebration to mark the VOC Centenary was hosted by the Governor, The Honourable Alex Chernov AC QC, at Government House on Saturday November 19, 2011. All Victorian Olympians and their families were invited to attend this momentous event.

We were thrilled that the Governor as well as Premier Hon Ted Baillieu MP and the Minister for Sport and Recreation, Hon Hugh Delahunty MP, addressed the 800 Olympians, aspiring Olympians and their family members in attendance. Following formal proceedings, the Governor opened his home to guests. Olympians and offi cials, representing the 31 Victorian constituent bodies across 16 Summer (1948-2008) and eight Winter (1974-2010) Olympiads, were in attendance. Importantly, our youth was represented with member sports nominating six future Olympians to attend the celebrations with their families. In recognition of the Centenary, each guest received an autograph card as a memento of the celebrations.

The Victorian Olympic Council Strategic Plan 2009-12 comprises six elements that form the basis of our activities. Each Board member is assigned an area of responsibility

STATE GOVERNMENT OLYMPIC PARK HERITAGE INSTALLATION

Following lengthy consultation between the Victorian Olympic Council, Melbourne & Olympic Parks Trust and Major Projects Victoria, a Memorandum of Understanding has been developed by the Australian Olympic Committee (AOC) for the reinstatement by MOPT of the Olympic Rings in the Olympic Park precinct in 2012.

JULIUS L. PATCHING SPORTS OFFICIAL OF THE YEAR AWARD

The award recognises the outstanding contribution offi cials make to the fabric of the Olympic sporting community in Victoria. It was introduced in recognition of the unprecedented and tireless contribution of Julius L. Patching to the Victorian Olympic Council (VOC) and Olympic community. Judy was a voluntary offi cial from 1947 until his death in 2009.

Our constituent sports have yet again embraced this award, with eight nominations shortlisted in 2011.

Following the 2010 award nominations, the executive resolved that under extraordinary circumstances member sports may nominate more than one person for the Patching Award. These details are now included in the award criteria.

EDUCATION – RUSSELL MARK OAM

To conduct programs in conjunction with our presentation partners, the Department of Education and Early Childhood Development (DEECD), Sport and Recreation Victoria’s Department of Planning and Community Development (DPCD) and the Australian Olympic Committee.

We are truly grateful to members of the VOC Education Commission, chaired by Luke Soulos, for their ongoing support and dedication to delivering Olympic Education in Victoria.

Below is a brief update on the VOC programs. A detailed report is available on pages 18-24.

The 2011 Pierre de Coubertin Awards were announced at the MCG on Sunday June 26, 2011. There were 132 senior secondary school students recognised in a total of 196 Victorian

award recipients. An additional 196 sports leaders participated in an Olympic Academy session conducted that afternoon.

Congratulations are extended to Fiona Sanford from Mornington Secondary College who was selected from a fi eld of 12 shortlisted applicants to represent Victoria at the 2011 International Pierre De Coubertin Youth Forum held in Beijing, China in August 2011. Since her award, Fiona has been selected to travel to London for eight months and work with the Sports Trust on their education initiatives.

Presented by DPCD, two Active Leadership Programs were held in 2011. The fi rst was delivered in Pakenham on March 17, 2011 at Cardinia Life YMCA Centre where 182 year 9 students from seven local schools participated. Eight Olympians attended with Nicole Livingstone performing as MC. Students had the opportunity to connect one-on-one with Olympians as well as being coached by an Olympian in their preferred sport. This was by far the highlight of the program.

The second program was conducted in Mildura on October 25, 2011 with 266 year 5 and 6 students in attendance at Nichols Point Primary School. Seven Olympians attended the session along with Education Commission members Jo a’Beckett and Amber Bleechmore, who gave up their time to attend and facilitate. Again, the highlight was receiving a special tip from an Olympian.

More than 96 per cent of participants agreed that the program encouraged them to be more active and live a healthy lifestyle.

Pleasingly, the VOC was invited by Sport and Recreation Victoria along with 10 other peak bodies to submit a proposal for funding via the competitive funding pool. The submission was successful and we have been funded to deliver a program across the state based on the Active Olympian Role Models Program. In addition, we will produce a handbook to be published online to empower the regions to conduct the program more independently of the VOC in the future. Details are being fi nalised to deliver the program in late 2012.

Discussions were also held with the Catholic Education Offi ce (CEO) to deliver a modifi ed version of the Active Olympian Role Models Program. A working party includes members of the CEO, VOC board member Nicole Livingstone OAM, VOC staff and International Youth Forum attendee Jason D’Souza. A service agreement is currently being fi nalised for delivery in 2012.

FUNDRAISING $1.8M - WILL ALSTERGREN AND LEON WIEGARD OAM

To raise $1.8 million for the 2012 Australian Olympic Team.

STATE GOVERNMENT CONTRIBUTION

We were thrilled when Minister for Sport and Recreation, Hon Hugh Delahunty MP, announced on December 9, 2011 the State Government contribution of $575,000 to the 2012 Australian Olympic Team.

“This funding will assist the Victorian Olympic Council and the Australian Paralympic Committee with the logistical requirements and offer our athletes every possible opportunity to focus on sport and go for gold,” Mr Delahunty said.

The Australian Olympic Committee President John Coates AC acknowledged the Victorian Government’s funding contribution: “On behalf of the athletes the AOC appreciates the continued support of the Victorian Government. Victorians love their sport and the support from Premier Ted Baillieu and his government will be a major help to our athletes as they prepare for 2012,” Mr Coates said.

PRIME MINISTER’S OLYMPIC DINNER

The Prime Minister’s Olympic Dinner (PMOD) will be held on Saturday June 23, 2012 at the Melbourne Convention and Exhibition Centre. Linfox Executive Chairman Peter Fox AM chairs the PMOD Executive. Peter and his team are on target to deliver more than $1.5 million for the2012 Australian Olympic Team.

The VOC is indebted to Peter and the Executive for their outstanding commitment to the Olympic Movement.

At the end of December 2011, 53.2 tables were confi rmed with a further 43 companies committed to buy a table at a total cost and tax-deductible donation of $25,000. Please refer to the report on pages 14-15.

VICTORIAN OLYMPIC FOUNDATION LIMITED - DAVID WANSBROUGH

To develop an investment portfolio that meets the Foundation’s objectives and provide sound and responsible administration of the Foundation.

Profi t for the year from continuing operations was $177,133. In accordance with the regulations of the deed of Settlement, this amount is distributed to the Victorian Olympic Council.

The Victorian Olympic Foundation Limited’s (VOF) investment strategy is set under the guidance of the Investment Sub-committee chaired by Lazard’s Chief Executive Offi cer, Australia, John Wylie AM. Also on the Sub-committee are Lazard’s Managing Director Peter Halstead and Foundation Directors Nick Green OAM and David Wansbrough. The VOC Executive is extremely grateful to John and Peter who bring considerable expertise to the role and provide professional advice pro bono as well as David Wansbrough for his signifi cant and invaluable contribution and expertise.

Professional advice and services are also provided pro bono by David Birkbeck and Kanthi Guruge from CWC Family Offi ce. Legal matters are handled by Dean Wattis from Browne & Co and this work is generally provided pro bono. We are extremely grateful for their professional support.

During the year Board Member Michael Harms resigned after six years of loyal service. Following a call for nominations from the constituent bodies, the VOC Board appointed Nicole Livingstone OAM to fi ll the position vacated by Michael.

The OCV is a member of the Olympians Club of Australia (OCA) and works closely with the VOC. This association and the support it provides is vital to the wellbeing and sustainability of the Olympians Club and is acknowledged and much appreciated.

Through the VOC, Olympians participate in various education programs, one being the annual celebration of Olympic Day where Olympians are matched with schools in their area to talk about their Olympic sporting experiences and achievements.

The highlight of our calendar year continues to be the annual Olympians Club of Victoria dinner.

2011 OLYMPIANS CLUB OF VICTORIA ANNUAL GALA DINNERSOFITEL MELBOURNE ON COLLINSNOVEMBER 18, 2011

The OCV hosted its annual Gala Dinner at the Sofi tel Melbourne on Collins with more than 80 Olympians in attendance. This year was a special celebration as it was the Offi cial Dinner for the Centenary of the Victorian Olympic Council. The Council was founded on September 22, 1911 by representatives of Athletics, Swimming, Rowing and Tennis associations and the fi rst chairman was Mr B.J. Parkinson from Athletics.

This milestone was acknowledged with presentations from former VOC President Geoff Henke AO, Olympic icon Ray Weinberg AM and Chair of the AOC Athletes Commission, James Tomkins OAM. The AOC was represented by Secretary General Craig Phillips. We also heard from the Chef de Mission of the 2012 Australian Olympic Team, Nicholas Green OAM, who provided an update on the London 2012 Olympic Games.

Nicole Livingstone OAM, who recently was appointed to the VOC Board, was outstanding in her role as compere.

AFTERNOON TEA RECEPTION AT GOVERNMENT HOUSE TO CELEBRATE THE CENTENARY OF THE VICTORIAN OLYMPIC COUNCILNOVEMBER 19, 2011

Following the OCV Dinner, more than 750 Olympians, Youth and aspiring Olympians, their family and friends and leading sports administrators joined in celebrating the centenary of the Victorian Olympic Council at an Afternoon Tea Reception at Government House.

The Governor was thrilled to see so many Olympians with their families and spent more than an hour talking and being photographed with various groups. The Hon Hugh Delahunty MP, Minister for Sport, congratulated Olympians on their involvement in the many school programs on offer in the state, acknowledging the powerful infl uence and positive impact Olympians have on our youth. This concluded what was a memorable weekend.

PIERRE DE COUBERTIN AWARDSSUNDAY JUNE 26, 2011

The Pierre de Coubertin Awards are an initiative of the Australian Olympic Committee and have been embraced by the VOC and the Department of Education and Early Childhood Development (DEECD) since 1997.

Named after the founder of the modern Olympic Games, the award recognises students who demonstrate academic excellence and sporting prowess while exemplifying the Olympic values. Now in its 19th year, more than 11,000 secondary students across Australia have received the award since its inception.

In order to be eligible for the award the student nominee must:

• Be enrolled in year 10, 11 or 12 and not have received the award on a previous occasion

• Have participated actively in the school physical education program with a consistently positive attitude

• Have demonstrated the attributes consistent with the fundamental aims of the Olympic movement

• Submit a piece of literary or artistic work that depicts an appreciation of Olympism in response to the selected theme: “How will the 2012 Australian Olympic Team inspire the nation?”

At some stage throughout years 7-12, the selected student must have:

• Represented the school in at least one sport on the current Olympic program and

• Participated in at least two other sports (individual or team).

In 2011, with the support of the Education Commission and DEECD, the Pierre de Coubertin Awards were followed by an Olympic Academy. The aim of the Olympic Academy is to foster and encourage greater awareness and understanding about the Olympic Movement, its history and philosophy throughout the community.

On June 26, 132 senior secondary school students (of a total 196 Victorian award recipients) received the prestigious Pierre de Coubertin Award in a special ceremony at the Melbourne Cricket Ground.

We were thrilled to have the Hon Martin Dixon MP, Minister for Education, in attendance to present the students with an Olympic pin and certifi cate of recognition.

A further 196 school sport leaders participated in an Olympic Academy immediately after the awards ceremony. The Academy also aims to give young leaders in secondary schools throughout Victoria an opportunity to meet with Victorian Olympians to discuss and debate the contemporary issues in sport and the Olympic Games and search for solutions, as well as interact with young people within their region.

Participants strongly agreed that the academy gave them an opportunity to meet and connect with Victorian Olympians as well as other young athletes. The highlight of the program was meeting the Olympians, as well as visiting the National Sports Museum and learning about the a.s.p.i.r.e Australian Olympic Team Values.

The Most Outstanding Artistic piece was awarded to Bernadette Toohey from Sacre Coeur (above) and the Most Outstanding Literary piece was awarded to Jessica Burger from Genazzano FCJ College (refer page 22).

The forum is designed to bring students from around the world together to discuss various elements and issues regarding the Olympics and the Olympic Movement. Eight students, one per state and territory, have been selected to attend this year’s forum in Beijing, China. The Academy students heard from this year’s Victorian representative Fiona Sanford of Mornington Secondary College. Fiona has been an inspiration and we wish her all the very best with her travels later this year.

The VOC acknowledge the ongoing contribution of our presentation partner the Department of Education and Early Childhood Development for their involvement and funding of the program as well as the Melbourne Cricket Club, National Sports Museum and Epicure for their support during and in the lead-up to the event.

2011 ACTIVE LEADERSHIP PROGRAM CARDINIA LIFE YMCA CENTRE, PAKENHAM THURSDAY MARCH 17, 2011

This year the VOC with the support of the Department of Planning and Community Development, Sport and Recreation Victoria delivered two Active Leadership Programs (ALP) in Pakenham and Mildura respectively. Undertaken by the Victorian Olympic Council and funded by the Department of Planning and Community Development, the program aims to:

• Connect Olympians with the community

• Inspire participation in sport

• Provide opportunities for the students to personally connect with the Olympians.

On March 17, 182 year 9 students from surrounding schools participated in the ALP at Cardinia Life YMCA Centre. During the session students had the opportunity to connect one-on-one with Olympians by being coached in their preferred sport, receiving a special tip from the Olympian that they will cherish for life as well as having fun participating in sport and engaging with their peers.

2011 ACTIVE LEADERSHIP PROGRAM NICHOLS POINT PRIMARY SCHOOLTUESDAY OCTOBER 25, 2011

The second ALP was held in Mildura with 266 year 5 and 6 students in attendance at Nichols Point Primary School to participate in the Active Leadership Program.

Present on the day were seven Olympians who provided a unique insight into the Olympic Games with stories about how they got involved in sport and the positive impact this has had ontheir lives.

The highlight of the program was the coaching clinics, where students are coached in their preferred sport by an Olympian. Sports included swimming, table tennis, badminton, hockey and basketball. As per the Pakenham session, the aim was to have every student receive a special tip from an Olympian during the sports clinic. Many students expressed an interest in continuing to play their chosen sport and felt the program has encouraged them to be more active and live a healthy lifestyle.

Also working with the students during the sports clinic were members of the Mildura Heat Basketball Association, Sunraysia Table Tennis Association and local table tennis champion Dillon Chambers.

Students also took part in a session on nutrition, with an emphasis on eating choices as in the ‘Swap this for that’ campaign as well as learning about the a.s.p.i.r.e. Australian Olympic Team Values, each school created their own a.s.p.i.r.e. poster.

“The program allows the students to get a personal sporting tip from an Olympian that they will cherish for life,” Olympic Silver and Bronze medallist and Victorian Olympic Council board member Nicole Livingstone OAM said.

TALK WITH A CHAMP MELBOURNE SPORTS AND AQUATIC CENTRETUESDAY SEPTEMBER 20, 2011

The Australian Olympic Committee (AOC) and VOC invited 30 Year 9 and 10 students from surrounding schools to attend Talk with a Champ, a one hour Olympic education initiative linking secondary school students with Olympic champions.

There were 267 students attending the session and they heard from Olympic Gold Medallists Lydia Lassila (2002, 2006, 2010 Gold Medallist Freestyle Skiing) and Giaan Rooney OAM (2000 dual Silver, 2004 Gold Medallist Swimming) talking about the highs and lows of their sporting careers while stressing the positive impact sport has had on their lives.

The AOC highlights the Olympic sport traditions and values to teach life values and life skills to primary and secondary school students. The program was well received and highly benefi cial to students, especially as the London 2012 Olympic Games draw closer.

FAREWELL AND THANK YOU

David Barclay retired from the Commission in July 2011 and was commended on his service to the VOC Education Commission. He was a valuable member of the Commission from 2009 and his contribution, particularly his advice guidance and valuable networks with regard to the Principal sector of the Department, will be sorely missed and we wish him well in his future endeavours.

Our appreciation is extended to Gillian Brewster and Maria Caruso from the VOC offi ce for their tremendous contribution to the education program. Both are passionate about Olympic Education as part of their brief. Gill and Maria’s tireless hours of organisation and preparation for our programs have been rewarded with excellent results, positive feedback and acclaim.

They have regularly demonstrated their commitment, in particular when trying to build numbers of participants in the Pierre de Coubertin Awards and other programs. They are always prepared to make yet another call to a Principal to ensure a student’s involvement. Both staff members proved not only to be very effective but supportive to the Commission and, although it often goes unmentioned, both did a great job with every detail. Thank you!

LOOKING TOWARDS 2012

In the lead up to the London 2012 Olympic Games the Education Commission will be focused on delivering programs in consultation with our funding partners, the Department of Planning and Community Development (Sport and Recreation Victoria) and the Department of Education and Early Childhood Development, as well as promoting the Australian Olympic Committee Education initiatives – Talk with a Champ, Train like a Champ and Eat like a Champ.
