I am delighted to present the 103RD report of the Victorian Olympic Council (VOC) at its Annual General Meeting in 2015.I commence my report by acknowledging the outstanding performance of the 2014 Australian Olympic Winter Team led by Chef de Mission Ian Chesterman.

And as we start to look forward to the 2018 Pyeong Chang Games it is great to see the strong results from many Victorian athletes at both senior and youth Games.

Our Winter Olympians’ success continues with David Morris being awarded the Wilfrid Kent Hughes Award for the most outstanding performance by a Victorian Olympian at the Sochi 2014 Olympic Winter Games.

I would also like to acknowledge Kerri Tepper who received Life Membership in recognition of her outstanding 16-year contribution and service to the VOC. We also awarded Peter Doak OAM and Luke Soulos with an Order of Merit and the Julius L Patching Sports Offi cial of the Year recipients were Jim Williams (Hockey) and Andrew Guerin (Rowing). I would like to thank all of our constituent bodies for nominating their highly valued volunteers for this award, the interest in which is growing each year which is great to see.

I am extremely grateful to PMOD Chairman David Thodey and his Executive Team who have commenced work on raising funds for the 2016 Australian Olympic Team. Our aim is to exceed the 2012 result of $2.2m.

We are also extremely grateful to the State Government of Victoria for their ongoing support of the Olympic Movement, not only through their fi nancial support of the Team but also through funding our educational programs.

The VOC thanks the Premier, The Hon Daniel Andrews MP, for accepting both the Patronage of the VOC and the Presidency of the Prime Minister’s Olympic Dinner Executive. We look forward to working with the Government as we continue to build on the Olympic legacy in the Olympic heartland of Melbourne’s sporting precinct.

The Julius Patching Foundation continues to support the VOC in its break-even imperative and I thank Peter Halstead, James Tomkins OAM and my fellow Board member and sub-committee chair David Wansbrough for their outstanding guidance and work on the investment portfolio.

Once again Leon Wiegard OAM and the Olympians Club of Victoria (OCV) Committee delivered a successful dinner held at the Sofi tel on Collins. It is pleasing to see that we continue to increase the number of Olympians in attendance. This event now is a feature on not only the Victorian Olympic calendar but also on the national calendar as the must-attend event.

We continue to build the representation of Olympic sports while slowly increasing the representation of our State sporting associations, which is positive. The evening provided the perfect backdrop for the Victorian Government to announce its support of the 2016 Olympic Team appeal with a commitment of $575,000, which again places the Victorian Government as the number one State Government contributor to the appeal.

I would like to acknowledge the outstanding service of Gillian Brewster who after eight special years at the helm of the VOC retired in October 2014. Gillian’s enthusiasm, dedication and contribution to not only the VOC but the Olympic movement in general was extraordinary. I personally thank Gill for her support of me in the role as President. Gill can proudly say that the VOC prospered under her watch and on behalf of all of the VOC Executive, Committees, staff and volunteers we wish Gill the very best in her future endeavours.

Special thanks also are due to Maria Cabeliza who gives her all to the VOC and fi lled the gap as acting Executive Director during the recruitment process while maintaining the high professional standards of the VOC during a diffi cult period. The VOC Executive would also like to acknowledge Stephanie Moorhouse for assisting during this period.

The Board and I are pleased to welcome Warwick Waters to the VOC and the Olympic family. His invaluable experience in sports administration and his strong leadership qualities will ensure that the ideals of the Olympic Movement will be delivered in our Olympic education and fundraising programs.

Finally, I thank the Australian Olympic Committee for their ongoing support of the VOC and our Executive. I also acknowledge and thank the Education Commission, so well led by Luke Soulos, our many volunteers and Victorian Olympians for their commitment to the Olympic Movement and the activities and programs delivered by the VOC in 2014.

An outline of highlights and achievements within each area follows.

1. FUNDRAISING

The AOC has charged us with the responsibility of raising $2.2 million for the 2016 Australian Olympic Team.

PRIME MINISTER’S OLYMPIC DINNER (PMOD)

Chairman David Thodey has assembled a highly infl uential executive to ensure we meet this target.

I am delighted that the Prime Minister, the Hon Tony Abbott MP, and the Premier, the Hon Daniel Andrews MP, have agreed to fulfi l the roles of PMOD Patron and President respectively.

The 2016 dinner is approaching fast and will be held at the Melbourne Exhibition and Convention Centre on June 18, 2016. We formally launched the 2016 Prime Minister’s Olympic Dinner at a lunch hosted by Telstra on February 10, 2014. The Prime Minister provided a video message and spoke of Australia’s extremely rich and proud Olympic history. Attendees included a number of PMOD supporters, Olympians, Australian Olympic Team partners and suppliers as well as the Parliamentary Secretary to the Prime Minister, the Hon Josh Frydenberg MP, immediate past Minister for Sport and Recreation the Hon Hugh Delahunty MP, as well as the Honorary Consul to the Consulate of Brazil, Roger Charles Frankel.

The PMOD sales drive has commenced and we are confi dent that we will achieve maximum sales making sure the 2016 event is highly successful and we reach our fundraising targets.

2. OLYMPIANS

Olympians are at the heart of all that we do and are keenly involved in our annual dinner and educational programs.

OLYMPIANS CLUB OF VICTORIA (OCV)

We continue to provide administrative and secretarial support to the OCV with the highlight being delivery of the OCV annual dinner.

President Leon Wiegard OAM provides unparalleled energy and commitment to the Olympians Club and he once again provided a strong and passionate vision for the 2014 OCV Annual Dinner. Maria Cabeliza, VOC Events Co-ordinator, was once again empowered to deliver the 2014 dinner and worked tirelessly to not only achieve the vision but ensured everyone in attendance had a wonderful night.

We continue to grow the number of Olympians in attendance. With this as our primary aim, the dinner is an opportunity to celebrate not only their achievements but also provides a forum for them to reconnect with fellow Olympians. With more than 500 guests, the attendees at the 2014 dinner comprised:

• 133 Olympians, compared to 109 in 2013 • 42 Olympians Club of Victoria Forum Members (40 in 2013)• 44 Olympic Medallists (28 in 2013).

We thank the staff at the Sofi tel Melbourne on Collins for their efforts in supporting this annual event, particularly Director of Conferences and Events Sharon Bretz and her team for their generous assistance to our club.

There are fi ve principal elements of the Victorian Olympic Council Strategic Plan 2013-16 that form the basis of our activities.

EDUCATION PROGRAMS

Our aim is to connect Olympians with the community through Department of Education and Early Childhood Development (DEECD) and Sport and Recreation Victoria (SRV) funded programs. Twenty-fi ve Olympians (of 40 who were approached) were actively involved in our programs in 2014.

3. EDUCATION

Olympians are key to the success of the following programs. Their ability to instil the Olympic values and inspire young Australians to lead active, healthy lifestyles is invaluable. Each of our programs is reliant on the involvement of a broad cross-section of Olympians.

ACTIVE YOUTH DEVELOPMENT PROGRAM

This program is funded by Sport and Recreation Victoria. The program has four objectives:

1. Connect Olympians with the community to inspire participation in sport2. Empower teachers with the tools needed to conduct the program with minimal support by the Victorian Olympic Council3. Connect students with local sporting clubs 4. Increase participation in sport.

More than 720 students from 12 schools participated in the program during 2014.

We continue to use the valuable feedback provided by participants, local clubs and teachers to improve the programs for the following year. We maintain a close relationship with the local clubs in the lead up to the event and encourage them to provide details about any upcoming “Come and Try” sessions to help maximise the benefi t to the grass-roots sporting clubs within the local communities.

PIERRE DE COUBERTIN AWARDS AND OLYMPIC ACADEMY

The VOC values the continued support of our presentation partner, the Department of Education and Early Childhood Development. I am pleased to report that 127 senior secondary school students (of a total 170 Victorian award recipients) were acknowledged in a special awards ceremony on May 18 at the MCG.

This annual sport award is celebrated nationally and recognised internationally. It acknowledges Year 10, 11 and 12 students who, although they may not be an elite athlete, demonstrate the values of the Olympic Movement in sport and their everyday lives.

We were delighted to have immediate past Minister for Education, the Hon Martin Dixon MP, present the awards to students. He was joined on stage by Master of Ceremonies Nicole Livingstone OAM, 1988, 1992 and 1996 swimming Olympic dual Bronze and Silver Medallist, and David Morris, 2010 and 2014 freestyle skiing Olympic Silver Medallist.

Preceding the awards ceremony, a further 72 school sport leaders joined Pierre de Coubertin recipients to participate in an Olympic Academy. The academy is a unique opportunity for students to interact with Olympians, learn about the history of the Olympic Games and the A.S.P.I.R.E values as well as visit the National Sports Museum.

AOC EDUCATION INITIATIVES

The VOC continues to work closely with the Australian Olympic Committee’s Education Manager Frances Cordaro on a number of initiatives which involve Olympians empowering the community and young Australians to embrace the Olympic spirit and lead active and healthy lives.

In February 2014 we saw the launch of the Australian Olympic Education website (http://education.olympics.com.au/). It is a new platform providing great tools, exclusive opportunities and up-to-date resources for schools and teachers.

EDUCATION COMMISSION

As you will read in the Education Commission report, we are extremely proud of the work of the commission which is led professionally by Chairman Luke Soulos. The commission is a passionate and effective group. Members provide advice to assist us with content and distribution channels for our promotional material and they also assist in the delivery of the VOC and AOC programs. Their voluntary commitment and exceptional skill sets are invaluable.

4. GOVERNANCE

Our key objectives are to ensure compliance with legislation, sound fi nancial management and effective reporting structures.

We appreciate the support of the AOC in providing the day-to-day fi nancial services for the VOC. We are pleased to provide the audited statement of comprehensive income for the year ending December 31, 2014 as an appendix to this report.

LIFE MEMBERSHIP

Life Membership of the Council may be conferred by special majority on the recommendation of the executive upon:

• An offi ce bearer or executive member who has held such position for not less than 10 years and has rendered outstanding service to the council or the Olympic Movement• Any other person who has rendered such service or to sport generally for at least 10 years.

ORDER OF MERIT

The Order of Merit may be conferred upon any person who, in the opinion of the Executive, has made a remarkable contribution to the sporting world, either through personal achievement or through the development of sport.

WILFRID KENT HUGHES AWARD

Sir Wilfrid Kent Hughes, KGE, MVO, DSC, MC, ED, 1885-1970, will be remembered as Chairman of the Melbourne 1956 Olympic Games Organising Committee, for his great love of sport and for his contribution to the Victorian and Australian Olympic Movement. He was without doubt a great Australian, a soldier, an Olympian, a statesman and a true administrator.

To perpetuate his outstanding contribution,the Victorian Olympic Council selects themost outstanding performance by a VictorianOlympian at each Olympic Games to receivethe Wilfrid Kent Hughes Award.

A perpetual plaque on permanent display in the foyer of the VOC offi ce is etched with the recipient’s name and a replica plaque is awarded to the recipient.

JULIUS PATCHING AWARD

This award is in recognition of the unprecedented and tireless contribution of Julius L. Patching to the Victorian Olympic Council (VOC) and the Olympic community. Judy was a voluntary offi cial from 1947 until his death in 2009.

This award recognises the outstanding contribution that offi cials make to the fabric of the Olympic sporting community in Victoria. One nomination per state sporting association is accepted for consideration each year.

In closing my report I would like to acknowledge Nick Green OAM who continues to bring the outstanding qualities of an Olympic Gold Medallist to his role as VOC President. Nick is an inspiring leader who is always extremely positive and supportive of his staff and the programs we undertake in the community. It is an honour for the VOC staff to work with Nick and the members of the Executive Board, all of whom share a passion and strong commitment to the VOC and the Olympic Movement generally.

The VOC staff and Executive also recognise the signifi cant contribution of the AOC’s James Edwards who works closely with the states to ensure standards are met. James’ contribution has been embraced by the VOC given his energetic, positive and enthusiastic approach.

We would also like to take this opportunity to congratulate Fiona de Jong on her appointment as Secretary General of the Australian Olympic Committee. Commencing the role in October, Fiona is the fi rst woman to be appointed to this position. She is committed to working closely with staff and is passionate about upholding the Olympic spirit and brand moving forward.

Finally, I would like to thank the Olympians Club of Victoria (OCV) Committee led by Leon Wiegard OAM, OCV Forum members and our wonderful team of volunteers, all of whom regularly demonstrate their passion for the Olympic Movement in the many activities they undertake.

PRIME MINISTER’S OLYMPIC DINNER REPORT

DAVID I. THODEY

I am pleased to report that preparations for the 2016 Prime Minister’s Olympic Dinner are tracking well. Formal invitations are in production and event proceedings are well under way.

A lunch to launch the PMOD was hosted by Telstra on February 10, 2014. The Prime Minister, who was overseas at the time, sent a video message and spoke of Australia’s extremely rich and proud Olympic history. Attendees included a number of PMOD supporters, Olympians, Australian Olympic Team Partners and Suppliers as well as the Parliamentary Secretary to the Prime Minister, the Hon Josh Frydenberg MP, immediate past Minister for Sport and Recreation, the Hon Hugh Delahunty MP, as well as the Honorary Consul to the Consulate of Brazil, Roger Charles Frankel.

The Victorian Olympic Council has committed to raise $2.2million towards costs associated with the preparation of the 2016 Australian Olympic Team, the majority of which will be raised by the PMOD. I would like to take this opportunity to extend my sincere appreciation to each member of the Executive for their continued support in the lead up to this prestigious celebration, the single most signifi cant fundraising event to prepare the Australian Olympic Team for the Rio 2016 Olympic Games.

The 2016 Dinner will be held on June 18

at the Melbourne Convention and Exhibition Centre.

In what has become a traditional Olympic year gala event,

the 2016 Prime Minister’s Olympic Dinner (PMOD) is the

ninth in a series which started with the 1984 Olympic

Games and has been held every four years since.

This prestigious function marks the final countdown for

Australia’s Olympic Team on its exciting journey to the

Opening Ceremony of the Games of the 31st Olympiad

in Rio de Janeiro on August 5, 2016.

The dinner is endorsed by the Australian Olympic

Committee and the Victorian Government and is the

major fundraiser for the Australian Olympic Team by

the Victorian Olympic Council.

The evening will see the Prime Minister joining the

Premier of Victoria and many of Australia’s Olympians

as they come together in a demonstration of community

commitment to our Olympic Team.

2014 OLYMPIANS CLUB OF VICTORIA ANNUAL GALA DINNERSOFITEL MELBOURNE ON COLLINS NOVEMBER 21, 2014

The Annual Dinner held at the Sofi tel Melbourne on Collins was another great success. This year’s program recognised a number of achievements. With more than 500 in attendance, a large percentage were Olympians and Olympic offi cials, many travelling from interstate and overseas to celebrate reunions ending in the number four - Tokyo and Innsbruck 1964 (50th anniversary), Los Angeles and Sarajevo 1984 (30th anniversary), Lillehammer 1994 (20 years since the Olympic Winter Games schedule changed to alternate Olympics every two years), Athens 2004 (10th anniversary) as well as celebrating the success of our Team at Sochi 2014.

It was particularly pleasing to welcome Ray Weinberg (1948, 1952 Athletics), Lindsay Gaze, who started his Olympic journey in the exhibition Aussie Rules Game in 1956 before becoming a legend of basketball, and former Governor of Victoria and dual Olympian, John Landy, as well as to report that approximately one in three of the guests who attended were Olympians.

We were delighted to host members of the 2014 Australian Olympic Winter Team including the winners of the Most Outstanding Male and Female Performances from the Games, Lydia Lassila OAM and David Morris, as well as Chef de Mission Ian Chesterman.

A special thank you is due to Lazard, Hamper World, the Gibbins Family and PricewaterhouseCoopers, a small group of corporate friends who allow us to offer Olympians a subsidised cost through their generous support of this event.

Some of the highlights of the night included the Victorian Government’s announcement of $575,000 to support athletes representing Australia at the Rio 2016 Olympic Games. Immediate past Minister for Sport and Recreation, the Hon Damian Drum MP, acknowledged the Victorian Government funding at the dinner.

We also acknowledged a number of “Olympic Family” achievements from the past 12 months including;

• Australian Olympic Winter Team Chef de Mission Ian Chesterman, who led a successful team of 60 in Sochi with 43 being fi rst-time Olympians (more than 70 per cent of the team were rookies), resulting in three medals. • Stephen Moneghetti AM, who led a successful contingent of athletes as Chef de Mission of the 2014 Australian Commonwealth Games Team.• President of the AOC and IOC Vice-President, John Coates AC, was appointed to succeed IOC President Thomas Bach as Chair of the IOC Juridical Commission and the Sport and Law Commission. John was also reappointed to the TV Rights and New Media Commission of which he has been a member since 2005.• Kevan Gosper AO, who recently retired from the IOC after 36 years but was appointed as a member of the IOC Solidarity Commission. Kevan remains an Honorary Member of the IOC Press Commission after serving as Chairman of that Commission for 20 years.• James Tomkins OAM, appointed to the IOC Programme Commission.• AOC Vice-President Helen Brownlee OAM, who remains a member of the Culture and Olympic Education Commission.

FORMATION OF THE “YOUNG OLYMPIANS CLUB”

We are delighted to welcome a new category to the Olympians Club of Victoria. The sub-committee is administered by the VOC and led by Olympians Steph Moorhouse (Gymnastics 2004), Ash Brennan (Gymnastics 2008, 2012), Josh Dunkley-Smith (Rowing Silver Medallist 2012) and Tom Swann (Rowing 2012).

It will be an opportunity to connect with fellow Olympians and build new networks. To qualify, Olympians need to be 35 years of age or younger. The club was successfully launched on October 24 with a number of Olympians from a range of sports in attendance.

We appreciate the support of those who were available to attend, and to those Olympians who could not attend yet showed their enthusiasm to be involved, we are keen to keep them involved in future events.

Special thanks to the sub-committee and VOC for getting this initiative up and running. A number of networking and social sessions will be held during 2015. If you are interested in being involved please contact the VOC.

THE VOC AND OCV

PIERRE DE COUBERTIN AWARDS CEREMONY AND OLYMPIC ACADEMY MELBOURNE CRICKET GROUND SUNDAY MAY 18, 2014

Named after the founder of the modern Olympic Games, the Pierre de Coubertin Award recognises students who demonstrate academic excellence and sporting prowess whilst exemplifying the Olympic values.

The Pierre de Coubertin Awards are an initiative of the Australian Olympic Committee. The awards are celebrated nationally and hosted by the Victorian Olympic Council. They have been funded by the Department of Education and Early Childhood Development since 1997.

In order to be eligible for the award the student nominee must:

• Be enrolled in year 10, 11 or 12 and not have received the award on a previous occasion• Have participated actively in the school’s physical education program with a consistently positive attitude• Have demonstrated the attributes consistent with the fundamental aims of the Olympic movement• Have represented the school in at least one sport on the current Olympic program• Have participated in at least two other sports (individual or team).

In a special awards ceremony at the MCG on May 18, 127 senior secondary school students (of 170 Victorian award recipients) were honoured.

A further 72 school sport leaders joined Pierre de Coubertin recipients to participate in an Olympic Academy preceding the award ceremony. The academy is an opportunity for Pierre de Coubertin recipients and sport leaders to interact with Olympians, learn about the Olympic Games, the A.S.P.I.R.E Olympic values as well as visit the National Sports Museum at the MCG. The program was highly successful and well received by participants.

Later that day, immediate past Minister for Education, The Hon Martin Dixon MP, presented students with their awards along with Master of Ceremonies Nicole Livingstone OAM (1988, 1992 and 1996 swimming Olympic Silver and dual Bronze Medallist) and David Morris, (2010 and 2014 freestyle skiing Olympic Silver Medallist).

Every student must complete a literary or artistic piece as part of the nomination process. This year’s theme was Youth and the future of Olympism in a digital world – how do we engage youth online to be active offl ine?

The Most Outstanding Artistic piece was from Brooke Bakaric of Mount St Joseph Girls’ College (refer page 20). The Most Outstanding Literary piece was from Emily Fitzgerald of Star of the Sea College (refer page 20).

The VOC extends its sincere appreciation to our Olympians, Education Commission members, the Melbourne Cricket Ground and the National Sports Museum for their support during and in the lead-up to the event.

We also acknowledge our presentation partner, the Department of Education and Early Childhood Development, for their involvement, ongoing contribution and funding of the program.

Director of Maribyrnong Sports Academy, Rob Carroll writes about award recipient Jayden Anderson: “Jayden typifi es the student-athlete concept at the Academy in terms of character and dedication, overcoming a long-term injury on several occasions in the pursuit of his goals in football. He has shown exemplary character throughout and maintains high performance standards in the schools program. Jayden is an exemplary role model to junior students at the school and as one of the Sport House Captains this year has had signifi cant leadership input to our swimming and athletics carnivals.”

Emma Grant, Sports Co-ordinator at Bendigo Senior Secondary College describes award recipient Chelsie Hird as “a focused, highly motivated, versatile athlete and an asset to college teams. In addition to achieving state level honours in a number of school sports, Chelsie has regularly represented Victoria in hockey. Chelsie has shown resilience to face the challenges of living in a remote location to realise her sporting dream. She is a dedicated student who has achieved commendable results. A humble and focused attitude best describes Chelsie.”

ACTIVE YOUTH DEVELOPMENT PROGRAM

The Active Youth Development Program (AYDP) is delivered by the Victorian Olympic Council (VOC) and funded by the Department of Transport, Planning and Local Infrastructure, Sport and Recreation Victoria.

The program aims to:

1. Connect Olympians with the community to inspire participation in sport 2. Connect schools and students with local clubs to foster an ongoing relationship 3. Empower teachers with the tools needed to conduct the program with minimal support from the Victorian Olympic Council 4. Increase participation in sport.

Students are given a unique insight into the Olympic Games as Olympians share stories about how they became involved in sport and the positive impact of sport on their lives.

Each program is conducted over the course of a day. The sports are based on those that can be resourced at the host school. In the past we have offered any six of the following sports – basketball, volleyball, athletics, table tennis, badminton, swimming, sailing, soccer, hockey and rowing. Once the sports are determined the VOC enlists the support of Olympians to coach and inspire the students.

Every student is coached in their preferred sport by an Olympian, coming away with a special tip from an Olympian that they will cherish for life. In the afternoon, Olympians combine with local clubs to run a “Come and Try” session to showcase their sport and the club.

At the conclusion of each program students were asked to complete an evaluation. The following conclusions were drawn about our survey results (based on eight programs):

1. 71% of students are involved in a sporting club with Ballarat having the most students (88%) and Warrnambool having the least (51%).2. 73% of participating students are involved in physical activity three or more times per week.3. Of concern is that 12% of students who participated in the second Warrnambool program are not involved in physical activity.

4. Also of concern is that 6% of the 2014 Geelong grade 5 and 6 cohort is not involved in any sport. 5. There is a real opportunity for local clubs to capitalise on the interest of participants in playing the sports they played in the coaching clinic, with 67% of students stating they wanted to continue in that sport. Indeed, 50% stated the program had encouraged them to actually join a local sports club.

EDUCATION COMMISSION REPORT

Phase one of the program was delivered in 2012 with initial meetings held with key stakeholders – teachers, local clubs, state sporting associations, representatives from Active After School Communities, ACHPER, School Sport Victoria, Regional Sports Assemblies and Regional Academies of Sport. The program was delivered to fi ve regions in 2013 and to three regions in 2014.

We are grateful for the wonderful support provided by host schools and their principals and the Victorian Regional Sports Academies chaired by Graham Gordon, who provided valuable advice about the local sporting clubs as well as assisting on the day.

BENDIGO – BENDIGO SOUTH EAST SECONDARY COLLEGEMAY 21, 2014

With the recent appointment of two Bendigo Spirit stars - Gabe Richards and Kelly Wilson - to tour the United States with the Australian Opals, it is timely that 184 secondary school students were coached by Olympians at various venues in Bendigo on Wednesday May 21, 2014.

Nine Olympians, including London 2012 Basketball bronze medallist and local hero Kristi Harrower, coached students in their preferred sport.

Later, at host school Bendigo South East Secondary College, the program allowed students to participate in a sports expo where local sporting clubs showcased their sport in order to achieve our objective of increased participation in sport.

The financial report of the Victorian Olympic Council Inc. (‘VOC’ or ‘Council’) for the year ended 31 December 2014 was authorised for issue in accordance with a resolution of the Executive on 5 March 2015. The VOC is an Association incorporated under the Associations Incorporation Reform Act, 2012 of Victoria and is domiciled in Victoria. The Directors of the Julius Patching Foundation Limited comprises those persons being voting members of the Executive of the VOC. The principal place of business is Ground Level East, 60 Olympic Boulevard, Melbourne Vic 3001. The nature of the operations and principal activities of the Council is to assist the AOC in raising funds for Australian athletes to prepare for and participate in the Olympic Games. As representatives of the Olympic movement in Victoria, the VOC liaises with AOC and key stakeholders. The VOC engages Olympians and provides administrative support to the Olympians Club of Victoria. The VOC also delivers education programs to inspire the community and further promote the Olympic Movement and Olympic values.

(2) STATEMENT OF SIGNIFICANT ACCOUNTING POLICIES

The significant policies which have been adopted in the preparation of these financial statements are: (a) Basis of preparation

This special purpose financial report has been prepared for distribution to the members of the council to fulfil the Executive’s financial reporting requirements under the Associations Incorporation Reform Act, 2012 of Victoria and the Council’s Constitution. The accounting policies used in the preparation of this financial report, as described below, are consistent with the financial reporting requirements of the Associations Incorporation Reform Act, 2012 of Victoria and the Council’s Constitution, and are, in the opinion of the Executive, appropriate to meet the needs of members: (i) The financial report has been prepared on an accrual basis of accounting including the

historical cost convention and the going concern assumption. (ii) The Council is not a reporting entity because in the opinion of the Executive there are unlikely

to exist users of the financial report who are unable to command the preparation of reports tailored so as to satisfy specifically all of their information needs.

The members neither hold equity in, nor are financial lenders to the Council and their membership is pursuant to the Olympic Charter as well as the Constitution.

(a) Basis of preparation con’t

Accordingly, the financial report has been prepared in accordance with the Associations Incorporation Reform Act, 2012 of Victoria and the Constitution, the basis of accounting specified by all Accounting Standards and Interpretations and the disclosure requirements of AASB 101 ‘Presentation of Financial Statements’, AASB 107 ‘Cash Flow Statements’, AASB 108 ‘Accounting Policies, Changes in Accounting Estimates and Errors’, AASB 1031 ‘Materiality’ and AASB 1048 ‘Interpretation and Application of Standards’ which apply to all entities required to prepare financial reports under the Associations Incorporation Reform Act, 2012 of Victoria. The Executive has determined that in order for the financial report to give a true and fair view of the Council’s performance, cash flows and financial position, the requirements of Australian Accounting Standards and other financial reporting requirements in Australia relating to the measurement of assets, liabilities, revenues, expenses and equity should be complied with.

(iii) The financial report is prepared in Australian dollars.

(b) Statement of compliance Certain Australian Accounting Standards and Interpretations have recently been issued or amended but are not yet effective and have not been adopted by the council for the annual reporting period ended 31 December 2014. The Executive has not early adopted any of these new or amended standards or interpretations. The Executive has not yet fully assessed the impact of these new or amended standards (to the extent relevant to the Council) and interpretations. This special purpose financial report complies with Australian Accounting Standards as described above.

(c) Income and expenditure recognition

Income, with the exception of fundraising, has been brought to account on an accrual basis and if not received at balance date is reflected in the statement of financial position as a receivable. Income received at balance date that is in relation to future years is brought to account as unearned income. Expenses have been brought to account as incurred and any expenses incurred but not paid for at balance date are reflected in the Statement of Financial Position as creditors.

(d) Government grants

Government grants are recognised at their fair value where there is a reasonable assurance that the grant will be received and all attaching conditions have been complied with.

(e) Fundraising

The VOC undertakes fundraising on behalf of the Australian Olympic Committee Inc (‘AOC’) and, as a result, all net fundraising revenue realised by the VOC is recorded directly in the financial statements of the AOC. At 31 December 2014, the VOC had realised $2,482 for the 2013 – 2016 Olympic Team Appeal (2013: $6,692).

(e) Fundraising con’t

Net fundraising revenue is proceeds of fundraising less direct costs associated with fundraising.

(f) Income Tax

The VOC is exempt from Australian income tax.

(g) Cash and cash equivalents

Cash and short-term deposits in the Statement of Financial Position compromise cash at bank and in hand and short-term deposits with an original maturity of three months or less, and which are subject to an insignificant risk of changes in value. For the purpose of the Statement of Cash Flows, cash and cash equivalents consist of cash and cash equivalents as defined above.

(h) Trade and other receivables Trade receivables, which generally have 30 – 90 day terms, are recognised and carried at original invoice amount less an allowance for any uncollectable amounts. An estimate for doubtful debts is made when collection of the full amount is no longer probable. Bad debts are written off when identified.

(i) Investments

All investments are initially recognised at cost, being the fair value of the consideration given and including acquisition changes associated with the investment. After initial recognition investments, which are classified as held for trading, are measured at fair value. Gains or losses on investments held for trading are recognised in the Statement of Comprehensive Income. For investments that are actively traded in organised financial markets, fair value is determined by reference to Stock Exchange quoted market bid prices at the close of business on the balance date. Managed Funds valuations are based on similar market quote prices.

(j) Plant and equipment

Acquisition Items of plant and equipment are recorded at cost or, in the case of donations and sponsorship contributions in kind, at fair value at the time of donation or contribution, less accumulated depreciation and any impairment in value. Depreciation and amortisation Items of plant and equipment are depreciated on a straight line method over their estimated useful lives ranging from 5 to 10 years from the date of acquisition.

(j) Plant and equipment con’t

Impairment The carrying values of plant and equipment are reviewed for impairment when events or changes in circumstances indicate the carrying value may not be recoverable. If any such indication exists and where the carrying values exceed the estimated recoverable amount, the assets are written down to their recoverable amount. The recoverable amount of plant and equipment is the greater of fair value less costs to sell and value in use. Value in use is the depreciated replacement cost of an asset when the future economic benefits of the asset are not primarily dependent on the asset’s ability to generate net cash inflows and where the Council would, if deprived of the asset, replace its remaining future economic benefits. Impairment losses would be recognised in the Statement of Comprehensive Income.

(k) Trade and other payables Expenditure is brought to account on an accruals basis. Any expenses incurred but not paid for at balance date are recorded as payables on the Statement of Financial Position.

(l) Interest

‘Interest paid’ and ‘Interest received’ are usually classified as operating cash flows. Interest is recorded when received and used in the general operations of the Victorian Olympic Council.

(m) Interest bearing loans and borrowings All loans and borrowings are initially recognised at cost, being the fair value of the consideration received net of issue costs associated with the borrowing. After initial recognition, interest bearing loans and borrowings are subsequently measured at amortised cost using the effective interest rate method. Amortised cost is calculated by taking into account any issue costs and any discount or premium on settlement. Gains or losses are recognised in the Statement of Comprehensive Income when the liabilities are derecognised and as well as through the amortisation process. Loans and borrowings are classified as current liabilities, unless the Council has unconditional right to defer settlement of the liability, where maturity is less than 12 months.

(n) Employee benefits and expenses (i) Wages, salaries, annual leave and long service leave

Expenses for wages and salaries, including non-monetary benefits, annual leave and long service leave, are recognised when the wages are paid or payable, benefits are received or leave is accrued and are measured at the rates paid or payable.

(ii) Superannuation

The Council contributes to the AOC group employee superannuation scheme as well as any authorised employee superannuation scheme chosen under Superannuation Legislation Amendment (Choice of Superannuation Funds). Contributions on behalf of employees are based on various percentages of gross salaries and are charged against the Statement of Comprehensive Income when due. All employees in the group employee superannuation scheme are entitled to benefits on retirement or permanent disability. Benefits are payable to nominated beneficiaries on death.

(o) Leases

Finance leases, which transfer to the Council substantially all the risks and benefits incidental to ownership of the leased item, are capitalised at the inception of the lease at the fair value of the leased property or, if lower, at the present value of the minimum lease payments. Lease payments are apportioned between the finance charges and reduction of the lease liability so as to achieve a constant rate of interest on the remaining balance of the liability. Finance charges are charged as an expense in the Statement of Comprehensive Income. Capitalised leased assets are depreciated over the shorter of the estimated useful life of the asset or the lease term. Leases where the lessor retains substantially all the risks and benefits of ownership of the asset are classified as operating leases. Initial direct costs incurred in negotiating an operating lease are added to the carrying amount of the leased asset and recognised over the lease term on the same basis as the lease income. Operating lease payments are recognised as an expense in the Statement of Comprehensive Income on a straight-line basis over the lease term.

(3) SIGNIFICANT ACCOUNTING JUDGEMENTS, ESTIMATES AND ASSUMPTIONS

In applying the accounting policies the VOC, evaluates judgements, estimates and assumptions based on experience and other factors, including expectations of future events. All judgements, estimates and assumptions made are believed to be reasonable based on the most current set of circumstances available to the VOC. Actual results may differ from the judgements, estimates and assumptions. Significant judgements, estimates and assumptions made by the Council in the preparation of these financial statements are outlined below:

Make good provision A provision has been made for the anticipated cost of future restoration of leased premises as

required by the lease term. The provision includes future cost estimates associated with dismantling and restoration of leased premises. The related carrying amounts lease commitments are disclosed in Note 18, and the make good provision in Note 17

Estimation of useful lives of assets

The estimation of the useful lives of assets has been based on historical experience as well as lease

terms (for leasehold improvements). In addition, the condition of the assets is assessed at least once per year and considered against the remaining useful life. Adjustments to useful lives are made when considered necessary.

Depreciation charges are included in Note 4.

Ms Nicole Livingstone OAM is an owner and director of Stroke Rite Pty Limited which is the Trustee for the Livingstone-Smith Family Trust. Ms Nicole Livingstone OAM is also Vice President of the Victorian Olympic Council. The Victorian Olympic Council contracted the Olympic athlete services of Ms Nicole Livingstone OAM as a Master of Ceremonies-Olympic Medallist from the Livingstone-Smith Family Trust on two occasions to the value of $1,485 (incl. GST) at terms favourable as or more favourable than commercial terms and conditions. As at balance date nothing was owed by the VOC to the Livingstone-Smith Family Trust. Ms Nicole Livingstone OAM was not involved in the decision by the VOC to contract her services. Mr Stephen Moneghetti AM is an owner and director of the Moneghetti Consulting Group and an executive member of the Victorian Olympic Council. The Victorian Olympic Council contracted the Olympic athlete services of Mr Stephen Moneghetti AM as an Olympian from the Moneghetti Consulting Group on two occasions to the value of $1,100 (incl. GST) at terms favourable as or more favourable than commercial terms and conditions. As at balance date nothing was owed by the VOC to Moneghetti Consulting Group. Mr Stephen Moneghetti AM was not involved in the decision by the VOC to contract his services.

Mr Andrew Collett is an Executive of the Victorian Olympic Council. The Victorian Olympic Council contracted Olympic athlete services of Mr Andrew Collett as an Olympian on one occasion to the value of $250 (Ex. GST) at terms favourable as or more favourable than commercial terms and conditions. As at balance date nothing was owed by the VOC to Mr Andrew Collett. Mr Andrew Collett was not involved in the decision by the VOC to contract his services.

Ms Stephanie Moorhouse is the Honorary Officer of the Victorian Olympic Council. The Victorian Olympic Council contracted Olympic athlete services of Ms Stephanie Moorhouse as an Olympian on one occasion to the value of $500 (Ex. GST). Ms Stephanie Moorhouse was also employed by the VOC for general administrative tasks and paid a wage to the value of $4,231 in short term employment benefits and $402 in post employment benefits. These engagements where conducted at terms favourable as or more favourable than commercial terms and conditions. As at balance date nothing was owed by the VOC to Ms Stephanie Moorhouse. Ms Stephanie Moorhouse was not involved in the decision by the VOC to contract her services.

The financial statements have been prepared on a going concern basis. The Council’s ability to continue as a going concern is dependent on receiving ongoing support from the Australian Olympic Committee Inc. and government grants. The Executive has prepared a forecast for the 2014 year which indicates the Council will be able to meet its financial obligations as and when they fall due. On that basis the Executive believe it is appropriate to adopt the going concern basis in the preparation of these financial statements.

(19) SEGMENT INFORMATION

The VOC acts to develop and protect the Olympic movement in the state of Victoria in accordance with the Olympic Charter and the Constitution of the Australian Olympic Committee Inc. and to actively promote the fundamental principles of Olympism within the framework of sports. The VOC operates wholly within Victoria.

(20) CONTINGENCIES

(a) Guarantees

The Victorian Olympic Council had the following guarantee at 31 December 2014. A bank guarantee of $18,150 in respect of the leased premises at Ground Level East, 60 Olympic Boulevard, Melbourne VIC 3001.

In the opinion of the Executive of the Council:

(a) the financial statements and notes of the Council as set out on pages 1 to 17 are drawn up so as to give a true and fair view of the Council’s financial position for the year ended 31 December 2014 and of their performance for the year ended on that date; and

(b) the financial statements and notes have been prepared in accordance with the basis of accounting

described in Note 2; and

(c) there are reasonable grounds to believe that the Council will be able to pay its debts as and when they become due and payable.
