O. and Petroleum Dealers Association A/S Court directs Payal Abdullah to vacate Lutyen's zone bungalow New Delhi, Aug 16: Payal Abdul- lah, the estranged wife of former Jammu and Kashmir Chief Min- ister Omar Abdullah, today failed to get any relief from a Delhi court which directed her to vacate the bungalow in Lutyen's zone where she has been living since 1999. However, her plea in the Delhi High Court to retain the resi- dence or get an alternate govern- ment accommodation on security grounds was today adjourned to August 19. On the last date of hearing on August 12, the high court had extended till today the interim protection from eviction granted on July 12. However, today when the matter came before Justice Inder- meet Kaur, Payal's counsel sought adjournment and it was renotifed for hearing on August 19. She had also approached the trial court seeking stay of the June 30 eviction order issued by the Estate Officer of state of Jammu and Kashmir, contending that the order was passed without allowing her to lead evidence and without granting her any personal hearing. District Judge Amarnath today dismissed her plea against the eviction order which she had challenged on the ground that the estate officer of the state did not have the jurisdiction, as the property belonged to the central government. The Centre and the state of Jammu and Kashmir had earlier told the high court that govern- ment accommodation was only provided to SPG protectees, to which Payal claimed parity with Subramaniam Swamy, K P S Gill and others, who have Z and Z plus security cover, and had been grant- ed government accommodation. While she enjoys Z category security cover, each of her sons has Z plus security, comprising of a total 94 personnel. Payal has claimed that so many personnel, their weapons and other security arrangements cannot be accommodated at her private flat in the city. With regard to the Centre and the state's claim that the 7, Akbar Road bungalow was meant for the Chief Minister of Jammu and Kashmir, she has told the high court that it was allotted to her husband from 1999 onwards and was never cancelled, even when he was not an MP or an MLA. In her plea in the high court, Payal has contended that the Cen- tre's letter of September 2015 by which the bungalow at here was allotted for official use of the Chief Minister of Jammu and Kashmir, was "a manipulative document" as it put the premises under the state's disposal with effect from a retrospective date six years prior. Payal in her plea and her reply has also contended that the web- site of the Department of Hospital- ity and Protocol of Government of Jammu and Kashmir shows that the residence of Chief Minister of the state was 5, Prithviraj Road. She has also claimed that as per information obtained from the internet, "the number of security personnel required for protecting a protectee assigned a specific cate- gory of security cannot be changed". "All protectees being provided Z plus category security have a total number of 36 security personnel protecting them, Z category has a security cover of 22 personnel, Y category has a security cover of 11 personnel and X category has a security cover of 5 or 2 personnel and the number of security person- nel cannot be reduced depending upon the size and location of the accommodation of the protectee," her reply said. PTI Parrikar lashes out at Pakistan over 'HR violations' in Baluchistan Rewari (Haryana), Aug 16: Amid strain in ties with Pakistan, Defence Minister Manohar Parrikar today compared the neigbour- ing country to "hell" and asserted that it should stop human rights violations in Baluchistan. Referring to an infiltra- tion bid which was foiled yesterday by the Indian Army, he said, "Kal humare jawano ne paanch logon (militants) ko wapas bhej dia, Pakistan mein jaana aur nark (hell) mein jaana ek hi hai (Our soldiers sent back five militants yesterday. Going to Pakistan is same as going to hell)." He also said PaK is part of India and violation of human rights must stop in Baluchistan. In his Independence Day address yesterday, Prime Minister Narendra Modi also talked about the situ- ation in Pakistan- admin- istered-Kashmir (PaK), Gilgit and Baluchistan and said people from there have thanked him for raising their issues. Parrikar, who later flagged off the 'Tiranga Yatra' organised to mark the country's 70th Indepen- dence Day, said Pakistan has always been "promoting" ter- rorism and the nation is now bearing its consequences. PTI Send troops to Kashmir, Hafiz urges Pakistan Islamabad, Aug 16: Jamaat- ud-Dawa chief Hafiz Saeed has urged Pakistan to send troops to Jammu and Kashmir to "teach" India "a lesson". In a video accessed by IANS, Saeed made an impas- sioned appeal to Pakistan Army chief Gen Raheel Sharif at a rally of supporters in Lahore on August 14 -- the country's Independence Day. "Aſter partition India sent its army forcibly to Jammu and Kashmir to which Quaid- i-Azam (Muhammad Ali Jinnah) told then (Pakistan) Army Chief to respond by sending forces too but he didn't do so. I urge you (Gen Sharif to) follow the command and avenge the brutalities of Indian forces on Kashmiris," Saeed said. Saeed, accused of mas- terminding the 2008 Mumbai attack, had earlier warned that he would avenge the kill- ings in the ongoing protest in the Kashmir Valley. Forces roughed up civilians in Soibug: Aga Hassan Srinagar, Aug 16: Hurriyat Conference (G) leader, Aga Syed Hasan Almosvi Alsafvi Tuesday alleged that troop- ers from Kokar Farm HMT went on rampage in differ- ent villages of Soibug area, roughing up people includ- ing women and damaging property worth crores. “Some youth hoisted a green flag at Dharmuna area of the district on evening of August 14 that irked troop- ers who unleashed terror and left a trail of destruction behind them from Bonapo- ra Soibug upto Bagh-e-Seer Check. They targeted shops, complexes, residential houses, mosques and gov- ernment offices,” the Hur- riyat (G) leader told news agency CNS over phone. He claimed that troop- ers arrested 24 youth and assaulted them physically. Mehbooba Mufti followed Modi’s sermons in her Bakhshi stadium speech and added fuel to the fire.” Rashid said, “May Modi answer where had his love for Baluchis been all these years and does he mean that had Pakistan not talked with assertiveness on Kashmir then India would have found nothing wrong in Baluch- istan. Let Modi not forget that on the eve of Indepen- dence Day, crores of Dalits too pledged to fight the upper caste Hindus and no sensible person can rule-out that Dalits may sooner or later seek a separate land for themselves.” Commenting on the hooli- ganism of communal forces in Bangalore, he said: “The treatment given to Amnesty International officials in Bangalore should serve as an eye opener for the world community, which needs to realise that while GoI doesn’t spare the interna- tional human rights body on one hand and tries to present itself as follower of Ahinsa by lodging FIR over the death of three dogs in Hyderabad, and on the other hand justifies and celebrates the killings of Kashmiris in the name of nationalism.” Moulana Qasmi terms Baig’s Madrasa remarks as baseless EJAC leader condemns recent killings Srinagar, Aug 16: Trade union leader and senior vice president of EJAC, Fayaz Ahmad Shabnam, has expressed anguish over the continuous killings in Kashmir. Condemning the killings of civilians, Shab- nam urged the government to take mandatory steps so that the lives and property of people could be protected. He also urged the gov- ernment to ban the use of pellet guns as it is causing lifelong disabilities. Tension in Poonch over provocative slogans Poonch, Aug 16: Tension erupted in Mandi town of Poonch after majority community staged a bandh alleging provocative slogan- eering by a group of youth during Chari Mubarakh Yatra of Baba Budha Ama- rnath Yatra. As per reports, at around 3:30 PM people from major- ity community assembled on main road and blocked it for traffic, while the traders also closed their business establishments. Sources said that Chari Mubarakh of Baba Budha Amarnath Yatra reached Poonch Mandi where it was warmly received by majority community mem- bers. “However, while the religious procession was about to leave for onward journey, a group of youth appeared on the scene and raised provocative slogans, which were objected to by the majority community,” eyewitnesses said. They said that this enraged the members of other community who came on roads and closed busi- ness establishments to lodge their protest. The protestors demanded action against the erring youth ‘for vitiating the peaceful atmosphere by rais- ing provocative slogans’. After three hour long pro- test, the matter was resolved as police lodged a case against the group of youth who raised offensive slogans. “We have filed a case against the group of youth who raised provocative slo- gans and the situation in the town is now completely under control," DIG Rajouri Poonch range Johnny Wil- liam said. Srinagar, Aug 16: Term- ing utterances of PDP MP Muzaffar Hussain Baig over Madrasas as ‘baseless and irresponsible remarks’, Moulana Muhammad Rehm- atullah Qasmi, Head of Darul Uloom Raheemia Ban- dipora, on Tuesday said the politician should go through history of Madrasas to cor- rect his knowledge. “The first Madrasa was established by Prophet Muhammad (SAW). These Madrasas imparted knowl- edge to four caliphs of Holy Prophet (SAW) and lakhs of his companions. It was through these institutions that Imam Abu Hanifa (RA), Imam Muhammad (RA), Imam Abu Yosouf (RA), Imam Shaafi (RA), Imam Hambal (RA), Imami Malik (RA), Hazrat Sheikh Abdul Qadir Jeelani (RA), Imam Zei, Moulana Anwar Shah Kashmiri, Shabir Ahmad Usmani, Moulana Meerak Shah Andrabi, Moulana Muhammad Yosouf Shah, Moulana Syed Muhammad Ashraf Andrabi and even relatives of Baig like Abdul Lateef Baig and Moulana Murtaza Baig, spread Islam and continued mission of the protection of Islam till their last breath,” he said. He added that Baig should understand that these per- sonalities preferred to spend their life in mountains as they had Sunnah of Holy Prophet (SAW) dearer than their lives. “We don’t expect such a statement from Baig who is holding an important posi- tion and is also educated,” he said. “He is strengthening the hands of enemies of Islam and evil forces.” Qasmi said Baig should thoroughly study Madrasas to understand the service rendered by them. Page editor New Delhi has taken U-turn on Kashmir issue: Hakeem Yasin Srinagar, Aug 16: Con- demning the ongoing kill- ings in Kashmir, Peoples Democratic Front (PDF) Chairman Hakeem Muham- mad Yasin on Tuesday said the “callous” response of Government of India and State Government has been further deteriorating the situation in the valley. Yasin said there were expectations that during his I-Day address on August 15, Prime Minister Naren- dra Modi would talk about Kashmir and the way to address the present unrest by announcing some politi- cal measures. “Just saying that he (Prime Minister) will follow the Vajpayee path is not enough, the Government of India needs to translate the promises into action on the ground,” said Yasin. He said the All Party Meet- ing that was chaired by the Prime Minister also proved to be disappointing as there has been no follow up on the ground in Kashmir. “They (New Delhi) have taken a complete U-turn on Kashmir issue as if nothing was happening. They have even failed to stop the use of pellet guns in Kashmir. The stubborn attitude of the Center and the State Government will result in further alienation of Kash- miris,” said Yasin. He criticized the State Government for its “complete failure” to try and restore normalcy. “The Govern- ment is totally missing on the ground and the killings are continuing,” said Yasin. Yasin also condemned the killing of four civilians by the forces in Aripanthan in Beerwah constituency of Budgam district. BDOs, PS conferred powers of PRIs on dissolution of Panchayats Srinagar, Aug 16: The Govern- ment today issued notification for dissolution of Panchayats on completion of 5 years term and conferred the powers of Pan- chayati Raj Institutions (PRIs) on Block Development Officers and Panchayat Secretaries. The Sarpanchs and Panchs have ceased to exist on comple- tion of terms and issuance of notification to this effect. An official statement said in view of the 5 year term of Gram Panchayats completed on 14 July 2016, the Department of Rural Development and Panchayati Raj in terms of Section (5) of Jammu and Kashmir Panchayat Raj Act 1989 has issued instructions to Directors Rural Development that in absence of elected gram pan- chayats and till such elections are conducted the functions of Grams Panchayats and other day to day function shall be con- ferred upon Block Development Officers and Panchayat Secre- taries for smooth functioning of panchayats and to ensure that developmental activities are not hampered. There are a total of 4198 Gram Panchayats in state out of which 1964 are in Jammu and 2234 in Kashmir for which process has already been initiated by the Chief Electoral Officer for revi- sion of rolls. AMU students protest Kashmir killings Srinagar, Aug 16: The students of Aligarh Muslim University (AMU), Aligarh took out a protest march against the ‘human rights violations’ in Jammu and Kashmir which resulted in the killing of more than 60 civilians, leaving thousands injured and hundreds of people blinded by pellet guns. The protesters also raised their voice against the ‘fascist forces in the country’. Hamidullah Mir, a senior research scholar said, “The government is not only ignor- ing this issue but is also sup- porting them indirectly.” The march was led by the students of AMU and hundreds participated in it. Mujahid Mughal, another senior research scholar, addressed the protesters at the University gateway – Bab-e-Syed – where he said, “I know it cannot be done in a day but the government should remove AFSPA.” Later, a memorandum writ- ten to the President of India was given to the Additional District Magistrate (ADM) by the protesting students. Force used to muzzle people’s voice: TeMSrinagar, Aug 16: The incarcerated Chairman of Tehreek-e-Muzahamat, Bilal Sidiqee Tuesday said force was being used on people in every nook and corner of state that go against all norms of freedom of expression and fundamental rights.

Bilal Sidiqee in a state-ment today said, “Celebra-tion of independence day by employing harsh and brute

tactics is futile exercise. The absence of common masses in these functions is a clear mes-sage conveyed to world com-munity that people in state are no more interested in this drama. They (people) have made it clear that state is not an integral part of India.”

Forces roughed up civilians in Soibug: Aga HassanSrinagar, Aug 16: Hurriyat Conference (G) leader, Aga Syed Hasan Almosvi Alsafvi Tuesday alleged that troop-ers from Kokar Farm HMT went on rampage in differ-ent villages of Soibug area, roughing up people includ-ing women and damaging property worth crores.

“Some youth hoisted a green flag at Dharmuna area of the district on evening of August 14 that irked troop-ers who unleashed terror and left a trail of destruction behind them from Bonapo-

ra Soibug upto Bagh-e-Seer Check. They targeted shops, complexes, residential houses, mosques and gov-ernment offices,” the Hur-riyat (G) leader told news agency CNS over phone.

He claimed that troop-ers arrested 24 youth and assaulted them physically.

Tension in Poonch over provocative slogansPoonch, Aug 16: Tension erupted in Mandi town of Poonch after majority community staged a bandh alleging provocative slogan-eering by a group of youth during Chari Mubarakh Yatra of Baba Budha Ama-rnath Yatra.

As per reports, at around 3:30 PM people from major-ity community assembled on main road and blocked it for traffic, while the traders also closed their business establishments.

Sources said that Chari Mubarakh of Baba Budha Amarnath Yatra reached Poonch Mandi where it was warmly received by majority community mem-bers. “However, while the religious procession was about to leave for onward journey, a group of youth appeared on the scene and

raised provocative slogans, which were objected to by the majority community,” eyewitnesses said.

They said that this enraged the members of other community who came on roads and closed busi-ness establishments to lodge their protest. The protestors demanded action against the erring youth ‘for vitiating the peaceful atmosphere by rais-ing provocative slogans’.

After three hour long pro-test, the matter was resolved as police lodged a case against the group of youth who raised offensive slogans.

“We have filed a case against the group of youth who raised provocative slo-gans and the situation in the town is now completely under control," DIG Rajouri Poonch range Johnny Wil-liam said.

Srinagar, Aug 16: Term-ing utterances of PDP MP Muzaffar Hussain Baig over Madrasas as ‘baseless and irresponsible remarks’, Moulana Muhammad Rehm-atullah Qasmi, Head of Darul Uloom Raheemia Ban-dipora, on Tuesday said the politician should go through history of Madrasas to cor-rect his knowledge.

“The first Madrasa was established by Prophet Muhammad (SAW). These Madrasas imparted knowl-edge to four caliphs of Holy Prophet (SAW) and lakhs of his companions. Usmani, Moulana Meerak Shah Andrabi, Moulana Muhammad Yosouf Shah, Moulana Syed Muhammad Ashraf Andrabi and even relatives of Baig like Abdul Lateef Baig and Moulana Murtaza Baig, spread Islam and continued mission of the protection of Islam till their last breath,” he said.

He added that Baig should understand that these per-sonalities preferred to spend their life in mountains as they had Sunnah of Holy Prophet (SAW) dearer than their lives.

“We don’t expect such a statement from Baig who is holding an important posi-tion and is also educated,” he said.

“He is strengthening the hands of enemies of Islam and evil forces.” Qasmi said Baig should thoroughly study Madrasas to understand the service rendered by them.

New Delhi has taken U-turn on Kashmir

issue: Hakeem YasinSrinagar, Aug 16: Con-demning the ongoing kill-ings in Kashmir, Peoples Democratic Front (PDF) Chairman Hakeem Muham-mad Yasin on Tuesday said the “callous” response of Government of India and State Government has been further deteriorating the situation in the valley.

Yasin said there were expectations that during his I-Day address on August 15, Prime Minister Naren-dra Modi would talk about Kashmir and the way to address the present unrest by announcing some politi-cal measures.

“Just saying that he (Prime Minister) will follow the Vajpayee path is not enough, the Government of India needs to translate the promises into action on the ground,” said Yasin.

He said the All Party Meet-ing that was chaired by the Prime Minister also proved to be disappointing as there has been no follow up on the ground in Kashmir.

“They (New Delhi) have taken a complete U-turn on

Kashmir issue as if nothing was happening. They have even failed to stop the use of pellet guns in Kashmir. The stubborn attitude of the Center and the State Government will result in further alienation of Kash-miris,” said Yasin.

He criticized the State Government for its “complete failure” to try and restore normalcy. “The Govern-ment is totally missing on the ground and the killings are continuing,” said Yasin.

Yasin also condemned the killing of four civilians by the forces in Aripanthan in Beerwah constituency of Budgam district.

BDOs, PS conferred powers of PRIs on dissolution of PanchayatsSrinagar, Aug 16: The Govern-ment today issued notification for dissolution of Panchayats on completion of 5 years term and conferred the powers of Pan-chayati Raj Institutions (PRIs) on Block Development Officers and Panchayat Secretaries.

The Sarpanchs and Panchs have ceased to exist on comple-tion of terms and issuance of notification to this effect.

An official statement said in view of the 5 year term of Gram Panchayats completed on 14 July 2016, the Department of Rural Development and Panchayati Raj in terms of Section (5) of Jammu and Kashmir Panchayat Raj Act 1989 has issued instructions to Directors Rural Development that in absence of elected gram pan-chayats and till such elections are conducted the functions of Grams Panchayats and other day to day function shall be con-ferred upon Block Development Officers and Panchayat Secre-taries for smooth functioning of panchayats and to ensure that developmental activities are not hampered.

There are a total of 4198 Gram Panchayats in state out of which 1964 are in Jammu and 2234 in Kashmir for which process has already been initiated by the Chief Electoral Officer for revi-sion of rolls.

AMU students protest Kashmir killingsSrinagar, Aug 16: The students of Aligarh Muslim University (AMU), Aligarh took out a protest march against the ‘human rights violations’ in Jammu and Kashmir which resulted in the killing of more than 60 civilians, leaving thousands injured and hundreds of people blinded by pellet guns.

The protesters also raised their voice against the ‘fascist forces in the country’.

Hamidullah Mir, a senior research scholar said, “The government is not only ignor-

ing this issue but is also sup-porting them indirectly.”

The march was led by the students of AMU and hundreds participated in it. Mujahid Mughal, another senior research scholar, addressed the protesters at the University gateway – Bab-e-Syed – where he said, “I know it cannot be done in a day but the government should remove AFSPA.”

Later, a memorandum writ-ten to the President of India was given to the Additional District Magistrate (ADM) by the protesting students.
