About Our Schools
Brandywine CampusDowningtown, PA
In 2008, the TCHS Pennock’s Bridge Campus became Pennsylvania’s first hybrid career and technical high school/community college. Today, each campus is a joint venture of CCIU and Delaware County Community College (DCCC). As such, TCHS offers career and technical programs for high school students; DCCC offers associate degree and certificate programs to college students.
A unique aspect of TCHS is that it offers dual-enrollment classes for high school students, which blend career and technical programs with college courses. Students in dual-enrollment programs can graduate from high school having earned college credits, saving time and money. (See pages 31-35 for more information about TCHS Links, college credit opportunities at TCHS).
TCHS graduates are both college and career ready. Upon successful completion of a career and technical education course of study, students receive a profile of the standards they have studied with a competency certificate that lists the skills mastered and the level of proficiency in each skill.

The Chester County Technical College High School (TCHS) is a public high school specializing in career and technical education for students in grades 9-12. The Chester County Intermediate Unit (CCIU) operates three TCHS campuses on behalf of Chester County’s 12 public school districts. Located in Downingtown, West Grove and Phoenixville, TCHS is an extension of every high school in Chester County (public and private). Programs prepare students for success in college, the workplace and in life. All of the career and technical programs are aligned to the Pennsylvania State Standards, focus on national industry certifications and are tuition-free for students.

The Allied Health Science Technology program is the best prescription for those considering a career in the medical profession. Top seniors who enroll in this 7.5 hour per week college prep program split their time behind a desk in the classroom and on their feet in local health care facilities, including Brandywine Hospital, Chester County Hospital, Paoli Memorial Hospital, Phoenixville Hospital, Jennersville Regional Hospital and Coatesville Veterans Affairs Medical Center.

The Animal Science program prepares students to provide for the welfare of animals in the pet, production and biomedical fields. Students who wish to combine a love for animals with an interest in the life sciences are groomed for post-secondary education and entry-level employment. The Carpentry program prepares students for careers in the residential, commercial and home improvement construction industry. It’s the first step in the blueprint for building a career in the field. The Commercial & Graphic Arts program is based on industry standards that prepare students for admission to post-secondary art schools and entry-level employment in the graphic communications industry. Students learn the basics of design, color theory, page layout, lettering and the production skills needed for the printing industry. Career OptionsEmployment as an aide in a child care center, a nanny or family child caregiver requires a high school diploma and two years experience working with children. Students in this program graduate with enough experience to become an assistant group supervisor — one step above an aide. With further college education, positions include teachers, child care center directors, child care referral agents and licensing specialists.
The demand for early childcare professionals with high-level degrees and industry-recognized credentials is growing rapidly. Being good with kids can turn into a career in the Early Childhood Care & Education program, which prepares students to earn their Child Development Associate (CDA) national certification.
To become CDA-Ready, students must complete 480 hours of experience working with children in a preschool environment and 120 hours of formal trainings through active accredited trainings, project-based learning, web-based distance education, research and field observations.

Two varieties of dual enrollment courses exist at TCHS to allow students to learn college-level content while still enrolled in high school. Unlike 1:1 Articulation or SOAR credits, these credits may have a fee; however, they are highly transferrable to more institutions and are ideal for students who don’t know yet where they’d like to go to college.

Credits
The Pennsylvania Department of Education (PDE) developed and supports the SOAR Program (Students Occupationally and Academically Ready), which helps career and technical education programs lead seamlessly to post-secondary education.
The mission of SOAR is to prepare students for college and careers in an increasingly diverse, high-performing workforce. PDE grants SOAR Programs of Study approval based in part on the adoption of statewide, industry-aligned competencies and the PA academic standards, instructor certifications and status as High Priority Occupations as defined by the Pennsylvania Department of Labor and Industry. SOAR creates a transfer credit relationship between TCHS and 42 Pennsylvania colleges (as well as Allegany College and SUNY). Students who achieve SOAR’s challenging academic and technical criteria (listed to the left) by the time they graduate from TCHS can earn free credits to transfer to college, saving tuition for close to one full semester of college!
Note: Since requirements include test scores and GPAs, students will not know for certain if they qualify for SOAR credits until May of their senior year. Therefore, SOAR credits should be considered a bonus credit that you may earn if you work hard and achieve, not a guaranteed credit that every student will receive.

The Technical College High School offers a limited selection of academic courses. Please speak to your sending school’s counselor or visit our web site at www.technicalcollegehighschool.org. Students may also take online courses through the Brandywine Virtual Academy at www.bvapa.org.
Admissions Policy
Admission to the Technical College High School is based on the following criteria:

Applications are accepted throughout the school year for enrollment in the fall and spring semesters. Create a TCHS application account online by visiting www.technicalcollegehighschool.org. Please allow approximately 15 minutes to complete the online application. The admissions committee reviews applications after all supporting documentation has been received. To apply for senior-only programs, Allied Health Science Technology and Teacher Leadership Academy, please visit: www.cciu.org/alliedhealthapp or www.cciu.org/teacheracademyapp, respectively. Don’t forget to jot down your Self Service Center username and password.

Attendance Policy
Students must maintain an excellent attendance record in order to develop the skills, knowledge, attitude and behavior necessary to succeed in high school, post-secondary education and employment. Class attendance is a student’s obligation and responsibility. Students who abuse the attendance policy will not receive credit for the course of study in which they are enrolled, and may also be denied the opportunity

to continue in their career and technical education program the following school year. Failure to attend 90 percent of scheduled classes, in any course, may result in failure for the marking period/semester/school year. Excessive tardiness is unacceptable; consequently, students will receive one unexcused absence for every four times they arrive late to school.
Career Attire Policy
All students are required to purchase and wear career attire specific to their career and technical program. Uniforms must be purchased online. Please visit www.technicalcollegehighschool.org, choose the appropriate campus, then click on the TCHS Wearable Web Store link under Site Shortcuts on the home page. Select the appropriate program to find the necessary attire.
Career and Technical Education Competency Statement
The National Occupational Competency Testing Institute (NOCTI) student assessments are job readiness exams that measure the skills of an entry-level worker or an individual who has completed coursework in a secondary or post-secondary career and technical program. NOCTI assessments allow students to demonstrate their knowledge, skills and abilities within their chosen occupational program. Assessment reports provide valuable data for program improvement and accountability requirements. Student assessments are developed using business and industry standards and most include multiple choice and performance components.
NOCTI assessments are designed to measure a student’s knowledge of basic processes, including the identification and use of terminology and tools. Educators and administrators use the tests to:
• Measure curriculum effectiveness
• Link the world of education with the world of work
• Improve instructional methods
• Enhance the transition between school and work
Students are expected to demonstrate their knowledge at the competent or advanced level. Those who demonstrate their knowledge at the advanced level receive a Pennsylvania Skills Certification, which recognizes career and technical education students who have achieved high skills in their chosen technical area. All students who have successfully completed 50% of their program hours are required to take the NOCTI exam during their graduation year.
Cooperative Education Program (Co-op)
The Cooperative Education (co-op) program combines classroom instruction with on-the-job training, and is available through any career and technical program offered at TCHS. Qualifying juniors and seniors integrate classroom learning with supervised, practical work experience. Eligible students apply for part-time employment in areas related to their chosen field of study. Students are evaluated by their employers on a monthly basis, and receive related instruction in school each week. To qualify for the co-op program, students must have good attendance, above average grades in all subjects, a recommendation from their career and technical instructor and good conduct. Students must also have completed a minimum of one year in their career and technical program prior to applying for the co-op program.
Half-Day Career and Technical Education Programs
The Technical College High School campuses offer students a half-day program where they receive their career and technical education at TCHS and their academic instruction at their sending district’s high school. Depending on the sending school’s scheduling with TCHS, students may attend either morning or afternoon sessions for their selected course of study. Graduates receive their high school diploma from their sending

school district and a standards certificate from the Technical College High School. Due to school district course scheduling constraints, some school districts request that their part-time students take one or two academic classes at TCHS in addition to their career and technical education major. Full-day placement may be available upon request at TCHS Pickering with the approval of TCHS and sending school administration.
Scholarships
TCHS students may be eligible for a variety of scholarships from local businesses, community partners and national organizations.

The Technical College High School predominantly serves high school students residing in Chester County. Listed below are the campus designations for students residing in each district:

Standards Seal
Secondary students who have completed at least one school year in a career and technical education program are eligible to receive a “standards seal” on their competency certificate upon graduation. The standards seal may be used to secure employment and/or pursue post-secondary education in a career-related field. The following criteria determines which seal a student receives upon graduation.
• Distinguished (platinum seal): Awarded to students who have completed 95% or more of their program standards and who have a grade point average of 3.5 or better in their career and technical program.
• Honor (gold seal): Awarded to students who have completed between 85-94% of their program standards and who have a grade point average of 3.0 or better in their career and technical program.
• Commended (silver seal): Awarded to students who have completed between 75-84% of their program standards and who have a grade point average of 2.5 or better in their career and technical program.
• Standard (bronze seal): Presented to students who have completed less than 75% of their program standards and who have a grade point average of 2.0 or better in their career and technical program.
• General (no seal): Presented to students who have completed less than 75% of their program standards and who have a grade point average of less than 2.0 in their career and technical program.
Support Services: Counseling Department
School counselors are available to assist students with academic and career planning. Our counselors also serve as liaisons between teachers and parents.

Support Services: Learning Support
Instructional assistance is available to students with special needs, as prescribed by their Individualized Education Plan (IEP). Itinerant learning support services are offered in academic and career and technical areas on an as-needed basis. Learning support teachers and instructional assistants collaborate with academic and occupational teachers to ensure that students achieve their fullest potential.
Tech Prep Programs
Tech Prep approval reflects a college track academic and technical curriculum that is validated by agreements with post-secondary institutions. Tech Prep students are expected to take college prep academics. TCHS offers the following approved Tech Prep programs: Animal Science, Barbering, Computer Information Systems, Cosmetology and Veterinary Science.
