The following is the Annual Report for the Santa Cruz County Domestic Violence Commission for the year 2002.

INTRODUCTION

The Domestic Violence Commission was established under the authority of Government Code Section 31 000.1 , and in compliance with Chapter 2.38 of the Santa Cruz County Code. (Ord. 4329 SI (part), 1994)

The Agenda Review Committee formerly known as the Executive Committee for the Commission for 2002 consisted of:

The Santa Cruz County District Attorney's Office provided staff support for the Commission with assistance from Commissioner Hiromura.

The Santa Cruz County Probation Department provided financial support to the Commission and will continue to do so throughout 2003.

Meetings were held monthly at 5 3 0 p.m. rotating between the Santa Cruz Police Department C.lmmunity Room and First National Bank in Watsonville.

ACCOMPLISHMENTS FOR THE YEAR 2002

RetreaVPlanning Meeting

The Commission applied for and received a grant from the Community Foundation to hold a retreat planning meeting. Commissioners worked with Facilitator Kay Archer Bowden to plan the event which was held February 22, 2002 at the Simpkins Swim Center Community Room. The all day meeting was attended by Commissioners Allen, Austin, Berrenge', Biggam, G fford, Harrison, Henri, Hiromura, Lopez-Molina, McGuire, McWhorter, Molnar, Nickell, 0-ganista, Raphael. Rhoads, Simoni and Tracy.

As a result of the event, by November of 2002 the Research and DevelopmentIAnnual Report Committee created a survey research instrument that will enable the Commission to collect statistics about domestic violence in Santa Cruz County in order to produce an annual report that quantifies the status of domestic violence in our county. The instrument was distributed at the Annual Awards Dinner in October. A copy of the instrument is attached.

Also as a result of the event, by November of 2002 the Direct Services Integration Committee had met regularly with service providers to share services they provide in order to identify duplication of services, unmet service needs as well as ways organizations can work to coordinate their efforts.

The Final Retreat Final Report prepared by Facilitator Kay Archer Bowden is attached for your review.

DATA COLLECTION

C i l d witnesses to domestic violence is one of the indicators identified by What Works! for the community goal of "Keeping Children Safe in Their Families and Communities". The David arid Lucile Packard Foundation funded What Works! to spearhead a countywide effort to ccdlect data on child witnesses to domestic violence. Over an 18 month period'what Works! IoDked at how to improve our understanding of domestic violence with child witnesses by collecting standardized data on domestic violence reports. The outcome of the project will be better data to help our community take action. The project is led by Applied Survey Research and involved working with the DV Commissioners and cities and county to collect and report ,

information as part of the Metro Records System to identify and implement a mechanism to

LAW ENFORCEMENT PROTOCOL

O l e Thousand Four Hundred Eighty incidents of domestic violence were reported to Santa CI-uz County law enforcement agencies during the year 2001. The Commissioners worked to revise the Santa Cruz County Domestic Violence Law Enforcement Protocol to reflect changes in the law effective January 2002. The revised protocol was presented to the Santa Cruz Cmnty Chiefs Association which accepted and implemented the revised protocol.

INFORMATIONAL PAMPHLET

The Commission developed an informational pamphlet. It sets out the mission of the Commission, its responsibilities, strategic goals for 2002/2003, membership, public comment incormation and meeting dates and locations. The pamphlet is made available to the community through its commissioners and at all county buildings. The purple pamphlet is attached for your review.

COLLECTION OF DOMESTIC VIOLENCE INCIDENT STATISTICS

The Commission facilitated the collection of statistics on domestic violence incidents reported to law enforcement in the cities and county that occurred during the month of October, 2002. The numbers were reported in a box that appeared daily in the Santa Cruz Sentinel and the Vl'atsonville Register Pajaronian during the the month of October, Domestic Violence Awareness Month. The total number of calls for October 2002 was 347.

DONATE A PHONE CAMPAIGN

Rb3presentative Sam Farr spearheaded the local "Donate a Phone" campaign founded by the Wireless Foundation, Motorola and the National Coalition Against Domestic Violence to provide cell phones to women who need to call the police on a moment's notice to escape domestic violence. Commissioners worked with Farr's office to collect donations of used cell phones to be donated to the campaign.

01 October 9, 2002 the Santa Cruz Domestic Violence Commission hosted its annual awards dirlnerlmeeting at the Sheriffs Posse House in Santa Cruz. Assemblyman-elect John Laird W , ~ S the master of ceremonies. Supervisor Mardi Wormhoudt attended as did representatives of Supervisor Campos' office and addressed attendees. Fifteen people were honored for their special commitment to reducing domestic violence in Santa Cruz County during 2002.

Introduction

The Santa Cruz County Domestic Violence Commission held a Retreat on February 22, 2002, in Room A at Simpkins Swim Center at 97'9-17th Avenue in Live Oak. The objectives of the retreat were to review the Commission's purpose and to develop goals for the next two years. This Final Report constitutes the minutes and describes the decisions made at the Retreat and the process followed in reaching those decisions. The individuals participating in the Retreat were:

Commission Powers and Duties

Section 2.1 18.050 of the County Code

Powers and duties.

The Domestic Violence Commission shall exercise the following responsibilities in its efforts to decrease incidents of family violence:

A. Help increase coordination between agencies, departments and the courts, and with victims of domestic violence and abuse;

B. Promote effective and accessible education, prevention, intervention, and treatment techniques which will be developed based upon research and data collection; and

C. Seek to improve the response to domestic violence and abuse so as to reduce incidents of domestic violence; and

D. Examine issues relating to domestic violence and make recommendations in regard to administrative and legislative action to be taken by the Board of Supervisors.

E. Establish a committee from among its membership, with the addition of a representative of the Ofice of the Santa Cruz County Counsel, as specified by Penal Code Section 853.6(a), to develop protocols for use by law enforcement officers and recommend the adoption of said protocols to the Board of Supervisors.
