WHEREAS, TennesseeCodeAnnotated§10-7-408permits countiesto enactan archivesandrecordmanagementfee to fund countyarchives,and

WHEREAS,the Sullivan CountyDepartmentof Archivesand Tourismis in needoffunding forrecordsspace,andpersonnelfor managing,scanning,andaccessingits archivalrecords,and

WHEREAS, the Sullivan County Public RecordsCommissionunanimouslyrecommendsthecreationofan archivesandrecordmanagementfee for Sullivan County.

NOW THEREFORE BE IT RESOLVED By The Board Of County Commissioners OfSullivan, Tennessee That:

SECTION 1. In accordancewith TennesseeCode Annotated § 10-7-408, which authorizescounties to establishan archivesand record managementfee, the county legislative herebycreatesan archivesand recordmanagementfee in accordancewith the following schedule:

10-7-408. Appropriation of funds Filing fees.

(a) The county legislative body of any county which creates a county records commission has the

power to appropriate such funds as may be required for the carrying out of the purposes of this

chapter including, but not limited to, the purchase or leasing of equipment, the equipping of an office

and the payment of the expenses thereof, the furnishing of secretaries and clerical help and the

employment of expert advice and assistance.

(b) In any county, if the county legislative body creates a county records commission, then the

county legislative body is authorized to:

(1) Appropriate such funds as may be required for carrying out of the purposes of this chapter,

including, but not limited to, the purchase or leasing of equipment, the equipping of an office and the

RESOLUTION RequestingThe Sullivan County Board Of County Commissioners’ Approval Of$270,000For The Execution Of A Contract To Complete A Facilities Condition And AdequacyAssessmentsAnd Long-range Facilities Master Planning Study For Sullivan County Department OfEducation

WHEREAS,the Sullivan County Boardof Educationand the County Commissiondesiresto completeaFacility Condition Assessmentand Facility MasterPlanning Processin order to developa long-rangefacility plan for Sullivan CountyDepartmentofEducation;and

WI-IEREAS, thepurposeof thestudy will extendbeyonda facilities conditionsstudy that was completedin 2008 (PEFAstudy) at the requestof theCountyCommission;and

WI-JEREAS, the Facilities Master Planning processincludes comprehensiveplans for communityinvolvementthrougha steeringcommitteeand communitymeetings;and

WHEREAS, the Kingsport City Schools and Kingsport Board of Mayor and Alderman arc alsoconductinga similar assessment;and

WHEREAS,the estimatedcost of the Facilities Condition and AdequacyAssessmentsand I.ong-rangeFacilities Master Planning Study will not exceed$270,000and will he sharedequally ($135,000eachpart) betweenthe CountyCommissionandthe SullivanCountyDepartmeutof Education.

NOW ThEREFORE lIE IT RESOLVED, that the Sullivan County Board of CountyCommissioners,assembledin Regular Session,hereby authorize amendments to the appropriationsin the amount of $270,000 to execute an agreement to conduct the Facilities Condition andAdequacy Assessmentsand Long—range Facilities Master Planning Study, with $135,000 of the[Lindilig coming Iroin the GeneralI’urpose School lurid’s Restrictedfor EducationFund Balanceand5135,000coming from the GeneralFund’s Unassignedlund Balance (Appropriation accountcodesto he assignedby the l)irector of AccountsandRudgetsand the SchoolBusiness\lanager.

WHEREAS,Sullivan Countywith the equipmentprovidedthroughtheseadditional finds beable toimprovethe ratio of votersto certifiedvoting equipment.

NOWTHEREFOREBE IT RESOLVEDthat the Board of County Commissionersof SullivanCounty, Tennessee,assembledin Regular Sessionapprove the grantand amend the General Fundbudgeted revenues and appropriations in the amount of $99,375.00to cover the cost of rentalequipment for the upcoming electionsin Sullivan County (Account codesto be assignedby theDirector of Accounts and Budgets).
