It is vital that every Candidate be represented by a Counting Agent to ensure a fair and accurate count.

KTM will divide the SPR Workers into 2 teams.
Each Team will comprise of 2 SPR Counting Clerks.
One Will Count the Parliament ballots and the other the DUN ballots.
Therefore we will need to have 2 Counting Agents per Polling Stream.

Reporting for Duty on Polling Day.You will hand over to the KTM:
1. Hand over your Appointment Letter to the KTM.
2. Your MyKad.3. PASS Card issued by the SPR
You will then be given “BORANG SUMPAH KERAHSIAAN” (Borang A) to complete and Sign.
A Counting Agent must be on duty for the entire duration of the Counting Process. NO CHANGE ALLOWED.
ONE Counting Agent per Candidate is allowed in EACH Polling Stream. One for State, one for Parliament.

PA’s duties end with completing of Part B-E of Form 13 & sealing of ballot box.

Duty & Responsibility of CA.Ensure that the Ballot Box SEAL
is INTACT BEFORE it is opened by the KTM.
The chairs and tables will be re-arranged to facilitate counting.
Counting of Votes is done according to election laws.
Counting Process – Step 1. The ballots papers from the Ballot Box are
poured into this tray” UNDI BELUM DIKIRA and counted one by one and tied in bundles of 10’s and then 100’s.
The numbers are then transferred to Borang 757.

Form 13 ?

• If there are MORE, ballot papers, the KTM must order an inspection of every ballot paper - one by one and REMOVE those: - WITHOUT a RUBBER STAMP or - STAMPED WITH A PATTERN NOT OF THE SALURAN
• But if there are LESS, ballot papers in the box as compared to Form 13, counting of votes for candidates can proceed. It’s ok.
Step 2: Identifying Which Candidate Gets the Ballot.

If the ballot marking is NOT Clear, just say “RAGU” and it will go into the RAGU tray. These ballots will be EXAMINED AFTER all the other ballots are “cleared” into the CORRECT Candidate’s tray.
The SPR Clerk will SHOW the ballot paper ONE AT A TIME and read out the “chosen” party.The ballot paper is then placed in the Party’s tray.
Step 3: Deciding On The “RAGU” Votes.

The RAGU ballot will be carefully checked and then a final decision will be made by the KTM as to which tray it will then go into.The KTM will then “chop” DiTolak on the back side of the ballot paper that is “rejected” or also called “spoilt”.

Step 4: Counting Each Candidate’s Tray
When all the ballot papers including the RAGU ones are “separated” as belonging to Candidate A or B or “ditolak”, the counting will FINALLY begin.
The ballot papers from the Candidate’s Tray are then counted one by one and tied in bundles of 10’s and then 100’s.
The numbers are then transferred to Borang 764.

Finally: Preparation of Borang 14
The KTM will transfer the “Numbers” from Borang SPR 764 into Borang 14.
The KTM will then request the Counting Agent to SIGN the Borang 14 and a copy will be given to the CA.

When Counting Ends..After Counting, BALLOT PAPERS and all SPR Documents used in the Polling will be put into the Ballot Box and Sealed again and brought to Main Tally Center for Final Tally of ALL Polling Stations for the final election result.
Make sure you have got your signed copy of the Form 14. Hand this form over to your Station Master who will be waiting outside the Polling Center.
Go home and rest. Do not celebrate on the streets.

20When is a Recount
ALLOWED?• Only when the
difference is 4% or less.
• CA can apply for a recount only once
• How to DETERMINE when a RECOUNT is necessary?
• KTM may order a recount to satisfy himself on correct results of the voting
Procedure for Re-CountALL the ballot papers EXCEPT the
SPOILT/DITOLAK votes will be REDEPOSITED into the UNDI BELUM DIKIRA Tray.
Then we start from STEP 1 all over again.

Bundles of 10’s and then 100’s
Stoppage or Postponement of Counting!
The KTM may decide to Stop or Postpone the Counting Process in the event of Natural Disasters, Civil Commotion, Riots etc.
IF the Ballot Boxes HAVE NOT BEEN OPENED, the KTM will take the Boxes and other Election Materials with him to the Police Station or other places. As a Counting Agent, you must follow the KTM (but in your own transport. You will not be allowed to “tumpang” the KTM’s transport.
IF the Ballot Boxes HAVE BEEN OPENED, the KTM will put the Ballot Papers BACK into the Ballot Boxes and have them RE-SEALED. Borang 13 if already completed will also be resealed. Counting Agents are to sign on all the RESEALS and follow the KTM to the New Venue.
The Counting Process will then TAKE PLACE at the new venue and start from the BEGINNING.
What are “RAGU” Ballot Papers?They are Ballot papers which are:
- improperly marked by the electors or- may be torn.
The KTM will determine in the full view of the CAs as to whether to ACCEPT or REJECT the RAGU vote.
If the KTM decides to accept the RAGU vote, he will stamp the word DITERIMA behind the ballot paper and put it into the appropriate Candidate’s tray.
If the KTM decides to reject the RAGU vote he will stamp the word DITOLAK behind the ballot paper and put it into the “DITOLAK” tray.
The DECISION whether to accept or reject the RAGU ballot lies with the KTM according to the SPR Guidelines Booklet.
