Countdown to International Camp
Planning an international camp is a bigundertaking but one that should be aimed forevery few years to allow each scout have aninternational experience at least one in theirscoutinglifetime.BythetimeSeptemberarrivesmanyoftheinitialdecisionswillhavebeentaken,likethecountryyouintendtovisit,whetheritwillbeacamporhostellingexperience,whatmajorthingsyouwouldliketodowhenyouarethere.
The Planning Team:HaveameetingofthePlanningteam(Scouters/members)tobrainstormandlookatallsortsofideasanddestinations.Onceeverybodythrowsinsomeideaseachoneshouldbediscussedtosee which people are most interested in. Theteamshouldbebringingtheideasandviewsoftheirmembersfromtheirpack/troop/unit/crewtothetable.
When a couple of options have been agreed,then they should be delegated to the team toinvestigate. The planning team should alsoconsultwiththegroupleadertoseeiftheyhave
anyideastoaddtotheplan.
Scouters should be prepared to offer advice when asked and also to help to risk assesses the final decision. This risk assessment should be conducted in consultation with the planning team and extending the learning to all members of the team.

Intention To TravelAs the new scouting year starts, planning foran international experience will really kick off,there are a few initial things you should do.Send an ‘Intention to Travel Abroad’ notice tothe International Team c/o Larch Hill or [email protected],outlinenumbers,roughlywhenyouwishtotravelandScouterinchargedetails’.
Thiswillallowyourinternationalco-coordinatorinyourprovincetoprovidehelpandsupportinyourtravel plans.There is a large network of scoutpeoplethroughouttheworldwhowillonlybetoohappytohelpyouplanyourtriptoyourlocation.Theinternationalco-ordinatorcanalsohelpwithidentifyingplacesandvenues thatothershavevisitedandmaybebeabletoadviseonsometobeavoided.
Parents InformationVery soon into the process you should informparents/guardianoftheintentiontotravelabroadforsummercamp,togetanindicationifthereareanyissuesaroundtravellingoutofthecountry.
PassportsEach member of your group will need a validpassportifyouintendtofly,ortraveloutsideoftheUK.Nowisagoodtimetoaskparents/scouts
tochecktheirpassports tosee if thewillbe in-date for the intended travelperiod.Theywillneed tobe replaced if theyareoutofdateorwillexpireduring thecamptime. Some countries require a period ofmonths after the return date to be valid –detailsof thesecountriescanbe foundontheDepartmentofForeignAffairs-PassportOfficewww.dfa.iewebsite.
VisaRestrictions on people travelling to certaincountries mean they might need to apply fora Visa to enter the country. Details for visarequirements canbe foundon theDepartmentof Foreign Affairs – Who needs a visa?www.dfa.iewebsite.

VaccinationsYou should check whether you requirevaccinations inorder to travel to thecountryorcountriesyouintendtovisit.Vaccinesshouldbeconsideredifyouaretravellingtoareasoutsideof Western Europe, North America, Australia,andNewZealand.Healthrisksvaryfromcountryto country, so seek advice from your familydoctor,HealthServiceExecutive(HSE)ortravelagent in advance of travel. The World HealthOrganizationpublishesaCountryListwhichwillprovidesomeinformation.
Starttheprocessofvaccinationwellbeforeyouplan to travel. Some vaccinations take time tobecomeeffectivesogiveyouatleast8weekstoprotectyourselffully.
An early start to the process is particularlyimportantifyouplantotravelwithchildren.TheBCG vaccination against tuberculosis (TB), forexample, should be given at least 3 monthschildrentravel.
Certain vaccinations are compulsory. In thesecases, you will need to show an InternationalCertificateofVaccinationinordertogainaccessto the country in question. Other vaccinationsarerecommendedandthedecisionislefttoyourowndiscretion,however, itmakessense todoeverythingyoucantoguardagainstillnessanddiseasewhileyouareaway.
Remember to add the cost of vaccinations into your budget planning.

Reports On ProgrammeAt October’s planning meeting, discussionsandreportsofthedifferentideasofactivitiesforthe Summer Camp. The report should includepossible activities, risk assessment and costs,etc. This will help greatly later on when youdiscussbudgets.
Discussion and DescisionAfterallpresentations,questionsareaskedandpossiblechallengeswouldbeteasedoutamongall that are travelling.All issues like feasibility,cost, programme, etc would be discussed atlength.Fromthisafewnewideasmaybethrownabout.
All present would then decide on one of theoptionsandthedatesthattheywillbegoing.TheCampPlanningTeamwill research that optionfurther.Thisoptionisthenpresentedtotherestof the section where there’s still a possibilityof changedependingon the feedback.A lettershouldbesenthomeinformingparentsofdatesand locationof campas theywillwant to plantheirownholidays,etc.
The Camp Planning TeamOn theCampplanning teamyouwould createtherolesshownbelow.Onsomecampsitmaybeneededtocreateadditional roles.TherolesshouldbesharedbetweenaScouterandyoungpeople, thiswillallow forsharingofknowledgeandexperiencewithinthegroup.
•Scouter in charge (Camp Chief): Theywouldoverseeallaspectsofthecampandmakesurethatallotherteammembersarecompleting their tasks. It is not up to theCampChieftorunthecampbut it istheirresponsibility to let all other know what’shappeningandwhattheyshouldbedoing,etc.Itisimportantthatthecampchiefhascompleted the Stage 5 – Event PlanningTrainingCoursebefore takingon the roleofCampChief.
•Quartermaster/Bosun: They would drawupasectionalgearlistforthecamp(keepinginmindactivities,etc)andwouldmakesurethatallthisnecessaryequipmentandgearwaswiththemonthecamp.Alsowhenoncamp to make sure that the equipment,food, etc needed for the day is availableandthatitbeingkeptingoodcondition.
•Treasurer/Purser:Theywouldmakesurethatthebudgetiskepttowhileplanningthecampandalsoonthecamp.ThistreasurerwouldalsoruntheCampBankoncamp(ifrequired).
•ProgrammeCo-ordinators:Thistaskwillinvolve theoverseeingof theprogramme/equipment and to ensure that theprogrammeistakingplaceandeveryoneisparticipating.
•Logistics: They would co-ordinate alltravel arrangements and work with theQuartermaster in planning the movementofgearandequipment.

Budgeting for CampWhenbudgetingforannualcampalleventualitiesshouldbetakenintoaccountsothatthesectionorgroupisn’tshortmoneyattheendofthecamp.Thebudgetisbestpresentedandmanagedwhenit’sbrokendownintocategories.Eachcategoryshouldbeassignedtoaplanningteammembertogetinitialcostingorideastobebroughtbackfordecision.
Themaincategoriesofthebudgetwouldbe:
•Transport: This will be one of the mostexpensivepartsoftheoverallcostsoit isalwaysgoodtoshoparoundandifyouknowofacheaperwaytogettoyourcampsitetrytouseit.Rememberwhenlookingatpricesof flights; include any baggage chargesand payment administration fees whichmightnotappearwhenyouarefirstlookingat the pricing.You also need to look intotransportforgeartothelocation–ortrytoliaisewithlocalgroupsintheareawhoyoucouldborrowfromorsharetheirgear.
•Insurance: additional travel insurance isrequired for travelling abroad. In additionthere may be van hire for gear andinsurancecosts for thatneed tobe takeninto account. Also include in the budgetpetrol/dieselcosts for transportinggearorequipment.
•Food:Aguidelinecostforthefoodbudget
wou ldbe €8-10 per person perday(thisamountwouldchangedependingonthelengthofyourcampanddependingon local prices of food). Remember thatsome foodmay not be freely available incertaincountriesorculturessoplanahead.Countries varyvastlyon foodpricessoalittleresearchgoesalongway.
•Activities:Whenbookingactivitiesalwaysaskforagrouprate/discountandalsokeepinmind that someplaceswouldallow forScouterstogofreeonactivities.Aguidelinecostfortheactivitiesforabasiccampwouldbearound€15perday.
•Accommodation: Again always ask fora group rate/discount. When enquiringfindoutwhat’s includedanddon’tpresumethateverythingisincludedintheprice.Alsoconfirmifthepriceis per person or otherwise. Makesure to confirm total price (written/email)beforepayingadeposit.
•Currency: when travelling outsideof the Euro zone, you will need toallow for currency exchange – if youare quoted in the currency i.e.:Swissfrancs,itmaycostlessormoreEuroat

thepointofpayingforsomethingbasedontheexchangerate.
•Other: This may include: prizes for bestpatrol,firstaidkits,extraequipmentneededforthecamp,miscellaneous(thiswouldbeabout5%oftheoverallcost),etc.
•ContingencyMoney:Around10%of theoverall camp fee should be completelyseparate contingency money to be usedfor“Whatifscenarios”.Thiswillensurethatif the budget is tight, there will be somemoneytherefortheunforeseeable.
Once the total cost of the camp has beencalculatedadeposit(about20%ofthetotalcost)wouldbeasked for in a letter homeas shownon the next page. For international camps thedepositwouldbethepriceoftheflights/transportbecausethesearenon-refundable.Note:Alwaysgetawritten receipt formoniespaidand issuereceiptstoallwhopayinmoney.
It might be an idea to open a bank accountspecifically for summer camp, and apply for avisadebitcardorsimilar–thiscouldmakepayingfor transportandcampsiteseasier thatdealingwith cash or cheques. All payments into thecampcouldbelodgedmakingrecordkeepingalittleeasier.
Parents / Guardians Meeting
Call a parents /guardians meeting forany interested scouts parents to attend,preparealittlepresentationontheoptions(ordecision)andalsomakesuretosellthebenefits of an international experience totheir children.Prepare a handout outliningthelocation,datesandbreakdownofthecostofthecamp.Allowparentstoaskquestionsonanyconcernstheyhave.
1st Installment (Deposit) of Camp FeeAroundnowyoushouldbesettingthedeadlinefor the deposits (which should be about 20%of the overall fee – but must cover any non-refundabledepositsyouhavepaidorcommittedto i.e.: travel agents) for camp, thiswill give avery good indication of howmany and who isgoingonSummerCamp.Therewouldbealittleflexibilityinthisbutnotmuchasyouneedtoknownumbers when booking transport, activities,etc for the camp. The ideal way to collect thedepositsisattheparent’smeeting.

__________. This form must be returned even if a Scout is not attending the camp.We feel it is very important that all Scouts go on the camp. It is what the whole scouting
year builds up to. We understand it may be difficult for some Scouts staying away from

Activities on CampThecamporganizingteamcontinuesresearchinginto activities and tourist locations around thearea the group is camping. They should haveagood ideaofwhatactivities thegroupwillbedoingandonwhatdaytheywilldothem.Theyalsostartcreatingalogoftheallphonenumbersofadventurecenters,busoperators,etc in thearea. Ideally the team should look to link upwith a scout group in the samearea for somecultural activities and allow scouts see howscoutsinothercountrieslive.Yourinternationalco-ordinator inyourprovinceshouldbeable tohelpyouwiththesecontacts.

FundraiserIf thecamp fee isveryhigh theplanning teamshould consider organizing a fundraiser tobringtheoverallpricedown.Thiscouldinclude:bag-packing, a table quiz or something that’sincorporated into thegroup’s fundraiser, i.e.12DaysofChristmas,Sponsoredhike/run.
It is recommended that a service be providedwherepossiblewithinyourfundraisingactivity.

Activities Consent FormIf not done before this the “Activities ConsentForm”shouldbefilledoutbyallmembersandinparticulartheonesgoingonSummerCamp.Thisformcanbeattachedtotheparent’sletterthatwas sent out inOctober andat this stageyoucanjustmakesurethatyouhaveeveryone’sform.Thisformcanbefoundonlineatscouts.ieandintheappendicesattheback.
Parents MeetingAtthissecondmeetingtheparent’swillbegivenanoverviewoftheprogrammeandsomemoredetailsabout thecamp. Thismeetingcanbeusedtogetinformationfromtheparents;namesand numbers, etc. It can also be used to giveinformation to theparents; rulesofcamp/campcharter(whichshouldbesignedbybothparentandScout),PersonalGearList,etc.Itemsonthepersonal gear list that the Scouts are missingcanthenbegotoverthecomingmonthsthroughbirthdays,etc.
Camp Code of ConductTheCampCodeofConductshouldbedrawnupandagreedbythescoutsandtheCampPlanningTeaminconjunctionwiththeSectionLeader,andtheGroupLeader.TheCodeofConductshouldbeoutlinedat theparent’smeetingand thenabottomslipshouldbesignedbyboththeScoutandtheparentandgivenbacktotheScouterincharge. Items that should be addressed in theCodeofConductshouldinclude:
•RespecttoScoutherandtheotherScouts,e.g.TheScoutLawistheLawoftheCamp
•CodearoundleavingtheCampsite•Sleepingarrangements•Codestoaddressbehavior,etc.•Codes onCurfew, e.g.After ‘LightsOuts;Scoutsshouldremainintheirtents.Noiseshouldbekepttoaminimum.
•Codesonrespectfortheenvironment,etc.IftheCodeofConductisbrokenoncampcertainsanctions can be agreed with all previous tothecamp.Sanctionsmay includeextra jobs tobeingsenthome fromcampdependingon theseriousnessoftheoffence.

Personal Gear ListThePersonalGearListshouldbedrawnupwhilekeepinginmindtheactivitiesthatthescoutswillbedoingaswellastheweather,lengthofcamp,etc.

2nd Installment of Camp FeeInthismonththe2ndinstallmentofthecampfeeshould be taken from all Scouts and Leaders.Thiswouldbe40%to50%oftheoverallcampfee or should at least cover all non-refundableexpenses.
Patrol Leaders CouncilAtthistimethepatrolsshouldhaveadiscussionaboutPlanBactivitiesandgamesthatwillcomeinto play if the weather turns bad and all thescoutsarestuckinamarqueeorabighallforafewhours.

Permission to Camp FormTheGroupLeadershouldbesentalldetailsofthecamp;programme,budget,etcforapprovaland then the “Overnight Approval Form” mustbefilledoutandsignedoffbytheGroupLeaderand a copy sent to the County ProgrammeCoordinator, and also needs to go to NationalOffice for approval.A copy of this form in theappendices at the back or can be found onmy.scouts.ieunderofficialforms.
AllpeopletravellingmustberegisteredmembersofscoutingIrelandandregisteredontheNationalDatabase. Please ensure this is checked bywhoever has access to the database as thiswill cause a delay in your application beingprocessed.
Alladults(over18yearsofage–evenifregisterasaRoverScout)mustberegisteredandhavetheir Garda Vetting process completed. Theyalso must have attended the Stage 2 – ChildProtectionAwarenesstrainingsession.
Youthmembers 17yrs 6monthsmay submit aGardavetting formaccompaniedbyaparentalconsentformforvettinginadvanceoftheir18thbirthday.Thismeansthatmemberswhobirthdayfalls just before or during the camp can havetheirGarda vetting processedand take part inthecamp.

Camp LiasonNowmightbethetimetoarrangeforsomeoneathometobecomethe‘CampLiaison’personathomeforthedurationofthecamp–thispersoncanbethe‘goto’personforallparents–allowingcontacttobemadewiththispersonandforthemtosendoninformationtotheothers.
Itwouldalsoallowthatpersontobethecontactinanemergencyathome;theycanchanneltheinformationinacontrolledwaytothescoutswhoareabroad.
Itmight be an idea to setup a ‘twitter’ or ‘facebook’accounttosendoutupdatesonprogresswhileyouareaway.
Set MenuAtthisstageofplanningitwouldbeagoodideatosetamenuforthecamp.Theplanningteam/QuartermastershouldgetinputfromtherestoftheScoutssothattheteamhasagoodideaofwhattheywanttoeatbutalsokeepinginmindthedifferent foodgroupsandhealthydietsandavailable cookingmethods. Certain foodsmaynotbereadilyavailablewhereyouaregoing.
The Scouters would have an idea of who hasallergies, vegetarian, etc from the ActivitiesConsentFormbutitwouldbenoharmtodoublecheckwiththeScouts/parent’sagain.Anexampleofamenuforcampisshownbelow.

This form captures the information required by SID 71/10 Youth Programme Abroad and SID 77/10 Camping & Adventures in the Out of Doors.These procedures are in place to protect the health, safety & well being of young people in our care and to ensure that all activities are planned with safety in mind and provide a quality Scouting experience for young people.This form should be used in the following situations:Checklist & Part A: Overnights Approval Form• Beaver Scouts activity that includes one (1) overnight• Cub Scout activity that includes three (3) or more overnights• Scout, Venture Scout and Rover Scout activity that includes four (4) or more overnights• Details of budget, menu, programme, Activity Consent Forms SIF 11/05 and Medical Advice Forms SIF 11a/10 (where appropriate) for all persons under 18 taking part should be attached to the form for approval by the Group Leader
Note:All Beaver Scout overnights must be approved by the Group Leader. Shorter overnight activities in Cub Scouts (less than 3) and in Scouts, Venture Scouts and Rover Scouts (less than 4) do not need to have formal approval via this form by the Group Leader however the Group Leader must be informed of such activities prior to their undertaking via, phone, email, or verbally as per SID 77/10 Camping & Adventures in the Out of Doors.

Countdown to International Camp
LarchHillistheNationalCampsite&TrainingCentreofScoutingIreland.
SituatedinthepicturesquevalleybetweenKilmashogueandTibraddenmountains11 kilometres from the centre of Dublin, Larch Hill is a 36 hectare campsitesurroundedbynaturalamenitiestoenhanceyourscoutingexperience.
MountMellerayScoutActivityandSportCentre lieshigh in theKnockmealdownMountains7km’soutsidethetownofCappoquin,CountyWaterford(inScoutingIreland’sWaterford ScoutCounty).Originally a boarding school attached to theAbbeyofMountMellerayitwasacquiredbytheCatholicBoyScoutsofIrelandin1979andopenedasaScoutCentre.
LoughDanScoutCentreisaNationalScoutcampsite,hostelandactivitycentrebasedintheheartoftheWicklowmountains.NestledbetweentheMountainScarrandLoughDan,thecampsitehasacresofflat,greenandcleancampingground.PerfectforalltypesofScoutingadventureswhetheryouarealargetrooparrivingforaweekofsummercamporasmallpatrolstoppingtorestafterahardday’shiking.
The main function of the National WaterActivity Centre is to introduceScouts to the funof thewater.This isdonebyprovidingacentrewhereyoungpeopleandadultscancometolearnhowtosail,canoeandtakepartinfunbasedactivitiesonthewater.
Castle Saunderson International Scout Centre is Ireland’s newest NationalScoutCentre.CastleSaunderson InternationalScoutCentre isbasedon theCavan/Fermanaghborder.TheCentrewasinauguratedbyPresidentMichaelD.Higginson18thAugust2012.ThedevelopmentoftheprojecthasbeensupportedbytheEU’sPEACEIIIProgramme,managedfortheSpecialEUProgrammesBodybyCavanCountyCouncil.
