GAIL is committed to conducting our
business in a manner that protects the health and safety of all personnel at company facilities and that is compatible with the environment in which we operate. This commitment has been demonstrated over our long business history and will be leveraged into our future. GAIL has a global footprint of diverse and complex operations making it necessary to have a single Health, Safety & Environmental Management System worldwide that is aligned with our objectives. GAIL HSE Management system is periodically reviewed for its relevance to business development of the organization and also to reiterate top management’s commitment towards safety. Various HSE activities were carried out during the year 2015-16 which are summarized as: Behaviour Based Safety in GAIL
In order to move further towards Best in Class
Safety practices, now the difficult journey is to
imbibe Safety in all we think and do. Focused
BBS Journey across all GAIL Locations shall
help us in improving all our Safety Related
Parameters, which essentially form the base of
Iceberg and not the Tip of Iceberg.
Improvement in all these parameters will also
ensure our forward step towards our overall
objective of Zero Incidences.
Behaviour Based Safety (BBS) was rolled out
successfully across all GAIL installations on
12th March 2015.
Sustaining “Behaviour Based Safety” drive
implementation is a big challenge.
Understanding this Challenge, following
actions have been taken to drive/sustain BBS
at respective sites:

A trophy was awarded by Director (HR) and Director (Projects) to Vaghodia for best BBS implemented site amongst the Gas Processing plants and Appreciation certificates were distributed to best Lead Trainers of GPU plants on the occasion of 16th Annual HSE workshop.

Bi-monthly visits being made to all the sites to review the progress of BBS with the assistance of our consultant for continuous improvement.
Effective Implementation of Behavioural Based safety at all locations and for all employees working at Site through awareness workshops, training and sensitization:

GAIL presented a technical papers on BBS implementation in GAIL during SCOPE 5th workshop titled “Strategies for improving Occupational safety & health in CPSEs” on 15.12.2015

Observance of Monthly Safety Day
Observance of Safety Day on 10th of Every Month conducted on all work centres. Monthly Safety Day at site was witnessed by senior executive of the
level of DGM each month from CO-HSE department.
All site OICs devote complete half day on 10th of each month as a Safety Day to review all the safety related aspects of their installations under their jurisdiction.
Exception Report on Monthly Safety
Day reviewed monthly jointly by
Director (HR) and Director (Projects).
All pending points related to Audits like OISD, PNGRB T4S, other external and Internal Audits points being reviewed and taken action for fast liquidation of points.
Emergency Planning & Response
Incident reporting system has been revised to improve the reporting structure where various communications of the ministry have also been incorporated.

Monthly review of Implementation of Incident reporting system with NGMC and BIS on 5th of every month.
Emergency Response and Disaster Management Plan (ERDMP) of Vaghodia (GPU & CS), GPU Vijaipur and HVJ Pipeline have been prepared and accredited by third party agency certified by PNGRB.

on 02nd March 2016. It was
inaugurated by CMD through video
conferencing. “Guidelines on
Occupational Health” was released by
CMD on this occasion. Director (HR)
and Director (Projects) were present
during inaugural session.
Eminent faculty from NDMA (former member), OICs/WICs, Doctors, F&S In-charges from work centers shared their views on this occasion.

HSE workshop concluded with following take away:
People first, plant later should be adopted while carrying out different activities at site.
Create a positive safety culture by compliance to commitment in following SOPs.
Develop a positive attitude towards maintaining good individual health. Employees should exercise regularly and visit Gyms in this regard.
Individual employees should attribute to safety and site OIC should play a vital role in development of young executives joining the organisation.
Safety should not only be considered as HSE’s baby, but sites should also own it.
Updating of technology and systems is need of today.
OICs should introspect for Pipeline and Process Safety and accordingly should motivate employees under them.
At induction level, employees should be sensitized about safety.
Health and productivity should be measurable.
Life Saver Scheme
With a view to focus on saving precious human lives at GAIL installations, an analysis of past incidents was done to arrive at major causes of life threatening incidents.
The major causes identified were taken as focused campaign topic and were launched under “Life Saver Scheme” from January 2015.

Occupational Health
04 Nos. of Corporate Occupational Health Committee Meetings were conducted to discuss the issues related with Occupational Health.
Occupational Health Audit of Process Plant at Vaghodia and Vijaipur was carried out by team of Occupational Health Committee members to review the Occupational Health procedures, infrastructure & facilities.
GAIL’s Occupational Health Guidelines has been prepared and released on the occasion of 16th HSE workshop by CMD

on 2nd March, 2016 for various stakeholders.
Environment Management
3rd All India Global Methane Initiatives (GMI) Meet organized on 11th March 2016 at Jubilee Tower, Noida. It was inaugurated jointly by Director (HR) through video conferencing and Director (Projects).

05 Nos. of Inter Unit Safety Audits of GAIL Installations were coordinated by Corporate HSE Department during the year.
HSE Check of 04 Nos. installations have been carried out by Corporate HSE Officials.
Special Safety Audit of PC-Pata, Gandhar and C2-C3 & LPG-I&II, Vijaipur and was carried out by Corporate HSE officials. Corporate HSE team also visited GPU Usar for reviewing safety measures taken during preservation mode.

With its continued focus on HSE across its installations, GAIL has won following awards during the year 2015-16. Director (HR) and senior officials
received two prestigious OISD awards at the hands of Honorable Minister of state (IC),P&NG, Sh. Dharmendra Pradhan for two categories:

2. Most Consistent Safety Performer-gas processing Plant: GAIL GPU, Gandhar
Maharashtra region Pipeline system, Mumbai received “Safety Innovation Award 2015” from institution of Engineers India, New Delhi.
NCR received British Safety Council International Safety award, U.K -2016.
GPU Gandhar plant won Gujarat State Safety award 2014 from Gujarat Safety Council of India.
GPU Gandhar plant won “Suraksha Puraskar” (Bronze Trophy)-2015 from National Safety Council of India.
