Learning (ADL) Shareable Content Object Reference Model (SCORM). This experience spans developing hundreds of SCORM compliant training courses for delivery on COTS LMSs such as SABA, Meridian, Army Learning Management System (ALMS), and GeoLearning. CTEC has designed and developed the Interface Control Mechanism between the Source System and Target LMS system, first by proposing an XML QTI standard for two way data flow and second by mapping the data elements between the source and target systems. This required an understanding of the LMS at the application level as well as the data dictionary levels.

Training Evaluations: CTEC has expertise in Training Assessments and Evaluations. CTEC employs the Kirkpatrick evaluation model for Level 1, 2, 3 and 4 and 5 to help our customers measure the effectiveness of their training and the return on investment (ROI) associated with the training.

Human Capital ManagementCTEC has hands-on experience with most major Human Capital Management technology deployed by the federal government. CTEC also has particular expertise in installing and customizing commercial e-Learning software. We have expertise in requirements analysis, revising statements of work/performance work statements, providing input on the best acquisition strategy, and assisting with developing procurement planning milestones. We also support agencies in managing their programs successfully within scope and budget.Project Planning and Program Management. Effective project management requires disciplined processes and the experience and expertise of PMP-certified personnel. The key elements of our approach include:� Establishing a work plan that includes

a Work Breakdown Structure (WBS) and Control Account structures to define roles and responsibilities, reporting levels, reporting requirements, and management change control authority levels.

� Establishing a project schedule that includes deliverables and milestones and integrates the program’s integrated master schedule.

� Leveraging project tracking, reporting, and controls standards (e.g., PMI, CMMI, Six Sigma, OMB circular A-11, GSA policy, and ANSI 748-A).

� Ensuring program and project-level scope, schedule, costs, change requests, and performance metrics are tracked against a current baseline.

� Collecting project data regularly in an established repository and ensuring that data collection includes ETC (estimate to complete) and data to validate Earned Value reports.

� Controlling changes by establishing a change control policy, change control board charter, change control processes, and decision rights, or working within the guidelines of the agency‘s existing change management infrastructure.

� Recommending project management tools to automate project tracking including technical support for implementation scheduling and

applying Earned Value Metrics (EVM). Our CMMI methodology includes facilitating communication among the key acquisition stakeholders from the program, contracts, and acquisitions organizations. We have been successful in transforming an opaque, silo-based procurement process into a transparent, collaborative process for our Federal clients.Risk, Schedule and Cost Management CTEC understands that while risk by itself is not its own metric, the risk to cost, schedule, and performance is identified, evaluated, and mitigated as part of detailed monitoring in each category. As the impact of a given risk ripples through all three areas, we have found our approach to be highly effective in ensuring comprehensive mitigation of problems for our customers. CTEC will continuously monitor our program management effectiveness in the areas of risk management, cost control, schedule adherence, and performance. To accomplish these tasks, we will leverage our proprietary Program Assessment and Management Methodology (PAMM).CTEC’s PAMM methodology consists of multiple project checkpoints over the life of the project. The number of checkpoints and their timing is dependent on the project and varies based on the project schedule and scope. We work collaboratively with the client to identify the checkpoints based upon the schedule and/or significant Program milestones. PAMM provides the government agency with an objective methodology and assessment framework to evaluate all tasks of a Program Management Office across program lifecycle phases. The

identification, prioritization and successful mitigation of risks throughout the project will ensure mission success.CTEC follows PMBOK best practices in conjunction with our PAMM to align our project management support to specific performance measures and goals. Status Reporting CTEC recognizes the value of ongoing, transparent communication between Government personnel and their contractors. CTEC emphasizes integrated monitoring of the leading indicators of program and task order health: cost, schedule, and performance (where performance is the quality of the required deliverables or product). To facilitate communication, we implement both formal and informal status reporting regimes. Our formal reporting consists of the performance metrics and a full accounting of all activities, spending, action items, progress, and quality assurance actions required. Informal communication consists of at-least weekly status reports detailing major accomplishments; outstanding issues and action items; any expected upcoming issues; and any information, support, or action required of Government personnel to successfully complete tasking.Team CTEC emphasizes integrated monitoring of the leading indicators of program and task order health: cost, schedule, and performance. We establish key metrics aligned with requirements using: � Cost: CTEC tracks funded, invoiced,

basis via our integrated time reporting and accounting systems. These metrics are reported on a program and task order basis.

� Schedule: Key schedule milestones are identified and reported, including scheduled, actual, and estimate- to-complete. Earned value management is incorporated as appropriate. These milestones are tracked daily by our Task leads and reported both internally and externally in our bi-weekly Quadrant reports, described below.

� Performance: Key outputs that that feed into key outcomes are defined. Measures for process, product, and client satisfaction are identified. These measures are also tracked via the bi-weekly Quadrant reports and independently monitored by the project Quality Assurance partner.

Our Federal customers appreciate being able to consistently access a concise, one-page document that provides the overall health of the project. We typically modify this report to the specific requirements of the task and priorities of the customer. In addition to our monthly report, our Task Leads will utilize a CTEC-hosted project portal to track and report on these key metrics for their tasks.Acquisition Support CTEC ’s knowledge of, and experience in, the procurement

lifecycle gives us a broad understanding of the overall objectives of acquisition support requirements as they relate to delivering value-added, competitively priced products and services. CTEC personnel apply their knowledge of the FAR and best practices embodied in the Acquisition Center of Excellence (ACE) to support routine contracting actions. To analyze requirements and develop and implement acquisition-related documentation, we propose to leverage an industry-proven methodology (ADDIE).We utilize the established ADDIE (Analysis, Design, Development, Imple- mentation and Evaluation) methodology, as a repeatable, step-by-step process to address agency requirements and facilitate thorough, easy-to-implement solutions. Each phase of the methodology has associated tasks that are completed by the project team, under the guidance and approval of agency stakeholders, to ensure that requirements are being met and solutions are in line with the agency program mission.Change Management CTEC is involved in agency outreach programs to manage change. We help agencies in controlling changes by establishing a change control policy, change control board charter, change control processes, and decision rights, or working within the guidelines of the agencies existing change management infrastructure. We also establish creative communication mechanism including eAlerts, webinars, websites with blogs and document repository etc. to facilitate organizational change to its employees, contractors and vendors. CTEC’s organizational Change Management brings a deep understanding of agency‘s business processes and their impact on downstream processes, people and organizations. Identifying and documenting these changes as we move through the Blueprinting and implementation is critical to help organizations understand and develop plans to address anticipated impacts. Because we understand the agency environment, we proactively facilitate

cross agency and functional area workshops with the business process team, using Lean Six Sigma processes to address these impacts. The outcome of the workshops are continuous process improvement steps with actionable tasks focused on achieving the desired results. We actively monitor and track progress against these action plans and how they are executed to identify risks to the deployment. Action plans can also be leveraged in future waves to efficiently address similar issues. The result of these activities throughout the program lifecycle, are agencies that are prepared for deployment with standardized processes, policies, and organizations with measurable results, and the capability to sustain and identify improvements for the future.CTEC works in partnership with agencies in planning effective means of communication and training through agile approach.
