Message from the DIReCTOR

We are continuing what we have started to transition to become the National Institute for Entrepreneurship and Innovation. We are actualizing this vision through a host

of programs, projects and services with our partners while still upholding the tradition of honor and excellence of the University.

Our projects and training programs are focused on delivering customer-centric ecosystem of services to small and medium enterprises (SMEs), creating and building resilient, innovative startups and SMEs for ASEAN Integration and the rest of the world by increasing their access to finance, enabling biodiversity-friendly enterprises, and entrenching the technology and business incubation model. Our stakeholders can expect more pioneering, innovating and entrepreneuring initiatives and collaborations that are aimed to address the many complex problems afflicting the SME sector, be it in the financial, operational or productivity aspect of the business.

It is therefore my great pleasure to present to you the 2015 edition of the UP ISSI Prospectus, which highlights the Institute’s major accomplishments and plans moving forward. We hope that this edition will help future entrepreneurs, SME managers, change agents and catalysts learn more about innovative solutions to address the issues concerning the sector.

UP ISSI - Usaping Pangnegosyo, Ilaw, Salamin at Sandata ng Industriyang Pilipino (Entrepreneurship, Light, Model and Tool of the Philippine Industry)

The University of the Philippines Institute for Small-Scale Industries (UP ISSI) traces its history in the sixties, when UP ISSI was then what was called the Red, White and Blue Project, an initiative formed through a bilateral agreement between the Royal Government of the Netherlands and the Republic of the Philippines. Its principal objective then as now was to assist the development and growth of small-scale industries in the country.

On 4 August 1969 then Pres. Ferdinand E. Marcos signed Republic Act No. 6041, making UP ISSI an organic unit of the University of the Philippines. Under the said law, the major purposes of the University of the Philippines in the establishment of the Institute are:

1. Train competent people up to a level where they will be able to assist existing small-scale industries to increase productivity and to promote and develop new ones.

2. Provide consultancy and extension services to existing small-scale and medium- sized industries.

3. Conduct research on plant operations and make the result of such research available to interested parties, and the assumption of leadership in overcoming the various problems of small-scale and medium-sized industries needing the advice, simulation and assistance of consultants.

In 2000, the group was renamed SMEWG and granted

advisory Member, Micro, Small and Medium enterprises Development Council (MSMeD Council). MSMED Council was created by virtue of Republic Act (RA) No. 9501, otherwise known as the Magna Carta for MSMEs, with a specific mandate to spur the growth and

development of MSMEs throughout the country, by facilitating and coordinating national efforts to promote the viability and growth of MSMEs, including assisting relevant agencies in tapping local and foreign funds for MSME development and promoting the use of existing programs.

On 15 July 2014, Pres. Benigno S. Aquino III signed into law RA 10644 or the Go Negosyo Act of 2014, which placed UP ISSI as one of the members of the Advisory Unit of MSMED Council.

Institutional Member, Philippine Chamber of Commerce and Industry (PCCI) Committee on education. A proactive catalyst of development, PCCI promotes and supports the drive for globally competitive Philippine enterprises in partnership with the government, local chambers, and other business organizations. The main responsibility of PCCI is to provide focused advocacy for business growth and sustainable development through business services for the advancement of grass-root entrepreneurship, chamber development,

international trade relations, business innovation and excellence, and operational efficiency. These will be achieved through a professional organization in close cooperation with various stakeholders in public and private sectors.

Institutional Member, UP enterprise Steering board (enterprise business Incubation Program). The Enterprise Business Incubator Program, consisting of mentoring from successful entrepreneurs and professionals, networking events, and coaching sessions, increases a tech startup’s success rate, lowers its setup costs, and assists in the marketing of its innovations more efficiently.

Institutional Member, entrepreneurship educators’ association of the Philippines, Inc. (eneDa). ENEDA is a non-stock, non-profit professional organization composed of the nation’s entrepreneurship educators, teachers, and trainers from leading schools, colleges, universities and other training and academic institutions. Institutional Member, UP Diliman Technology Management Center (UPTMC) Coordinating Council. The UP ISSI Director sits as an Affiliate Faculty of TMC. The Center was established through a resolution approved by the UP Board of Regents on 23 February 1995. TMC is mandated to serve two fundamental purposes: (1) to respond to the urgent need of firms and industries for technology upgrading, productivity improvement, and enhanced global competitiveness; and (2) to respond

to the established requirements of the Philippine government for expert advice and assistance on science and technology. TMC is the first institution of its kind in the country and in the ASEAN region, being an interdisciplinary undertaking which draws from the expertise, experience, and perspectives of nine affiliated UP Diliman units.

Institutional Member, filipinnovation network. The Network is composed of key stakeholders that are involved in fostering innovation in the Philippines in the light of the country’s goal to be globally competitive. Committee members are involved in the conceptualization of the National Innovation Summit and the development of the framework and strategy to promote innovation.

Institutional Partner, The Small enterprises Research and Development foundation (SeRDef). Established in 1976 as a non-stock, non-profit foundation, SERDEF focused initially on developing entrepreneurial skills through training. It has since become a private institutional medium that initiates, sponsors, and conducts programs and projects for the promotion and development of small-scale industries. Its range of capability-building services from training to research and

consultancy, addresses a growth arc of a spectrum of business establishments-from small- to medium-scale enterprises down to micro enterprises. By virtue of a Memorandum of Agreement between SERDEF and UP, the Foundation undertakes various development programs and projects for SMEs in collaboration with UP ISSI, from where it draws most of its pool of human resources: experienced trainers, industrial extension specialists, counselors, consultants, productivity experts, industrial automation specialists, researchers, information officers, training coordinators, and project managers.

Voice of Our Partners

I laud the UP Institute for Small-Scale Industries for its untiring support and dedicated partnership with the Industrial Guarantee and Loan fund in our small business advocacy. Over the years, the UP ISSI has been an active partner of

IGLf in developing innovative capability programs to improve MSMe’s access to financing, and in influencing the mindset of financial institutions from traditional collateral-based lending ways towards risk-based lending. UP ISSI and IGLf partnership may just run for a very long time, and will leave its mark in the empowerment of filipino small and medium enterprises.

It was a pleasure to have partnered with UP ISSI in the implementation of the PH-led aSean Internship Project for SMes. The Institute’s expertise in entrepreneurship promotion has greatly contributed to the timely execution and completion of the project

which aims to address aSean SMe’s need for greater information, skills, and technology exchange to raise the sector’s productivity and competitiveness.

The DTI - bSMeD and UP ISSI partnership is an affirmation of our shared commitment to advance greater cooperation towards achieving the goals of the aSean economic Community.

Jerry T. ClavesillasDirector IIIDepartment of Trade and Industry - bureau of Small and Medium enterprise Development

The best thing about our strong partnership with the University of the Philippines Institute for Small Scale Industries is being able to provide viable solutions for our micro, small and medium enterprises and other stakeholders in

Rizal Province. for over the past several years, we valued UP ISSI’s expertise, professionalism, flexibility and client service to our entrepreneurs. UP ISSI has been a tremendous partner of DTI-Rizal every step of the way, and our assisting MSMes have benefitted from UP ISSI’s guidance and support.

Mercedes a. ParreñoProvincial DirectorDepartment of Trade and Industry - Rizal

In 1966, when the nation was steeped in the think-big mentality, the UP Institute for Small-Scale Industries (UP ISSI) blazed the trails for the “small-is-beautiful” movement. Ten years later, the leadership of the UP ISSI itself put up the Small enterprises Research and Development foundation (SeRDef) to provide the private sector thrust to the growing SMe

advocacy. Soon after, small enterprises became a national movement and eventually the center of national development plans.

Thus, when one speaks of the UP ISSI in the context of SMe development, one thinks of the SeRDef in the same breath. Theirs has been a vibrant partnership that has given rise to various pioneering and innovative strategies and programs to benefit small entrepreneurs.

Today, even as SeRDef has made inroads in its efforts to build a separate identity for itself, it commits to steadfastly support UP ISSI’S programs and activities in developing an enterprising society and helping SMes flourish.

Training and Continuing education framework

UP ISSI as the most preferred total capability-building and development service provider offers two kinds of training programs: public and special. It has pioneered in the

experiential learning methodology by using activity-based, learning-by-doing simulation exercises as well as business games, immersions and the Integrated Organizational Survey and Assessment or IOSA.

All courses are certificated, each with corresponding continuing education units or CEU.

What is a CeU?

The Continuing education Unit (CeU) is a currency that started in the United States and used by professionals in measuring a person’s participation in a formal, non-credit continuing education program, such as a workshop, seminar, tutorial, or self-study course. Courses approved by UP ISSI for awarding CeUs meet strict requirements for course exercises, assessments, and evaluations.

MC’s main application exercise is the conduct of the Integrated Organizational Survey assessment (IOSa) which was formerly called the Integrated Plant Survey (IPS).

What used to be an exercise completed at the end of the course is now done in every module as the enterprise or IOSa site assigned to each group of participants is now treated as a running case. Thus, the participants learn about the marketing, production, organization and finance operations of the firm as the course covers these function areas of management in modules.

besides being a practicum exercise where participants apply their knowledge about management, IOSa also has an extension or consultancy component. Guided by their coaches, the participants integrate their recommendations in an IOSa report.

Business Continuity Planning Seminars

While micro, small and medium enterprises’ (MSMEs) first priority is to be profitable, UP ISSI recognizes that how MSMEs prevent, respond, and

recover from natural disasters, hazards, and climate change has a huge impact on business. as such, since 2014, UP ISSI has partnered with the Department of Trade and Industry to spread business continuity planning awareness and its importance in coping with natural disasters and related risks. The program aims to capacitate MSMes to build their own business continuity plans in order to continue their business operations even during natural disasters and hazards.

With this, UP ISSI hopes to develop a culture of preparedness among MSMes in the Philippines.

Research Deployment

The Gifts, Décors and Housewares (GDH) Industry Situationer and Workshop was one of the major activities of the project Strategy Roadmaps for the Gifts, Housewares and

Holiday Décors Industry. The Department of Trade and Industry is the funding agency and has commissioned UP ISSI to implement the said undertaking. The main objective of the workshop was to establish the current state of these sectors by bringing together industry players and representatives from the government to discuss the programs that are available to enterprises, the needs of these enterprises and the market trends and opportunities.

Research Validation and execution

Hypotheses formulated with respect to the research

problem are tested and validated through interviews and surveys done in field works and simulations.

Gifts, Décors and Housewares Industry Situationer and Workshop

UP ISSI realizes the need to disseminate the results of studies it made. Thus, research deployment comes in the form of conferences, symposia, fora, colloquia, and paper

presentations. The Institute carefully documents the proceedings of workshops and focus group discussions. The results of its studies are published in journals and proceedings.

beyond Intention to Start: What Distance Learning Can Provide to aspiring entrepreneurs, paper presented and published in the peer-reviewed proceedings of the australasian Conference on business and Social Sciences on 13 and 14 april 2015 in Sydney, australia and published in the conference proceedings.

The paper presents lessons learned from the experience of the University of the Philippines Institute for Small-Scale Industries, a first-time adopter of electronic or distance learning, in conducting its training program for aspiring entrepreneurs. While some of the aspects of teaching were either automated or digitized, there still remain some human factors such as motivation and interest that come into play and therefore cannot be enhanced through distance education or e-learning alone. The paper also presents some recommendations for a successful conduct of online training for aspiring entrepreneurs.

Emotional Competence on Work/Family Conflict: basis for Organizational Development Programs, 2nd International Conference on advances Management, economics and Social Science, Rome, Italy, 18-19 april 2015

The study focuses on the cross-cultural study of emotional competence and its role on work-family conflict among 437 purposively selected call center representatives (CSRs) from the Middle East, Iran, Pakistan, Russia, India, and the Philippines. The paper aims to establish a baseline literature on the link between emotional competence and work-family conflict and the interplay of each on demographic variables such as age, gender, civil status, work time schedule, and nationality. Moreover, the study leads to an organizational change management program to aid organizations to cope with diversity concerns. The descriptive, comparativecorrelational methods were employed as this paper also threshes out whether CSRs differ on emotional competence and work-family conflict based on demographic characteristics. The researchers utilized three instruments, namely: The Demographic Profile Sheet, Emotional Competence Inventory, and Work/Family Conflict Scale. The general findings confirm that with emotional competence, CSRs did not significantly differ in terms of age. But in terms of gender, civil status, work time schedule, and nationality, CSRs demonstrated significant differences in emotional competence. Male CSRs and those who are single are higher in all areas of emotional competence as well as in their overall emotional competence. CSRs whose work time schedules are opposite or have a time difference of more than ten hours with the businesses they serve are likewise higher in all areas of emotional competence and in the overall emotional competence. In terms of nationality, there was a significant difference in social awareness only.

Towards Humane and ethical Perspectives in entrepreneurship education: Students’ Voices and Reflections on the Concept and Practice of entrepreneurship,” paper (co-authored with Dr. Maricris acido-Muega and Ms. Dottie Rose Tinga) presented at the International Journal of arts & Sciences International Conference for Teaching and education, Harvard Medical School, boston, Massachusetts, 26-28 May 2015.

This is a descriptive, exploratory study of students’ perspectives and reflections on entrepreneurship, which would have eventual implications for entrepreneurship education. Using questionnaires, it looks into one hundred sixty (160) students’ views on the various elements involved in entrepreneurship. Furthermore, interviews of select participants offer a much deeper perspective of the more subjective elements and factors related to entrepreneurship. The findings point to a more subjective, personal, and communitarian aspects of entrepreneurship as viewed by students, and as such, highlight the importance of ethical and humane directions and considerations in the conceptualization, development, implementation, and assessment of a holistic entrepreneurship education.

evaluating the effectiveness of the Planning for expanding business Training

UP ISSI conducted an impact study to gauge the effectiveness of one of its

major training programs, the Planning for Expanding Business Training (PlanET) held in 2012 and 2013.

PlanET was a five-day training program that aimed to assist small and medium enterprises in preparing business plans so they could have increased chance of being granted loans from banks and other financial institutions.

entrepreneurship Gravitas: action Research Colloquium Proceedings

In keeping up with its mandate of presenting its research undertakings, the UP ISSI Research Colloquium themed,

Entrepreneurship Gravitas: Action Research Colloquium in the Setting of ASEAN Integration, showcased pioneering studies on issues relevant to mSMEs especially in view of the impending ASEAN Economic Community in 2015.

The colloquium harnesses applied and innovative researches carried out by the Institute and its partners, addressing the major concerns of businesses, government institutions and the academe on various topics including Human Resource Training and Development, Competitive Business Environment, Entrepreneurial Mindsetting, and Networking and Collaboration.

Following are recommendations that program managers can adopt so that the training program can evolve:1.
