SAFETY

The trend is good but we are not satisfied, we want to do much more…


ENVIRONMENT

Despite efforts and lack of framework, the outcome is not satisfactory…

In a bad year (2010), ATM is responsible for only 1/3 of the air transport delays.In 2009, ATM accounted only for ¼.



COST

Despite the crisis, the costs have been kept as constrained as possible.


• Safety => should remain the true N°1 priority, better occurrence reporting system, just culture , EASA

• ETF and the staff are committed to safety• Environment => implement FABs through

cooperation model, Eurocontrol network management.

• The ATM is far from being the only contributor in this domain (manufacturers, airports, airlines)

Improving the present situation 1


• Cost => the trend is good despite difficulties. Efforts have to be pursued. However, the economic performance is not about cost reduction. It is about cost efficiency.

• Delays => 2010 saw increased delays because of volcano and industrial actions.

• Strikes could have been avoided with good social dialogue at all levels (ANSP, FAB, European).

• Human factor => let’s take it as seriously as the other areas and, as a result, everything will improve.

• Delays should be addressed by ATM but also by airlines, airports and ground handlers

• Cost efficiency is different from cost reduction• Human Factor: to be integrated everywhere• Cooperation is the way forward

• Keep the human in the core of the system• Social dialogue is the pivotal tool • Safety: lot to do• SES implementation needs Staff support
