W elcome to our third volume of Language
Matters. The purpose and ultimate goal
of this journal is to enhance all language
development and multilingual education efforts.
The importance of education for all is undisputable.
However, when it comes to dealing with formal
education, there are various significant factors in
contributing toward its effectiveness and success,
factors without which, formal education would be a
failure or even impossible. At the forefront of these
factors are two key issues: relevant curriculum for
mother tongue education for children at primary school,
and appropriately trained mother tongue teachers.
The mother tongue or first language of children at
primary school is decisive for their educational
achievement and success. This does not mean
avoiding Amharic lessons; as it is the federal working
language, our constitution and the education and
training policy have explicitly stated that Amharic
should be a taught at school. Neither does mother
tongue education mean that we avoid English lessons,
since English is a language of wider communication
and a medium of instruction at secondary and tertiary
levels. The major principle of mother tongue
education is that children should not be hampered in
their early learning; comprehension is enhanced
because their teacher is using a language they know.
Students can more easily grasp the concepts of any
lesson that is taught in their mother tongue. Without
understanding, there is no learning. Indeed, the central
role of language in processes of cognition and learning
is a well-established fact. Many research findings from
around the world have proven that success in
education is strongly tied with knowing the language.
One very relevant publication is UNESCO’s Mother
Tongue Based Literacy Program Case Studies of Best
Practices in Asia.
These concepts have already been embraced by our
educational policy makers; what we must now strive
for in Ethiopia is quality. Quality should be the
concern of all relevant stakeholders, and a coherent
strategy is needed. This is the very purpose for which
the Ethiopian Multilingual (MLE) Network was
established a few years ago. SIL Ethiopia hosted a
one-day conference on December 16, 2014. There
were delegates from several universities, NGOs and
INGOs, as well as representatives and guests of honor
from the Ministry of Education and the Ministry of

ንኳን ወደ ሶስተኛው ቅጽ የቋንቋ ጉዳይ እትማችን መጣችሁ። የመጽሄታችን ዓላማ እና የመጨረሻ ግብ በቋንቋ ልማትና በልሳነ ብዙ ትምህርት ዙሪያ የሚደረጉ ጥረቶችን ሁሉ መደገፍና ማበረታታት ነው። የትምህርት ለሁሉም አስፈላጊነት አጠያያቂ አይደለም። ይሁንና ወደ መደበኛው ትምህርት ስንመጣ ለስኬታማነት አስተዋጽኦ የሚያደርጉ በርካታ ታሳቢ ጉዳዮች አሉ። ያለ እነዚህ ታሳቢ ጉዳዮች የመደበኛ ትምህርትን ስኬት ማለም ከንቱ ነው። ምናልባትም ውድቀት ይሆን እንጂ።
ከእነዚሁኔታዎች መካከል በግንባር ቀደምትነት የሚነሱ ሁለት ታሳቢ ጉዳዮች አሉ። የመጀመሪያው ለአንደኛ ደረጃ ተማሪዎች የአፍ መፍቻ ቋንቋ ትምህርት የሚውል ተገቢ ስርአተ ትምህርት የማዘጋጀት ጉዳይ ሲሆን፣ሁለተኛው ደግሞ በወጉ የሰለጠኑ የአፍ መፍቻ ቋንቋ መምህራን መኖር ነው። በአንደኛ ደረጃ ውስጥ የሚሰጠው የአፍ መፍቻ ቋንቋ ትምህርት ለህጻናቱ የወደፊት የትምህርት ስኬታማነት ወሳኝ ነገር ነው።
ይህን ስንል ግን የአማርኛ ቋንቋ ትምህርትን ፈጽመን እናስወግድ ማለታችን አይደለም። አማርኛ የፌደራል የስራ ቋንቋ መሆኑ በህገመንስታችንና በትምህርት ፖሊሲው እንደመገለጹ ልጆች በትምህርት ቤታቸው ሊማሩት ይገባል። ባንጻሩም የአፍ መፍቻ ቋንቋን እናስተምር ስንል በአለም ላይ በስፋት ለመግባቢያነት የሚጠቅመውን፣ የሁለተኛ እና የከፍተኛ ደረጃ ትምህርት መማሪያ የሆነውን የእንግሊዝኛ ቋንቋ ትምህርትን እንተው ማለታችንም እንዳልሆነ ልብ ሊባል ይገባል።
የአፍ መፍቻ ቋንቋ ትምህርት ዓላማ ህጻናት በማያውቁት ቋንቋ እየተማሩ ለጋ የመማር አጋጣሚያቸው በጭንቀት የተሞላ እንዳይሆን ማድረግ ነው። መምህራቸው በሚያውቁት ቋንቋ ሲነግራቸው የመረዳት አቅማቸውም ይጨምራል።

በየትኛውም የትምህርት ዓይነት የሚገለጽ ጽንሰ ሃሳብ በአፍመፍቻ ቋንቋቸው የሚተላለፍ ከሆነ በቀላሉ ይረዱታል።
ልብ ሊባል የሚገባው ነገር በቋንቋ መረዳት ካልተቻለ ትምህርት የሚባል ነገር አለመኖሩ ነው። በርግጥ የቋንቋ ጉዳይ አንድን ነገር ለማውጠንጠንና ለመረዳት የሚያገለግል መሆኑ ሳይታለም የተፈታ ጉዳይ ነው። በአለም ላይ የተደረጉ በርካታ ጥናቶች የትምህርት ስኬታማነት ከቋንቋ ጋር እንደሚያያዝ አስረግጠው ያስረዳሉ። ለዚህ አስረጂ ከሆኑትና ለህትመት ከበቁት ምርምሮች ውስጥ Mother

በዚህ ጥናት ውስጥ የተገለጸው ሃሳብ አሁን ለትምህርት ጥራት ከምናደርገው ርብርብ ጋር የሚመሳል በመሆኑ ሃሳቡ አስቀድሞ በእኛ የትምህርት ፖሊሲ አዘጋጆች የታወቀ ጉዳይ ነበር ማለት ይቻላል። የትምህርት ጥራትና ተያያዥ ስትራቴጄዎች የሁሉም ባለድርሻ አካላት ጉዳይ ነው። ከጥቂት አመታት በፊት የ Ethiopian Multilingual (MLE) Network የኢትዮጵያ ልሳነ ብዙ ትምህርት ቅንጅት መመስረትም ይህንን አላማ ለማሳካት የታቀደ ነው። በዚህ ዙሪያ በኢትዮጵያ ለረጅም ዘመናት ሲሰራ የቆየው ኤስ አይ ኤል ኢትዮጵያ (SILEthiopia) ታህሳስ 7/2007 ዓ.ም ሰፊ ኮንፈረንስ አዘጋጅቶ ነበር። በእለቱ የMLE Networkን አስመልክቶ የመክፈቻ ንግግር ያደረጉትን የባህልና ቱሪዝም ሚንስቴር ዲኤታ ክቡር አቶ ሙሉጌታ ሰይድን ጨምሮ መንግስታዊና መንግሳታዊ ካልሆኑ ተቋማትና ከበርካታ ዩኒቨርሲቲዎች የተጋበዙ እንግዶች ተገኝተው ነበር።
የልሳነ ብዙ ትምህርት (MLE) ዓላማና የተሳታፊ አባላት ተግባር እንደየ ሃገሩ አውድ የሚለያይ ሲሆን በኢትዮጵያ የተዘረጋው ቅንጅት ዓላማዎች የሚከተሉት ናቸው።
የአፍመፍቻ ቋንቋን መሰረት ያደረገ የልሳነብዙ ትምህርትን በተቀናጀ መልኩ በመደገፍ ለትምህርት ጥራት እንቅፋት የሚሆኑ ጉዳዮችን መለየትና ማስወገድ፣
Culture and Tourism who addressed the audience and
wholeheartedly supported the efforts of the Ethiopian
MLE Network.
The objectives and tasks of various working groups
devoted to MLE issues differ from country to
country, based on the context. The objectives of the
Ethiopian MLE Network will be the following:
To help identify and remove barriers of access to
quality education through coordinated support for
Mother Tongue Based-MLE (MTB-MLE).
To promote linguistically and culturally
appropriate education as an integral part of quality
mother tongue education.
To create an environment that fosters collaborative
effort among academics, practitioners, and other
stakeholders regarding their endeavors in the area
of MTB-MLE.
SIL Ethiopia envisions these objectives being refined
and agreed upon by all the participating organizations
in the Network. These objectives will help to define
our mission and goals. Some of the proposed tasks of
the Network will be as follows:
Identify technical problems regarding MTB-MLE
implementation in Ethiopia.
Create a forum for scholars and academics to
collaborate on innovative solutions for
implementing MTB-MLE
Disseminate research-based evidence and resources
about MTB-MLE
Generate ways to inform and influence local
community stakeholders, and advocate for
community participation in language decisions
The Ethiopian MLE Network met on December 16, 2014.

curriculum implementers, trainers, and teachers
Communicate with the international education
community about the Ethiopian context
I am sure many other relevant stakeholders will join
this Network for the betterment of Mother Tongue
Based Multilingual Education in the county.

ጥራት ካለው የአፍ መፍቻ ቋንቋ ትምህርት ጎን ለጎን ስነልሳናዊና ባህላዊ ተገቢነት ያለውን ትምህርት ማበረታታት፣
የአፍ መፍቻ ቋንቋን መሰረት ባደረገ የልሳነብዙ ትምህርት ዙሪያ የሚሰሩ የትምህርት ባለሙያዎች፣ ተባባሪዎች እና ልዩ ልዩ ባለድርሻ አካላት በትብብር የሚሰሩበትን ሁኔታ ማመቻቸት ናቸው።
ኤስ አይ ኤል ኢትዮጵያ በህብረቱ (ቅንጅቱ) አባል የሆኑ በዓላማው ላይ ባለድርሻ አካላትና ተሳታፊዎች ከተስማሙና ካዳበሯቸው በኋላ እነዚህን አላማዎች በተጠቀሰው መልኩ አዘጋጅቶ አቅርቧል። እነዚህ ዓላማዎች ተልእኳችንና ግባችንን እንድንለይ ረድተውናል። የቅንጅቱ ተግባር እንዲሆኑ ከቀረቡ ሃሳቦች መካከል የሚከተሉት ይገኙበታል፡-
በኢትዮጵያ የአፍመፍቻ ቋንቋን መሰረት ያደረገ የልሳነብዙ ትምህርት ትግበራ የሚያጋጥመው የቴክንኒክ ችግር መለየት፣
የአፍ መፍቻ ቋንቋን መሰረት ያደረገ የልሳነብዙ ትምህርት ዙሪያ ለሚጽፉ ተመራማሪዎችና የትምህርት ባለሞያዎች የተመቻቸ መድረክ መፍጠር፣
የአፍመፍቻ ቋንቋን መሰረት ያደረገ የልሳነብዙ ትምህርትን በተመለከተ በጥናት ላይ የተመሰረቱ አዳዲስ ግኝቶችን ማሰራጨት፣
በቋንቋ ጉዳይ በየአካባቢው ያሉ የማህበረሰቡ አባላት ና የባለድርሻ አካላት በቋንቋ ውሳኔ ሰጪነት ላይ ተሳትፎ የሚያደርጉበትን፣ ግንዛቤ የሚጨብጡበትን መንገዶች መፍጠር፣
የስርአተ ትምህርት ትግበራ ላይ ተሳታፊዎችን፣ አሰልጣኞችን እና መምህራን አቅም መገንባት፣
የኢትዮጵያን የትምህርት ዐውድ ለዓለም አቀፉ የትምህርት ማህበረሰብ ማስተዋወቅ የሚሉት ናቸው።
በመጨረሻም በሀገራችን የአፍ መፍቻ ቋንቋን መሰረት ያደረገውን የልሳነብዙ ትምህርት ፕሮግራም የተሻለ ለማድረግ የሚመለከታቸው በርካታ ባለድርሻ አካላት ይህን ቅንጅት እንደሚቀላቀሉት እርግጠኛ ነኝ።

P arental support and involvement in education
are increasingly viewed as significant factors
in a child’s achievements at school in several
areas. Research indicates a correlation between
parental involvement and higher academic success,
along with a better attendance record and an overall
positive attitude toward learning.
If parental engagement contributes to success in
general education, then it is especially important for
mother tongue education. Parents must be well
informed about the benefits of mother tongue instruc-
tion; they need reassurance that it is not going to put
their children at a disadvantage. In fact, when child-
ren begin school by learning in their mother tongue,
the knowledge they bring to the classroom is valued
and affirmed. They gain confidence in their skills in
their first language first. Then, when they bridge to a
second language, they have already had a positive
learning experience; success breeds success.

ል ጆች በትምህርት ቤት ለሚያስመዘግቡት ውጤት
የወላጆች ድጋፍና ክትትል ወሳኝ ነው የሚለው
አስተሳሰብ በብዙዎች ዘንድ እየተስፋፋና
ተቀባይነት እያገኘ ነው። ወላጆች በትምህርተ ቤት
የሚያደርጉት ተሳትፎ፣ ለልጆች (ተማሪዎች) በትምህርት
ገበታ ላይ ሳይቀሩ መገኘት እንዲሁም ለመማር ያለ ቀና
አስተሳሰብ ለከፍተኛ የትምህርት ውጤታማነት ትልቅ
ግብአቶች እንደሆኑ ጥናቶች ያመለክታሉ።
እንግዲህ የወላጆች ተሳትፎ ለአጠቃላዩ ትምህርት
ስኬታማነት አስተዋጽኦ የሚያደርግ ከሆነ ለአፍ መፍቻ
ቋንቋ ትምህርት ደግሞ ይበልጥ ጠቃሚ እንደሆነ መገመት
አያዳግትም። ስለሆነም ወላጆች የአፍ መፍቻ ቋንቋ ትምህርት
የሚሰጠውን ጥቅም አስመልክቶ ግንዛቤ እንዲኖራቸው ማድረግ
ይገባል። ልጆቻቸው በአፍ መፍቻ ቋንቋቸው ስለተማሩ ተጎጂ
ይሆናሉ ብለው እንዳያስቡና ተጠቃሚ እንደሚሆኑ እርግጠኞች
እንዲሆኑ ማድረግ ይገባል። በርግጥም ልጆች ትምህርታቸውን
በአፍ መፍቻ ቋንቋ ሲጀምሩ ከቤታቸው ይዘውት
የሚመጡት እውቀት ዋጋ ያለው ይሆናል፤ በመጀመሪያ
ቋንቋቸው ቀድመው ባዳበሩት ክህሎት ዙሪያ ያላቸው የራስ
መተማመን ይጎለብታል። ወደ ሁለተኛ ቋንቋ በሚሸጋገሩበት

Become Very Clever!
multilingual education program in the Benishangul
Gumuz region. At one particular meeting, the regional
Culture and Education Bureau officials were joined by
many local parents who came to have their say.
Among the encouraging remarks about the program,
some of the most appreciative comments came from
these parents:
Before, when our children went to school and
everything was taught in Amharic, we saw how
they were suffering and how disappointed they
were. It was a very negative experience.
Children dropping out of school – it was a
normal occurrence. As parents, we were
reluctant to bother sending them to school. But
now they are learning in our own language, the
mother tongue as medium of instruction, and
they are excelling – not just in the mother
tongue class, but in ALL their other classes too.
They have become very clever!
We are amazed to hear our kids reading to us.
Now we understand that our language is just as
good as every other language. Before we
thought it was inferior because our children
were not learning it at school. This gives us
equal status with all other language groups.
Since our children now get a better education,
our own interest in school is high. We now
participate in all kinds of school-related
activities: we help to take care of the school,
and we meet to discuss the well-being of our
children. This kind of thing never happened
before.
The use of a child’s familiar language for instruction
will endorse local culture and knowledge, creating a
bridge between home and school, as well as with the
community. When language is no longer a barrier to
parents’ participation in their children’s schooling,
they can confidently contribute their knowledge and
skills to the educational experience. This will in turn,
further encourage and strenghten parental
involvement.

ጊዜ ደግሞ አስቀድመው ለትምህርት አዎንታዊ አስተሳሰብ አጎልብተዋልና ከስኬት ወደ ስኬት ይሸጋገራሉ።
በቅርቡ የድርጅታችን የክትትልና ግምገማ ቡድን ተወካዮች በቤንሻንጉል ክልል የአፍ መፍቻ ቋንቋ ትምህርት ፕሮግራም ዙሪያ ጉብኝት አድርገው ነበር። እዚያም የክልሉ ባህልና ትምህርት ቢሮ የስራ ሃላፊዎችና በርካታ ወላጆች ጋር አንድ ለየት ያለ ስብሰባ አድርገዋል። እነዚህ ተሳታፊ ወላጆች በአፍ መፍቻ ቋንቋ ፕሮግራም ላይ አስገራሚ አስተያየቶች ሰንዝረው ነበር። ካቀረቡት አስተያየቶች መካከልም የሚከተሉት ይገኙበታል፡-
ቀደም ሲል ልጆቻችንን ወደ ትምህርት ቤት ሲሄዱ ሁሉንም ነገር የሚማሩት በአማርኛ ቋንቋ ነበር፤ እንዴት እንደሚቸገሩና ተስፋ እንደሚቆርጡም አይተናል። በጣም አሳዛኝ ሁኔታ ነው። ልጆች ትምህርታቸውን ሲያቋርጡ ማየት የለት ተለት ክስተት ነበር። እኛም እንደ ወላጅ ልጆችን ወደትምህርት ቤት የመላክ ጉዳይ ብዙም አያሳስበንም ነበር። አሁን በቋንቋቸው ይማራሉ፤ የትምህርት መስጫ ቋንቋው የአፍ መፍቻ ቋንቋቸው ነው። ስለዚህ በአፍ መፍቻ ቋንቋ ትምህርት ብቻ ሳይሆን በሌሎችም ትምህርቶች ላቅ ያለ እውቀት እየገበዩ ነው። በጣም ጎበዞች ሆነዋል። ህጻናት ልጆቻችን ወረቀት ሲያነቡልን በጣም እንገረማለን።
አሁን የኛም ቋንቋ እንደሌሎቹ ቋንቋዎች ጥሩ ቋንቋ መሆኑን ተገንዝበናል። ቀደም ሲል ልጆቻችን የኛን ቋንቋ በትምህርት ቤት ስለማይማሩት ቋንቋችን ከሌሎች ቋንቋዎች ያንሳል ብለን እናስብ ነበር። ይሁንና ዛሬ ቋንቋችን ከሌሎች ቋንቋዎች ተርታ የመሰለፍ እድል አግኝቷል።
ዛሬ ልጆቻችን የተሻለ ትምህርት እያገኙ ስለሆነ እኛም በትምህርት ቤት ጉዳይ ላይ ያለን ፍላጎት ከፍተኛ ሆኗል።
ህጻናት የሚያውቁትን ቋንቋ ለትምህርት ማስተማሪያነት ሲውል፤ የአካባቢው ባህልና እውቀትም እውቅናን የሚያገኝበት እድል ይፈጠራል። በትምህርት ቤት፣ በቤት እንዲሁም በማህበረሰቡ መካከልም ጥሩ የመሸጋገሪያ ድልድይ ይሆናል። ወላጆች በልጆቻቸው ትምህርት ዙሪያ ተሳትፎ ለማድረግ የቋንቋ እንቅፋት የማያጋጥማቸው ከሆነ በትምህርት ቤት ውስጥ እውቀታቸውንና ልምዳቸውን ለማካፈል የሚኖራቸው የራስ መተማመን ሙሉ ይሆናል። ይህም ወላጆች በትምህርት ቤት ዙሪያ ላይ ያላቸውን ተሳትፎ እንዲያጠናክሩና እንዲደፋፈሩ ያደርጋቸዋል።

መካከል አበይት የሚባሉት ብዝኃ ሥነ-ልሳናዊነት አንዱ ሲሆን ሌላው ደግሞ የስልጣኔና ልማት ፍላጎት ናቸው። ከዚህም በተጨማሪ የአንድን አካባቢ ቋንቋ (vernacular language) በአንድ በተወሰነ ክልል እና አካባቢ ብዝኃ ሥነ-ልሳናዊነት ሲኖር የትኛውን ቋንቋ ለየትኛው አገልግሎት የሚል ጥያቄም ሲነሳ ወይም ግንዛቤው ሲፈጠርም የቋንቋውን የልማት ጥያቄ ያመጣል። በዚህም ምክንያት ለተለያዩ አገለግሎቶች አንድ ወይም ከአንድ በላይ ቋንቋዎች አገልግሎት እንዲሰጡ ሲወሰን ለዚያ ቋንቋ የልማት ሥራ እንዲከናወንበት እቅድ ሊዘጋጅ ይገባል። ማንኛውም ማህበረሰብ ለመልማት እንዲሁም እድገት እና ስልጣኔ ለማስመዝገብ ለተግባቦት ሂደት የጽሁፍ ቋንቋ መጠቀም አለበት። ስለዚህም በቋንቋዎቹ ላይ የልማት ስራ መሰራት ያስፈልገዋል። ቋንቋን ለማልማት ቀዳሚው ሥራ የስርዓት ጽህፈት ቀረጻ ሲሆን ሌሎችም ተጨማሪ ስራዎች እንደዚሁ ማከናወን አስፈላጊ ነው፤ ለምሳሌ፡- መዝገበ ቃላት ዝግጅት፣ የሰዋሰው ጥናት እና ቋንቋውን በመጠቀም የተለያዩ መጻህፍትን ማዘጋጀት የዚሁ ልማት አካል ነው። የቋንቋ ልማት ሥራው አመኔታ ካገኘ እና ውሳኔ ከተሰጠበት ቀጥሎ የሚመጣውን ጉዳይ የቋንቋ ልማት እቅድ ነው። እቅዱ ሲዘጋጅ ምን፣ መቼ፣ እንዴት እና የት የሚሉትን ጥያቄዎች መመለስ አለበት።
የቋንቋ እቅድ ሶስት አይነቶች ናቸው። እነዚህም እስታተስ ፕላኒንግ፣ ኮርፐስ ፕላኒንግና አክዊዚሽን ፕላኒንግ ይባላሉ። እስታተስ ፕላኒንግ የሚባለው የቋንቋውን ወይም የዘዬውን አጠቃቀም ማህበራዊ ደረጃ ማስተካከል/ከፍ ማድረግ ሲሆን/በሌላ አገላለጽ ቋንቋው የትምህርት፣ የስራ፣ የመገናኛ ብዙሃን፣ ወዘተ… እንዲሆን የመወሰንና የመሥራት ነው። ኮርፐስ ፕላኒንግ ደግም ቋንቋውን ለተጨማሪ አገልግሎት ለማብቃት የሚደረግ የሥነ-ልሳን ጥናትችን ነው። አክዊዚሽን ፕላኒንግ ቋንቋውን በተወሰነለት የአገልግሎት መስክ ተግባራዊ እንዲሆን የሚደረግ ስራን ያመላክታል። በኮርፐስ ፕላኒንግ እቀዳ ወቅት የሚደረጉ ሥነ-ልሳናዊ የጥናት ውጤቶች ለሥርዓተ-ጽሕፈት ቀረጻ፣ለሰዋሰው ዝግጅት እና ለመዝገበ ቃላት ሥራ እንደ ግብዓትነትም ሆነ እንደ መነሻ ሊያገለግሉ ይችላሉ። ሥርዓተ-ጽሕፈት በሌለበት ስለአንድ ቋንቋ ልማት ማሰብ አስቸጋሪ ነው። ስለዚህም በቋንቋ ልማት የመጀመሪያው ሥራ የሥርዓተ-ጽሕፈት ቀረጻ ነው። አንድን ቋንቋ ከንግግር ወደ ጽህፈት ለማሸጋገር ጥንቃቄ የተሞላበት እቅድ ሊታቀድ ይገባል። ሥርዓት ጽህፈት በሚቀረጽበት ወቅት ተከታዮቹ ነጥቦች በጥንቃቄ መታሰብ አለባችው። ስለዚህም በኮርፐስ ፕላኒንግ ተከታዮቹ ነጥቦች አትኩሮት ሊሰጣቸው ይገባል፡- የቋንቋውን ዘዬዎች መለየት፤ በዚህን ጊዜ ከአገልግሎት አንጻር የሚያስፍልገው ሥርዓት ጽህፈት ዘዬ - ዘለል

W hat are the essential
components of a
successful language
development program? The first
step, of course, is to have a well-
defined plan. Next is to establish a
writing system, based on the
results of phonological analysis. In
addition, other resources should be
prepared: a dictionary, a grammar
and other reading materials. In this
article we will look at each of
these components in detail, and
consider some of the challenges to
language development in Ethiopia.
Language planning is a
prerequisite. There must be an explicit and
systematic effort to resolve
problems and achieve related
goals through institutionally
organized intervention in the use
of languages. There are three
kinds of language planning: status
planning, corpus planning, and
acquisition planning. In this
article we will consider only the
first two. Acquisition planning
deals with influencing the teach-
ing and learning of a language,
and will not be discussed here.
Status planning is concerned with
the role given to a language – it
may be used as an official or
educational language, and also for
other cultural purposes such as

language in a given speech
community.
Corpus planning deals with
language development and
promotion. It involves the
analysis of the linguistic structure
and standardization. Corpus
planning is geared toward
establishing and developing
spelling norms, and sets
standards for grammar use and
for expanding the lexicon.
As mentioned, the first step after
planning is to establish a writing
system, that is, the creation of a
standard orthography. The
orthography should reflect the
phonological reality of the dialect
on which the standard is based.
Furthermore, it is necessary to
choose a standard dialect serving
as a written form and for setting
orthography rules, such as
capitalization and punctuation.
The orthography must be settled
before written materials are
published.
Modernization is concerned with
the expansion of the lexicon –
adding new vocabulary to the
language, either by coinage or
borrowing from other languages.
As knowledge and technology
progress, there is a constant need
for extending the vocabulary by
creating and expanding the
appropriate terminology for
commercial, professional, and
scientific domains. The
vocabulary should undergo
continuous expansion in a
controllable way, particularly in
the domain of education.
So, the essential components for
successful language development
are: a well-organized plan, a
standard orthography, a reliable
reference grammar, a
comprehensive monolingual
dictionary, a controlled and
continuous expansion of the
lexicon, sufficient reading

training manuals.
Some challenges In Ethiopia, at least 81 speech
varieties are estimated to exist.
Among these, some languages
such as Qimant and Zay, are
considered to be endangered
languages. According to Article
Five of the FDRE Constitution, all
Ethiopian languages enjoy equal
state recognition. In the
democratic education system,
every language has the right to be
taught in school. Mother tongue
education has received wide
acceptance in the different parts of
the country. According to current
information, the number of
languages used as media of
instruction is estimated to be about
45 (24 of them are from the
SNNPR). Encouraging as this is,
there are still some issues to be
addressed:
ጽህፈት በተቀረጸለት አዲስ ቋንቋ መዘጋጀት አለባቸው። ቀጣዩ ሥራ መሰረተ ትምህርት መሰጠት ካስፈለገ ይዘቱ እንደማንኛውም መሰረተ ትምህርት አጠቃላይ መሆን ይገባዋል። ስለዚህም፣ ሙያዊ የቃላት ስያሜ በየተውኛውም የኑሮ መስክ በወጉ ተይዞ ሊዘጋጅ ይገባል። ለምሳሌ፡- የሂሳብ ዕወቀት ስያሜዎች፣ የቴክኖሎጂ ዕወቀት ስያሜዎች፣ ለሁሉም የሳይንስ ዘርፍ ዕወቀት የሚውሉ ስያሜዎች፡ ለህክምና ሳይንስ፣ ለኬሚስትሪ፣ ባዮሎጂ፣ ፊዚክስ፣ ለመሳሰሉ የሞያ መስኮች በቋንቋው ሙያዊ መድብለ ቃላት ሊዘጋጅላቸው ይገባል።
ከክልል ባህልና ቱሪዝም ቢሮዎች በደረስን መረጃ መሰረት እና የተለያዩ የመረጃ ምንጮችን በማመሳከር ለማረጋገጥ እንደተሞከረው በሃገራችን በእሁኑ ጊዜ የኢትዮጵያ ቋንቋዎች የልማት ጅምር ግዕዝና የምልክት ቋንቋን ጨምሮ፣ የውጭ ቋንቋዎችን ሳይጨምር 81 ያህል ቋንቋዎች እንድሚነገሩ ተረጋግጧል ከነዚህ ውስጥ ክማንትነይ (በአማራ ክልል)፤ ዛይ፣ ሆዜ፣ ሴዞ እና እንፌሎ (በኦሮሚያ ክልል)፤ ሙርሌና ኦንጎታ (በድቡብ ክልል) በመጥፉት አደጋ ላይ ያሉ ቋንቋዎች መሆናችውን የቅርብ ጊዜ መረጃዎች ያሳያሉ። በጠቅላላ በሀገሪቱ የሚገኙ ቋንቋዎች በየክልሎቹ ነባር ብሔርሰቦች በሚከተለው መልኩ ተሰራጭተዋል። በትግራይ ክልል 3 ቋንቋዎች፤ ትግሪኛ፣ ኩናማና ሳሆ፤በአማራ ክልል 5 ቋንቋዎች፤ አማርኛ፣ ኽምጣንጛ፣ አውንጚ፣ አርጎባና ኦሮሚኛ፤ በእፋር ክልል 2 ቋንቋዎች፤ አፋር እና አርጎባ፤ በኦሮሚያ ክልል 5 ቋንቋዎች፤ ኦሮሚኛ እና ዛይ፤ ሱማሌ ክልል 1 ቋንቋ፤ ሱማልኛ፤ጋምቤላ ክልል 5 ቋንቋዎች፤ አኙዋክ፣ ኑዌር፣ መጀንግ፣ ኦፖና ኮሞ፤ ቤኒሻንጉል ክልል 5 ቋንቋዎች፤ ሺናሻ፣ በርታ፣ ኮሞ፣ ጉሙዝና ጓዋም ሲሆኑ በደቡብ ክልል 55 ቋንቋዎች ይነገራሉ እነርሱም፤ ሃላባኛ፣ ሀመርኛ፣ ሃዲይኛ፣መኤኒትኛ፣ መዠንገርኛ፣ ሙሩልኛ፣ ሙርስኛ፣ ማልኛ፣ ማረቆኛ (ሊብዶ)፣ ማሾሌኛ፣

A number of languages are
benefiting from language
development activities some-
how, but these activities are not
well coordinated;
Churches, for evangelistic
purposes, are involved in lang-
uage development activities, but
they are not working together
with government institutions in
their respective areas.
Research and educational
institutions, as well as NGOs, do
not discharge their responsibili-
ties according to the needs of the
regions they work in.
Some NGOs are involved in
language development activities
without permission.
Language development activities
are carried out by different
parties in the same linguistic
area; often there is no coordi-
nation, even within the same
region.
To solve these problems, all
stakeholders need to take
necessary measures. Generally, a
lack of systematic coordination is
the major challenge as far as
language development in Ethiopia
is concerned. Hence, all stake-
holders have to combine their
available resources and efforts,
share their experience, and work
together for their common goals.
It must be clear who is doing each
assigned task. Working together as
a team will help to overcome these
challenges.

ባልፉት ዓምታት በርካታ ቋንቋዎች የልማት ትሩፋት ተቋዳሽ ቢሆኑም ልማቱ በተቀነጀ መልክ አለመምራቱ እንደ ችግር ተዳሷል፤
አብያት ክርስቲያናት ለወንጌል ስርጭት ሲሉ በልማት ስራ ውስጥ ቢገቡም ከሚመለከታቸው የመንግስት ተቋማት ጋር በቅንጅት ሥራውን አለማከናወናቸው እንደ ችግር ተቃኝቷል፤
የሚመለከታቸው የምርምር እና የትምህርት ተቋማት እንዲሁም በዘርፉ የተሰማሩ ግብረሰናይ ድርጅቶች የምርምር ስራዎቻቸው የክልሎችን ወቅታዊ ፍላጎት ባማከለ ምልኩ የመስራት ልማድ አልዳበረም፤
በቋንቋ ልማት ፈቃድ ያላገኙ ግብረ ስናይ ድርጅቶች በዚህ መስክ መሳተፋቸው ተገምግሟል።
የቋንቋው ልማት እንደ ክልሎቹ ተጨባጭ ሁኔታዎች በተለያየ አካላት መምራቱ፤ በሌላ በኩል በክልል ደረጃ እንኳን ቅንጅታዊ አስራር በውጉ አለመዘርጋቱ በሀገራችን የቋንቋ ልማት ሂደት የታዩ ክፍተቶች ናቸው።

W hat good is it for our children to learn in
our own language? How will they be
different from us, since we didn’t go to
school? These used to be common questions amongst
parents who hadn’t gone to school themselves. In
people’s minds, being educated meant being able to
use languages other than the local vernacular.
This attitude is gradually changing. More and more
people understand that education is not only about
learning languages. It also requires a variety of other
skills and knowledge, and these are more easily
acquired in a language one already knows.
So far so good. But what about the reasons for
learning the mother tongue as a subject? It seems

ቤት ካልገባነው ሰዎች በምን ሊለዩ ይችላሉ? እንዲህ ዓይነቱ ጥያቄ በተለይ የትምህርት ቤት ደጃፍን የመርገጥ እድል ያላገኙ የብዙ ወላጆች ጥያቄ ነው። ምክንያቱ ደግሞ በብዙ ሰዎች አእምሮ ውስጥ “የተማረ ሰው” የሚባለው በአካባቢያቸው ከሚነገረው ቋንቋ ይልቅ የውጪ ያለ ቋንቋ የሚናገር ነው የሚል እምነት ስር ሰዶ መቆየቱ ነው። ይሁንና አሁን ትምህርት ማለት ቋንቋን ማወቅ ብቻ እንዳልሆነና ማንኛውንም ትምህርት ተምሮ የሚፈለገውን እውቀት ለማግኘት ልዩ ልዩ ግብአቶችና እውቀቶች እንደሚያስፈልጉ ብዙዎች እየተገነዘቡ መተዋል። በመሆኑም እንዲህ ዓይነቱ አመለካከት ከቀን ወደ ቀን እየተቀየረ ሄዷል። ከዚህ ባሻገር እነዚህ ግብአቶች ደግሞ

ተማሪው አስቀድሞ በሚያውቀው የአፍ መፍቻ ቋንቋ የሚቀርቡ ከሆነ ከተማሪው ጋር በቀላሉ ሊዋሃዱ እንደሚችሉ ግንዛቤ እየዳበረ መጥቷል።
ለመንደርደሪያ ይህን ያህል ካልን “የአፍ መፍቻ ቋንቋን እንደ አንድ የትምህርት ዓይነት መማር ለምን ያስፈልጋል?” የሚለውን ጥያቄ እናንሳ። በርግጥ የትምህርት መስጫ ቋንቋው የአፍ መፍቻ ቋንቋ የሆነ እንደሆነ ያ ቋንቋ በክፍል ውስጥ ከሚሰጡት የትምህርት ዓይነቶች እንደ አንዱ ሆኖ ሊሰጥ እንደሚችል መገመት አያዳግትም። ስለዚህም የተማሪው የየቀን መርሃ ግብር ይሆናል። የመጽሀፍትና የስርዓተ ትምህርት አዘጋጆች ግን ከዚህ በላይ በጥልቀት የሚያስቡበት ጉዳይ ነው።
በመጀመሪያዎቹ የክፍል ደረጃዎች ውስጥ የአፍ መፍቻ ቋንቋን እንደ አንድ የትምህርት ዓይነት የማስተማር ዓላማና ጥቅሙ የሚያከራክር አይደለም። ምክንያቱም አንድ ተማሪ በቋንቋው የሚጻፈውን ሃሳብ በቀላሉ አንብቦ ለመረዳት እንዲችል በዚያ ቋንቋ እንዴት ማንበብና መጻፍ እንዳለበት መማር ስለሚገባው ነው።
በቤንች ማጂ ዞን* በአራት ቋንቋዎች የአፍ መፍቻ የሙከራ ትምህርት ስንጀምር ሁላችንም ህፃናቱ 1ኛ ክፍል ሲጨርሱ በቋንቋቸው ማንበብና መጻፍ የመቻላቸው ጉዳይ አስግቶን ነበር። እንደተፈራውም አንደኛ ክፍልን ካጠናቀቁት ልጆች ጥቂቶቹ ብቻ ነበሩ ማንበብና መጻፍ የቻሉት። እውነቱ ይሄ ቢሆንም “ለምን እንዲህ ሆነ?” ብሎ መጠየቅ ደግሞ አግባብ ነው። ለዚህ ምክንያቶቹ ብዙ ነበሩ። የመጀመሪያው ምክንያት በልጆቹ ችሎታ ላይ
እምነት የነበራቸው ጥቂቶች ብቻ መሆናቸው ነበር። ሁለተኛው ትልቁ መሰናክል ደግሞ ቀደም ሲል የንባብ ልምምድ ሲደረግበት የቆየው በአማርኛ በተጻፉ ጽሁፎች መሆኑ ነበር። እንደሚታወቀው የአማርኛ ፊደላት ቀለማዊ (syllabic) በመሆናቸው አነባበቡም ቀለማቱን ተከከትሎ የሚከናወን ነው። ባንጻሩ ደግሞ የላቲኑ አጻጻፍ ከቀለማዊ አጻጻፍ የተለየ አቀራረብን ይጠይቅ ነበር። ስለዚህ ከተለመደው ቀለማዊ የአነባበብ ስርአት ወጥቶ ልጆችን በላቲን ፊደላት ማለማመድ ለመምህራን ትልቅ ፈተና
ነበር። በተለይ ደግሞ ተነባቢዎችን ልዩ ልዩ አናባቢዎች ሲከተሏቸው የሚያመጡትን የንበት ልዩነት ለማስለየት መምህራኑ የሚገጥማቸው ተግዳሮት ቀላል አልነበረም። ይሁንና መምህራኑ በማስተማር ልምድ እያገኙ በሄዱ ቁጥር በቤንች ማጂ የነበሩት አንዳንድ እንቅፋቶች ደረጃ በደረጃ እተቀረፉ ሄደዋል። በመሆኑም አሁን በአፍ መፍቻ ቋንቋቸው አቀላጥፈው የሚያነቡ ልጆች ቁጥር እየጨመረ መጥቷል። ሆኖም አሁንም ቢሆን በገጠሩ አካባቢ ያሉ

daily schedule. Yet textbook writers and curriculum
developers need to go deeper than that.
The learning goals for mother tongue
as a subject in the early grades are
undisputable: in order to study in a
particular language, one needs to know
how to read and write that language.
When the mother tongue medium pilot
classes in four languages commenced
in the Bench-Maji Zone,* we were
surprised to discover that hardly
anyone took seriously the idea of
teaching children to read by the end of
grade one. Alas, very few first grade graduates did
learn to read. Why? There was a myriad of reasons,
one of them being that very few believed in the
students’ ability. Another big stumbling block was that
reading had always been taught using the Amharic
script, which is close to a syllabic writing system.
Therefore, the teaching of reading in languages using a
Latin script requires a very different approach. The
teachers found it especially difficult to teach how the
consonants’ sounds vary when followed by different
vowels. Some of that stumbling block is gradually
being removed in Bench-Maji as teachers gain
experience, and there now is a growing number of
fluent mother tongue readers. Still, a lot remains to be
done countrywide in supporting the present generation
of teachers to learn well the methodology of teaching
reading and writing in languages that
use a Latin script.
When moving on to grade two, many
children are still practicing the
recognition of the sound-symbol
relationship. This is the cornerstone
for reading words and sentences and
starting to make sense of the meanings
in a text. Yet the quickest learners are
already getting into meaningful
reading, and need more advanced
fluency practice. The textbooks must
be designed to accommodate all learners. For grade
two in Bench-Maji, we decided to invest in stories.
The textbook writers had training in story writing from
professional authors of children’s literature. Then,
using the themes from the national syllabus, they
created stories that the children would enjoy reading.
When children enjoy the readings in their mother
tongue textbooks, they are more likely to practice
reading, and at the same time, develop an interest in

reading. Alongside the stories, the grade two textbook
includes a lot of reading practice on word level, and a
variety of oral and writing exercises.
If not earlier, in grades three and four, children should
be able to move from learning to read into reading to
learn – that is, to read fluently enough to be able to
learn new information as they read. To offer practice
in this, the mother tongue subject textbook should
include a variety of genres and text types, and the
comprehension exercises should guide the student to
identify the text type and analyse the text. One
example of this is a problem/solution text where the
student is asked to identify the problem presented in
the text and then identify the solutions offered. In the
mother tongue textbooks in Bench-Maji, the third
grade book includes many types of texts: reports,
instructions, argumentative texts, letters, dialogues,
stories, and forms, etc. The fourth grade book divides
the texts into types according to their structure:
problem and solutions, cause and effect, sequence, and
description, etc.
Texts and comprehension exercises offer practice in
fluent reading. The other exercises help the children to
learn new vocabulary, to spell accurately, to express
one’s thoughts in speaking and in writing, and to
understand the grammar of the language i.e. its
structures and regularities.
Grammar is a fascinating feature of language. Every
mother tongue speaker knows how his/her language
expresses different concepts and recognizes when they
are not expressed correctly. Yet it will require learning

ወደ ሁለተኛ ክፍል ስንሻገር ደግሞ በርካታ ልጆች አሁንም በድምጽና በወካዩ መካከል ያለውን ዝምድና ለመገንዘብ የሚያደርጉትን ብርቱ ልምምድና ጥረት እናገኛለን። ይህ ደግሞ ቃላትንና ዓረፍተ ነገሮችን ለማንበብ እንዲሁም በአውድ ውስጥ ሲገቡ ልዩ ልዩ ፍቺዎችን እንደሚሰጡ ለመገንዘብ የሚችሉበት ዋነኛ የማእዘን ድንጋይ ነው። ይህ የክፍል ደረጃ ውስጥ ፈጣን ተማሪዎች ከሌሎች ጓደኞቻቸው ቀደም ብለው ትርጉም ያለው ንባብ ሊያነቡ የሚችሉበት የክፍል ደረጃ ነው። በመሆኑም እንደነዚህ ዓይነት ፈጣን ልጆች ሊኖሩ እንደሚችሉ በመገንዘብ ልጆቹ የንባብ ቅልጥፍናቸውን የሚያጎለብቱበት በሰል ያሉ መለማመጃዎችን ማዘጋጀት ተገቢ ነው። ስለዚህ የመማሪያ መጻህፍት ዝግጅት ሁሉንም ዓይነት ተማሪዎች ከግምት ውስጥ ያስገባ ሊሆን ይገባል። እኛም ከዚህ ሃሳብ በመነሳት በቤንች ማጂ ዞን ላሉ የሁለተኛ ክፍል ተማሪዎች ልዩ ልዩ ታሪኮችን የያዙ የህጻናት መጻህፍት ማቅረብ እንደሚያስፈልግ ተገንዝበናል። እናም እነዚህን የፈጠራ ጽሁፎች የሚያዘጋጁ መጻህፍት አዘጋጆች መረጥን፤ ከዚያም የህጻናት የንባብ መጻህፍት በሚጽፉ ልምድ ባላቸው ባለሞያዎች አማካኝነት ስልጠና እንዲወስዱ አደረግን። በመጨረሻም በአገር አቀፍ ደረጃ የሚዘጋጀውን መርሃ ትምህርት መሰረት አድርገው ልጆች እያነበቡ የሚዝናኑባቸውን ታሪኮች የሚጽፉበት ሁኔታ ተመቻችቷል። ከታሪኮቹ ጋር በተያያዘም በሁለተኛ ክፍል መማሪያ መጻህፍት በቃላት ደረጃ፣ እንዲሁም ልዩ ልዩ ያቃልና የጽህፈት መለማመጃዎች ተካተዋል። ህጻናት በአፍ መፍቻ ቋንቋቸው የተጻፉ አስደሳች ታሪኮችን በሚያነቡበት ጊዜ የንባብ ልምምዳቸውን ያዳብራሉ፤ እግረመንገዳቸውንም የማንበብ ፍላጎታቸውን ያጎለብታሉ።
የሶስተኛ እና የአራተኛ ክፍል ደረጃዎችን ስንመለከት ደግሞ በእነዚህ የክፍል ደረጃዎች ውስጥ ያሉ ተማሪዎች በጣም ቸኮሉ ካልተባለ በስተቀር ንባብን ከመልመድ አልፈው በንባብ አማካኝነት ሌሎች መረጃዎችን ተቀብለው ለመማሪያ የሚገለገሉበት የክፍል ደረጃ የደረሱ ናቸው። ማለትም ልጆቹ በቅልጥፍና ማንበብ ከመቻላቸውም ባሻገር እያነበቡ ሌሎች አዳዲስ መረጃዎችን ሊያገኙ ይችላሉ ማለት ነው። በዚህ ረገድ እንዲህ ዓይነቱን ልምምድ ለማዳበር በተማሪዎች የአፍ መፍቻ ቋንቋ መማሪያ መጻህፍት ውስጥ ልዩ ልዩ ዓይነት ዘውግ ያላቸው ጽሁፎች ማካተት ይገባል። ከሚቀርቡ ምንባቦች የሚወጡ ጥያቄዎችን በማዘጋጀትም ተማሪዎች የጽሁፉን አይነት አንዲረዱና እንዲያገናዝቡ ማድረግ ይገባል። ለምሳሌ ችግሮችና መፍትሄዎችን የያዙ ጽሁፎችን በማዘጋጀት ተማሪዎች አስቀድመው ችግሩን እንዲለዩ ማድረግ፤ ቀጥለው ደግሞ መፍትሄውን ከጽሁፉ ውስጥ እንዲፈልጉ ማድረግ ይቻላል። በቤንች ማጂ የ3ኛ ክፍል የተማሪው መማሪያ መጽሃፍ ውስጥ አከራካሪ ጽሁፎች፣ ደብዳቤዎች፣ ምልልስ፣ የፈጠራ ጽሁፎች (ታሪኮች) ና የመሳሰሉ በርካታ የጽሁፍ ዓይነቶች እንደቀረቡ ልብ ይሏል።

to bring this knowledge into a conscious level, and to
learn the rules that must be followed when writing.
The role of teaching grammar in mother tongue
lessons is somewhat controversial. How important is it
to bring the grammar rules into a conscious level?
What is that knowledge useful for? In spoken
language we don’t always use grammar rules
correctly, and yet the listener normally understands
the message. But if we ignore grammar rules when
writing, it can be difficult for a reader to grasp our
meaning. Learning the standard way of writing a
language, including the grammar rules, will ensure
that readers understand our intended message.
In many regions of Ethiopia, the mother tongue is
used as the language of education only up to grade
four or six. Also, apart from the Amhara region,
students have a need to learn Amharic as a second
language. It is beneficial to learn grammar rules such
as word classes (nouns, verbs, adjectives, etc.),
inflection of verbs, and plural marking in one’s own
language first. This is of great help
when students learn how to express
grammar concepts in another
language. Therefore, the earlier they
need to begin studying other subjects
in a new language, the earlier they also
need to understand and apply grammar
rules–first in the mother tongue and
then in the new language.
Yet, knowing grammar rules in one’s
own language does not automatically
help learning another language.
Teachers must help their students
make the link between the two. For
example, children whose mother
tongue is Amharic will understand the
difference between I eat injera and I
am eating injera, if the teacher helps
them to think through and discover first the difference
between እንጀራ እበላለሁ and እንጀራ እየበላሁ ነው. And,
although strictly speaking, the range of English
present simple and present continuous are not exactly
the same as the Amharic expressions, they are close
enough for students to greatly benefit from comparing
the English expressions with their mother tongue.
Therefore it would be helpful if the curriculum and
teaching materials for mother tongue and for second
language(s) considered this linking concept. There
must be a horizontal relationship between language
subjects, in order to make use of the support that
mother tongue as a subject, when taught at its best,
can give to learning other languages.
So, why learn a language you already know? Learning
the mother tongue as a subject at school enables
students to understand their own language more
deeply, and to express themselves better, both orally

የአፍ መፍቻ ቋንቋ ተናጋሪ የሆነ ማንኛውም ሰው አንድ ሃሳብ በቋንቋው እንዴት እንደሚገለጽ ያውቃል። ያም ብቻ አይደለም ሃሳቦች በተገቢው መንገድ ሳይገለጹ ከቀሩም ወዲያውኑ መለየት ይችላል። ትምህርት ደግሞ እንደነዚህ ያሉ በልማድ የተገኙ እውቀቶች እንዲዳብሩ በማድረግ እያንዳንዷን የቋንቋ አጠቃቀም በተመለከተ በጥንቃቄ ማስተዋል ወደሚቻልበት ደረጃ ያሳድጋል። ከዚሁ ጋር ተያይዞም አንድን ሁኔታ ባግባቡ የመግለጽና የመጻፍ ችሎታ ደረጃውን(ጊዜውን) ጠብቆ እንዲመጣ ያደርጋል።
የአፍ መፍቻ ቋንቋ ትምህርት በሚሰጥበት ጊዜ የቋንቋውን ስርአት(ሰዋሰው) ን የማስተማር ሚናን በተመለከተ
አወዛጋቢ አስተያየቶች ይሰነዘራሉ። ከአስተያየቶቹ መካከል “የሰዋሰው ህጎችን በማስተማር ተማሪዎች የቋንቋውን ህግ እንዲያስተውሉ ማድረግ ጥቅሙ ምኑ ላይ ነው? ዕውቀቱስ ለምን ይጠቅማል?” የሚል ነው። በርግጥ በንግግር ወቅት አድማጫችን የሚፈልገው የሚተላለፈውን መልክእክት ወይም ሃሳብ ብቻ በመሆኑ ንግግራችን የቋንቋውን ሰዋሰው መጠበቁ የግድ ላይሆን ይችላል። ይሁንና በምንጽፍበት ጊዜ ሰዋሰውን ችላ የምንል ከሆነ ግን አንባቢያችን ምን ዓይነት ሃሳብ ለማስተላለፍ እንደፈለግን ባግባቡ ላይረዳ ይችላል። የቋንቋውን ህግና ስርአት ጠብቀን የምንጽፍ ከሆነ ግን አንባቢያችን ልናስተላልፍ የፈለግነውን ሃሳብ በቀላሉ ይረዳልናል።
በአብዛኛው የኢትዮጵያ ክልሎች ውስጥ እስከ 4ኛ ወይም እስከ 6ኛ ክፍል ባሉት የትምህርት ደረጃዎች ውስጥ የአፍ መፍቻ ቋንቋ የመማሪያ ቋንቋ ሆኖ ያገለግላል። በሌላ በኩል ደግሞ ከአማራ ክልልና ከአዲስ አበባና ከአንዳንድ አካባቢዎች በስተቀር በሌሎቹ ክልሎች ያሉ ተማሪዎች አማርኛን እንደ ሁለተኛ ቋንቋ ይማሩታል። በዚህ ረገድ ሰዋሰው (ስም፣ግስ፣ገላጭን… ወዘተ)፣ የቃላት አረባብ፣ የአብዢ ቅጥያዎችን) ወዘተ አስቀድሞ በአፍ መፍቻ ቋንቋ መለማመድ የሁለተኛ ቋንቋውን ሰዋሰው ለመረዳት ምቹ ሁኔታን ይፈጥራል። በመሆኑም ተማሪዎች ገና በልጅነታቸው በአዲስ ቋንቋ ትምህርታቸውን እንዲማሩ የሚፈለግ ከሆነ በቋንቋው በሚገባ መገልገል እንዲችሉ አስቀድመው የአፍ መፍቻ ቋንቋቸውን የቋንቋ ስርዓት(ሰዋሰው) በመቀጠል ደግሞ የአዲሱን ቋንቋ ሰዋሰው ቀደም ብለው መማራቸው የግድ ይሆናል።
ይሁንና አንድ ሰው የአፍ መፍቻ ቋንቋውን ሰዋሰው አወቀ ማለት ወዲያው ሌላ ቋንቋ ይለምዳል ማለት አይደለም። በዚህ ረገድ መምህራን የአፍ መፍቻ ቋንቋን ሰዋሰው

and in writing. It is also a useful tool in learning
other languages, as students learn skills for
comparing these other languages with their own.
And finally, it must be acknowledged that, in the
case of languages that are still in their early stages of
writing, mother tongue teaching in schools serves the
development of the language. If children learn to
write according to the standard writing system that is
established, the mere practice of reading and writing
will strengthen the spelling conventions. It will also
gradually give the language community an avenue of
further developing the written expression. However,
the school should not be left alone in this historical
task. There should be additional language develop-
ment activities outside the schools: collecting oral
literature and putting it into writing; creating new
literature in the language; and storing the unique
treasures of indigenous knowledge. Mother tongue
teaching in schools, when at its best, can strengthen
that knowledge by passing it on to the students. But
it is not solely the task of the school community to
keep a language alive. It will take the efforts of an
entire society.

በማወቅ የሁለተኛ ቋንቋን ለመልመድ እንዴት ሊያግዝ እንደሚችል ልዩ ልዩ አብነቶችን በማንሳት ማሳየት ይጠበቅባቸዋል። ለምሳሌ አንድ የአፍ መፍቻ ቋንቋው አማርኛ የሆነ ልጅ “እንጀራ እበላለሁ” እና “እንጀራ እየበላሁ ነው” በሚሉት ሁለት ሃሳቦች መካከል ያለውን ልዩነት ይረዳል። መምህሩም የእነዚህን ሁለት ሃሳቦች ልዩነት ልጆቹ መረዳታቸውን ካረጋገጠ በኋላ ከእንግሊዝኛው የአሁን ጊዜ (Present simple) እና የህዋላ ሃላፊ ጊዜ (present continuous) ጋር ያላቸውን የሃሳብ መመሳሰል እያወዳደሩ እንዲረዱ ሊረዷቸው ይገባል። በሁለቱ ቋንቋዎች የተገለጹት ሃሳቦች ቁርጥ አንድ ባይሆንም በጣም ተቀራራቢ በመሆናቸው ተማሪዎች ሁለቱን ቋንቋዎች በማወዳደር የሚያደርጉት ተግባር ቋንቋን በመልመድ ተጠቃሚዎች ያደርጋቸዋል። በመሆኑም የቋንቋ ስርዓተ ትምህርቶችም ሆነ የሚዘጋጁ መጻህፍት በአፍ መፍቻ ቋንቋ እና በሁለተኛ ቋንቋ መካከል ያለውን ግንኙነት ያገናዘቡ ቢሆኑ በጣም ጠቃሚ ነው።
የአፍ መፍቻ ቋንቋን እንደ አንድ የትምህርት አይነት በሚገባ (በጥሩ ሁኔታ) ስናስተምር ሌሎች ቋንቋዎችንም በቀላሉ ለመልመድ እድል ስለሚፈጥር(ስለሚያመቻች) በቋንቋ ትምህርቶች መካከል ጎናዊ ዝምድና ሊኖር ይገባል።
አሁን “የምናውቀውን ቋንቋ ለምን እንደ አንድ የትምህርት ዓይነት እንማረዋለን?” ለሚለው ጥያቄ ተገቢ መልስ ማግኘት እንችላለን። የመጀመሪያው ቁም ነገር ተማሪዎች የአፍ መፍቻ ቋንቋቸውን በትምህርት ቤት እንደ አንድ የትምህርት ዓይነት ሲማሩት ቋንቋቸውን በጥልቀት የሚያረዱበት አጋጣሚ መፈጠሩ ነው። በሌላ በኩል ተማሪዎች ራሳቸውን በተሻለ ሁኔታ በቃልና በጽሁፍ መግለጽ እንዲችሉ ያደርጋል። ከዚህ ባሻገር ተማሪዎች የአፍ መፍቻ ቋንቋቸውን ስርዓት ከሌሎች ቋንቋዎች ህጎች ጋር የሚያነጻጽሩበት ክሂል ሌሎች ቋንቋዎችን ለመልመድ የሚያግዝ ጠቃሚ መሳሪያ ሆኖ ማገልገሉ ነው። በመጨረሻም ልጆች በአፍ መፍቻ ቋንቋቸው መጻፍ ከሚጀምሩበት ጊዜ ጀምሮ የአፍ መፍቻ ቋንቋ ትምህርትን በትምህርት ቤት የማስተማር ተግባር ለቋንቋ ልማት ትልቅ አስተዋጽኦ እንዳለው እውቅና ሊሰጠው ይገባል። ልጆች መደበኛውን ስርዓተ ጽህፈት አንድ ጊዜ ከተማሩ በኋላ በቀጣይ የሚያከናውኑት የንባብና የጽህፈት ልምምድ ስርአተ ሆሄን (ስፔሊንግ)ን አጣርቶ ለማወቅ የሚያደርጉትን ጥረት የሚያጠናክር ይሆናል። ይህ ደግሞ የቋንቋው ማህበረሰብ ሃሳቡን በጽሁፍ የሚገልጽበትን መንገድ እያጠናከረው ይመጣል። ይሁንና እንዲህ ዓይነቱ ታሪካዊ ሃላፊነት ለትምህርት ቤቶች ብቻ የሚተው አይደለም። ከትምህርት ቤት ውጭም የቋንቋ ልማቱን የሚያጠናክሩ ልዩ ልዩ ተግባራት ሊከናወኑ ይገባል። ለምሳሌ ስነቃሎችን መሰብሰብና በጽሁፍ መልክ ማኖር፣የፈጠራ ጽሁፎችን በቋንቋው ማዘጋጀት፤ ለየት ያሉ አገር በቀል እውቀቶችን መዝግቦ ማቆየትና የመሳሰሉትን ተግባራት ማከናወን ይገባል። ተማሪዎች በተገቢው ጊዜ የአፍ መፍቻ ቋንቋቸውን በትምህርት ቤት የሚማሩ ከሆነ በቋንቋው አማካኝነት የሚተላለፉትን ዕውቀቶች በሚገባ እንዲረዷቸው ያደርጋል። ይሁንና ቋንቋውን ህያው እድርጎ የማቆየት ሃላፊነት የትምህርት ቤት ማህበረሰብ ብቻ ተደርጎ መታሰብ የለበትም፤ ይልቁንም የመላው ማህበረሰብ ተሳትፎን የሚጠይቅ መሆኑ ሊሰመርበት ይገባል።

T he annual International Mother Tongue Language Day (IMLD)
celebrates language diversity, variety and multilingualism world-
wide every February 21. It was created by UNESCO fifteen years
ago, to promote the dissemination of mother tongues and a fuller
awareness of linguistic and cultural traditions throughout the world.
UN Secretary-General, Ban Ki-Moon said:
IMLD celebrates linguistic and cultural diversity alongside
multilingualism as a force for peace and sustainable development...
This diversity can encourage dialogue, mutual understanding, inno-
vation and creativity. As the late President Nelson Mandela once
said, “If you talk to a man in a language he understands, that goes
to his head. If you talk to him in his language, that goes to his heart.”
The Ministry of Culture and Tourism hosted the event in 2014, celebrated
at the Sidama Cultural Center in Hawassa, under the theme Mother Lang-
uages, Our Historical Identity. We arrived just in time to enjoy the
parade of several choirs of school children with a marching band and

The first day’s program highlighted
the country’s cultural diversity
through an array of artistic perfor-
mances: readings of poetry and
other original compositions in the
mother tongue; songs and cultural
dances from a variety of people
groups; and several dramas pre-
sented by actors from the National
Theatre in Addis Ababa, focusing
on the advantages of using the
mother tongue in education.
Several organizations, including SIL
Ethiopia and the National Archives,
were given spaces for displaying a
variety of printed materials in the mother tongue. These displays were
visited by the dignitaries, including His Excellency Ato Mulugeta Seid
the State Minister of Culture and Tourism, Her Excellency Wizero Hiwot
Hailu, South Nation Nationalities and Peoples’ State Council Speaker,
and His Excellency Amin Abdulkadir, the Minister of Culture and
Tourism, pictured below.
His Excellency Amin Abdulkadir said promoting and preserving mother
tongue languages would be a comprehensive solution to preserving the
country’s social, cultural and historical assets. He further stated that over
30 mother tongue languages in Ethiopia are already being used as a
medium of instruction in primary schools across the country, adding that
the Ministry has a mandate to preserve the multicultural and historical
assets of the people by studying and promoting their languages.
Weyzero Hiwot Hailu added, “Learning in vernacular languages is instru-
mental to delivering quality education. Since the right to education in mother

የመጀመሪያው ቀን ፕሮግራም ትኩረት የሀገሪቱን የባህል ብዝሃነት በልዩ ልዩ ኪነጥበባዊ እንቅስቃሴዎች በማስተዋወቅ ላይ ያተኮረ ሲሆን ግጥሞች እንዲሁም በአፍመፍቻ ቋንቋ የተደረሱ ወጥ ድረሰቶች ቀርበዋል። ከተለያዩ የህብረተሰብ ክፍሎች በመጡ የባህል ቡድኖችም ልዩ ልዩ ባህላዊ ውዝዋዜዎችና ዘፈኖች እድምተኛውን ከመዝናናታችውም ሌላ፤ ከአዲስ አበባ ብሄራዊ ቲያትር በመጡ ተዋንያኖች አማካኝነት ትምህርትን በአፍ መፍቻ ቋንቋ መማር በሚሰጠው ጥቅም ላይ ያተኮሩ በርካታ ድራማዎች ቀርበዋል።

Coordinator of SIL Ethiopia, we
gave a presentation on The Strengths
& Challenges of Sustainable
Language Development in
Ethiopia, which is briefly
summarized on the next page.
There were also presentations by
Professor Baye Yiman and Dr.
Moges Yigezu from Addis Ababa
University. Another notable
presentation was by Dr. Fiqde
Minuta from Hawassa University,
who shared statistics on the status
of development of all the
languages in the SNNPR.
Summary: Recommendations for
Achieving Sustainable Language
Development in Ethiopia
Language communities should be
encouraged to produce more liter-
ature in the mother tongue. This
should be literature that is wanted
by the community and ideally
include both print and non-print
media. Secondly, improve the
quality of teaching. This can be
achieved through training oppor-
tunities, mentoring, and increasing
the status of the teaching profes-
sion in general. Thirdly, parents
must become more involved in their
children’s education. And lastly,
we must plan well. Let us work
together for sustainable language
development in Ethiopia.

ኤስ አይ ኤል (SIL)ን ጨምሮ በርካታ ከለሎችና ድርጅቶች በአፍ መፍቻ ቋንቋ ያዘጋጇቸውን ልዩ ልዩ መጻህፍት የሚያሳዩበት አውደ ርእይም ተመቻችቶ ነበር። አውደ ርእዩ በተከበሩ አቶ አሚን አብዱልቃድር የባህልና ቱሪዝም ሚኒስትር፣ በተከበሩ አቶ ሙልጌታ ሰይድ የባህልና ቱሪዝም ሚንስትር ዴኤታ፣ በተከበሩ ወይዘሮ ህይወት ኃይሉ በደ/ብ/ብ/ህ/ክልል አፈ-ጉባኤ እና በሌሎች የመንግስት ሃላፊዎችና ተጋባዥ እንግዶች ተጎብኝቷል።
የተከበሩ አቶ አሚን አብዱል ቃድር በወቅቱ እንደተናገሩት የአፍመፍቻ ቋንቋን መጠበቅ፣ መደገፍና ማጎልበት የአንድን ሀገር ማህበራዊ፣ ባህላዊና ታሪካዊ እሴትን ለመጠበቅ ወሳኝ ነው። አክለውም በኢትዮጵያ ሰላሳ የሚሆኑ የአፍ መፍቻ ቋንቋዎች በሀገሪቱ ልዩ ልዩ ክልሎች በሚገኙ የአንደኛ ደረጃ ትምህርት ቤቶች ውስጥ የማስተማሪያ ቋንቋ በመሆን ወደ ትግበራ ገብተዋል። አያይዘውም የሚኒስቴር መስሪያ ቤታቸው የህዝቦች ቋንቋን በማጥናትና በማስፋፋት የብዝሃ ባህልንና የታሪካዊ ቅርሶችን የመጠበቅ ሃላፊነት (ማንዴት) እንዳለው ጠቁመዋል።
የተከበሩ ወይዘሮ ህይወት ኃይሉም “በአፍ መፍቻ ቋንቋ መማር ጥራት ያለው ትምህርት ለመስጠት ዓይነተኛ መሳሪያ ነው፤ በኢትየጵያ የአፍ መፍቻ ቋንቋ የማስተማር መብት በህገ መንግስቱ ስለተረጋገጠ ሁሉም ባለድርሻ አካላት የአፍ መፍቻ ቋንቋን ለማስፋፋትና ለማልማት ተቀራርበው መስራት ይኖርባቸዋል፤ በዚህም ታሪክንና ባህልን ጠብቀው ማቆየት ይችላሉ” ብለዋል።
የሁለተኛው ቀን ፕሮግራም በልዩ ልዩ ትምህርታዊ ርእሰ-ጉዳዮች ላይ ውዉይት የተደረገበት መድረክ ነበር። እኔም በSIL የልሳነ-ብዙ ትምህርት አስተባባሪ ከሆኑትና ከስራ ባልደረባዬ ከአቶ መስፍን ደራሽ ጋር በመሆን “በኢትዮጵያ ዘላቂ የቋንቋ ልማት ለማምጣት መልካም አጋጣሚዎችና የሚያጋጥሙ ተግዳሮቶች” በሚል ርእስ ጥናታዊ ጽሁፍ አቅርበን ነበር። የጥናቱ ጭምቅ ሃሳብም ከዚህ ቀጥሎ እንደሚከተለው ቀርቧል።
ከአዲስ አበባ ዩኒቨርስቲ በፕሮፌሰር ባዬ ይማም እና በዶ/ር ሞገስ ይገዙ የቀረቡ ጥናታዊ ጽሁፎችም ነበሩ። ሌላው ተጠቃሽ ጥናታዊ ጽሁፍ ከሃዋሳ ዩኒቨርስቲ በዶ/ር ፈቀደ ምኖታ የቀረበው ሲሆን፣ የጥናታዊ ጽሁፉ ትኩረትም በደ/ብ/ብ/ህ/ክ ያለውን የቋንቋ ልማት ደረጃን በሚያመላክት ስታትስቲካዊ መረጃ ላይ ነበር።
ማጠቃለያ በኢትዮጵያ ዘላቂ የቋንቋ ልማት ለማምጣት የምንጠቁማቸው የመፍትሄ አቅጣጫዎች የሚከተሉት ናቸው።
አስቀድሞ የቋንቋ ማህበረሰቡ በአፍ መፍቻ ቋንቋው በርካታ የሥነጽሁፍ ስራዎችን እንዲያዘጋጅ መበረታታት አለበት። እነዚህን በህብረተሰቡ የሚወደዱ የስነጽሁፍ ውጤቶች በህትመት ሊረጋገጥ የሚችለው ወይም በሌላ መንገድ እንዲገኙ ማድረግ ይቻላል። በሁለተኛ ደረጃ ደግሞ የትምህርት አሰጣጡን የማሻሻል ጉዳይ ነው። ይህም የስልጠና ሁኔታዎችን በማመቻቸት፣ የቅርብ ክትትልና ድጋፍ በማድረግ ባጠቃላይ የመምህርነትን የሙያ ደረጃ ከፍ በማድረግ ነው። በሶስተኛ ደረጃ ሊታይ የሚገባው የወላጆች በትምህርት ዙሪያ ተሳታፊ የመሆን ጉዳይ ነው። በመጨረሻም ሁሉም ነገር ፍጻሜ ያገኝ ዘንድ ደህና አድርጎ ማቀድ ይገባል እንላለን።

I t is a formidable task to understand and analyze the complexities of language vitality and endangerment.
The process has recently been simplified by Gary Simons, Paul Lewis, et al, who combined several of the
previous analysis models into one: the Sustainable Use Model (SUM) for language development. The
SUM does not address every possible issue related to language endangerment/vitality. However, it is a viable
framework that assists language development practitioners to understand the current situation, to identify a
way forward in their activities, and to provide a means for ongoing monitoring and evaluation.
Minority language communities today are facing unprecedented pressure to abandon their local language and
identity. Therefore it is helpful to estimate the current vitality of a language, in order to determine its prospects
for maintenance and potential for development. This vitality can be measured by a language vitality scale
(known as the Expanded Graded Intergenerational Disruption Scale or EGIDS) which has defined 13 different
levels of language vitality. For example, English is defined as an “International” language, which is a level
zero in the EGIDS. On the other end of the scale, we would find a language that is extinct, where there is no
community that even identifies itself with the language any longer; this would be a level ten. Once the current
level of vitality is identified, a community can determine which of the sustainable levels of use it desires to
work towards, and a language development program can be designed.
The basic premise of the SUM is that there are only four inherently sustainable levels of language use.
History: No one in the community identifies with or speaks the language any longer, even though
they know it is a part of their history.
Identity: The community does not use the language for daily communication, but they identify
themselves with the language.
Orality: Community identity is strong and the language is used orally by all generations.
Literacy: The language is used in written form in all areas of the society and literacy in the
language is transmitted from one generation to the next.
Each level of sustainability builds on the preceding one. Certain conditions must be met for a sustainable level
of language development to be reached or maintained. Those interested in language revitalization can have a
more informed strategy by exploring the following five criteria, given the acronym The FAMED Conditions:
Functions: The language must be used or fulfill the functions (history, identity, orality, literacy) that the
language community desires in order to maintain a given level of sustainability.
Acquisition: A means of acquiring the needed proficiency to use the language for those functions must be
operational.
Motivation: Community members must be motivated to use the language for those functions.
Environment: The external environment (e.g., policy, attitudes) must be conducive to the use of the language
for those functions.
Differentiation: The language community agrees on when to use the local language versus another/a more
dominant one.
All these conditions must be satisfied in order for a sustainable level of language development to be reached.
In summary The key focus of minority language development must be on achieving a sustainable level of language use.
The sustainable levels of language use are: history, identity, orality, and literacy.
Careful analysis using The FAMED Conditions will help identify which components of sustainable use may be
lacking in each context.

በ ቋንቋ ህያውነትና አደጋ ላይ መሆን ዙሪያ ያለውን ውስብስብ ጉዳይ መመርመርና መረዳት አስቸጋሪ ጉዳይ ነው። ይሁንና ይህ አስቸጋሪ ጉዳይ በቅርቡ Gary Simons እና Paul Lewis በተባሉ ሰዎች አማካኝነት ሂደቱ ቀለል እንዲል ተደርጓል። ይኸውም ልዩ ልዩ የትንተና ሞዴሎችን በማዋሃድ “Sustainable Use Model (SUM) for Language

አሁን አነስተኛ ተናጋሪ ያላቸው የቋንቋ ማህበረሰብ ክፍሎች ቋንቋቸውና መለያቸውን ሊያጠፉ በሚችሉ ሁኔታዎችና ጫናዎች ውስጥ ይገኛሉ። ስለዚህ ቢያንስ የቋንቋዎቹ ህያውነት በምን ዓይነት ደረጃ ላይ ይገኛል ብሎ ግምት መውሰዱ ቋንቋዎቹ እንደገና የሚንሰራሩበትና የሚለሙበትን ሁኔታ ለማረጋገጥ ይጠቅማል። “Expanded Graded Intergenerational Disruption
Scale (EGIDS)” በሚል ስያሜ የሚታወቀው መለኪያ አስራ ሶስት ደረጃዎች ያሉት ሲሆን የቋንቋ ህያውነትን መለካት ያስችላል። ለምሳሌ እንግሊዝኛ እንደ ዓለምአቀፍ ቋንቋ በ EGIDS ሲለካ በዜሮ ደረጃ ላይ ይገኛል። ከአንግሊዝኛ በተቃራኒ ሌላ ጫፍ ላይ የሚገኝ ቋንቋ ደግሞ የጠፋ ቋንቋ ወይም ምንም ተናጋሪ የሌለው ወይም ደግሞ እኔ የዚህ ቋንቋ ተናጋሪ ነኝ የሚል የህብረተሰብ ክፍል የሌለው ማለት ነው። በመለኪያው መሰረት ሲገለጽ ደግሞ በአስረኛ ደረጃ ላይ የሚቀመጥ ነው።
የአንድ ቋንቋ ህያውነት ደረጃ አንድ ጊዜ ከተለየ፤ የቋንቋው ማህበረሰብ ቋንቋውን በዘላቂነት የሚጠቀምበትን ደረጃ ለማውጣትና የቋንቋ ልማት ፕሮግራም ለመቅረጽ ይረዳዋል።
የSUM ሞዴል መሰረታዊ መነሻ ዘላቂነት ያለው የቋንቋ አጠቃቀም ደረጃዎች አራት ብቻ ናቸው የሚል ነው። እነሱም፡-

በመማንነት ደረጃ - ቋንቋው ባንድ ወቅት የእኛ ነበር የሚል የማህበረስብ ሲኖርና ዛሬ ላይ ግን ከቶውንም የሚናገርው ስው ሳይኖርው ሲቀር
በቃል ደረጃ (ቃላዊነት) - ቋንቋው የማህበረሰቡ ጠንካራ መለያ ነው። ትውልዱ ቋንቋውን በቃል(በንግግር) ደረጃ ብቻ ሲጠቀምበትና ከትውልድ ወደ ትውልድ መተላለፍ ሲችል
በማንበብና በመጻፍ ደረጃ - ማህበረሰቡ ባለበት አካባቢ ሁሉ ቋንቋው ለጽሁፍ የዋለ ሲሆን፣ የማንበብና የመጻፍ ትምህርቶች ከትውልድ ወደ ትውልድ በቋንቋው የሚተላለፉ ሲሆን
አንድ የተወሰነ ዘላቂ የቋንቋ ልማት ክመጨረሻው አራተኛ ደረጃ ላይ ለመድረስ የተወሰኑ ሁኔታዎች መሟላት አለባቸው። ቋንቋዎች እንዲንሰራሩ ፍላጎት ያለው ሰው ከዚህ በታች FAMED በሚል ምህጻረ ቃል ስር የተዘረዘሩትን አምስት መመዘኛዎች በመመርመር ሰፋ ያሉ ስትራቴጂዎችን መቀየስ ይችላል። እነሱም፤-
አገልግሎት (Functions) - ቋንቋው ለ(ታሪክ፣ ለማንነት መለያ፣ ለንግግር፤ ለለማንበብና መጻፍ) አገልግሎት መዋል/ማሟላት አለበት ። የቋንቋ ማህበረሰብም ያለውን የዘላቂነት ደረጃ ጠብቆ ለማቆየት ፍላጎት ሊኖረው ይገባል።
ለመዳ (Acquisition) - ከላይ የተጠቀሱትን አገልግሎቶች በተግባር መጠቀም የሚያስችል የቋንቋ ብቃት የሚለመድበት(የሚታወቅበት) መንገድን ይመለከታል።
ተነሳሽነት (Motivation) - የቋንቋ ማህበረሰቡ የተጠቀሱትን አገልግሎቶች ለመጠቀም ተነሳሽ የመሆን ጉዳይን ይመለከታል።
የአካባቢ ሁኔታ (Environment) - የተጠቀሱትን አገልግሎቶች ለመጠቀም የአካባቢው (ለምሳሌ ፖሊሲ፣ አመለካከት) አመቺ መሆንን ይመለከታል።
የአጠቃቀም ሁኔታ ልዩነት (Differentiation) - የቋንቋ ማህበረሰብ የአካባቢውን ቋንቋ በምን ሁኔታና መቼ መጠቀም እንዳለበትና ሌላውን ወይም በስፋት የሚነገረውን ቋንቋ ደግሞ በምን ሁኔታና ጊዜ መጠቀም እንዳለበት ስምምነት ላይ መድረስን ይመለከታል።
ዘላቂ የቋንቋ ልማት ደረጃ ላይ ለመድረስ ከላይ የተጠቀሱት ሁኔታዎች ሁሉ ሊሟሉ ይገባል።
በርካታ ተናጋሪ የሌላቸው ቋንቋዎች ልማት ቁልፍ ትኩረት ዘላቂ የቋንቋ አጠቃቀም ላይ መሆን ይገባዋል።
ዘላቂ የቋንቋ አጠቃቀም ደረጃዎች ታሪክዊንት፣ ማንነት፣ በንግግር ብቻ የሚገለጽ መሆን እና ማንበብና መጻፍ ናቸው።
FAMED በሚል ምህጻረ ቃል ተገልጸው የተዘረዘሩትን ሁኔታዎች ተጠቅሞ በርካታ ምርመራ በማካሄድ ቋንቋውን በዘላቂነት ጥቅም ላይ ለማዋል የማያስችሉ ጉዳዮችን ከእያንዳንዱ ሁኔታዎች ውስጥ ለይቶ ለማውጣት ይጠቅማል።

T he late dry season sun scorches the lowlands
in Western Ethiopia. Yet despite its menacing
strength, it can’t stop Gumuz men and
women from working, talking and singing out in their
fields. “Better together,” as one English saying goes,
the Gumuz people learned long ago that cooperative
working in each others’ fields can produce much
more, not only in their grain
houses, but more importantly in
their social harmony. Yet, the
very foundation of this
community-driven culture is
being tested as more and more
young Gumuz men and women
are leaving the traditional
fieldwork behind in preference
for higher levels of education and
employment. Such is the case for
Thomas, Janey and Work’u, three
Gumuz men who spend their days
hard at work, not under the
merciless afternoon sun, but
rather behind computer screens as
they write and translate materials
into their mother tongue. It is my
great privilege to work with these
men.
While checking a translated story
prior to publication, the Gumuz
team and I encountered the
rhetorical question, “Who can speak of his
descendants?” stated with regard to a young man who
had died. The implications of this lament were: “He
never reached the point in his life where he bore
children; he would not leave behind a legacy; his life
was snuffed out much too early!”
I sat back in my chair and looked at my co-workers;
all of them are in their mid-twenties. Work’u married
just two years ago, Janey married this past rainy
season, and Thomas was eagerly counting the final
days until his own wedding. Knowing that none of
them had any children yet, and wanting to make sure
this story’s statement of lament was communicating
clearly, I asked, “What does this question mean when
a Gumuz person reads it?” Their response was strong
and clear, “Not having children means he had nothing
to leave behind; he only lived and died; his life had
no meaning…” That, it seems, is a point worthy of

ወንድ ልጆች ግን ከስራ አላገዳቸውም።እነሱ በማሳቸው ላይ እየዘመሩ፣ እየተጫወቱ ይሰራሉ። “አብሮነት ይሻላል” እንደሚለው የእንግሊዝኛ አባባል የጉምዝ ህዝቦች በእያንዳንዱ ሰው ማሳ ላይ ተባብሮ የመስራት ጥቅም
ገብቷቸዋል። ጥቅሙ ጎተራቸውን የሚሞላ ምርት ለማስገኝት ብቻ ሳይሆን ማህበራዊ ትስስራቸውን እንደሚያጠናክርላቸው ከተገነዘቡ ከርመዋል። ይሁንና የጉምዝ ወጣት ሴትና ወንድ ልጆች የገጠሩን ባህላዊ የመስክ ስራ እየተዉ የከፍተኛ ትምህርትና ተቀጥሮ መስራትን ምርጫቸው እያደረጉ ሲመጡ የዚህ የማህበረሰብ-መር ባህል መሰረት ፈተና ውስጥ እየወደቀ ነው። ይሄ ደግሞ ቶማስ፣ ጃኒ እና ወርቁ የተባሉ የሶስት ወንድ ወጣቶች ታሪክ ነው። እነዚህ ወጣቶች ቀኑን በከባድ ስራ ላይ ተጠምደው ያሳልፋሉ። ሆኖም ስራቸውን የሚሰሩት ምህረት የለሽ በሆነው ጠራራ ፀሀይ ላይ ሆነው አይደለም፤ ይልቁንም በኮምፒዩተር ፊት ለፊት ቁጭ ብለው ልዩ ልዩ ጽሁፎችን ወደ አፍ መፍቻ ቋንቋቸው ሲተረጉሙ ይውላሉ። ለእኔ ከእነዚህ ሰዎች ጋር አብሮ የመስራት አጋጣሚ ማግኘቴ ትልቅ እድል ነው።
የተተረጎሙት ታሪኮች ወደ ህትመት ከመሄዳቸው በፊት የማጣራት ስራ እንሰራለን፤ በዚህ ጊዜ አንድ የበሞት የተለየ ወጣትን በተመለከተ “ስለ አብራኩ ክፋዮች የሚናገርለት ማን ይሆን?” በሚል የተጻፈውን አነበብን።እናም እኔና የጉምዝ ቋንቋ ቡድን ምላሽ ከማናገኝላቸው ጥያቄዎች ጋር ተፋጠጥን። በዚህ ዓረፍተ ነገር ውስጥ ሊገለጽ የተፈለገው የሰቆቃ ድምጽ “ወጣቱ ሟች በህይወት ዘመኑ የአብራኩን ክፋይ ሳያይ ተቀጨ” የሚል ነበር። እንድምታውም ዘር ሳይተካ ባጭሩ ተቀጭቷል የሚል ነው።
ወንበሬ ላይ ደገፍ ብዬ በስራ የሚረዱኝን ወጣቶች አየኋቸው፤ የሁሉም እድሜ በሃያዎቹ መካከል ውስጥ የሚገኝነው። ወርቁ ከሁለት ዓመት በፊት ትዳር ይዟል፤ ጃኒ ባለፈው ክረምት ውስጥ አግብቷል፤ ቶማስ ደግሞ የሚያገባበትን ቀን እየቆጠረ ነው። ከእነዚህ ወጣቶች መካከል እስካሁን ድረስ ማንኛቸውም ልጅ እንደሌላቸው አውቃለሁ፤ ከላይ በተገለጸው አሳዛኝ ታሪክ ውስጥ

lament in any culture. “So,” I continued, “if one of
you dies before your wife gives birth, could this same
statement be said about you?” They nodded their
heads in silence. After a moment, Thomas sat straight
up in his chair and, with astonishing insight, pointed
at the computer screen in front of us. “No!” he said,
“This is our descendant!”
The wisdom of Thomas’ statement struck me at a
profound level. These Gumuz writers and translators
are undeniably leaving a legacy by helping to produce
some of the first literature in their mother tongue.
These books will be read by Gumuz people not only
now, but for generations to come. And so, Thomas’
assessment was exactly correct, he and his fellow
translators are leaving a significant legacy in the
development of their language.
Yet, there are those who discourage such work,
saying, “The Gumuz people have lived for genera-
tions without needing written materials and literacy.
Why impose these outside values upon an otherwise
content society?” Granted, the introduction of lang-
uage development does initiate cultural change. But
the reverse is also equally true,
perhaps even more so. The languages
and cultures of Ethiopia, as
everywhere else in the world, are
already facing unavoidable change.
The Ethiopian Road Authority is
quickly improving transportation to
previously isolated areas of the country.
Ethiopian Telecom is expanding its phone and
Internet connectivity, even into remote corners of this
land. Education bureaus are working hard in
producing new materials, opening and promoting new
schools among previously uneducated people. Health
bureaus, agricultural bureaus, and many others are
expanding their efforts in impressive ways. And so, as
transportation, communication, education, health and
livelihoods are being improved, the cultures of
Ethiopia are already finding themselves in an
unprecedented period of change.
ሊተላለፍ የተፈለገው መልእክት ግልጽ መሆኑን ለማወቅ ስለፈለግሁ “ይህ ታሪክ በጉምዝ ሰው ሲነበብ የሚያስተላልፈው መልእክት ምንድን ነው?” ስል ወጣቶቹን ጠየቅሁ። መልሳቸውም ግልጽና ጠንከር ያለ ነበር። “አንድ ሰው ልጆች አልወለደም ማለት በዚህ ምድር ላይ ምንም ነገር ጥሎ አላለፈም ማለት ነው። የህይወቱ ትርጉሙም ኖረ ሞተ ከመባል ያለፈ አይደለም።” “እና እናንተም ልጅ ከመውለዳችሁ በፊት ብትሞቱ የናንተም ታሪክ ይኸው ይሆናል ማለት ነው?” ስል ጥያቄዬን አስከተልኩኝ። ሁሉም በዝምታ ጭንቅላታቸውን ነቀነቁ። ከጥቂት ደቂቃ በኋላ ቶማስ ከተደገፈበት ወንበሩ ላይ ቀና ብሎ በመደነቅ ወደ ኮምፒዩተሩ እየተመለከተና በእጁ እየጠቆመ “በጭራሽ አልስማማም ይኼው የኛ የአብራካችን ክፋይ” አለ።
የቶማስ ጥበብ የተሞላበት ምላሽ በጣም አስደነቀኝ። እነዚህ የጉምዝ ቋንቋ ጸሃፊዎች እና ተርጓሚዎች በአፍ መፍቻ ቋንቋቸው የመጀመሪያው ሥነጽሁፍ ተግባራዊ እንዲሆን የበኩላቸውን አስተዋጽኦ በማድረጋቸው በርግጥም አሻራቸውን ወይም ሌጋሲያቸውን ትተዋል። እውነትም በእነዚህ ወጣቶች የተዘጋጁት መጻህፍት በጉምዝ ህዝብ የሚነበቡት ዛሬ ብቻ አይደለም፤ በመጪውም ትውልድ ይነበባሉ። የቶማስም እይታ ትክክል ነበር። ቶማስና ሌሎቹ ተርጓሚ ጓደኞቹ ቋንቋቸውን በማልማት ታሪክ ውስጥ የማይናቅ አሻራቸውን እያስቀመጡ ነው።
ባንጻሩ ደግሞ “የጉምዝ ህዝብ እኮ በቋንቋው የተጻፉ መጻህፍት ሳያስፈልጉትና ሳይማር ለብዙ ዘመናት የኖረ ህዝብ ነው፤ ታዲያ ለምንድነው ከማህበረሰቡ ባህልና ልማድ ውጪ የሆነውን ነገር በህብረተሰቡ ላይ የሚጭኑት በማለት ይህን ስራ የሚያጣጥሉም አልጠፉም። እርግጥ ነው፤ የቋንቋ ልማትን መጀመር የባህል ለውጥ እንዲከሰት ምክንያት ሊሆን ይችላል።ነገር ግን ተቃራኒውም የዚያኑ ያህል ምናልባትም በበለጠ እውነት ነው። እንደማናቸውም የአለም ቋንቋዎችና ባህሎች የኢትዮጵያ ቋንቋዎችና ባህሎችም በማይቀረው የለውጥ ጎዳና ውስጥ ገብተዋል። ቀድሞ በመንገድ አለመኖር ምክንያት ተገልለው በነበሩ
አካባቢዎች አሁን እድሜ ለኢትዮጵያ አውራ ጎዳና ባለስልጣን በፍጥነት የትራንስፖርት አገልግሎቶች እየተሻሻሉ ናቸው።የኢትዮጵያ ቴሌኮም በጣም ገጠር በሆኑ ኣካባቢዎች እንኳ ሳይቀር የቴሌፎንና የኢንተርኔትን አገልግሎት እያስፋፋ ነው። ትምህርት ቢሮዎች ኣዳዲስ የትምህርት ማቴርያሎችን ለማስፋፋት ጠንክረው እየሰሩ ነው። ያልተማሩ ሰዎች በሚገኙበት
አአካባቢዎች አዳዲስ ትምህርት ቤቶችን እየገነቡ ነው። የጤና ቢሮዎች፣ የግብርና ቢሮዎች ስራቸውን ለማስፋፋት በአሰገራሚ ሁኔታ እየተንቀሳቀሱ ነው። እናም የትራንስፖርት ሁኔታ፣ የሰዎች የእርስ በርስ ግንኙነት፣ የትምህርት፣ የጤና ሁኔታና የሰዎች አኗኗር እየተሸሻለ ሲመጣ የኢትዮጵያ ባህል አይቶት በማያውቀው የለውጥ ዘመን ውስጥ እየገባ መሄዱ ግድ ነው። መልካም የሚባሉ ለውጦች በዙሪያችን እየተከናወኑ ቢሆንም በአካባቢ (ኢንቫይሮመንት) ላይ የሚከሰተው ለውጥ ግን አስጨናቂ ጉዳይ ነው። የመሰረተ ልማትና የትምህርት መስፋፋት፣ የቴክኖሎጂ ትውውቅ ባህላዊ ውህደት እንዲከሰት

Good change is happening all around us, and yet, in
that environment of change we find a point of tension.
Development in the form of infrastructure, education,
and the introduction of technology has the natural
result of encouraging cultural assimilation. Yet, uniform-
ity of culture is not the desired end. Ethiopians value
their cultural diversity! They value their diverse peo-
ples, heritages and traditions. And so, in the context
of a rapidly changing world, SIL and its many part-
ners are supporting yet another change: language
development. Yet, whereas any new innovation
brings with it cultural change, language development
has the complimentary effect of preserving one’s
culture, that is, by sustaining one of its most precious
resources, its language.
Our mother tongue is the language by which we first
understood our world. It contains the categories by
which we make associations in learning and encodes
each particular culture’s worldview in a way that no
other medium can. By preserving and strengthening the
languages of Ethiopia, the wonderful tapestry of cul-
tural diversity will thus be preserved in the midst of
the many other exciting changes already taking place.
And so I spent a moment in thought, having explored
only the surface of Thomas’ insightful comment. Are
today’s Gumuz writers, curriculum and dictionary
developers and translators making an important
contribution to their people and
culture? Most certainly! And who
will speak of their descendants?
Without a doubt, we all will!

ምክንያት መሆኑ አይቀርም። ለውጡ ሄዶ ሄዶ ተመሳሳይ ባህል እንዲፈጠር ያደርጋል ማለት ግን አይደለም። በተለይ ኢትዮያውያን ለባህል ብዝሃነታቸውን ትልቅ ስፍራ ይሰጣሉ። የህዝቦች ብዝሃነታቸውን፣ ቅርሶቻቸውና ባህላቸውን ያከብራሉ። ዓለም በገባበት በዚህ በፈጣን የለውጥ አውድ ውስጥ ኤስ አይ ኤል (SIL) እና በርካታ አጋር ድርጅቶችም በቋንቋ ልማት ዙሪያ የሚደረገውን ለውጥ በመደገፍ ላይ ናቸው። ከማንኛውም አዲስ ግኝት ጋር የተያያዘ ለውጥ የባህል ለውጥ ያስከትላል፤ በቋንቋ ልማት የአቅም ግንባታ ሥራ አማካኝነት የሚመጣ ለውጥ ግን ባህልን ጠብቆ የማቆየት ተደጋጋፊ ውጤት አለው። ያም ውጤት የባህል ውድ መገለጫ ወይም ሃብት የሆነውን ቋንቋ ጠብቆ የማቆየት ተግባር ነው። የአፍ መፍቻ ቋንቋ ለመጀመሪያ ጊዜ አካባቢያችንን የምንገነዘብበት ቋንቋ ነው። የአፍ መፍቻ ቋንቋ አንድን ነገር በቀላሉ መረዳት (መማር) እንድንችል የሚያግዙ የማገናዘቢያ ቋቶች አሉት፤ እንዲሁም እያንዳንዱን ባህል ልንረዳበት የሚያስችለን ቋት አለው። የትኛውም የሃሳብ ማስተላለፊያ መንገድ (ሚዲያ) እንዲህ አይነቱ ብቃት የለውም። ዘመኑ በርካታ አስገራሚ ለውጦች እየታዩበት ያባሉበት ወቅት ነው። ይሁንና በዚህ ዘመን በኢትዮጵያ ውስጥ ያሉ ቋንቋዎችን በማጠናከርና በመጠበቅ፣ በቀለማት ተውቦ እንደተሰራ መጎናጸፊ የሚያምረውን የባህል ብዝሃነት ጠብቆ ማቆየት ይቻላል።
የቶማስን የጠለቀ አስተያየት ላይ ላዩንም ቢሆን ለመገንዘብ ጥቀት ጊዜ ሳውጠነጥን ቆየሁ። የአሁኖቹ የጉምዝ ቋንቋ ጸሃፊዎች፣ የስርዓተ ትምህርትና የመዝገበ ቃላት አዘጋጆች እንዲሁም ተርጓሚዎች ለህዝባቸውና ለቋንቀቸው ጠቃሚ አስተዋጽኦ እያደረጉ ይሆን? ስለአብራኮቻቸው ክፋይስ በርግጠኝነት የሚናገርላቸው ማን ይሆን? ያለጥርጥር እኛ ነን፤ እኛ ሁላችን እንናገርላቸዋለን።

A s an education consultant, I have made two visits to Ethiopia. The first was more than 20 years ago. In 1992, I was busily submitting
my Ph.D. dissertation proposal at the University of Texas, not keenly aware of events unfolding in East Africa, when – to my great surprise – a fax message arrived from the Transitional Government of Ethiopia’s Ministry of Education, informing me that I was expected in Addis Ababa in two weeks to lead a work-shop! In 2013, I was invited again to give consultant help for the Reading for Ethiopia's Achievement Developed (READ) Technical Assistance (TA) project, focusing on curriculum revision and textbook development. The contrasts between my two visits were both surprising and very encouraging.
Background As you know, Amharic was the only language allowed in education and business in Ethiopia during the reign of Haile Selassie. The subsequent regime, in spite of all their faults, ostensibly stood for the oppressed peoples, and their new education policy committed to adult education in 15 languages. In 1974, the Head of Adult Education was charged with making adult literacy primers. By 1988, basic

(Reading for Ethiopia’s Achievement Developed - Technical Assistance “READ-TA”) ለተሰኘ ሌላ ፕሮጀክት የቴክኒክ ድጋፍ እንዳደርግ ተጋበዝሁ። የፕሮጀክቱም ትኩረት የስርዓተ-ትምህርት ክለሳና የመማሪያ መጽህፍት ዝግጅት ነበር። የሁለቱ ጊዜ የኢትዮጵያ ጉብኝቶቼ አጋጣሚዎች አስገራሚም አበረታችም ነበሩ።

teaching materials for adult literacy had been provided in the 15 selected languages.
Also during this era, secondary school graduates were expected to participate in the Zemecha campaign to increase literacy in the rural areas of Ethiopia. The nationwide literacy rate at that time was estimated to be around 55%.
When the Socialist regime was overthrown, one of the first matters of concern was to draft a new consti-tution. By this time, the minority language communi-ties of the country were demanding education in their mother tongues. The provisional government consented, and it was established as part of the new constitution. Mother tongue education for children was a radical new concept that was acclaimed, but very few people had any idea how to go about it.
By 1992, the Ministry of Education (MOE) had been given the task of implementing the new mother-tongue education policy and was seeking assistance. They ran an article in the local newspaper asking for help with developing primary education materials. Dr. Ernst-August Gutt, who was the director of SIL Ethiopia at that time, responded with a proposal offering help with this endeavor. Together with Dr. Steve Walters, the SIL International Literacy Coordinator, they submitted a one-year proposal that included, among other things, a workshop for MOE personnel led by Patricia Davis! This is when the surprise fax arrived.
I had not known about the events that led up to the invitation and did not see how I could possibly go to Ethiopia, but Dr. Walters insisted that it was impor-tant. He also informed me that what was needed was a blueprint for a bilingual education program, not a course in linguistics.
My qualifications for the job, in addition to an MA in Foreign Language Education and Ph.D. studies in curriculum and instruction, included experience in every aspect of the Peru Bilingual Education program–
በአፍ መፍቻ ቋንቋ የመማር መብት በአዲሱ ሕገ መንግስት ውስጥ በመካተቱ የእነዚህ ህብረተሰብ ክፍሎች ፍላጎት ዕውን ሊሆን ችሏል። ይሁንና በወቅቱ ህፃናትን በአፍ መፍቻ ቋንቋ የማስተማር ሂደቱ አዲስ ጽንሰ ሃሳብ በመሆኑ ተግባራዊ ሊሆን የሚችልበትን መንገድ የተገነዘቡ ሰዎች በጣም ጥቂቶች ነበሩ።
ከዚህ አኳያ እ.ኤ.አ በ1992 ለትምህርት ሚኒስቴር ትምህርት በአፍ መፍቻ ቋንቋ የሚለውን መመሪያ እንዲያስፈጽም ትልቅ ኃላፊነት ተሰጥቶት ስለነበር ወቅቱ የባለሙያዎችን ድጋፍ የሚሻበት ጊዜ ሆነ። ትምህርት ሚኒስቴርም የአንደኛ ደረጃ ትምህርት የማስተማሪያ ማቴሪያል ዝግጅትን በተመለከተ የባለሙያ ድጋፍ እንደሚሻ የሚጠቁም ጽሁፍ በአንድ አገራዊ ጋዜጣ ላይ አወጥቶ በነበረበት ሁኔታ በወቅቱ በኢትዮጵያ የኤስ አይ ኤል ዳይሬክተር የነበሩት ዶ/ር እርንስት ኦገስት ጉት ይህንን ጥረት ለማገዝ ፈቃደኛነታቸውን የሚገልጽ ሃሳብ በማቅረብ ምላሽ ሰጡ። እሳቸውም ዶ/ር ስቲቭ ዋልተርስ ከተባሉ የኤስ አይ ኤል አለም አቀፍ የመሰረተ ትምህርት አስተባባሪ ጋር በመሆን የአንድ አመት የሥራ ፕሮፖዛል አቀረቡ። ፕሮፖዛሉ ከያዛቸው በርካታ ነገሮች መካከል ለትምህርት ሚኒስቴር ባለሙያዎች የሚዘጋጅ ዓውደ ጥናት ይገኝበታል። አወደ ጥናቱም የሚመራው በእኔ ፓትሪሺያ ዳቪስ እንዲሆን ተወስኖ ስለነበር ይህሄው አስደሳች መልዕክትና ግብዣ ባለሁበት በአሜሪካ ደረሰኝ።
ያኔ ይህ ግብዣ ሲደረግልኝ ስለ ርእሰ ጉዳዩ ብዙም የማውቀው ነገር አልነበረም። ወደ ኢትዮጵያም እንዴት እንደምሄድ አላውቅም ነበር። ይሁንና ዶ/ር ዋልተር የጉዳዩን አስፈላጊነት አስረድቶኝ ወደ ኢትዮጵያ እንድመጣ ግድ አለኝ። እንዲሁም የሚፈለገው ነገር በልሳነ-ክልኤ ትምህርት (Multilingual Education) ዙሪያ ማዕቀፍ ወይም ዕቅድ ማዘጋጀት እንጂ የስነ-ልሳን ኮርስ የመስጠት ጉዳይ እንዳልሆነ አስረድቶ አበረታታኝ።
በውጭ ቋንቋ ትምህርት የማስተርስ ድግሪ፣ በስርዓተ ትምህርትና ስልጠና የዶክትሬት ድግሪ ያለኝና እንዲሁም በፔሩ የልሳነ ክልኤ ፕሮግራም ውስጥ ልዩ ልዩ የስራ ድርሻዎችን ወስጄ ተሳትፎ አድርጌ ሰለነበር ለስራው አዲስ እንደማልሆነ ተገነዘብኩ። በዚህም በፔሩ ውስጥ ሀያ የቋንቋ ማህበረሰብ የአፍ መፍቻ ቋንቋ ትምህርት ንቅናቄ በተሳካ ሁኔታ ተግባራዊ እንዲሆን ብዙ ድርሻ አበርክቻልሁ። በዚያን ወቅት እኔ በመማሪያ መጽሐፍት ዝግጅትና አርትዖት ስራ፣ በመምህራን ስልጠና፣ የአካባቢ ትምህርት ኃላፊዎችን በማማከርና በማግባባት፣ በየመንደሩ ያሉ ትምህርት ቤቶች ላይ የሱፐርቪዥን ስራ በመስራት፣ የስልጠና ማቴሪያሎችን በማዘጋጀት ስራ ላይ እሳተፍ ነበር። በመሆኑም በኢትዮጵያ ውስጥ ታቅዶ የነበረው ዓውደ ጥናት ከእኔ የትምህርትና የስራ ልምድ ጋር ተቀራራቢ በመሆኑ ለአዲስ አበባው ጉዞ ራሴን ማዘጋጀት ጀመርሁ።

a mother tongue education initiative that had been implemented with solid success in twenty-eight language communities. I had been involved in textbook development and editing, teacher training, liaison with local education officials, supervision of village schools, and preparation of training materials. So the proposed workshop in Ethiopia was certainly within my range of experience; I began to make preparations for the trip to Addis Ababa.
The workshop The MOE announced by radio and newspaper that they were seeking educators and potential trainers interested in mother tongue education for children, and whose application was supported by letters from their community leaders. Although notice was very short, the office of the Curiculum and Research Depart-ment (CRD) of the Ministry of Education was quickly innundated with applicants. People were literally fighting in the hall to get into the class. A few managed to get in by their absolute, indomitable insistence; such was their enthusiasm. In the end, 38 men were accepted from 13 language communities. In class they were grouped by language to form commit-tees: Ageu, Oromo, Wolaytta, Hadiyya, Keffa-Sheka, Gede'o, Somali, Sidama, Kambaata, Gurage, Gamo, Kistane and Silt'e.
Course content The workshop was received with great openness and elation. I have never seen teachers more eager to achieve education in their mother tongues. Since the training was only three weeks in duration, the goal was limited to giving an overview of a multilingual education program. I divided the teaching into three parts:
1. Writing our language; thinking like a linguist We began with basic linguistic principles; some of the participants were not sure of their orthography or had difficulties with marking tone. SIL linguist Simon Gardener kindly worked through the most pressing of the difficulties with the not-yet-well-defined writing systems.
This was the first time many of the men had ever written in their mother tongue. The joy expressed in the classroom on the first day of story writing was both dramatic and heart wrenching. Participants eagerly shared their “wonderful stories written in the

የስልጠናው ይዘት ዓውደ ጥናቱ ፍፁም ግልጽነትና ደስታ የተሞላበት ነበር። መምህራን ትምህርት በአፍ መፍቻ ቋንቋቸው እንዲሰጥላቸው ያሳዩ የነበሩትን የዚህ አይነት ጉጉት የትም አይቼ አላውቅም። ስልጠናው የሚቆየው ለሦስት ሳምንታት ሲሆን፣ ግቡም የልሳነ-ብዙ ትምህርት ፕሮግራምን ማስተዋወቅ ነበር። እኔም ስልጠናውን እንደሚከተለው በሶስት ክፍል አዘጋጀሁት፡-
1. በቋንቋ ለመፃፍ-እንደ ስነልሳን ባለሙያ ማሰብ ይህን ርዕስ ጉዳይ በመሰረታዊ የስነ-ልሳን መርህ ላይ ትኩረት በማድረግ ጀመርን፤ ከተሳታፊዎቹ መካከል አንዳንዶች በቋንቋው ስነ-ጽህፈት አስመልክቶ የድምፀት (tonal) ችግር ሊያጋጥማቸው እንደሚችል እርግጠኛ አልነበሩም።በወቅቱ በኤስ አይ ኤል ውስጥ የስነ-ልሳን ባለሙያ የሆነው ሲሞን ጋርድነር በዚህ እና የጽህፈት ስርዓታቸው ገና በውል ባልታወቀላቸው ቋንቋዎች ዙሪያ የሚገጥሙ ችግሮችን ለመቅረፍ በጽኑ ደክሟል።
ለብዙዎቹ ተሳታፊዎች በአፍ መፍቻ ቋንቋቸው ሲጽፉ የመጀመሪያቸው ነበር። በአፍ መፍቻ ቋንቋቸው ታሪክ እንዲጽፉ የተደረገበት የመጀመሪያው ቀን ላይ ይታይ የነበረው ደስታ በርግጥም ትዕይንታዊና ልብ የሚነካ ነበር። ተሳታፊዎች በሚያምረውና ትሁት በሆነው የአባቶች ለዛ የተፃፈውን ታሪክ ለተሳታፊ ጓደኞቻቸው ያነቡላቸው ነበር። ሁለተኛ ቋንቋ ላይ የሚገጥማቸው ችግር ተወግዶ ያለምንም እንቅፋት ሃሳባቸውን እንደልብ በመግለጻቸው ከፍተኛ ደስታ ነበራቸው።ያየሁት ነገር አስደናቂ የመሆኑን ያህል እንዲህ አይነቱ ደስታ በብዙዎች ዘንድ ለዘመናት ተነፍጎ መቆየቱ ደግሞ በሃዘን ያስደምማል።
በመጀመሪያዎቹ ሳምንታት በአፍ መፍቻ ቋንቋ ትምህርት የመማር ምክንያታቸውን እናዳምጥ ነበር። በዚህ ጊዜ ከሚነሱት ሃሳቦች መካከል ህፃናት በማያውቁት ቋንቋ እንዲማሩ መገደዳቸው ምን ያህል ፍትህ አልባ መሆኑ፤

beautiful, polite language of our elders.” They were thrilled to be able to express their thoughts without the inhibitions of a second language. Wonderful as it was, I remember thinking how unspeakably sad that this delight had been denied to so many for so long!
Early in the first week, while listing the reasons for mother tongue educa-tion, we discussed the difficulty of children having to learn in a language they do not know, and how it hampers educational development. Suddenly, anger clouded the classroom. These educators strongly identified with the experience and still felt the indig-nation. There were several first hand accounts about how, as children, they had been punished for using their mother tongue in school. They had been severely discriminated against, their assignments often rejected or declared invalid, when they were unable to write well in Amharic. I quickly pointed out that bilingual education is a double-edged sword: it can be used to divide, or to unite. I encour-aged them to use it for good in their language communi-ties. Thankfully the atmosphere in the room relaxed.
2. Writing materials; thinking like an educator Having been assured that the committees could write their languages, we turned next to educational considera-tions. Each language group did a letter frequency count; and once they understood the progression of a good reading program, they tried their hand at writing actual primer lessons. They approached every new challenge with resolve, and by the end of the second week were beginning to be more comfortable with the process of primer construction.
3. Administrating the program; thinking like
a supervisor With no infractructure yet in place to support a bilingual school program, the men faced enormous challenges. In the final week we talked about the publication, storage, and distribution of books, offices from which to operate, selection of supervisors, training of teachers, and organizing multilingual education classes. Then each team developed a five-year plan for the implementation of their program.
Language vs Dialect One day as I was planning lessons, a Ministry official approached me with a question: “Do you know the difference between a dialect and a language?”
“I think I do,” I responded.
“Well,” he said, “we have recently had some teams translating the textbooks of the curriculum into several languages. They worked day and night to have the books ready for the coming school year, and when they finished, they took the books to their home areas to present them. Most of the parents and commu-nity leaders readily accepted the new materials, but in one location, a mob marched into the school brandishing sticks and threatening the translators.

በመጡ ቁጥር ቁጭት ውስጥ ይገቡ ነበር። በልጅነት እድሜያቸው የአፍ መፍቻ ቋንቋቸውን በትምህርት ቤት በመጠቀማቸው ምክንያት ቁጣና ግርፋት እንዴት ይገጥማቸው እንደነበር የሚያሳዩ በርካታ ተሞክሮዎች ነበራቸው። በማያውቅት ቋንቋ መፃፍ ሲያቅታቸው የተሰጣቸውን የቤት ስራ እንዳልሰሩ፤ ዋጋ እንደሌላቸው ተቆጥረው ከፍተኛ መገለል ይደርስባቸው እንደነበር አስታወሱ። እኔም
ፈጥኜ ልሳነ-ክልኤ ትምህርት ለልዩነትም ሆነ ለግኑኝነት የሚያመች ሁለት አፍ እንዳለው ሰይፍ መሆኑን ጠቆምኳቸው። በመሆኑም ሁለት ቋንቋ ማወቃቸውን እንደጥሩ አጋጣሚ እንዲወስዱት አሳሰብኳቸው። ደግነቱ ከዚህ ሃሳብ በኋላ በክፍሉ የተረጋጋ ድባብ ሰፈነ።
2. ለመጽሐፍት ዝግጅት - እንደ ትምህርት ባለሙያ ማሰብ የኮሚቴዎቹ አባላት በራሳቸው ቋንቋ መፃፋቸውን እርግጠኛ ከሆንን በኋላ ከስነ-ትምህርት አኳያ ትኩረት ሊደረግባቸው ወደሚገቡ ጉዳዮች ፊታችንን መለስን፤ እያንዳንዱ የቋንቋ ቡድን በቋንቋው ውስጥ በተደጋጋሚ የሚከሰቱ ፊደላትን ለይተው አወጡ። ከዚያም ደረጃ በደረጃ አያደገ ስለሚሄድ የጥሩ ንባብ ፕሮግራም ግንዛቤ ካገኙ በኋላ የመማሪያ መጻህፍት ለማዘጋጀት አንዳንድ ክፍለ ትምህርቶችን ይዘው ለመስራት ሙከራ ማድረግ ጀመሩ። የሚገጥማቸውንም አዳዲስ ችግሮች እየፈቱ በሁለተኛው ሳምንት መጨረሻ ላይ በመማሪያ መጽሐፍት አዘገጃጀት ዙሪያ ይበልጥ ልምድ እያዳበሩ መጡ።
3. ፕሮግራምን ለማስተዳደር - እንደ ሱፐርቫይዘር ማሰብ የልሳነ-ክልኤ ፕሮግራምን ለማገዝ ምንም አይነት መዋቅር ባልተዘረጋበት ሁኔታ ሰዎች በርካታ ተግዳሮቶች እንደሚገጥማቸው ይታወቃል። በመጨረሻዎቹ ሳምንታት የተነጋገርንባቸው ጉዳዮች የመጽሐፍት ሕትመትን፣ የማቆያ ግምጃ ቤትና ስርጭት እንዲሁም እነዚህ ስራዎችን ለመስራት ስለሚያስፈልጉ ቢሮዎች፣ ሱፐርቫይዘር ምርጫ፣ የመምህራን ስልጠና እና ልሳነ-ብዙ ትምህርት መስጫ ክፍሎችን ማደራጀትን በተመለከተ ነበር። ከዚህ በኋላ እያንዳንዱ ቡድን ፕሮግራማቸውን መዘርጋት የሚያስችላቸውን የአምስት አመት እቅድ አዘጋጁ።
ቋንቋ እና ዘዬ በአንድ ክፍለ-ትምህርት ዙሪያ የማስተምረውን ነገር እያቀድኩ በነበርኩበት ግዜ የትምህርት ሚኒስቴር የስራ ኃላፊ ወደ እኔ መጥተው “በአንድ ቋንቋ እና በዘዬ መካከል ያለውን ልዩነት ታውቂያለሽ?” ሲሉ ጥያቄ አቀረቡልኝ፤
እኔም “የማውቅ ይመስለኛል” ብዬ መለስኩላቸው፤
“ደህና! እኛ አሁን በቅርቡ የመማሪያ መጽሐፍቶቻችንን ወደ ልዩ ልዩ በርካታ ቋንቋዎች የሚተረጉሙ ቡድኖችን አደራጅተናል። እነሱም ለቀጣዩ የትምህርት ዓመት መጽሐፍቱን ዝግጁ ለማድረግ ላይ ታች እያሉ ነበር።

‘You cannot impose these books on us!’ they shouted. ‘This is not our language!’ ”
The gentleman continued his story, “We know that these two language variants are very closely related and should be able to use the same materials. The translators even made special efforts to include alter-nate terms in parenthesis, trying to accommodate both dialects. However, one group is very angry, and the translators are devastated. We have asked the oppos-ing group to come to Addis Ababa to talk about this, and we need to shed more light than heat. Would you be willing to talk to them about the difference between a language and a dialect?”
“I'll do my best,” I promised.
Feeling the need for some support, I contacted Mr. Brady Anderson who had been directing language surveys in several African countries and was currently based in Ethiopia. He gave me the African word list used by the surveyors, and reminded me of basic prin-ciples relating to the language/dialect debate. Fortified, I returned to my office to prepare. But how should I approach the subject? Any mention of specific Ethiopian languages might cause contention. I decided to use the example of the Matsigenka language in Peru, where I had previously worked. There, a different dialect is found on every river. Using the principles from the lang-uage survey manual, I could clarify the process for dis-tinguishing between languages and dialects. With a map and lesson outline prepared, I waited. This was obvious-ly going to be a sensitive and emotive discussion!
No one arrived from the language community that had rejected the new textbooks - not even one represen-tative. Then one day in class, I learned that one of the language teams was dealing with seven dialects and needed somehow to reconcile the materials so as to serve the largest population possible.
“Are others of you also dealing with dialects?” I asked.
It became apparent that almost everyone was. So, taking a deep breath, I inquired, “Would you like to talk about the difference between a language and a dialect?”
There was a resounding, “Yes!”
“All right, we’ll talk about it tomorrow.”
ስራቸውን ከጨረሱ በኋላ መጽሐፍቱን ለማስተዋወቅ ወደየመጡበት ቀዬ ሄደው ነበር። አብዛኛዎቹ የማህበረሰብ መሪዎች መጽሐፍቱን ለመቀበል ዝግጁ ነበሩ። ይሁንና በአንዳንድ አካባቢዎች ጠንካራ ተቃውሞ ገጥሟቸው ነበር። “እነዚህን መጽሐፍት ተቀበሉ ብላችሁ ልታስገድዱን አትችሉም። ይህ የእኛ ቋንቋ አይደለም” ሲሉ የተቃወሙ የማህበረሰብ ክፍሎች ነበሩ። ኃላፊውም ቀጠል አድርገው “መጻህቱ በተዘጋጁበት ቋንቋ እና ሰዎቹ የኛ በሚሉት ቋንቋዎች መካከል ያለው ልዩነት በጣም ተቀራራቢ እንደሆነና በአንድ መጽሐፍ ሊገለገሉ እንደሚችሉ እናውቃለን፤ መጽሃፉ በሚዘጋጅበት ጊዜ ተርጓሚዎች ተጨማሪ ቃላትን በቅንፍ ውስጥ በማስቀመጥ በዘዬ ምክንያት የሚመጣውን ልዩነት ለማጥበብ ሞክረዋል። ይሁንና አንዱ ቡድን ላይ ከፍተኛ ቁጣ ገጥሞት ተርጓሚዎችም እስከመባረር ደርሰው ነበር። ለዚህ ሁኔታ ከተዳረጉት ሁለት ቡድኖች ጋር በጉዳዩ ላይ ለመነጋገር ወደ አዲስ አበባ እንዲመጡ ጠይቀን ነበር። ችግሩንም ከማራገብ ይልቅ እውነታውን ማሳወቅ እንደሚያስፈልግ ተረድተናል። ስለዚህም ከነሱ ጋር በቋንቋ እና በዘዬ መካከል ስላለው ልዩነት ልትወያዪ ትችያለሽ?” ሲሉ የትምህርት ኃላፊው ጠየቁኝ። እኔም “አዎን የቻልኩትን ያህል አደርጋለሁ” ስል ቃል ገባሁላቸው።

The next day, I could hardly believe my eyes; the class-room was packed. The Director of the Curriculum and Research Department and almost every staff member were there. The class participants were all sitting on the edge of their seats. I didn't dare falter in this lecture!
Slowly and carefully, we examined the diversity of the Matsigenka situation. Using the word list, and com-paring roots, an adjacent variant turned out to be more than 60% different (the difference between English and German). We classified it as a separate language. All the other variants on approximately eight rivers were mutually intelligible; so the question became, “Which was the central dialect?”
We applied the criteria of perceived purity, central location, direction of trade, who visits whom, etc., as outlined in the survey manual. In the end, the class decided, as the Matsigenka linguists had, that there were two central dialects. In the process, they had learned the steps for diagnosing a linguistic situation. They had also learned that dialects having greater than 85% similarity can use the same materials, if the parties are willing. With a lesser percentage, however, it would be very difficult for combined materials to function well. Grammar differences, moreover, are more difficult to reconcile than differences in terms. We did a bit of practice with the African word list, and then the class filed out, without a single comment. I wondered if the lesson had failed.
Three days later, one of the translators whose work had been so violently rejected, came to see me, obvious-ly excited about something. “We sat with our brothers from the other group,” he explained, “and in all the language we can find only fifty words that are different. And now our brothers say, amazed, ‘We are one!’ ”
The closing ceremony At the closing ceremony, the walls were covered with posters, each language team displaying the results of their hard work. The participants and the Minister gave me lovely gifts of jewelry and a traditional dress and held a banquet in my honor. One couldn't have felt more sincerely appreciated.
መካከል አንድ ተወካይ እንኳን አልቀረበም። አንድ ቀን በክፍል ውስጥ በነበረን ውይይት አንድ ነገር ተረዳሁ። ከቡድኖቹ መካከል አንዱ ሰባት ዘዬ ያሉት ቋንቋዎች ላይ እየሰራ እንደሆነ ተረዳሁ። በመሆኑም መጽሐፉ በርከት ያሉ ተናጋሪዎች ያሉትን ማህበረሰብ ክፍል እንዲያገለግል እንደገና መቃኘት እንዳለበት አሰብኩ። ቡድኖቹንም “ሌሎቻችሁም እንዲሁ ዘዬ ያላቸው ቋንቋዎች አሏችሁ?” ስል ጠየቅሁ። አብዛኛዎቹ ቡድኖች በቋንቋዎቻቸው ውስጥ የተለያዩ ዘዬ ያላቸው ነበሩ። አኔም በረጅሙ ተነፈስኩና ጥያቄዬን ቀጠልሁ። “በቋንቋ እና በዘዬ መካከል ስላለው ልዩነት እንድንነጋገር ትፈልጋላችሁ?” ስል ጠየቅሁ። ሁሉም በአንድ ድምጽ “አዎን!” ብለው መለሱ። “ደህና እንግዲህ በዚህ ጉዳይ ነገ እንነጋገራለን”
በማግስቱ አይኔን ማመን እስኪያቅተኝ ክፍሉ በሙሉ በሰዎች ተሞልቶ ጠበቀኝ። የስርዓተ ትምህርት ዝግጅት፣ጥናትና ምርምር ዳይሬክተርና በዚያ የሚሰሩ ባለሙያዎች ሳይቀሩ ተገኝተው ተሳታፊዎች በተገኘው ቦታ ሁሉ ተጠጋግተው ይቀመጡ ነበር። በዚህ ሁሉ ሰው ፊት ለመቆም ብርክ ያሲዛል። በርጋታና በጥንቃቄ በማጽኛካ ቋንቋ የተከሰተውን የዘዬ ልዩነት መመርመር ጀመርን። ከስርወ-ቃሉ ጋር ሲነጻጸሩ በሁለቱ ተቀራራቢ ቃላት መካከል ያለው ልዩነት ከስልሳ በመቶ በላይ እንደሆነ መገንዘብ ተቻለ። እንዲህ አይነት ልዩነት ያላቸውን እንደ አንድ የተለየ ቋንቋ ተደርገው እንዲፈረጁ ተስማማን። በሌሎች 8 ወንዞች ዙሪያ የሚገኙ ዘዬዎች አንዱ የሌላውን ቋንቋ መረዳት በሚያስችል ደረጃ የነበሩ ዘዬዎች ነበሩ። ስለዚህ ጥያቄው “ማዕከላዊው ዘዬ የትኛው ነው?” የሚለው ነበር። እኛም በቅኝት ማንዋሉ ላይ እንደቀረበው ቢጋር “ጥርት ብሉ የሚለየው የቱ ነው”፣ “ማዕከላዊ አካባቢ”፣ “የመገበያያ አቅጣጫ”፣ “ማን ማንን ዘወትር ይጎበኛል” የሚሉትን መስፈርቶች ተግባራዊ አደረግን። በመጨረሻም ክፍሉ በሙሉ ልክ የማጽኛካ የስነ-ልሳን ባለሙያዎች እንዳደረጉት ሁለት ማዕከላዊ ዘዬዎች እንዳሉ አረጋገጥን። እግረ መንገድም ተሳታፊዎች ስነ-ልሳናዊ ጉዳዮች እንዴት ደረጃ በደረጃ እንደሚተነተኑ ትምህርት አግኝተዋል። በሌላ በኩልም የሁለት ዘዬ ባለቤቶች እስከተስማሙ ድረስ ከ85 በመቶ በላይ ተመሳሳይነት ያላቸው ዘዬዎች በአንድ አይነት መጽሐፍ ሊገለገሉ እንደሚችሉ ግንዛቤ ላይ ተደርሷል።

In my closing remarks, I said to the participants and assembled guests:
This course has been a pioneer endeavor. Its
purpose has been to facilitate bilingual education
for the many nationality languages of this beautiful
nation. The participants are also pioneeers – 38
courageous educators, all highly skilled, willing to
undertake the challenge of making mother tongue
education available to their own people...
In the exhibits you will find reflected the topics of
our discussions... What the exhibits... cannot
possibly convey, however, is the excitement and joy
which has repeatedly been evidenced as workshop
participants found the tools [they will need for
their future work]. Friendships have developed as
participants from very different areas of the
country have come to know and appreciate each
other. Bilingual education has knit us together in
unity.
Experience in other countries has taught us,
however, that bilingual education is a long and
arduous process as well as a joyful one... Neverthe-
less, the core of specialists now exiting from this
course—if given the proper facilities—can form the
nucleus of a national bilingual education system.
The experience they now possess, and will continue
to gain, will provide a solid basis for gradual
expansion, and workshops can provide additional
knowledge in areas where more depth is desired.
I would like to express my appreciation to the
authorities who have extended this unique and
precious opportunity... Words of special tribute
also are due the course participants. You have
given of yourselves with a high level of dedication.

Participants left the workshop with great enthusiasm, but I recognised that these men, chosen to be trainers, were primarily classroom teachers with no authority to make changes. Several were assigned to teach in schools of a language community other than their own, and some of them managed classrooms with students from five or six different languages. Many challenges lay ahead for them.
Immediately after the workshop, Mr. Ken Boothe, an SIL linguist and trainer, gave computer and linguistic training to Ministry of Education personnel. A little later, Dr. Elizabeth Gfeller, an SIL educator from Switzerland, worked for a number of years in the southwestern regions of Ethiopia, helping with development of the mother tongues and bilingual education programs. Ms. Mary Clarkson, a computer specialist, came from Kenya and provided computer training for some of the textbook makers.
The READ-TA project I returned to Ethiopia in 2013 to give consultant help for the Reading for Ethiopia's Achievement Developed (READ) Technical Assistance (TA) project. READ-TA supports the Ministry of Education and the Regional State Education Bureaus in its efforts to develop a nationwide reading and writing program in seven mother tongue languages and English. The objective of the project is to improve the reading and writing skills of children in grades one through eight in both their mother tongue and English, as measured by improvements in learning outcomes. The project is expected to reach 15 million children in all schools and all regions of Ethiopia. The project started in October 2012, and will end in October 2017. RTI International is leading a consortium of five partners in the implementation of this initiative; one of those partners is SIL.
For a short period in July and August, I was asked to help during the planning of the Scope and Sequence phase of the project. Dr. Agatha van Ginkel, however, had this process well under way and the developers were accustomed to working with her. So, instead, I trained the storywriters. I helped to prepare them and the curriculum developers to orient the new, larger team that would arrive later in the year to develop the actual primer pages. I modelled Reading Readiness classes, taught grade-level story-writing techniques,

የ ሪድ ቲኤ (READ-TA) ዩኤስ አይ ዲ (USAID) ፕሮጄክት
ለREAD-TA ፕሮጄክት የምክር አገልግሎት ለመስጠት እ.ኤ.አ በ2013 ወደ ኢትዮጵያ ተመለስኩ። ይህ ፕሮጄክት በትምህርት ሚኒስቴር እና በክልሎች ውስጥ እንግሊዝኛን ጨምሮ በሰባት የአፍ መፍቻ ቋንቋ የማንበብና የመጻፍ ልምድን ለማዳበር በአገር አቀፍ ደረጃ የተዘጋጀውን ፕሮግራም ተግባራዊ ለማድረግ የሚደረገውን ጥረት ይደግፋል። ዓላማው ከ1ኛ - 8ኛ ክፍል ያሉ ህፃናት በአፍ መፍቻ ቋንቋቸውና በእንግሊዝኛ ቋንቋ የንባብና የመጻፍ ክሂላቸውን እንዲያሻሽሉ ማድረግ ነው። ለውጡ የሚለካው ተማሪዎች በትምህርት አቀባበል ላይ ባሳዩት መሻሻል ነው።
ፕሮጄክቱ በኢትዮጵያ ውስጥ ባሉ ክልሎችና ትምህርት ቤቶች ውስጥ የሚገኙ 15 ሚሊዮን ተማሪዎችን ይደርሳል የሚል እሳቤ አለ። የተጀመረውም እ.ኤ.አ ጥቅምት 2012 ሲሆን የሚጠናቀቀው ደግሞ ጥቅምት 2017 እኤአ ይሆናል።
ዓለም አቀፉ አር ቲ አይ (RTI) ይህንን መርሃ ትምህርት ተግባራዊ ለማድረግ ቅድሚያ ተነሳሽነት ከወሰዱ አምስት አጋር ድርጅቶች መካከል የመጀመሪያው ነው። ኤስ አይ ኤልም (SIL) ሌላው አጋር ነው።

The READ-TA project has the wonderful benefit of full government support. This stands in sharp contrast to countries where interest in multilingual education is in name only. This support may be one of the most important factors in the success of Ethiopia’s educational reforms.
From what I observed during my time in Hawassa, in the Southern Region, under Dr. van Ginkel's capable leadership, the READ-TA project appears to be well organized and is progressing on schedule. The Southern Region participants are among the most educated, experienced, skilled and capable group with whom I have ever had the pleasure to work, and their motivation is very high. I was proud of their willingness both to accept new ideas and to train teachers to use them.
I observed many changes since my first visit. Ethiopia in 1992 was in a state of disarray. By contrast, in 2013 I was delighted to see a new prosperity. “This is a time of construction,” my taxi driver asserted. He spoke truly. Everywhere one looks, new structures—some of them skyscrapers—are underway. Many buildings and roads are now repaired, parks and flowers flourish. The rich farmland I saw between Addis Ababa and Hawassa is yielding bountiful harvests.
Obviously, some of the most encouraging changes for me are in the area of education. The government is supporting mother tongue education on a much larger scale: teaching children in their mother tongue is now widely practiced throughout the country. Textbooks for primary school children are available in many languages, and bureaus of education are organized to manage multilingual education, whereas before there were very few mother tongue materials

የREAD-TA ፕሮጄክት የመንግስት ሙሉ ድጋፍ ከማግኘቱ አኳያ በጣም ተጠቃሚ ነበር። እንዲህ ዓይነቱ ድጋፍ ልሳነ ብዙ ትምህርትን በስም ብቻ እንደግፋለን ከሚሉ ከብዙ አገሮች በጅጉ የተለየ ነበር። ይህ ዓይነቱ ድጋፍ በኢትዮጵ ላለው የትምህርት ሪፎርም ስኬታማነት አብይ ምክንያት ነው ሊባል ይችላል።
በደቡብ ክልል ሃዋሳ በነበርኩበት ጊዜ ካስተዋልኳቸው ነገሮች መካከል በዶ/ር ቫን ኺንከል አመራር ሰጪነት የሚካሄደው (READ-TA) ፕሮጄክት በደንብ የተቀናጀና በተያዘለት መርሃግብ መሰረት እየተካሄደ የነበረ ፐሮጄክት መሆኑ ነው። የደቡብ ክልል ተሳታፊዎች በጣም የተማሩና በቂ ልምድና ክህሎት ያላቸው ከመሆናቸውም ባሻገር በስልጠናው ወቅት ያሳዩት የነበረው ተሳትፎ ከእነሱ ጋር አብሮ ለመስራት አስደሳች ሁኔታን የሚፈጥር ነበር። አዳዲስ ሃሳቦችን ለመቀበልና ሌሎች መምህራንን ለማሰልጠን የነበራቸው ፈቃደኝነት በርግጥም የሚያኮራ ነው።
ከመጀመሪያው የጉብኝት ጊዜዬ ይልቅ አሁን በኢትዮጵያ በርካታ ለውጦችን አስተውያለሁ። በዚህ ጉብኝቴ አስደሳች የሆነ አዲስ የብልጽግና ክስተት ያየሁበት ወቅት ነው። በርካታ ህንጻዎችና መንገዶች ፈርሰው እየተሰሩ ነው። አበቦች በየመናፈሻው ፈክተው ይታያሉ። በአዲስ አበባና በሃዋሳ መካከል ያየኋቸው ሰፋፊ የእርሻ ቦታዎች ላይ ምርት እየተሰበሰበባቸው ነው።

available and no infrastructure for this type of learning to take place. Educators now seem to have considerably more training and are more capable of leading educational reform; I met a number who had had the advantage of a multilingual school experience. I also met educators from Sidama, Hadiyya and Wolaytta who proudly showed me the textbooks for grades one to four in their own languages, now used in the schools for many years.
I was able to meet only one of the participants from the 1992 workshop. But I am happy to see that, on those early foundations established for mother tongue education in Ethiopia, a tall tower has been built; increasingly, students now have the freedom and delight of learning and communicating in their mother tongue, the language of their hearts.

በርግጥ ለእኔ ደግሞ እጅግ አበረታች ለውጥ ሆኖ ያገኘሁት በትምህርት ሴክተሩ ዙሪያ የተደረገው ለውጥ ነው። መንግስት የአፍ መፍቻ ቋንቋ ትምህርትን በስፋት እየደገፈ ነው። ህጻናትን በአፍ መፍቻ ቋንቋቸው ማስተማር በሀገሪቱ በስፋት እየተከናወነ ይገኛል። በበርካታ ቋንቋዎች የተጻፉ የህጻናት መጻህፍት እንደልብ ይገኛሉ። ቢሮዎች የልሳነ ብዙ ትምህርትን ለማሳለጥ በሚገባ ተደራጅተዋል።ቀድሞ እንዲህ ዓይነቱ ዝግጅትና የመጻህፍት አቅርቦት ፈጽሞ አልነበረም። የትምህርት ባለሙያዎቹ አሁን በዚህ ዙሪያ ልምድ ያካበቱና ይህን ለውጥ ለመምራት ብቁ የሆኑ ይመስላል። በልሳነ ብዙ ትምህርት ቤት ውስጥ ባገኙት ልምድ ተጠቃሚ የሆኑ ብዙ ሰዎችን አግኝቻለሁ። እንዲሁም ከ1ኛ - 4ኛ ክፍል በራሳቸው ቋንቋ ማለትም በሲዳምኛ፣ በሃዲይኛ እና በወላይትኛ ያዘጋጁዋቸውንና አሁን ረዘም ላለ ጊዜ በትምህርት ላይ የሚገኙትን መጻህፍት በልበሙሉነት ይኸው ብለው ያሳዩኝ የትምህርት ባለሙያዎችን አግኝቻለሁ።
እኤአ በ1992 ከተዘጋጀው አውደጥናት ተሳታፊዎች ከነበሩት መካከል ያገኘሁት አንድ ሰው ብቻ ነበር። ይሁንና የአፍ መፍቻ ቋንቋ ትምህርት መሰረት ከተጣለበት ጀምሮ አሁን እንዲህ ተመንድጎና አድጎ ማየቴ በጣም አስደስቶኛል። አሁን ተማሪዎች ከልብ በሚወዱት የአፍ መፍቻ ቋንቋቸው እየተማሩና እየተግባቡ ነፃነታቸውን በደስታ እያጣጣሙ ናቸው።
በኤስ አይ ኤል SIL ድጋፍ አማካኝነት ዶ/ር ፓትሪሻ ዳቪስ እኤአ ከ1964 እስከ 1971 ከባለቤታቸው ሃሮልድ ጋር በመሆን በደቡብ አሜሪካ ፔሩ ውስጥ አገልግለዋል። ያገለገሉበትም መስክ ከፔሩ የትምህርት ሚንስተር ጋር በመተባበር በሱፐርቪዥን፣ በመምህራን ስልጠና፣ ለማፂኛካ ልሳነ-ክልኤ ትምህርት ቤት መማሪያ መጻህፍትን በማዘጋጀት ነበር። ባለቤታቸው በሞት ከተለያቸው በኋላ ደግሞ በአማካሪነት፣ በመምህራን አሰልጣኝነት፣ ለ28 የስነልሳን ቡድኖች የትምህርት ቤት ፕሮግራም የሚሆን የመማሪያ መጻህፍት ኤዲተር በመሆን አገልግሎታቸውን ቀጥለዋል። በአሜሪካ የሚገኙ ዩኒቨርሲቲዎችን ጨምሮ በ17 አገሮች ተዘዋውረው የማማከር ስራ፣ ሌክቸር ወይም ገለጻ የማድረግ እና የማስተማር ስራ አከናውነዋል። እንዲሁም በልሳነ ክልኤ ርእሰ ጉዳይ ዙሪያ በተጻፉ 50 በሚደርሱ ጽሁፎች ላይ እና Bilingual Education An
Experience in Pervian Amazonia, Cognition and Learning በሚል ርእስ በተዘጋጀው መጽሃፍ ውስጥ በደራሲነትና በተባባሪ ጸሃፊነት ሰርተዋል። ከዚህ ባሻገር ስፓኝ ቋንቋን እንደሁለተኛ ቋንቋ ለማስተማሪያነት የሚጠቅም ተከታታይ የማማሪያ መጻህፍትም አዘጋጅ ናቸው።
