It was an eventful quarter for the scientists and staff of the INFLIBNET Centre. During the quarter under report, the Centre had a number of important visitors including Prof. S K Thorat, Chairman, UGC, Dr. T R Kem, Director, CEC (Former Secretary, UGC), Dr. Renu Batra, Joint Secretary, UGC, Dr. R K Chadha, Joint Secretary, Lok Sabha and Dr. Usha Munshi, Chief Librarian, ISI. Constructing a building is a rare event that comes only once in a life-time of an institution. The Centre has awarded the job of designing and constructing the institutional building to M/s Vastu Shilpa Consultants, a leading Architect in the city of Ahmedabad. The scientific and technical staff of the Centre teamed up with the Architects to evolve conceptual design for the building to be constructed in Infocity, Gandhinagar. After a series of reiterations, the first formal presentation on the conceptual design of the building was made to the members of the Governing Board and Building Committee on 20 June 2008 at IIC, New Delhi. It is indeed very exciting to see the INFLIBNET's own building on the papers. We are all very hopeful that we shall very soon witness construction of our own building. The Centre had the privilege of felicitating Prof. Sukhadeo Thorat for receiving Padmashri for his lifetime contributions in the field of higher education on 23 June 2008. The occasion was used to launching a number of products and services of the Centre including: 1. The new Website of the Centre; 2. Posters of INFLIBNET's Activities, Functions and Services; 3. Annual Reports 2005-2006 and 2006-2007; and 4. JCCC@Infonet. The Centre had the privilege of receiving proposals from OCLC and Google for collaborating with them for its Union Catalogue of Books. A team consisting of three senior executives of the OCLC visited the INFLIBNET Centre to explore the possibility of collaboration with the Centre with respect to its union databases and e-books in the consortium. The Google has proposed to make INFLIBNET's databases available through the Google's search engine. Both the proposals are being considered by the Centre. The Centre had encountered an exodus-like situation when nearly 5 scientific and technical staff from the Centre left after resigning or on superannuation within a short period of one year. However, we have been able to recover a bit with joining of five scientists during this quarter. The Centre has high hopes from its new team consisting of experienced and young scientists. The Centre has entered the world of Library 2.0 with launch of its Toolbar, RSS Feed-enabled web site and list-servs for the members of Digital Library Consortium and SOUL Software. It was an eventful quarter for the scientists and staff ofthe INFLIBNET Centre. During the quarter underreport, the Centre had a number of important visitorsincluding Prof. S K Thorat, Chairman, UGC, Dr. T RKem, Director, CEC (Former Secretary, UGC), Dr.Renu Batra, Joint Secretary, UGC, Dr. R K Chadha,Joint Secretary, Lok Sabha and Dr. Usha Munshi,Chief Librarian, ISI.

Constructing a building is a rare event that comes only once in a life-time ofan institution. The Centre has awarded the job of designing and constructingthe institutional building to M/s Vastu Shilpa Consultants, a leading Architectin the city of Ahmedabad. The scientific and technical staff of the Centreteamed up with the Architects to evolve conceptual design for the building tobe constructed in Infocity, Gandhinagar. INFLIBNET Logo

The INFLIBNET Centre hasrecently adopted an insigniato represent its activities andservices. The insignia wasadopted by the GoverningBoard in the meeting held atIndia International Centre,

New Delhi on 26 th June 2008. A shortdescription about the INFLIBNET logo is givenbelow:  ”I” in the logo represents the name of the Centrei.e. INFLIBNET and the term “Information”. The book in between “I” & “Globe” representsprint-based legacy documents and othercollections that are housed in the universitylibraries across the country participating in theUnion Database programme of the Centre. The Globe on the top of the “I” represents thatthe Centre has symbiotic relationship with thescholarly community around the globe. TheCentre subscribes high-quality e-resources inelectronic format from international publishersas well as from Indian publishers. The Centreprovides open access to its bibliographicdatabases on books, serials, theses anddissertations to the scholarly community notonly in India but also across the globe.

The Circle around “I” depicts that the Centreplays a pivotal role in establishing acommunication network amongst universitiesand institutions of higher learning in India andit reaches out to other institutions andresearch organizations through its AssociatedMembership Programmes. The base of “I” spread-out in both directionsdepicts that the Centre is strengthened with

resources from universities and from its parentbody i.e. UGC. Looking it from upside-down the letter “ I “appears as “T” depicting that the Centre hasstrong applications of technology that areevident in our activities, functions andservices.

Database Update

The Union Database of different l ibraryresources has been one of the most importantactivities of the Centre since its inception. Inthe beginning, Centre funded potentialuniversities of the country for automating theirl ibraries and for creating standardizedbibliographic records of their library resources.The following union databases are theconsequences of the manoeuvre effort of theCentre and the universities:

SOUL software, developed and maintained bythe INFLIBNET Centre, has been installed at

The catalogue module of the new version ofSOUL software was released duringCALIBER-2008. The new version of SOULsoftware complete in all respect is likely to bereleased during next quarter.

SOUL Training Programmes

As in June 2008, SOUL, state-of-the-art libraryautomation software developed by the

INFLIBNET Centre has over 1652 installationsacross the country. It is a user-friendlysoftware and works under client-serverenvironment. The software is suitable for anylibrary including college, public and speciallibraries. The software has been integratedinto six modules viz. Acquisition, Cataloguing,Circulation, Serials Control, OPAC andAdministration taking into account thefunctions and activities of academic libraries.The Centre provides training progarmme onorientation, installation and implementation ofSOUL. So far, 70 such training programmesfor at least 20 participants from each batchhave been completed successfully. During thisquarter, following training programmes wereorganized at the Centre:

Two-Days User Awareness Programme onE-Resources, Bangalore University,Bangaluru, April 28-29, 2008

Two-days user awareness programme onaccess to e-resources was organized byBangalore University, Bangalore incollaboration with the INFLIBNET Centre,Ahmedabad at Bangalore University Libraryon 28th to 29th April 2008. The Programme wasinaugurated by Dr. Jagdish Arora, Director,INFLIBNET Centre, Ahmedabad.On theoccasion, Dr. Arora also inaugurated the UGC-Infonet Resource Centre at BangaloreUniversity Library. The two days programmewas divided into Technical sessions andPublishers presentation. First day wasdedicated for the teachers and researchscholars of the science subjects and thesecond day was dedicated for the teacher andresearch scholars of the social sciences andhumanities subjects. The programme was co-ordinated by Dr. P V Konnur, UniversityLibarian. The Registrar of the university, ShriSanjay Vir Singh, delivered a presidentialaddress during the valedictory function andhe thanked UGC and INFLIBNET Centre forthe support provided to them.

User Awareness Programme on E-Resources, Mohanlal Sukhadia University,Udaipur, May 9, 2008One-day User Awareness Programme on E-resources was organized at Central Library,Mohanlal Shukhadia University, Udaipur incol laboration with INFLIBNET Centre,Ahmedabad on 9 th May 2008. Theprogramme was inaugurated by Prof. S CAmeta, Dean, Post Graduate Studies of theUniversity. Prof. D K Bhatt, Officer in-chargeof the library presided over the function andaddressed the participants. He encouragedthe users to make optimum use of thefacilities created in the university librarysystem. Prof. K Venugopalan, Director,Computer Centre delivered keynote addressand talked about the lack of infrastructure andlimitations of the university. Dr. U K Agrawal,Deputy Librarian welcomed the participantsand Coordinator of the programme, Sh. T SBohara delivered vote of thanks. Sh. RajeshChandrakar as resource person from theCentre delivered a talk on the UGC-InfonetDigital Library Consortium. M/s. Informatics,Globe Publications, GIST, Springer India,Elsevier India and Emerald Group Publishingmade presentation on the e-resourcesavai lable to the university under theconsortium. Approx. 200 faculty, researchscholars, students and professionals attendedthe awareness programme.

May 2008. The awareness programme wasinaugurated by Prof. A S Brar, Vice Chancellorof the Lucknow University. Honorary Librarianof the Tagore Library, Dr. Aqi l Ahmadwelcomed the delegates. Dr. Jagdish Arora,Director, INFLIBNET Centre delivered thekeynote address on UGC-Infonet DigitalLibrary Consortium and e-resources availablethrough it.

Himachal Pradesh University, Shimla incollaboration with INFLIBNET Centreorganized One-Day User AwarenessProgramme on Access to E-resources on 23rd

May 2008. 95 participants including faculty,research scholars from various departmentsand library staff of the university attended theprogramme. Prof. V P Sharma, Dean of Studieswas Chief Guest of the programme. Sh.Dhirendra Sharma, In-Charge HPU CampusWide Optical Fibre made a presentation onfully operational campus wide network of theuniversity. Sh. Prem Chand, Scientist D of theCentre delivered a talk on UGC-Infonet DigitalLibrary Consortium as representative of theINFLIBNET Centre. Representatives ofSpringer, Elsevier, American Chemical Society,Insti tute of Physics, Royal Society ofChemistry, Annual Reviews, CambridgeUniversi ty Press and AIP/APS madepresentations on the e-resources being madeaccessible to the Himachal Pradesh Universityunder the consortium arrangement.

The INFLIBNET Centre organized a functionto felicitate Padmashri Prof. Sukhadeo Thorat,Chairman, University Grants Commissionduring his visit to Ahmedabad on Monday, 23rd

June, 2008 at Hotel Fortune Landmark,Ahmedabad.

The Vice-Chancellors of Gujarat University,Gujarat Vidyapith, M S University, Baroda andBhavnagar University, Bhavnagar, participated

in the felicitation function. Several principalsfrom colleges and librarians from universitiesalso participated in the function. The functionwas attended by more than 75 invitees.

Prof. Parimal H Trivedi, Vice-Chancellor ofGujarat University welcomed the invited guestsand dignitaries. He lauded the contributionsmade by Prof. S K Thorat in the field ofeconomics, social sciences and highereducation. He also mentioned about the newcourses and initiatives taken up by the

university in the recent past. Prof. Trivedimentioned that the Gujarat University hasbeen recognized by the EDCIL, MHRD as aqualifying university for receiving studentsfrom abroad and under the “Study abroad”programme 70 foreign students have joinedthe university.

Dr. Jagdish Arora, Director, INFLIBNETCentre, made a presentation on the currentactivities and future endeavours of theINFLIBNET Centre. He highlighted the newinitiatives being taken up by the Centreincluding e-submission of thesis anddissertations, access managementtechnology, open source software and openaccess publishing.

Dr. Arora also highlighted the economics ofUGC-Infonet Digital Library Consortium andincrease in RESEARCH productivity in termsof number of research articles written by thefaculty and researchers in universitybeneficiaries of access to e-resources.

The occasion was also used for launching ofa new website of the INFLIBNET Centre andrelease of posters and latest Annual Reportsof the Centre.

International Collaborations

The INFLIBNET Centre is actively consideringthe following international collaborations:

OCLC (Online Computer Library Centre),Dublin, USA

A team consisting of Mr. Mike Teets, Director,OCLC, Dublin, USA, Mr. Rein van Charldorp,Managing Director, OCLC PICA, Europe and

journals being subscribed by the consortiumas well as by 21 university libraries designatedas Inter-Library Loan (ILL) Centres. 152universities under (12b) Act of UniversityGrants Commission would be able to accessthe JCCC and get content-level access to morethan 9,000 journals including 3500 journalssubscribed by the Consortium and 5,500journals subscribed by 21 ILL Centres.

While addressing the gathering Prof. S KThorat appreciated the new initiatives andcurrent projects being handled by theINFLIBNET Centre. He whole-heartedlysupported all the activities of the Centre andassured the UGC’s support for all the activitiesof the Centre including construction of itsInstitute Building in INFOCITY, Gandhinagar.

While talking to the media, Prof. Thoratexchanged his views about the initiatives takenby the UGC to improve the quality of highereducation in the country with special focus onincreasing enrolment ratio in colleges anduniversities by 10-15%. He further disclosedthat during the XI Five Year Plan, the UGCwould set up 14 universities and 316 collegesin an effort to raise the enrollment level inhigher educational institutes. One of theuniversities will be located in Gandhinagar, hedisclosed.

Mr. Arthur Smith, Director, OCLC - South Asia& Middle East visited the INFLIBNET Centreon 11th April, 2008 at 10.00 AM and discussedvarious avenues of collaborative work with theDirector and technical staff members of theCentre. Dr. Usha Munshi, Chief Librarian,Indian Statistical Institute, Dr. M. KoteshwaraRao, University Librarian, University ofHyderabad and Dr. T.S. Kumbar, Librarian,DAIIT, Gandhinagar were also invited toparticipate in the meeting to share theirknowledge about products and services of theOCLC.

Technical staff

One of the important items of discussionsduring the meeting was sharing ofbibliographic records available with theINFLIBNET Centre with the OCLC andextending OCLC Connexion to universities inIndia. Besides that, discussions were held forthe following collaborative avenues: 

Ways to improve the content andaccessibility of the INFLIBNET unioncatalogue and WorldCat through somesort of shared technology and content;

  Partnerships for OCLC’s developmentand production projects withINFLIBNET;

Feasibil ity of cooperation on anetworked ILS; and

An e-book solution for colleges anduniversities in India.

Based on the discussions, the Centre hasreceived proposals from the OCLC that arebeing considered.

Agreement with Google for UnionCatalogue of Books M/s Google has approached the INFLIBNETCentre to collaborate with them for making theINFLIBNET’s Union Catalogue of Booksavailable through Google with value addition.As per the agreement, the INFLIBNET Centrewill be required to provide bibliographicrecords available with it from variousuniversities along with holding information ina specified format (MARCXML) for making itaccessible through Google with value addition. As a result of the agreement, users would beable to discover books available in universitylibraries through Google. Moreover, users ofuniversity l ibraries whose bibliographicrecords are available in the INFLIBNET’sunion database will also be able to use Googleto search their own catalogue. Since mostusers like to begin their searches on theGoogle, the INFLIBNET will effectivelydelivering i ts services through it. Theagreement will allow users to link to thecollections available in university libraries rightfrom a search engine, giving them access toauthoritative information not readily availableon the Internet. Moreover, with expertise insoftware technology available with Google,several functionalities and value addedfeatures could be added to the UnionCatalogue that may not be possible with

With an aim to increase the visibility ofactivities and services of the Centre to theacademic community and member universitiesand institutions, the Centre has digitized allits newsletters and annual reports. Introduction

Toolbar consist of two words ‘tool’ and ‘bar’.There are several definitions of these twowords. In layman’s language “A tool is amechanical device intended to make a taskeasier or equipment used in a profession”.With tool defined as mechanical device, onewould think of machine tools, authoring tool,

tool steel, tool kit, tool box, hand tool, choppingtool, etc. However, when “bar” is added to the“tool”, i.e. toolbar, it takes a differentconnotation. The word “Tool” can, therefore,be defined a device or a process that is usedto do some kind of work. In other word, anyinstrument, physical or logical, used to solvea problem is called a tool.

In a graphical user interface on a computermonitor a toolbar is a panel on which onscreenbuttons, icons, menus or other input or outputelements are placed. In other word “A toolbaris a horizontal row or vertical column ofselectable image buttons or links that gives auser a constantly visible reminder of and aneasy way to select certain desktop or otherapplication functions, such as saving orprinting a document or moving pages forwardsor backwards within a Web browser”. Mostoperating system comes with a toolbar. Inaddition, many application programs, such asword processors and spreadsheet programscome with one or more toolbars as part of theiruser interface.

Earlier forms of toolbars were defined byprogrammers and had set functions, and thusthere was no difference between a toolbar withbuttons or just a row of buttons. Most modernprograms and operating systems, however,allow the end user to modify and customizetoolbars to fit their personal needs andpreferences.

Toolbar in Web browser

Web browsers come with their own toolbarswith a provision to add-on external toolbars.The toolbar that gets integrated with a webbrowser is called web browser toolbar. Webbrowser toolbars are best known for addingfunctionality and ease-of-use options to theend user. While the browser itself handlesbasic browsing navigation (Back, Stop,Reload, etc.) using its own toolbars, external

toolbars often add additional functionalities tobrowsers (additional search fields, form-fill,links back to popular sites. etc). There areseveral web browser toolbar that are availablefor users to download and install with theirweb browser. For example:

Google Toolbar is an Internet browsertoolbar that can be integrated with InternetExplorer.

Yahoo! Toolbar is a toolbar that can beinstalled on the Internet Explorer andFirefox browsers, within the context ofInternet access functions. It allows accessto several functions, including Yahoo!Search and Yahoo! Mail. It also containsbuilt-in algorithms to prevent pop-ups andspyware. Several additional features areavailable on the Internet Explorer version

Wikipedia Toolbar is a browser extensionfor Mozilla Firefox that helps editorsnavigate Wikipedia. This extension bringsthe Wikipedia search bar as well asseveral often-used Wikipedia functions toa convenient resting place atop thebrowser window.

INFLIBNET Toolbar:

The INFLIBNET has recently developedtoolbar that facilitates easy access to e-resources, union databases, SOUL and otherimportant links on INFLIBNET Web site. Asnapshot of the INFLIBNET Toolbar is givenbelow:

Why INFLIBNET Toolbar?:

With new features and functionalities madeavailable through search engines and otherpopular web sites, users prefer easy accessto frequently-used e-resources. TheINFLIBNET provides access to more than

5000 electronic journals from 21 publishersand nine online databases to 150 universitiesacross the country. Most users visit the website of INFLIBNET Centre for links to these e-resources. The INFLIBNET toolbar isdesigned to provide links to all e-resources,contacts of the publishers and link to uniondatabases. Besides the toolbar serve as HomePage of the INFLIBNET Centre incorporatedinto the browser of a user. As such, a usercan finds all important services and activitiesof the Centre on his / her fingertips withoutvisiting the INFLIBNET web site.

How to Create a Toolbar?

Computer Programming:

This methodology requires fairly goodprogramming skills. The programmer isrequired to make buttons, images and menufor the toolbar, which would serve as links,pull-down menu or other features as per therequirements of user. Different programminglanguages can be deployed to develop atoolbar. “Java Swing’ has provision for creatinga toolbar in an application. Some snippet fromJava Swing as given below:

This is the best way to develop a toolbar forone-self with infrequent upgradation. Thereare several websites that facil itatedevelopment of a toolbar to users. Users are

required to login to website that provides toolsfor developing a toolbar (such as http://bravenet.com, http://www.worldstart.com, etc),fill-in information such as e-mail address, hostwebsite name (if any), etc. then proceed tothe creation of toolbar. These toolbars havebuilt-in features, users can customised thesefeatures according to their requirements.These toolbars also provide for imbedding ofsearch engines like Yahoo Search, GoogleSearch etc. Users can make only buttons fordifferent useful links, or create search pansfor different search engines. User may alsoEmbed add-on features like link to music box,notepad, etc.

Software with Features to Create Toolbars

Yet another method of creating toolbar is touse open-source software that facilitatescreation of toolbar. Examples of some of theopen-source software that facilitates creationof toolbars are as follows:

The first step in this methodology is installationof the software. As a first step, user namesthe toolbar; add buttons, images, searchengine, links, etc. There are several built-infeatures that are available in such softwareapplication. For example, user can change theappearances of toolbar, provide uninstallfeature of toolbar, create an exe file forinstallation, etc. The last step in the processof developing a toolbar is to make exe file forthe toolbar. Once exe file is created, user caninstall this toolbar in his / her own web browserand test it. INFLIBNET toolbar was createdusing ‘ToolbarStudio’ software.

So go ahead and create a toolbar for yourusers. The INFLIBNET Centre will be happyto see implemented and help others to do so.

First Building Committee Meeting The first Meeting of the Building Committeeof the Centre was held on 20th June, 2008 atthe India International Centre, New Delhiunder the Chairmanship of Prof. S.K. Khannawho is also the Chairman of the GoverningBoard of the INFLIBNET Centre. Dr. R.K.Chauhan, Secretary, UGC, Dr. Renu Batra,Joint Secretary, UGC and Dr. R.K. Chadha,Joint Secretary, Lok Sabha also attended themeeting as members of the Bui ldingCommittee. Shri Rajeev Kathpalia and ShriSoenke Hoof of M/s Vastu Shilpa Consultants,made a presentation on the conceptual designof the building. They elaborated on variousenvironmental issues that were taken intoconsideration including air-flow, sunlight,water-flow and water resources. As per theplans, the institute building is divided into sixcomponents, namely i) Administration; ii)Research Cel l; i i i ) Academic; iv)Residential; v) Recreation; and vi) Library. Theproximity of these components and theinteractions were considered while drawingthe building plans.
