EXECUTIVE SUMMARY

Since 1973, (with the exception of 2004), the Province of Alberta has conducted an annual

Apartment Vacancy and Rental Cost Survey (AVS) of multi-family dwellings in Alberta’s rural

communities. The survey identifies building type and age, unit type, number of units, rental rates,

and the number of vacancies of private market rental units1 in rural communities which: have a

population between 1,000 and 9,999; have thirty or more market rental units; and are not included

in Canada Mortgage and Housing Corporation (CMHC)’s bi-annual rental survey.

The AVS provides market information on vacancy and rental rates for multi-family rental dwellings

in Alberta’s rural communities. The survey includes non-subsidized rental buildings containing

four or more market rental units, including: walk-up and high-rise apartment buildings,

row/townhouses and multi-plexes. Store-top rental units are also included.

The total number of respondents in the 2018 survey was 791, which is an 87.4 per cent response

rate, compared to 77.1 per cent in 2017.

RENTAL RATES

The average provincial rental rates by unit type were:

$658 for bachelor units (decrease of 1.8% from 2017) ;

$757 for 1-bedroom units (decrease of 0.3% from 2017);

$893 for 2-bedroom units (increase of 1.9% from 2017);

$984 for 3-bedroom units (increase of 0.9% from 2017); and,

$1,436 for 4+ bedroom units (increase of 2.1% from 2017).

The highest end of the rental ranges were in:

Peace River/ Slave Lake for bachelor units ($1,300);

Fox Creek for 1-bedroom units ($1,800) and 3-bedroom units ($3,500);

Banff for 2-bedroom units ($3,600); and,

Banff for 4+ bedroom units ($4,000).

The lowest end of the rental ranges were in:

Barrhead for bachelor units ($375);

Drumheller for 1-bedroom units ($400);

Grande Cache for 2-bedroom units ($400);

Bruderheim for 3-bedroom units ($495); and,

Provost for 4+ bedroom units ($800).

VACANCY RATES

The average provincial vacancy rates by unit type were:

12.6% for bachelor units,

13.2% for 1-bedroom units,

13.0% for 2-bedroom units,

14.5% for 3-bedroom units, and

7.7% for 4+ bedroom units.

In 2018, the overall vacancy rate increased to 13.3 per cent, from 11.7 per cent in 2017.

Compared to 2017, 2018 vacancy rates:

Increased in 29 communities,

Decreased in 31 communities, and

Did not change in six communities.

Eleven communities (Black Diamond, Bow Island, High River, Jasper, Vulcan, Sexsmith,

Coaldale, Nanton, Mayerthorpe, Smoky Lake and Rimbey) reported a zero (0.0) per cent vacancy

rate.

VACANCY RATES BY RENTAL RATE RANGES

Vacancy rates were highest for 1-bedroom units in the less than $500 range (40.0 per cent), and

3-bedroom units in the less than $500 range (41.1 per cent). Vacancy rates were lowest for 3

bedroom units at the $500 to $649 range (0.0 per cent), as well as 4+ bedroom units from $950

to $1,349 (0.0 per cent).

CONCLUSION

Rental rates remained relatively stable across all unit types in rural Alberta, the continuation of a

slight upward trend over time has led to a progressive upward trend over the past ten years.

Vacancy rates across the province averaged 13.3 per cent in 2018, up from 11.7 per cent in 2017.

Twenty-nine communites experienced an increase in vacancy rates compared to the previous

year, with greater than ten percentage point increases in five communities. Provost saw the

greatest absolute increase (from 0.0 per cent vacancy in 2017, up to 29.0 per cent in 2018). Six

communities did not have any change in vacancy rates in 2018. Vacancy rates decreased in

thirty-one communities, with decreases in excess of ten percentage points in three communities.

Bowden had the greatest absolute reduction in vacancy rate (29.0 per cent in 2017, down to 6.5

per cent in 2018).

While the overall increase in vacancy rates was represented consistently across bedroom unit

types, increases were not represented consistently across age of building or building type.

Vacancy rates decreased across some building types (four plexes and high rises) and age

categories (buildings older than 5 years).

SECTION 1 – INTRODUCTION

Since 1973, (with the exception of 2004), the Province of Alberta has conducted an annual

Apartment Vacancy and Rental Cost Survey (AVS) of multi-family dwellings in Alberta’s rural

communities. The survey identifies building type and age, unit type, number of units, rental rates,

and the number of vacancies of private market rental units2 in rural communities. The eligibility

criteria used in selecting communities for the survey are those:

with a population between 1,000 and 9,9993;

with thirty or more rental units; and,

which are not included in the Canada Mortgage and Housing Corporation’s (CMHC)

bi-annual Rental Market Survey.

Each year the number of communities surveyed by the AVS differs due to changes in population

or the number of rental units in the community.

Below is the complete list of 66 municipalities that were eligible in 2018. Three Hills was added to

the list in 2017; however, no data could be gathered from owners or landlords from this

municipality. As such, only 65 communities are reflected in the survey results.

PURPOSE

The AVS provides the housing industry, private sector, and various government ministries with

housing information on vacancy and rental rates for multi-family rental dwellings in Alberta’s rural

communities.

METHODOLOGY

The survey was conducted in the period October to December 2018. A multi-modal data collection

method (telephone/fax/email) was used to gather data from apartment owners, managers,

building superintendents, and property management agencies. The information collected reflects

market conditions at the time of the survey. The survey identifies building type and age, unit type,

number of units, rental rates, and the number of vacancies. All survey data records are subjected

to computer validity checks and are adjusted for non-responses to ensure the information is an

accurate representation of what was provided in the survey.

The survey includes non-subsidized rental buildings containing four or more rental units,

including:

walk-up and high-rise apartment buildings;

four-plexes, row/townhouses; and

other multi-plex rental stock.

Store-top rental units are also included, as they represent a significant portion of the total rental

stock in some communities.

The survey does not include:

rented single-detached, duplexes, and semi-detached houses;

individually owned and managed rental condominium units; and

secondary suites such as basement suites, attic apartments, and garage suites.

In order for a rental unit to be included in the survey, it must be either occupied at market value,

or be available for rent at market value. In buildings that include both non-subsidized and

subsidized or affordable housing rental units, only non-subsidized units at market rates are

included in the survey.

In 2018, 691 respondents participated in the survey, 65 respondents were not surveyed (busy, no

answer, answering machine), and 35 respondents refused to participate, for a total response rate

of 87.4 per cent.

and Protection of Privacy Act and the privacy protection provisions apply.

SECTION 2 - APARTMENT RENTAL RATES

2018 AVERAGE RENTAL RATES AND RANGES BY TYPE OF UNIT

Chart 1 illustrates the 2018 average rental rates for each type of unit, as well as which community

reported the highest and lowest rental rates among the communities surveyed by the respective

unit type.

The average rental rates by unit type were:

$658 for bachelor units;

$757 for 1-bedroom units;

$893 for 2-bedroom units;

$984 for 3-bedroom units; and,

$1,436 for 4+ bedroom units.

Chart 2 illustrates the locations of highest and lowest rental rates of each unit type. The highest

reported rental rate for bachelor units were in Peace River and Slave Lake. Fox Creek had the

highest reported rental rate for 1-bedroom and 3-bedroom units. The highest reported rental rates

for 2-bedroom and 4+bedroom units were in Banff. Barrhead had the lowest reported rent for a

bachelor unit. The lowest reported rental rate for a 1-bedroom unit was in Drumheller. Grande

Cache had the lowest reported rental rate for 2-bedroom units. Three-bedroom units had the

lowest reported rental rate in Bruderheim, while Provost had the lowest reported rental rate for

4+bedroom units.

Chart 3 tracks rental rates by unit type since 2008.

While rental rates remained relatively stable across all unit types, a slight incrementally increasing

trend has brought rental rates up across unit types over the past ten years.

In 2018, bachelor units bucked the trend, with a modest decrease (from $670 in 2017 to $658 in

2018).

Excluded from the trends are 4+ bedroom units, the volatility of which may be due to consistently

small sample sizes (n=26 in 2018).

Chart 4 summarizes 2018 vacancy rates by type of building (i.e. high-rise, store-top, etc.),

compare to 2017.

All unit types experienced increases in average vacancy rates since 2017. The highest vacancy

rate was for 3-bedroom units (14.5 per cent) and the lowest was for 4+ bedroom units (7.7 per

cent).

Given the small number of 4+ bedroom units surveyed (26 units), caution should be exercised in

interpreting this finding.

Chart 5 shows the distribution of unit types (i.e. bachelor suites, 1-bedroom, 2-bedroom,

3-bedroom and 4+ bedroom) surveyed in 2018.

In 2018, proportions remained similar to findings from 2017. The most common unit type was 2-

bedroom units (totaling 5,360 units out of a total 9,819 of all the rental stock surveyed). The least

common unit type available for rent were 4+ bedroom units (with 26 units surveyed).

Chart 7 summarizes the overall vacancy rates by age of building in 2017 and 2018.

Although vacancy rates increased overall, rates for buildings built more recently (less than 5

years) decreased, while vacancy rates for older buildings increased since 2017.

VARIANCE BETWEEN 2017 AND 2018 VACANCY RATES

Tables 4 and 5 depict variances between the 2017 and 2018 vacancy rates by community.

In 2018, twenty-nine communities experienced an increase in vacancy rates compared to the

previous year, with greater than ten percentage point increases in five communities. Provost saw

the greatest absolute increase (from 0.0 per cent vacancy in 2017, up to 29.0 per cent in 2018).

Six communities did not have any change in vacancy rates in 2018.

Table 6 provides a breakdown of vacancy rates by rental range.

Vacancy rates were highest for 1 and 3 bedroom units in the less than $500 range (a range of

40.0 to 41.1 per cent) and lowest for 3 bedroom units at the $500 to $649 range, as well as for 4+

bedroom units from $950 to $1,349.

(The number of units in the table below shows the total number of units surveyed and not the

actual number of vacant units. Vacancy is represented by percentage within the Table)

vacant.

SECTION 5 – CONCLUSION

In 2018, while rental rates remained relatively stable across all unit types in rural Alberta, the

continuation of a slight upward trend over time has led to a progressive upward trend over the

past ten years.

Vacancy rates across the province averaged 13.3 per cent in 2018, up from 11.7 per cent in 2017.

Twenty-nine communities experienced an increase in vacancy rates compared to the previous

year, with greater than ten percentage point increases in five communities. Provost saw the

greatest absolute increase (from 0.0 per cent vacancy in 2017, up to 29.0 per cent in 2018). Six

communities did not have any change in vacancy rates in 2018.

Vacancy rates decreased in thirty-one communities, with decreases in excess of ten percentage

points in three communities. Bowden had the greatest absolute reduction in vacancy rate (29.0

per cent in 2017, down to 6.5 per cent in 2018).

While the overall increase in vacancy rates was represented consistently across bedroom unit

types, increases were not repesented consistently across age of building, or building type with

vacancy rates decreasing across some building types (four plexses and high rises) and age

categories (buildings older than 5 years).

Private Market Rental Units

Units rented at market rates and not subsidized.

Private Market Rental Building Types [Four-plex, Walk-up, Row/townhouse, High-rise,

Store-top, Other]

Four-plex A building with four rental units, having two to four entrances. Rental units

are either vertically or horizontally split.

Walk-up An apartment building that has more than four rental units, is usually not

more than six floors, and does not have an elevator. It has a shared main

entrance.

Row/townhouse A series of ground-oriented (vertically split) private market rental units,

connected by common walls, forming a continuous group. Each rental unit

has its own street entrance and may have a back door with a small yard.

High-rise An apartment building with many levels equipped with elevators.

Store-top Any type of private market rental unit(s) above a commercial building.

Other Multi-plex private market rental units other than those listed above. Any plex

greater than four rental units (five-plex, six-plex, etc.).

Rent

The actual amount a tenant pays for their private market rental units. No adjustments are made

for inclusion or exclusion of amenities and services such as heat, water, electricity, and parking.

Subsidized (Affordable) Rental Units

A government-owned and/or supported housing unit where rental rates are below market rates.

Vacant

A private market rental unit is considered vacant if, at the time of the survey, it is physically

unoccupied and available for immediate rent. Rental units undergoing renovations are not

considered vacant, but are temporarily removed from the survey.
