Supporting Countries to Improve their Assessment Systems: SABER-Student Assessment & READ Ms Marguerite Clarke, World Bank
Consultation on National Assessments and Measuring Learning for the Post-2015 Education Agenda UNESCO Headquarters, 26-27 February 2015
Summary The World Bank’s SABER-Student Assessment programme provides tools (questionnaires and rubrics) and works with countries to gather information on strengths and areas for improvement in their current student assessment systems. So far, 54 countries have participated in SABER-Student Assessment activities. The country reports, regional
reports, and case studies are all available online. The World Bank’s READ Trust Fund programme has provided US$32 million over the last six years to support countries in improving their education quality and learning outcomes through the design, implementation, and use of robust systems for student assessment. The results framework for READ is based on the SABER-Student Assessment framework. Examples of activities supported under the READ Trust Fund programme include: Armenia: Strengthening of classroom assessment activities by teachers Tajikistan: Development of a National Testing Center and new university entrance examination Vietnam: Curriculum reform and capacity building in assessment A number of resources and tools are available through the SABER and READ websites, including the SABER-Student Assessment Toolkit and a series of volumes on designing and implementing national assessments. The READ website also includes information on countries supported under the programme, publications, and conferences.
