Number of constructions drops by 21.0 percent in the second quarter of 2019 The total number of constructions in the region reached 710 in the second quarter of 2019. This represents a decrease of 21.0 percent from the 899 total number of constructions in the same quarter of 2018. By type of construction, residential building recorded the highest number with 524 or 73.8 percent of the total number of constructions. Compared with the second quarter of 2018, the number of residential constructions posted a decrease of 21.0 percent this quarter. The number of non-residential building constructions was recorded at 130. This accounted for 18.3 percent of the total constructions. This was lower by 18.2 percent than the 159 non-residential building constructions in the second quarter of 2018.

The combined number of constructions for alteration and repair of existing structures was registered at 53, a declined of 22.1 percent from 68 number of constructions in the same quarter of 2018. Also, the addition to existing structures decreased to 3 constructions from the 9 constructions in the second quarter of 2018.

Among the provinces in the region, Agusan del Norte recorded the highest number of constructions with 315 or 44.4 percent of the total constructions. Surigao del Norte ranked second with 255 constructions (35.9 percent). The province of Dinagat Islands had the least number of constructions with 20 (2.8 percent).

Two types of residential building constructions were recorded in the second quarter of 2019 namely, single house and apartment/accessoria. Single type house recorded 498 constructions or 95.0 percent of the total number of residential building constructions while apartment/accessoria had 26 constructions or 5.0 percent.

By type of non-residential construction, commercial building constructions registered the highest number of constructions in the second quarter of 2019 with 57 or 43.8 percent of the total non-residential constructions. This was followed by institutional buildings with 56 constructions (43.1 percent). Agricultural and industrial buildings recorded 8 constructions (6.2 percent) and 5 constructions (3.8 percent), respectively.

Total value of constructions increases by 47.8 percent The total value of constructions was estimated at PhP1.4 billion, went up by 47.8 percent compared with the PhP944.5 million construction value registered in the second quarter of 2018. Non-residential building constructions, valued at PhP1.0 billion, accounted for almost three-fourths (73.9 percent) of the total value of constructions. This represents an increase of 63.9 percent compared with the construction value of PhP629.2 million recorded in the second quarter of 2018. Value of residential building constructions, amounting to PhP291.7 million (20.9 percent), increased by 2.8 percent from the PhP283.6 million construction value posted in the second quarter of the previous year. Combined construction values for alteration and repair of existing structures, estimated at PhP69.0 million (4.9 percent), grew by 221.6 percent from PhP21.5 million in the same quarter of 2018. On the other hand, construction value for addition to existing structures, amounting to PhP3.8 million (0.3 percent), decreased by 62.8 percent from the PhP10.3 million construction value posted in the same period of 2018.

In terms of construction value, Agusan del Norte posted the highest value of building constructions with PhP967.8 million which accounted for two-thirds (69.3 percent) of the region’s total value in building constructions. This was followed by Agusan del Sur with 163.1 million (11.7 percent). The province of Dinagat Islands recorded the lowest value in building constructions with PhP47.2 million (3.4 percent). As shown in Figure 7, the value of single house building constructions was estimated at PhP241 million in the second quarter of 2019. This accounted for 82.6 percent of the total value of residential building constructions in the region. Apartment/accessoria building constructions was valued at PhP51 million pesos which accounted to 17.4 percent of the total.

Among the types of non-residential building constructions, commercial building constructions recorded the highest value with PhP586.7 million in the second quarter of 2019. This accounted for more than half (56.9 percent) of the total value of non-residential building constructions. Institutional building constructions was valued at PhP364.0 million (35.3 percent).

Average cost per square meter of residential building constructions increases by 16.0 percent The residential building constructions for the second quarter of 2019 had an average cost of PhP7,538 per square meter with an average floor area of 74 square meters per building. This average cost reflects an increase of 16.0 percent from PhP6,498 per square meter average cost posted in the same quarter of 2018. Both single house and apartment/accessoria building constructions posted an increases in the average cost per square meter compared with the same period of 2018 by 10.9 percent and 20.3 percent, respectively. By type of residential building constuctions, apartment/accessoria posted a higher average cost of PhP9,978 per square meter compared with single house building construction with an average cost of PhP7,168 per square meter. Average cost per square meter of non-residential building constructions rose to 14.6 percent As shown in Figure 10, non-residential building constructions had an average cost of PhP10,884 per square meter with an average floor area of 729 square meters per building in the second quarter of 2019,. This average cost was higher than the average cost of PhP9,501 per square meter recorded in the same quarter of 2018. This was attributed to the increases in the average cost per square meter of

commercial and industrial buildings with 114.3 percent and 1.9 percent, respectively. Among the types of non-residential constructions, institutional building constructions recorded the highest average cost of PhP14,913 per square meter with an average floor area of 436 square meters per building. Commercial-type building constructions ranked second highest average cost of PhP10,143 per square meter with an average floor area of 1,015 square meters per building. Industrial-type buildings posted the third highest average cost of PhP7,230 per square meter with an average floor area of 1,710 square meters per building.

TECHNICAL NOTES Introduction This Special Release presents the preliminary data on construction statistics from approved building permits for the second quarter of 2019. Data are presented in quarterly statistical tables at the regional and provincial level by type of construction. Scope and Coverage Construction statistics presented in this special release are based on approved building permits on new constructions and additions, alterations and repairs of existing residential and non-residential buildings, and other structures which are proposed to be constructed in the different cities/municipalities of the country. Sources of Information Construction statistics are generated from approved building permits as well as from the demolition and fencing permits collected every month by PSA field personnel from the Offices of Local Building Officials (LBOs). Limitations of data 1. Data on building constructions are based from approved applications for construction during the reference period and not on the construction work completed during the reference period. 2. The completeness of construction data relies on the approved applications filed with the LBOs. Hence, building constructions without approved building permits are excluded in the tabulation of data. Statistics Generated Construction statistics generated from approved building permits provide monthly data on building construction at the regional and provincial level. The statistics generated are the number, floor area, type, and value of construction. Aside from the preliminary tables posted in the PSA website, the annual, quarterly and monthly statistical tables at the municipality level by type of construction are available at the Industry Statistics Division (ISD) under the Economic Sector Statistics Service (ESSS) of the PSA.

Definition of Terms (Adopted from the Revised and Updated IRR of the National Building Code) Building permit is a written authorization granted by the LBO to an applicant allowing him to proceed with the construction of a specific project after plans, specifications and other pertinent documents have been found to be in conformity with the National Building Code (PD 1096). Building refers to any independent, free-standing structure comprised of one or more rooms or other spaces, covered by a roof and enclosed with external walls or dividing walls, which extend from the foundation to the roof. Construction refers to all on-site work done from site preparation, excavation, foundation, assembly of all the components and installation of utilities, machineries and equipment of buildings/structures. Residential building is a building for which its major parts or more than half of its gross floor area is built for dwelling purposes. This type of building can be of the single type, duplex, apartment and/or accessoria, and residential condominium. Single house is a complete structure intended for a single family or household, i.e., bungalow, 2-storey house, nipa hut, etc. Duplex house is a structure intended for two households, with complete living facilities for each; it is a single structure divided into two dwelling units by a wall extending from the floor to the ceiling. Apartment is a structure, usually of two storeys, made up of independent living quarters, with independent entrances from internal walls and courts. Accesoria is a one or two-floor structure divided into several dwelling units, each dwelling unit having its own separate entrance from the outside. Residential condominium is a structure, usually of several storeys, consisting of multiple dwelling units. Other residential construction consists of school or company staff houses, living quarters for drivers and maids, and guardhouses. Non-residential building includes commercial, industrial, agricultural and institutional buildings. Commercial buildings refer to office buildings and all buildings which are intended for use primarily in wholesale, retail and service trades; i.e., stores, hotels, restaurants, banks, disco houses, etc.

Industrial buildings are buildings used to house the production, assembly and warehousing activities of industrial establishments; i.e., factories, plants, mills, repair shops, machine shops, printing press, storage plant, electric generating plants.

Institutional buildings are buildings which primarily engaged in providing educational instructions and hospital/health care; ports, airports and other government buildings; i.e. school, museums, libraries, sanitaria, churches, hospitals.

Agricultural buildings are buildings used to house livestock, plants and agricultural products such as barn, poultry house, piggeries, stables, greenhouses and grain mill.

Other non-building constructions include cemetery structures, street furniture, waiting sheds, communication towers, etc.

Addition refers to any new construction which increases the height or area of an existing building/structure.

Repair is a remedial work done on any damaged or deteriorated portion/s of a building/structure to restore its original condition.

Renovation is any physical change made on structures to increase their value and quality.

Alteration is a construction in a building/structure involving changes in the materials used, partitioning and location/size of openings, structural parts, existing utilities and equipment but does not increase the overall area thereof.

Conversion is a change in the use or occupancy of structure or any portion thereof, which has different requirements.

Demolitions refer to the systematic dismantling or destruction of a building/structure, in whole or in part.

Street furnitures are street structures consisting of monuments, waiting sheds, benches, plant boxes, lampposts, electric poles and telephone poles.

Floor area of building refers to the sum of the area of each floor of the building measured to the outer surface of the outer walls including the area of lobbies, cellars, elevator shafts and all communal spaces in multi-dwellings. Areas of balconies are excluded.

Total value of construction refers to the sum of the cost of building, electrical, mechanical, plumbing, and others. The value is derived from the approved building permit and represents the estimated value of the building or structure when completed.
