1 INTRODUCTION

1.1 This Construction Management Plan has been prepared by Push Energy Ltd in support of a planning application for the provision of a photovoltaic solar farm on Rolleston Park Farm, Tutbury, Burton on Trent, Staffordshire, DE13 9HQ . The location of the site is shown on the drawing PA001 included in Appendix A.

1.2 The proposed solar farm would comprise 1528 mounting racks, each with an array of 48 solar panels totalling approximately 73,344 panels. The panels are arranged in rows running East-West across an agricultural field.

1.3 The proposed solar farm is expected to generate an output of around 18.7MW of electrical power.

1.4 This Construction Management Plan will set out the proposed access arrangements to the site, the construction programme, construction traffic, construction worker numbers and the construction hours.

2 CONSTRUCTION OPERATIONS

2.1 Access

2.1.1

Vehicular access to the site will be via an existing concrete farm track that leads back to Tutbury Road. The access is suitable for accommodating the movement of HGVs and other construction vehicles.

2.1.2 All construction vehicles will enter and exit the site in forward gear. Banksmen will not direct general traffic, but will indicate to heavy and large construction vehicles when it is appropriate for them to enter and leave the site. See Transport Statement for further information relating to access.

2.1.3 Car parking for construction workers will be provided within the site.

2.1.4 A temporary surfaced area within/adjacent to the site will provide parking, unloading, storage of materials and manoeuvring of construction vehicles. This area will be removed at the end of construction period.

2.2 Hours of Operation

2.2.0 Construction of the solar farm will be undertaken between 07:00 and 18:30 Monday to Friday and between 07:00 and 12:30 on Saturdays.

2.3 Staff

2.3.1 During the construction period it is expected that between 30 and 40 staff will be on site, depending on the phases of the construction schedule.

2.3.2 Once the solar farm is fully operational, there will be no staff based on site. It will not generate any significant traffic movements, with security and maintenance staff the only likely regular visitors.

2.4 Construction Programme

2.4.1 The construction of the solar farm is expected to last around 16 weeks. See Appendix C for Construction Programme of solar farm.

2.4.2 Fig 1.1 indicates details of the approximate volumes of HGV traffic associated with the construction of the solar farm. The expected HGV volumes are based on best estimates at this stage and may vary due to delays in the construction programme.

3 CONSTRUCTION TRAFFIC

3.1 Access Routes

3.1.1 The construction phase of the solar farm is expected to last 14-16 weeks.

3.1.2 It is expected that the majority of construction materials associated with the development will be imported from Europe via the eastern ports, possibly Felixstowe. HGV access between the port and the site would therefore be via the strategic routes of the A12 and M1.

3.1.3 Construction staff would likely arrive from local population centres such as Leicester and Burton Upon Trent. Push Energy management staff would be travelling from Colchester.

3.1.4 Temporary signage will be put in place at the access junction which will direct all vehicles associated with the construction. The signage will be put in place prior to commencement of the construction works, will be retained in place throughout the construction period and removed following completion of the construction.

3.1.5 In order to enforce the use of the signed construction traffic route, a clause will be included within the contract of site contractors and suppliers directing them to use only the signed route.

3.2 Vehicle Types

3.2.1 The vehicles will be standard Construction and use HGVs with a maximum length of 16.5m (articulated).

3.3 Vehicle Numbers

3.3.1 Fig 1.1 details the expected HGV trips associated with the construction of the solar farm.

3.3.2 The table (Fig1.1) indicates that over the 16 week construction period a total of 100 HGV will access the site. This will result in a total of 200 HGV traffic movements (100 arrivals and 100 departures).

3.3.3 On the basis of working 6 days a week for the 16 week construction period this equates to less than 4 HGV movements (2 arrivals and 2 departures) per day.

3.3.4 The table indicates that the peak period of construction HGV traffic would be during week 7 of the construction programme. During that week a total of 19 HGVs would require access to the site, resulting in 38 HGV movements (19 arrivals and 19 departures).

3.3.5 During the construction period it is expected that between 30 and 40 staff will be on site depending on the phases of the construction programme.

3.3.6 Staff will be encouraged to car share to travel to the site, however even as a worst-case scenario, using single occupancy for cars during the peak construction period, it would only result in a maximum of 80 car movements to the site each day (40 arrivals and 40 departures).

3.3.7 Push Energy will endeavour to reduce the number of car movements to the site by encouraging to car share where practical. Alternatively, if a large number of staff are based at one location, potential to share a minibus to the site will be considered.

4 CONCLUSION

4.1 The construction of the solar farm would result in the temporary generation of construction and staff related traffic over a 16 week construction period.

4.2 Temporary signage will be put in place at the access junctions. In order to enforce the use of the signed construction traffic route a clause will be included within the contract of site contractors and suppliers directing them to use only the signed route.

4.3 The construction of the solar farm will result in a total of 200 HGV traffic movements (100 arrivals and 100 departures) equating to an average of less than 4 HGV movements (2 arrival and 2 departure) per day.

4.4 On the basis of the trip generation detailed above it is expected that the construction of the solar farm would result in no real impact on the local highway network.
