Overview:
Section 3. 27 Subdivision 4 of the City Code outlines the organization, officers, employees and administration for theEDA. The EDA shall annually elect a President, Vice -President and Secretary - Treasurer. A commissioner may not serveas President and Vice -President at the same time. The other offices may be held by the same commissioner. The AssistantTreasurer for the EDA shall be the City' s Finance Director.
Most recently, Commissioner Schmitz served as President, Commissioner Fix served as Vice -President andCommissioner Schwartz served as Secretary -Treasurer.

The REGULAR MEETING of the New Ulm Economic Development Authority was called toorder at 8: 00 a.m. December 11, 2018 in the City Council Chambers at City Hall.
Roll was called, and the following members were present: Commissioners Braam, Janni, Schultz, Schwartz and President Schmitz.
Also present were Mayor Beussman, Executive Director Dalton, Housing CoordinatorBregel and Assistant Treasurer Jorgensen.
Commissioner Schultz made a motion to approve the minutes of the November 13, 2018
Regular Meeting. Commissioner Braam seconded, and all voted aye.
The Housing Coordinator reported highlights of the administrative activities during themonth ofNovember 2018, as follows:
Housing Choice Voucher Program — Housing Assistance Payments to landlords exceededdisbursements from HUD by $ 11, 153 for the month. HUD Administrative Fee
disbursements exceeded expenses by $ 737 for the month. Total vouchers are at 84 as of
December 1, 2018. The current waiting list is at 40. Public Housing Program — Net assets in the program are $ 588, 919. 11 as of November 30,
2018. Broadway Haus is fully leased with 42 on the waiting list. The Family Units are fullyleased with 11 on the waiting list. EDA — Investment pool assets of $695, 639 as of November 30, 2018.
Property Rehabilitation Loan Program — Available funds of $200, 305 as of November 30,
2018.
Rental Properties — Cash investment assets of $84, 134 as of November 30, 2018.
Garden Terrace Apartments — Garden Terrace has four vacancies. There were two turnovers
during the past month and no move -out notices have been received for January. The waitinglist is at 58. The new furnaces have been installed in both garages and staff continues totroubleshoot window issues.
Commissioner Schultz made a motion to accept the Administrative Activities Report.
Commissioner Janni seconded the motion, and all voted aye.
The EDA considered for approval revised Utility Allowance Schedules for the PublicHousing Program. The Housing Coordinator reviewed with the EDA a memorandum on utilityallowances. She explained that schedules were prepared for the Family Units and Broadway HausApartments. The occupants of the Family Units are responsible for the payment of all utilities whileBroadway Haus residents only pay for their electricity. The utility schedule amount is subtractedfrom the tenant' s rent in order to provide them with funding to pay for their utilities.
The schedules were based on consumption data from 2018, as well as current utility rates. The allowances must be updated on an annual basis. She reported that consumption amounts had

increased somewhat compared to prior years. Staff recommends the following allowanceschedules:

Commissioner Schwartz offered the motion approving the revised Public Housing UtilityAllowance Schedules. The motion was seconded by Commissioner Braam and all voted aye.

The Economic Development Director reported on various economic development activities
in the community.
The Authority considered approving a request the Consent to Assignment of the AHAP andHAP Contracts as security financing for the Emerson Union Apartment project at 15 North StateStreet. Community Development Director Schnobrich presented the request. After furtherdiscussion, Commissioner Schultz offered the following resolution, waive the reading and movedits adoption:

BE IT RESOLVED9 by the Commissioners of the Economic Development Authority of theCity of New Ulm, Minnesota approve with conditions the Consent to Assignment of the AHAPContract and the HAP Contract as security for financing for the Emerson Union Apartment projectat 15 North State Street, New Ulm, Minnesota.

Garden Terrace has 85 units leased with 53 on the Waiting List.
Garden Terrace currently has three vacancies. There were no turnovers during the past month and no move -outnotices have been received for February.
Lloyd Management inspected windows for mold in several apartments and determined that this appears to be anisolated issue with four apartments in the northwest wing on third floor in Garden Terrace 2. In those units, somemaintenance issues with the windows were identified, and repairs were made. They will continue to monitor thesituation and gave the tenants in these units information on how to contact them with any future issues. Adehumidifier was provided in one unit because the option of installing an air exchanger was explored but was nota viable option without significant expense and modifications to the building.

Overview:
The Annual Plan is a comprehensive guide to public housing agency ( PHA) policies, programs, operations, and strategiesfor meeting local housing needs and goals. There are two parts to the PHA Plan: the Five -Year Plan, which each PHAreviews and updates once every 5t' PHA fiscal year, and the Annual Plan, which is prepared by the PHA every year. PHAs complete a PHA Plan Template, which includes specific plan elements, but also, information on where certain planelements that are not required to be reviewed by HUD can be obtained locally. PHAs use the same PHA Plan Templatefor the Five -Year and Annual Plan. The entire PHA Plan ( including all elements, not just those submitted to HUD) mustbe made available locally, typically at the main office of the PHA.
The FY 2019 Annual Plan is the fifth and final year of the current Five -Year Plan cycle.
Staff has already begun the review of program documentation and policies that are required on an annual basis. Over thenext two months, prior to the April 9t' Public Hearing on the plan, staff will continue its due diligence in reviewing andupdating program documentation and policies, conducting a Public Hearing with both Public Housing and Section 8Resident Advisory Boards" and formulating a proposed capital improvement program for utilization of Capital Fund
Program funding from HUD. A draft of the Annual Plan will be presented to the EDA at the March meeting.

NOTICE IS HEREBY GIVEN that the Economic Development Authority ( EDA) of the
City of New Ulm, Minnesota, will hold a Public Hearing at 8: 00 A.M. on Tuesday, April 9,
2019 in the City Council Chambers, City Hall, regarding the adoption of the FY 2019
Annual Plan for the fiscal year beginning July 1, 2019. This Plan addresses EDA
administration of the Public Housing and Section 8 Housing Choice Voucher Programs
only. The purpose of the Plan is to provide a framework for local accountability and an
identifiable resource for public housing residents, participants in the tenant -based
assistance program and other members of the public to locate EDA policies, rules and
requirements concerning its' operations, programs and services. The Annual Plan and
attachments are on file and available for public inspection at the Housing Office,
1st Floor, City Hall, 100 North Broadway, New Ulm, Minnesota 56073.
All persons in attendance at the Public Hearing will be given an opportunity to speak on
this matter. Written testimony may also be submitted to the Housing Office located in
City Hall prior to the Public Hearing.

Budgetary/Fiscal Issues: This program will be set up as a revolving loan program utilizing Garden Terrace reserve funds. EDA cost for 2019would be the initial available loan balance, amount to be set by the EDA and reviewed annually thereafter.

The City of New Ulm is pleased to announce the availability of financing to households wishing to buy theirfirst home in New Ulm. The program is funded through the Economic Development Authority. PROGRAM GUIDELINES
The Program offers zero percent, deferred payment loans of up to $ 10, 000. Homebuyer Assistance
funds can help meet both a borrower' s down payment and closing cost requirements. FUNDS ARELIMITED - FIRST COME, FIRST SERVE
Eligibility Requirements
o Borrower( s) must be a first-time homebuyer.
o Borrower( s) must be a resident of New Ulm and/ or work in New Ulm at least 32 hours perweek.
Gomplet a minimum of eight ( 8) hours of in -person or online homeownership trainin
offered by a counseling centef.
o Must have a positive credit history and obtain a fixed-rate first mortgage. Co-signers andvariable rate loans are not allowed.
Use of Loan Proceeds
o Loans will be 5% of purchase price af-up to $ 10, 000. A minimum
fatio of 28 pereent is required. Maximttm debt -to income ratios eannat exeeed 38,1 3- o $ 50,000 is available for this program. Funds are first -come first -served. o City of New Ulm loan proceeds may be applied to down payment and closing costs
associated with the purchase of a home in New Ulm.
Interest Rates and Repayment
o Loan proceeds are offered as a deferred loan with a zero percent interest rate. Payments to
the City loan principle balance will be required at the end of a 5-5-year term. o Term of loan is 10-years. o Must be owner -occupied for life of the loan. If house is sold prior to payoff of loan, loan
amount due in full.
Application and Approval Process
o Homebuyer chooses a local lender and gets pre -qualified. o Homebuyer provides a complete Homebuyer Assistance Loan Applicant Packet to the City
of New Ulm Housing Division for review and pre -approval with all required documentsand forms. All applications must contain the documents indicated in the attached
Document Checklist.
o Once pre -approved, homebuyers will have 120 days to find a qualified home within NewUlm to purchase. Pre -approval does not guarantee City funds.

automatically enrolled - no registration fees or minimum stay requirements. Begin earning the day you
move in! This can only be applied toward the purchase of a home in New Ulm.
The longer you stay, the more credit you accrue.
When you' re ready to purchase a home in New Ulm, contact the City' s Housing Coordinator. The
coordinator will provide you a Down -Payment credit statement reflecting your accrued credit. You can
apply this credit account for up to a $ 5, 000 Down - Payment.

Enrollment is free.
25, 000 will be available annually and will be given on a first come first served basis.
No minimum length of residency is required.
Credit account accrual based on number of months of residency as soon as first month' s rent ispaid.
Residents must fulfill their term of lease and be in good standing. They must be current with
their financial obligations to the City and must follow the proper procedures for terminatingtheir lease, whether it is at lease -end or mid -lease.
The Down -Payment Assistance for Garden Terrace Residents program may be changed or
cancelled at any time with notice. -
Down -Payment offer
Credit can only be used to purchase a home in New Ulm.
Only one credit account can be used per home purchase. Accounts cannot be combined toward
a single purchase.
Down - Payment program can only be used by a resident of Garden Terrace. A Garden Terrace
resident must be one of the purchasers of the home to use the account.
Account cannot be transferred to another individual. Only the person who has accrued them canuse them.
On instances of more than one lease holder, credit is split evenly among lease holders. Credit is valid for 90 days from the date that a resident moves out of Garden Terrace.
If the City sells Garden Terrace, residents of that community have 90 days from the date of sale
to use their savings account to purchase a home in New Ulm.
If a resident has a credit valued at more than the maximum, the credit is capped at the
maximum.

Economic Development — Continued to work with Windings on MIF contract review with Windings VP of Operations
and DEED representative; continued work on Revolving Loan for Windings and DLC; and talked to a business that waslooking to transfer their liquor license for a possible outdoor event.
Housing — Working on updated Drafts for EDA Programs: rent for down payment and first-time home buyers downpayment assistance.
