Welcome  Message  from  the  CIT2014  General  Chairs  Welcome   to   the   14th   IEEE   International   Conference   on   Computer   and   Information   Technology   (CIT2014)  sponsored  by  IEEE,  IEEE  Computer  Society  and  IEEE  Technical  Committee  on  Scalable  Computing  (TCSC),  held  during  September  11-­‐13,  2014,  in  Xi’an,  Shaanxi,  P.  R.  China.  On  behalf  of  the  Organizing  Committee  of  CIT2014,  we  would  like  to  express  our  sincere  and  warm  welcome  to  all  participants!    IEEE  CIT2014  conference  is  the  14th  edition  of  the  highly  successful  International  Conference  on  Computer  and  Information   Technology   (CIT)   previously   held   as   CIT2013   (Sydney,   Australia,   December   2013),   CIT2012  (Chengdu,   China,   October   2012),   CIT2011   (Pafos,   Cyprus,   August   2011),   CIT2010   (Bradford,   UK,   June   2010),  CIT2009   (Xiamen,   China,   October   2009),   CIT2008   (Sydney,   Australia,   July   2008),   CIT2007   (Fukushima,   Japan,  October  2007),  CIT2006  (Seoul,  Korea,  September  2006),  CIT2005  (Shanghai,  China,  September  2005),  CIT2004  (Wuhan,   China,   September   2004),   CIT2002   (Fukusima,   Japan,   September   2002),   CIT2001   (Shanghai,   China,  September   2001),   and   CIT2000   (Fukusima,   Japan,   November   2000).   It   provides   a   forum   for   engineers   and  scientists   in   academia,   industry,   and  government   to   address   the   resulting  profound   challenges   and   to  present  and   discuss   their   new   ideas,   research   results,   applications   and   experiences   on   all   aspects   of   computer   and  information   technology.   IEEE   CIT2014   is   sponsored   by   IEEE,   IEEE   Computer   Society,   and   IEEE   Technical  Committee  on  Scalable  Computing  (TCSC).    CIT2014  consists  of  the  main  conference,  one  symposium  and  five  workshops  with  92  main  conference  and  72  workshop/symposium  paper  presentations  from  more  than  20  countries  or  regions,  and  4  distinguished  keynote  speeches   and   2   invited   talks.   Specially,   we   have   one   panel   that   attracts   many   scholars   around   the   world   to  discuss  the  next  generation  mobile  networks  and  services.  CIT2014  is  one  of  the  largest  conferences  in  the  series  since  its  birth  in  terms  of  both  the  participants’  number  and  technical  sessions.  For  the  successful  organization  of  an   international   conference   of   this   size   and   diversity,   we   counted   on   the   great   support   of   many   people   and  organizations.   First   of   all,  we  would   like   to   sincerely   thank  Prof.  Daming  Wei   (University   of  Aizu   and  Tohoku  University,   Japan)   and  Prof.   Laurence  T.   Yang   (St.   Francis   Xavier  University,   Canada),   the   Steering   Committee  Chairs  of  CIT,   for  giving  us  the  opportunity  Abstract  

This  talk  is  a  review  on  our  ongoing  research  effort  to  design  multi-­‐user  Multiple  Input  Multiple  Output  (MIMO)   systems   based   on   chip-­‐level   space-­‐time   coded   CDMA   system.   It   is   characterized   by   its  innovative  spreading  and  space-­‐time  codes,  namely  three  dimensional  complementary  codes  (3DCCs),  which   offer   a   unique   paradigm   to   design   space-­‐time   coded   signature   codes   for   multi-­‐user   MIMO  systems.   The   proposed   system   achieves   superior   interference-­‐resistant   performance   owing   to   the  unique  correlation  properties  of  3DCCs.  It  has  an  ability  to  offer  diversity  and  multiplexing  advantages  at  the  same  time  with  a   flexible  tradeoff  between  diversity  and  multiplexing  gains  to  suit   for  varying  channel  conditions  and  application  requirements.  Additionally,  its  multi-­‐dimensional  sequence  design  provides  an  extra  frequency  diversity  gain  for  its  further  performance  improvement.    

Biography  Hsiao-­‐Hwa   Chen   received   B.S.   and   M.S.   degrees   with   the   highest   honor   from   Zhejiang   University,  China,   and   the   Ph.D.   degree   from   the   University   of   Oulu,   Finland,   in   1982,   1985,   and   1990,  respectively,  all  in  Electrical  Engineering.  He  has  authored  or  co-­‐authored  over  300  technical  papers  in  major  international  journals  and  conferences,  five  books  and  several  book  chapters  in  the  areas  of  communications,  including  the  books  titled  "Next  Generation  Wireless  Systems  and  Networks"  (512  pages)   and   "The  Next   Generation   CDMA  Technologies"   (468   pages),   both   published   by   John  Wiley

 Abstract  

The  global  competitiveness  of  Japanese  industries  has  declined  dramatically  for  the  last  more  than  10  years.  One  of  the  major  reasons  is  related  to  software  such  as  the  ignorance  of  the  innovation  power  of   the   software   by   the   overall   Japanese   society   and   the   structural   issues   of   the   IT   services   and  software   industries   in   Japan.   This   presentation   describes   the   major   problems   such   as   the   unique  structure   of   the   IT   services   and   software   industries   in   Japan  with   their   clients,   their  management  style   and   culture,   and   the   education   system   at   the   national   level.   Recently   these   issues   have   been  recognized  by  the  government  and  industry  associations.  The  author  presents  the  activities  to  reform  this  situation  and  further  proposes  the  need  of  an  eco-­‐system.    

Biography  Hideko  S.  Kunii  received  her  first  Master's  degree  from  Ochanomizu  University  and  second  from  San  Jose  State  University,  and  Ph.D.  in  Computer  Sciences  from  the  University  of  Texas  at  Austin  in  1983.  She   is   a   former   Corporate   Senior   Vice   President   of   Ricoh   Co.,   Ltd.   In   1982-­‐2008   she   has   been   in  charge  of  R&D  and  business  in  the  software,  system  and  communication  fields  of  Ricoh  Co.,  Ltd.  and  then   the   Chairperson   of   Ricoh   IT   Solutions   Co.,   Ltd.   until   2013.   She   has   served   as   a   member   of  Councils  to  several  Japanese  Ministries,  including  Education,  Culture,  Sports,  Science  and  Technology,  and   Internal   Affairs   and   Communications.   In   addition,   she   serves   as   a   vice   chairperson   of   Japan  Information   Technology   Services   Industry   Association   and   a   director   of   Innovation   Network  Committee   of   Innovation  Network   Corporation   of   Japan.   She   has   served   as   a   vice   president   of   the  Database   Society   of   Japan   from  2002   to   2012.   Dr.   Kunii   authored   "Graph  Data  Model   and   its   Data  Language,"   published   by   Springer-­‐Verlag   in   1990.   She   is   IEICE   (The   Institute   of   Electronics,  Information   and  Communication  Engineers)   Fellow,   IPSJ   (Information  Processing   Society   of   Japan)  Fellow.

Green  Networking  -­‐-­‐-­‐  Energy  Efficient  Network  Scheduling  and  Routing

 Abstract  

Energy  consumption  is  one  of  the  most  important  issues  for  the  design  and  operation  of  networks  as  well  as  networked  computing  systems.  Energy-­‐efficiency  is  a  hot  topic  for  research  and  development,  and  various  energy  saving  techniques  are  proposed  for  computing  systems  and  networks.  I  will  give  an  introduction  of  some  progresses  of  our  research  on  energy  saving  techniques  from  the  perspective  of   scheduling   and   routing.   In   particular,   I   will   talk   about   distributed   (without   centralized   control)  algorithm  design  for  energy-­‐efficient  network  routing,  and  universally  stable  routing  protocol  design  for  network  energy  efficiency.  Some  theoretical  and  experimental  results  obtained  from  our  current  research  will  be  presented.  

Biography  Zhiyong   Liu   received   his   Ph.D.   Degree   in   Computer   Science   from   the   Institute   of   Computing  Technology   (ICT),   Chinese   Academy   of   Sciences   (CAS),   Beijing   China,   in   1987,   and   worked   as   a  Professor   in   the   Institute   of   Computing   Technology   since   1987.   He   was   the   Executive   Director  General   of   the  Directorate   for   Information   Sciences,  National  Natural   Science   Foundation   of   China,  from  1995  to  2006.  He  is  now  a  Chair  Professor  in  the  Advanced  Research  Laboratory,  ICT,  CAS.  He  published  more  than  a  hundred  papers  on  academic  journals  and  conferences,  as  well  as  a  number  of  articles  on  technical  review,  science  policy,  and  administration.  He  served  as  Board  Member,  Referee,  Editor/Associate   Editor   in   Chief,   and   Invited   Editor   for   some   journals,   Program/Organization  Committee   Member/Chairman,   and   Advisory   Committee   Member/Chairman,   for   a   number   of  national   and   international   conferences,   Expert   Committee   Member   for   a   number   of   research  initiatives,  and  Investigator/Principal  Investigator  of  research  projects  on  computer  control  system,  computer   architecture,   and   algorithm,   and   computer   network.   His   research   interests   include  computer  architectures,  networks,  algorithms,  and  distributed  and  parallel  computing.

Mobility  Management  for  Seamless  Space  Communications

 Abstract  

Data   download   from   spacecrafts,   such   as   satellites,   have   traditionally   been   carried   out   through  dedicated   links.   Shared   links   using   Internet   Protocol-­‐based   communication   offers   a   number   of  advantages   over   dedicated   links.   The   movement   of   spacecrafts   however   gives   rise   to   mobility  management   issues.  This   talk  will  discuss  various  networks   layer  and   transport   layer   solutions   for  mobility  management   in   space  networks,   including  host  mobility   and  networks   in  motion  which   is  applicable  for  satellites,  planes,  trains,  automobile  etc.  In  the  case  of  network  in  motion,  rather  than  handing   off   individual   hosts,   it   is  more   efficient   to   handover   the   networks   between   access   points.  This   results   in   the   handoff   being   transparent   to   the   hosts   and   less   control   traffic   in   the   resource  challenged  wireless  networks.  The  talk  with  provide  an  overview  of  the  network  layer  based  solution  being   developed   by   the   Internet   Engineering   Task   Force   and   compare   with   the   end-­‐to-­‐end   based  solution   (SINEMO)   being   developed   at   University   of   Oklahoma   in   conjunction   with   the   National  Aeronautics   and   Space   Administration   for   on   networks   in  motion.   The   application   of   networks   in  motion  will  be  illustrated  for  both  terrestrial  and  space  environment.  

 Biography  

Mohammed  Atiquzzaman  (Senior  Member,  IEEE)  obtained  his  M.S.  and  Ph.D.  in  Electrical  Engineering  and   Electronics   from   the   University   of   Manchester   (UK)   in   1984   and   1987,   respectively.     He  currently   holds   the   Edith   J   Kinney   Gaylord   Presidential   professorship   in   the   School   of   Computer  Science  at  the  University  of  Oklahoma.  Dr.  Atiquzzaman  is  the  Editor-­‐in-­‐Chief  of  Journal  of  Networks  and   Computer   Applications,   the   founding   Editor-­‐in-­‐Chief   of   Vehicular   Communications,   and  serves/served   on   the   editorial   boards   of  many   journals   including   IEEE  Communications  Magazine,  Real   Time   Imaging   Journal,   International   Journal   of   Communication   Networks   and   Distributed  Systems   and   Journal   of   Sensor  Networks   and   International   Journal   of   Communication   Systems.  He  co-­‐chaired   the   IEEE   High   Performance   Switching   and   Routing   Symposium   (2003,   2011),   IEEE  Globecom  and   ICC  (2014,  2012,  2010,  2009,  2007,  2006),   IEEE  VTC  (2013)  and   the  SPIE  Quality  of  Service   over   Next   Generation   Data   Networks   conferences   (2001,   2002,   2003).   He   was   the   panels

co-­‐chair   of   INFOCOM’05,   and   is/has   been   in   the   program   committee   of  many   conferences   such   as  INFOCOM,  Globecom,  ICCCN,  ICCIT,  Local  Computer  Networks,  and  serves  on  the  review  panels  at  the  National  Science  Foundation.  He  is  the  current  Vice  Chair  of  IEEE  Communication  Society  Technical  Committee   on   Communications   Switching   and   Routing.   Dr.   Atiquzzaman   received   IEEE  Communication   Society's   Fred   W.   Ellersick   Prize,   and   NASA   Group   Achievement   Award   for  "outstanding   work   to   further   NASA   Glenn   Research   Center's   effort   in   the   area   of   Advanced  Communications/Air   Traffic   Management's   Fiber   Optic   Signal   Distribution   for   Aeronautical  Communications"   project.   He   is   the   co-­‐author   of   the   book   “Performance   of   TCP/IP   over   ATM  networks”   and   has   over   270   refereed   publications,   available   at   www.cs.ou.edu/~atiq.   His   current  research   interests   are   in   areas   of   transport   protocols,   wireless   and   mobile   networks,   ad   hoc  networks,   satellite   networks,   power-­‐aware   networking,   and   optical   communications.   His   research  has   been   funded   by   National   Science   Foundation   (NSF),   National   Aeronautics   and   Space  Administration  (NASA),  and  U.S.  Air  Force,  Cisco  and  Honeywell.

Abstract  Recent  years  have  witnessed  dramatically   increased   interest  and  demand   for  accurate,  easy-­‐to-­‐use,  and  practical  image  quality  assessment  (IQA)  tools  that  can  be  used  to  evaluate,  control,  and  improve  the   perceptual   quality   of   image   content   in   a   wide   variety   of   practical   image   acquisition,  communication,   and   display   systems.   Usually   human   beings   can   evaluate   the   quality   of   distorted  image  easily  based  on  the  human  visual  and  cognitive  system.  To  build  the  computational  model  that  can   predict   the   visual   perception   quality   automatically,   we   learn   the   perception   and   cognition  process  of  human  beings  via  machine   learning   techniques.   In   this   talk,   I  will   introduce  some  of  our  works  on  learning  image  quality  evaluation.  Aiming  at  the  different  training  image  database  with  full  labels  and  partial   labels,  we  employ   the  supervised,  semi-­‐  supervised  machine   learning  methods   to  simulate   the  human   intelligence  on   IQA.  Based  on  having   the  original  or  reference   image  or  no,  we  classify  the  available  IQA  methods  into  3  categories,  full-­‐,  reduced-­‐  and  no-­‐reference  schemes.  Finally,  I  will  introduce  some  new  research  topics  and  applications  of  in  these  3  aspects  of  IQA.    

Biography  Xinbo  Gao  received  the  B.E.,  M.Sc.  and  Ph.D.  degrees  in  signal  and  information  processing  from  Xidian  University,  China,  in  1994,  1997  and  1999  respectively.  From  1997  to  1998,  he  was  a  research  fellow  in  the  Department  of  Computer  Science  at  Shizuoka  University,  Japan.  From  2000  to  2001,  he  was  a  postdoctoral  research  fellow  in  the  Department  of  Information  Engineering  at  the  Chinese  University  of   Hong   Kong.   Since   2001,   he   joined   the   School   of   Electronic   Engineering   at   Xidian   University.  Currently,  he   is  a  Cheung  Kong  Professor  of  Ministry  of  Education  of  China,   the  winner  of  National  Science   Fund   for   Distinguished   Young   Scholars,   and   Director   of   the   State   Key   Laboratory   of  Integrated   Services   Networks   (ISN),   Xidian   University.   His   research   interests   include   machine  learning,  visual   information  processing,  and  pattern  recognition.   In   these  areas,  he  has  published  6  books   and   around   200   technical   articles   in   refereed   journals   and   proceedings   including   IEEE   TIP,

 Abstract  

Cloud   computing   promises   an   open   environment   where   customers   can   deploy   IT   services   in  pay-­‐as-­‐you-­‐go   fashion   while   saving   huge   capital   investment   in   their   own   IT   infrastructure.   While  cloud   provides   a   promising   infrastructure   for   big   data   applications   such   as  medical   data   analysis,  privacy  preservation  becomes   critical  because  user  privacy   is   a   serious   concern   in  practice.   In   this  talk,   we   will   discuss   privacy   preservation   in   general   and   then   propose   our   solutions   for   scalable  privacy  preservation  of  big  data  applications  on  cloud.
