General Information1. A Link must present a valid photo ID to receive a registration packet.

2. A Link may pick up her registration packet and Conference bag, and the registration packets and bags for her Connecting Link and guests. She may also pick up her mother’s registration materials, but she must have both her registration and her mother’s registration confirmation. A Link must sign for each registration packet that she receives. A Link cannot pick up another Link’s registration packet or bag (excepther mother’s) under any circumstances.

3. Registrations are non-transferable.

4. If the chapter delegate has changed since registration, the delegate’s name will be changed on the conference name badge. A name change will be permitted for delegates only.

5. Member Certification (One-in-Five Requirement): With the exception of members in the Platinum, Provisory or Alumna status, Links are required to attend and participate in either one National Assembly orone Area Conference in her Area in a specific five-year period to maintain her membership in The Links, Incorporated. The current five-year period for all Links ends at the Area Conference in 2017. To meet this requirement and receive credit for having attended the 43rd Southern Area Conference, a Link must register and attend a minimum of two plenary sessions, one program workshop and one operational workshop. The conference schedule was designed to enable Links to meet these requirements in two days.

Conference RegulationsBUSINESS MEETINGS

The business of the Southern Area of The Links, Incorporated and The Links Foundation, Incorporated is conducted in plenary sessions that are open only to members of The Links, Incorporated. Admission to thebusiness meetings is restricted to members wearing 43rd Southern Area Conference name badges.

DELEGATESVoting Delegate. A chapter is required by the Constitution and Bylaws to send a voting delegate to the AreaConference. She must be present and in her seat at all business meetings, or represented by a registered alternate from her chapter. Failure to do so will result in the assessment of a fine that must be paid before she can be seated.

Alternate Delegate. A chapter may have one alternate delegate at the Area Conference who can take the delegate’s seat and vote in her absence.

REGISTRATIONEveryone participating in the 43rd Southern Area Conference must be officially registered; this includes Links, Connecting Links and guests. There will be no on-site registration. Admittance to all Area Conferenceactivities is by conference name badge and ticket. There will be no exceptions.

MEMORIAL SERVICEThe names of all deceased Links, Connecting Links and Heir-o-Links, who passed away since the 42ndSouthern Area Conference, should have been reported to the Area Secretary by May 1, 2015. No names will be accepted at the 43rd Southern Area Conference.

According to the American Academy of Pediatric Dentistry, the number one childhood disease is tooth decay. Asa matter if fact, it's five times more common than asthma and occurs four times more often than early-childhoodobesity. Students lose more than 51 million school hours every year because of illnesses related to dental problems.In this workshop, you will learn how to reduce these startling statistics by implementing the Colgate-PalmoliveBright Smiles, Bright Futures Oral Health Care Curriculum. We will share helpful and informative materials toguide you as a Link oral health volunteer and demonstrate how easy it is to deliver this program to children ages5 - 12 living in your community.

Parliamentary Tips for DelegatesIt is the duty of each delegate to attend the Area Conference, be present, and on time for all business meet-ings, and after returning home from the Area Conference present an informative written report of what tran-spired to her chapter.

A delegate is free to vote as she sees fit on questions/motions that are presented at the Area Conference, ex-cept when her chapter has directed her how to vote on specific matters scheduled for consideration. It isalso important for each delegate to understand her rights, duties and obligations.

For the business of the Area Conference to be transacted proficiently and orderly, each delegate should havea working knowledge of the basic principles of parliamentary procedure and the governing documents ofThe Links, Incorporated. The following tips will help you, as a delegate, to participate in the proceedings ofthe Area Conference.

Tip 1 – Have a working knowledge of the Bylaws of The Links,Incorporated, current edition of Roberts Rules of Order, NewlyRevised, 43rd Southern Area Conference Standing Rules andthe Nominating and Election rules.

Tip 2 – Be familiar with the basic principles of parliamentaryprocedure and the proper precedence of motions.

Tip 3 – When making a motion requiring recognition by thepresiding officer, approach the microphone, address the pre-siding officer, give her your name, chapter and state, advise herwhether you are a delegate or alternate, and wait to be recog-nized.

Tip 4 – When offering a motion say, “I move that,” or “I move to,”the one exception being, “I move the previous question.” Neversay, “I make a motion,” or “I so move.”

Tip 5 – All comments are directed to the presiding officer. Donot speak directly to other officers, members or delegates un-less your comments have been directed to them and the pre-siding officer has granted you permission to speak directly tothat person.

Tip 6 – When the presiding officer says, “Are you ready for thequestion?” Do not call out “question.” If you are ready to vote,say nothing. If you wish to discuss or debate the motion, followthe process noted in Tips 3 and 4 above.

Tip 7 – Never refer to an officer or delegate by her name in a busi-ness meeting. Refer to an officer by her title, to another delegateby stating “the delegate from the ____Chapter, and a member by“the member from the _____Chapter or the member who spokeabout_____.”

Tip 8 – Stop speaking immediately if you have been assignedthe floor, and someone rises to a point of order, a question ofprivilege, a point of information, a parliamentary inquiry ormakes any motion that will interrupt a speaker. You will be re-assigned the floor as soon as the matter is settled.

Tip 9 – Avoid speaking on any matter until it has been properlybrought before the Area Conference by a motion, the presidingofficer states the motion, and debate (discussion) is called for.

Tip 10 – Confine all remarks to the question before the AreaConference. When a motion has been disposed of (adopted,loss, postponed or referred), further discussion on that motionis out of order.

Tip 11 – If you are not sure about the proper parliamentary pro-cedure applicable to a given situation, rise to “a parliamentaryinquiry.” The presiding officer will answer the inquiry.

Tip 12 – Know the Area Conference rules about debate. Thetime limit stated in the Area Conference standing rules appliesto all questions including debatable motions, and resolutionspresented by the Resolutions Committee.

Tip 13 – Never speak against your own motion. Withdraw it orvote against it if you have second thoughts and do not want itconsidered.

Tip 14 – To speak in favor or a motion, begin by saying, “I speakin favor of the motion because_____.” If you oppose the mo-tion, begin by saying, “I speak against the motion because______.” Conclude your remarks by saying, “I therefore urgethe delegates to vote for/against the motion.”

Tip 15 – When a motion has been sufficiently discussed andthe speakers are repetitive, to expedite business, move “theprevious question” to terminate debate. This is a non-debat-able motion that requires an affirmative vote to end the dis-cussion. The vote is then taken on the motion.

Tip 16 – When debating a question, do not say that you yieldthe unexpired portion of your time to another, or that you re-serve a portion of your time for another time. A delegate can-not yield any portion of her time for a later time. If a delegatedoes not use her allotted time for debate, she is presumed tohave waived her right to the remaining time.

Tip 17 – If the presiding officer requires a brief pause to consultwith another, without objection, she may declare the meetingat ease rather than recessed. The meeting is not interrupted,and the members remain in their places. Quiet conversationmay take place, but it must cease immediately when the pre-siding officer declares the meeting again in order.

The Area Director shall preside at all businessmeetings of the 43rd Southern Area Conferencewhen possible. In her absence or vacating of thechair, the Area Vice Director, or with the approvalof the Conference, a chairman pro tempore shallpreside.

A quorum for conducting the business of the 43rdSouthern Area Conference shall be a majority ofthe registered delegates and three electedofficers.

The order of business of the 43rd Southern AreaConference shall be the printed agenda asadopted or amended by a majority of theregistered delegates.

All cellular phones and pagers shall be in eitherthe off or vibrate mode during business meetings.No calls shall be answered or placed in themeeting hall.

The Area Secretary shall serve as the credentialsrepresentative, and at the beginning of the firstbusiness meeting shall report the number ofdelegates and alternates registered and presentwith proper credentials. Supplementary reportsshall be made when there is a change in thenumber of registered delegates and/or asdirected by the presiding officer.

A voting member must be registered prior toassuming her role as delegate.

Delegates shall wear official badges at allbusiness meetings, and shall be seated in thedesignated section and seat assigned to theirchapter at 15 minutes before to the opening ofbusiness meetings.

Delegates not seated in their designated seat atthe opening of business meetings shall be finedfive dollars ($5.00), which shall be paid prior tobeing seated.

A member registered as an alternate shall beconsidered fully certified by the AreaSecretary, and may assume the seat of thedelegate at any time during businessmeetings except while a motion is on the floor.

Only registered Links with official badges shallbe admitted to the business meetings. Links,Connecting Links, Heir-o-Links, and guestsshall be required to wear their official badgefor admission to all other Conference activities.

All members may participate in debate, butonly registered delegates, national officers,and national committee chairs shall make andsecond motions. Only registered delegatesshall vote. In the absence of the delegate, theregistered alternate delegate has the samepower and privilege as the delegate.

Members wishing to obtain the floor for thepurpose of making a motion or debating amotion, shall: (a) approach the microphone;(b) address the chair; (c) give her name,chapter and state, advise the chair if she is adelegate, alternate or a member; and, (d) waitto be recognized by the chair.

All original main motions and amendmentsshall be submitted in writing on the formprovided. The maker of the motion shall date,sign her name and chapter, and present thecompleted form, including a second, to theArea Secretary immediately following itsreading.

With the exception of those prepared by theSouthern Area Executive Committee or thosepreviously circulated to chapters, allrecommendations and resolutions withrationale shall be submitted in writing to theRecommendations/Resolutions Committee.

Standing RulesDebate shall be limited to two minutes perspeaker on each debatable question. A maximumof ten minutes shall be allowed per question. Nomember shall speak more than once on the samequestion until all who wish to speak have spoken.No more than two members from the samechapter shall speak on a given question. As muchas possible, debate shall alternate between prosand cons.

Voting shall be by general consent or electronichandheld devices. Voting for candidates shall beby electronic or paper ballot. The presiding officershall have the authority to direct any necessarychange to this procedure such as a counted risingvote or the use of raising chapter signs.

All reports and other materials for permanentrecords shall be typed. One copy shall be given tothe Area Secretary and one copy to the AreaDirector before the close of the 43rd SouthernArea Conference.

The Area Secretary shall record all official businessof the 43rd Southern Area Conference. This is theresponsibility of the Area Secretary irrespective ofother personnel, employed assistants, ormechanical devices used to assist the secretary.

All meetings shall begin at the designatedtime and shall adhere to the allotted time inorder to conduct necessary business onschedule.

An unopposed candidate for an office,representative to The Links Foundation,Incorporated, or nominating committee maywaive her right to speak.

The maximum amount of time allowed forcandidates’ speeches is three minutes forcandidates for office and representative toThe Links Foundation, Incorporated, and twominutes for members of the nominatingcommittee.

Timekeepers shall be appointed for theduration of the 43rd Southern AreaConference and shall be considered ex-officiomembers of the Rules Committee.

1. Only one piece of electronic campaignliterature, which shall be electronicallytransmitted to the Area NominatingCommittee, may be posted in the MembersOnly section of the Area website by or for acandidate prior to the Area Conference. Noother dissemination of campaign literature isallowed. Members or chapters who distributeadditional pieces of campaign literature orinformation on behalf of a candidate shall besubject to disciplinary action. Such actioncould jeopardize the candidate’s eligibility torun for office.

2. Solicitation of funds by or for a candidate isprohibited.

3. Writing chapters on behalf of a candidate isprohibited. A Link violating this rule is subjectto disciplinary action by the ExecutiveCommittee of the Executive Council or theArea Executive Committee as appropriate.

4. There shall be no campaigning orelectioneering on the floor of the AreaConference or at any of the functions of theArea Conference by a candidate or anyone insupport of her with only two exceptions: 1) atime will be designated at the AreaConference for candidates to give campaignspeeches and 2) the Area NominatingCommittee will host a reception or forumduring which candidates may answerquestions and ask for delegate support.

5. It is essential that each delegate be free tomake her choice for officers without coercion.

6. Candidates and their supporters shall notbe allowed to have or cause to have campaignparaphernalia or literature in and around theArea Conference from the beginning of theConference to the time of balloting. Thisincludes, but is not limited to, all forms ofsocial media as well as buttons, streamers,hats, signs, etc.

7.All sitting National and Area officers shallremain neutral in both National and Areaelections in fairness to all Links.

8. All members of the National and AreaNominating Committees shall remain neutral.

9. Nominating Committee members whoviolate this rule shall be removed from officeby the Area Director as appropriate.

10. The National or Area NominatingCommittee (as appropriate) shall investigatecomplaints of campaigning violations. Basedon the finding that a violation has occurred,the Nominating Committee shall refer thematter to the Executive Committee of theExecutive Council or the Area ExecutiveCommittee (as appropriate) for disciplinaryaction. Disciplinary action may include, butnot be limited to, a fine, and/or suspension ordisqualification of a candidate.

Nominating and Elections ProcessCampaigning and Electioneering for Area OfficesThe Links, Incorporated, is a public service organization dedicated tobuilding and maintaining better human relations in chapters, theorganization, the community, the nation and the world. Theorganization as a collective unit is non-partisan and non-political.Similarly, it does not support excessive political activity in campaignsfor and election to office within the organization. Candidates foroffice are expected to conduct their campaigns in strict compliancewith these guidelines. Further, elections must proceed without anyimpropriety and with exemplary decorum.

I was inducted into Greater Miami Chapter of the Links,Incorporated in 2004 and have been an active and committedmember since that time. I began my service as Technology Chair,with a responsibility for the redesign of the Chapter website andfor an innovative chapter project, Links4youth.com. The websiteredesign and program launch required a high level of computer

proficiency, supported byattention to detail and keenorganizational managementskills. In addition to TechnologyChair, I also served as ProgramChair developing award-winningprograms consistently recognizedon the Area and National levels.

I was appointed Southern Area Technology Chair in 2007. Servingfor 4 years in this capacity, I had the opportunity to collaboratewith chapters on issues/introductions to the world of technologyas our initiative to join the rapid changes of digital advancements.During my tenure we successfully revised and updated theSouthern Area website and assisted many chapters in theexpansion or development of their chapter websites. In addition tothe duties of this position, I was able to deepen my Links knowledgeand involvement as Workshop presenter at Area LeadershipSummits in Jacksonville and New Orleans; Chair of the Evaluationand Credentials Committees at the Southern Area Conference inJacksonville; and Workshop co-presenter at National Assembliesin Philadelphia, Seattle and Detroit.

In 2011 you elected me as Southern Area Secretary where we havemade exemplary accomplishments including developing theprotocol and adaptation of our Membership ManagementInformation System (MMIS). During my tenure we piloted asuccessful registration process for our Leadership Summit; we alsoutilized available technology to develop and coordinatewebinar/trainings that enhanced communications with tools thatfully integrated harmonious chapter trainings. I have workedeffectively with our Area Director to ensure that our activities arewell presented and productive for the advancement of our Area; Ihave worked with the National Secretary to assure qualityproductions in our national assembly reports and activities; andChapters will attest that when they give me a call, they will get aresponse.

My decade of chapter work, my tenure as Technology Chair andmy current role as your Southern Area Secretary have provided awealth of experiences, knowledge and opportunity for service. My relationship with The Links,Incorporated began as an Heir-o-Link, long before myinduction in 1996. Myappreciation for the true essence of Linkdom came not frommembership alone but from diligently and eagerly workingand serving in many capacities at all levels within theorganization. This has afforded me the opportunity to acquirea firm foundation in governance, policy, membership,management and finance, as well as a sound understandingof the history and functioning of the organization.

CANDIDATE’S STATEMENTWhen I was inducted into the BoldCity (FL) Chapter of The Links,Incorporated nearly 20 years ago asan Heir-o-Link, I could not fathomwhat I was about to enter. Shortlyafter my induction, I began thejourney of earning my white rosesand truly started to appreciate the beauty of the organization – thatwonderfully unique marriage of friendship and service united intransformative change. At that time my train of thought evolved tomimic JFKs famous phrase. Instead of asking what Links can do for you,it became, “what can I do for The Links, Incorporated.”

My story begins at home, having served in a leadership capacity withinmy chapter for the past 17 years. My chapter résumé ranges from facetchair and chapter officer, to co-chair of the 40th Southern AreaConference in Jacksonville, Florida and presently as your Southern AreaCommunications Chair. In service to the Area, the CommunicationsCommittee’s contributions include educating Links through the Area'sfirst e-zine, the Advantage, and enlightening our sisterhood about eachother and the ‘ties that bind' through the Green Pages.As a three-time chair of Florida's Links Day at the Capitol, hundreds ofFlorida Links have been united for a two-day celebration of advocacythrough friendship in the Florida state Capital of Tallahassee. Together,we have met as a united front to engage our legislators in joining ourfight for increased funding in S.T.E.M. education and mentoring.Wearing the innovative friendship hat, I’ve had the opportunity to coincreative friendship opportunities such as the 18th Southern AreaAdministration's signature ‘Girls Night Out' at our Area LeadershipSummits and strengthened our circle of friendship with the SouthernArea Friendship calendar presented at the National Assembly. Recentlywe have engaged the Southern Area through social media with thelaunch of our Facebook page and Twitter handle. In addition, I haveserved as the lead presenter on multiple friendship and leadershipworkshops and webinars challenging us to better communicate andconfront adversity strategically - head on, to keep our dynamic chaptersmoving forward.As your Southern Area Vice Director, I am committed to taking ournetwork of friendship to new heights. John Evelyn said that “Friendshipis the golden thread that ties theheart of all the world.”Having been a Link for 24 years (inducted in May 1990 in the Fair-field County Chapter), I have a sincere love for the organizationand see the impact we have had as an organization. I love thatwe are welcoming of women of all walks of life and constantlyfocus on what more we can do for our community. Friendship andservice are fully integrated at our core and are the building blocksfor making a difference for other women, children and people ofAfrican ancestry.

As the Southern Area Representative to The Links Foundation, In-corporated, my interest is in representing our Area in the best pos-sible way to further the traditions and create new opportunitiesto make our communities better.
