DISCUSSION / CONCEPT PAPER: BCPC N’yo Ito Barangay Council for the Protection of Children (BCPC) is a Barangay Based Institutions that helps provide order in the barangay. Unlike the Barangay Peace and Order Structure BCPC is a Social Protection Structure that focuses on children of the barangay. Though BCPC may be a legally mandated structure there are still issues in the protection and development of children, on children not in school, hungry children, child labourers, and more protection issues in the barangay. They may have set up the structure but its functionality is still not realized more so not sustained. This maybe because the system is not utilized properly for the structure to function. As we all know the kind of activities, roles and responsibilities put into the structure determine the quality of system. Thus the birth of BCPC N’yo Ito. This is an orientation strategy for the Barangay Council for the Protection of Children. This aims to come-up with a video advocacy for BCPC orientation; conduct familiarization activity of BCPC to compliment the efforts on organizing BCPC; to plan out activities to sustain a functional BCPC and possibility of organizing small community based advocacy BCPC groups among the youth. The BCPC N’yo Ito involves two phases: Phase 1 : Development of a 30 minute video BCPC advocacy presentation Five (5) to ten (10) children will trained and perform in the video advocacy presentation. The presentation is a collection of songs with familiar tune that will speak of things people should know about BCPC. A video of the performance of the children will be used as an advocacy presentation during orientation workshops. The video output will be designed as mobile theatre performance copy where in other area can duplicate. Instructions on how to organize and come up with a small community based BCPC advocacy youth especially for orientation workshop will be included in the video music guide. Phase 2 : Orientation workshop A three (3) day orientation workshop that will tackle Children’s Rights and BCPC focusing on child labour issues and education. Outputs of the said workshop are an ordinance and an advocacy material on Child Labor issues especially that concerns in education.
