EXECUTIVE SUMMARY

iiiExecu ve Summary

Introduction

The Town of Archer Lodge, incorporated in 2009, is North Carolina’s newest town. Located in northern Johnston County, Archer Lodge off ers small town charm and close proximity to Research Triangle Park. These factors have led to rapid growth in and around Archer Lodge. The Town does not currently off er any recrea on facili es or programs, relying on a non-profi t en ty which has operated the Archer Lodge Community Center since 1963. The Town is ac vely seeking funding through the Parks and Recrea on Trust Fund (PARTF) to purchase land for their fi rst park.

Johnston County currently ranks 76th out of 100 North Carolina coun es in “health behaviors” such as diet and exercise1. Parks and recrea on ac vi es greatly benefi t public health by assis ng in the reduc on of obesity rates as well as by helping to lower blood pressure and reducing the eff ects of a en on defi cit disorder (ADD). Parks and recrea on programs may also reduce feelings of isola on and depression. These posi ve eff ects on public health lead to both lower health care costs and healthy, stable communi es.

Parks and recrea on facili es also benefi t communi es in economic, environmental and social ways. Parks increase property values, tax bases and tax revenue. They may increase business and tourism and improve air and water quality. They promote accessibility, improve public safety and encourage intergenera onal equity. Finally, parks encourage community par cipa on, social interac on and general wellness.

Existing Conditions

Archer Lodge has a slightly younger popula on than the State and a higher percentage of households including children under the age of 18. Due to a slightly younger popula on and many more families with children, the Town has a higher demand for exercise and recrea on.

Goals and land use principles related to recrea on opportuni es for residents are addressed in the Town’s 2030 Comprehensive Land Use Plan. The Town has an open space requirement for all large residen al subdivisions. In lieu of providing open space, developers may pay a fee to the Town to be used solely for the acquisi on of land for or development of parks and recrea on facili es by the Town.

Natural Resources

The humid subtropical climate experienced by Archer Lodge is ideal for outdoor recrea on. The Town is located in a fairly fl at area with only slight varia ons in slope. The topography and general soil proper es of the area are suitable for recrea onal development.

The Town is located in between Buff alo Creek and the Neuse River. Streams and rivers make great corridors for greenways and off er poten al regional connec ons for the Town.

Existing Recreational Facilities and Programs

Current recrea onal facili es and programs within the Town of Archer Lodge are limited to those found at the Archer Lodge Community Center and the Archer Lodge Middle School. Baseball and soccer programs are off ered by the Community Center but this facility is not owned or operated by the Town. It has been operated by a non-profi t en ty since 1963.

Because of the high demand and low supply of recrea on facili es in the Town, many residents u lize the facili es and programs off ered by other towns nearby.

Recreation Standards and Community Needs Assessment

Recrea on trends and projec ons from the Na onal Survey on Recrea on and the Environment (NSRE) are fairly consistent with the needs and desires of Archer Lodge residents determined by public input methods. According to area and facility standards set by the Na onal Recrea on and Park Associa on (NRPA), Archer Lodge is not mee ng the recrea onal demands of its popula on.

While auto-centric development pa erns make it less safe to walk, bike and play outdoors, residents need safe places to exercise and to play. As the popula on in and around the Town of Archer Lodge con nues to grow, available open space and land is rapidly diminishing. The need to acquire land for parks and recrea on facili es is more important now than ever.

Master Plan Recommendations

There is a great need for parks and recrea on facili es in the Town. This need will con nue to grow as the area becomes more developed and populated. Archer Lodge is currently seeking grant money for its fi rst town park. The proposed site is located at the intersec on of Wall Road and Wendell Road. A consultant has produced a master plan that includes two ball fi elds, a mul -purpose fi eld, soccer and football fi elds, a playground, tennis and basketball courts, restrooms and concessions, parking and a shelter.

The Town will con nue to seek funding from a variety of sources (outlined in Appendix C) to develop parks, greenways and other recrea onal facili es. Because the Town does not currently own or operate any recrea onal facili es and the area is rapidly growing and developing, land acquisi on is the top priority. Based on the loca on of the exis ng Archer Lodge Community Center and subdivisions in and around the Town, development of a park or other recrea on facili es is suggested in each of the four quadrants shown to the le . The Town will also strive to promote walking and biking through the implementa on of greenways and other trails.

Archer Lodge will work towards crea ng a Parks and Recrea on Department with staff . A “vision” or marke ng plan will be developed for the department and signs and other wayfi nding devices will be installed as parks and other

Introduction

The Town of Archer Lodge is located in northern Johnston County. The Town’s 10.24 square miles make up 17% of the Wilders Township. Archer Lodge lies between the towns of Clayton and Wendell and is 22 miles from Raleigh. It is located within the Research Triangle Regional Partnership economic development region and is within forty miles of other major urban centers such as Cary, Durham, Goldsboro, and Wilson. See Figure 1.1 for a regional context map.

Population and Demographics

With a current popula on of 4,516, Archer Lodge is the fourth largest municipality in Johnston County (2013 US Census es mate). The popula on of the area has nearly doubled in the past ten years. Popula on projec ons for the Town itself are limited due to the fact that Archer Lodge has only been incorporated since 2009.

There are many subdivisions outside of the town limits that should be considered part of the Town’s service area. Because no recrea onal facili es or programs are off ered by Johnston County, residents of these subdivisions rely on the programs of nearby towns. The popula on of the broader Wilders Township should be used as a more accurate number for which to plan for recrea onal needs.

According to the Johnston County Planning Department’s website, the popula on of the Wilders township is 18,083 (2010 US Census). A small part of the Town of Clayton lies within the Township and should not be included in the Archer Lodge service area popula on. For this reason, we have decided to use the 2010 popula on of the Township as the current popula on of the Archer Lodge service area. The service area currently makes up 10% of the popula on of the County. See the chart below.

The popula on of Johnston County is projected to reach 222,074 by 2030 (North Carolina Offi ce of State Budget and Management). If the popula on of Wilders Township grows as a constant percentage of the County, the 2030 popula on can be es mated at 22,563.

The distribu on of males and females in Archer Lodge is about even (49.2% male, 50.8% female). The median age in the Town is 35.4, slightly younger than the state median age of 37.6. The largest percentage of the popula on within the town is between 35 and 44 years old. Furthermore, 44.4% of households include children under the age of 18, compared to only 29.6% of households in the state. (2009-2013 American Community Survey 5-Year Es mates)

According to the American Heart Associa on, children need 60 minutes of ac ve play every day, while adults need 30 minutes of moderate exercise fi ve mes a week. Due to a slightly younger popula on and many more families

with children, the Town has a higher demand for exercise and recrea onal ac vi es. Furthermore, the community needs recrea onal facili es and programs for both adults and children.

Socio-economic Trends

Archer Lodge has a higher percentage of high school graduates and a higher percentage of the popula on with Bachelor’s degrees than the rest of Johnston County. However, the percentage with Bachelor’s degrees is lower than both state and na onal averages. The percentage of high school graduates is higher than state and na onal averages.

The median household income for the Town of Archer Lodge is $68,154, compared to $49,711 for Johnston County. The Town’s unemployment rate is 9.2%, compared to 11.2% in Johnston County. (2009-2013 American Community Survey)

Town Government

The Town of Archer Lodge is governed by an elected Mayor and Town Council. The Town Council is made up of fi ve members, one of whom is elected as the Mayor Pro Tem. Currently, the Town Clerk is the only full me staff . The Town Manager and Town Planner posi ons are fulfi lled by contracted services. Archer Lodge has a town website and a Facebook page that can be accessed at: h p://townofarcherlodge.com/ and h ps://www.facebook.com/townofarcherlodge

Land Use and Zoning

The Town of Archer Lodge is zoned primarily as Agricultural Residen al and Single Family Residen al. The proposed zoning map for the Town can be found in Figure 1.2. There are two isolated areas of manufactured homes as well as small areas of offi ces, ins tu onal buildings and community businesses.

The majority of development in the Town is zoned Residen al Agriculture which requires a 30,000 square foot minimum lot size. Residences within Archer Lodge are single-family detached homes and most are situated on a cul-de-sac subdivision street system. Single-family homes on larger lots can be found along the major rural roads. Housing density ranges from one to one and a half units per acre while lot sizes are typically between 30,000 and 46,000 square feet.

A 2,500 lot subdivision is proposed fi ve miles from the center of Archer Lodge. This will further increase the pressure on the Town to provide services for the many residents living outside the town limits.

111.29 acres of restricted open space within the Town limits have been set aside in order to meet open space requirements within subdivisions. Commercial developments include two large parcels which house the C.E. Barnes General Store and Boyle es’ Loop Road Mini Storage as well as

numerous smaller businesses sca ered throughout the Town. Land that has been developed for ins tu onal and governmental uses as well as u li es includes the Community Center, public schools, churches, cemeteries, and government buildings. The only industrial property within the Town limits is owned by Sand Rock LLC on Cecil Road.

The Archer Lodge 2030 Comprehensive Land Use Plan was recommended to the Planning Board on October 14, 2014. The Vision Statement of the Plan is:

“Today and into the future the Town of Archer Lodge, will be a peaceful, family oriented, ac ve community that looks to retain our small-town, agricultural character, mee ng the needs of our current and future residents and businesses.”

The primary goal of the 2030 Comprehensive Land Use Plan is to encourage mixed-use development that is compa ble with the small town character of Archer Lodge. The following land use principles are stated as a means of accomplishing this goal:

- Provide a high level of recrea onal facili es, services and programs- Support a vibrant downtown with a village mo f- Enhance the workforce by crea ng and retaining jobs

Establishing a Comprehensive Parks and Recrea on Master Plan and increasing parks and recrea on facili es will fulfi ll two of these three land use principles.

The 2030 Comprehensive Land Use Plan makes several other recommenda ons to improve recrea onal opportuni es in Archer Lodge. It outlines goals such as off ering diverse and con nually improving leisure and recrea onal opportuni es for all ci zens and recommends crea ng and alloca ng an annual budget to contribute to a Town recrea onal capital improvement fund. The Plan also encourages ac ve and passive open space connec vity as well as a fee for developers of subdivisions in lieu of open space provision or dedica on.

Open space requirements for all major subdivision residen al developments can be found in the Town’s Subdivision Ordinance. Open space or recrea on areas to suit residents’ common ac ve or passive recrea onal uses are required or the developer must pay a fee to the Town. The fee, specifi ed in the Town’s annual schedule of fees, is mul plied by the number of dwelling units in the subdivision. Any payment made in lieu of fulfi lling open space requirements shall be used by the Town solely for the acquisi on or development of open space, park sites or other recrea onal facili es to serve residents of Archer Lodge.

The Ordinance states that the open space or recrea onal area shall be at least 15 percent of the total gross land area of the development. A reduc on in the minimum required acreage may be allowed if ameni es are proposed but must be approved by the planning board. Addi onally, if the open space will be less than two acres, the planning board shall determine if a fee is required.

open space or adjacent developments whenever possible. The Ordinance also states that all open space must be pedestrian accessible.

Any wetlands, riparian or stream buff er areas or overhead u lity easements located within major subdivisions must be designated as common open space but do not count towards the amount of required open space. This is benefi cial to the Town, as these areas o en make good loca ons for greenways. These requirements should allow for the establishment of greenway connec ons throughout Archer Lodge. As the Town develops, these connec ons can and should be expanded outward to reach regional recrea onal resources.

Town History

Archer Lodge may be North Carolina’s newest incorporated town but the community has been in existence for over 150 years. A Masonic Lodge, Archer No. 157, was established in 1854 in what was then called Creachville. The Lodge was adjacent to the current loca on of the C.E. Barnes Grocery at the Town’s main intersec on. Burned by Union troops during the Civil War, a duplicate charter for the Lodge was issued with the new designa on of Archer Lodge No. 165. While the mee ng place for the Lodge was moved to the Corinth-Holders community, the name stuck.

Archer Lodge prides itself on being a fun, family-oriented community. A mul tude of community events, many of which occur annually, help raise money for town clean-ups and work at the Archer Lodge Community Center.

Cultural and Historical Resources

Archer Lodge Middle School is the only school within the town limits. East Clayton Elementary, River Dell Elementary, Riverwood Elementary and Middle Schools, and Corinth-Holders Elementary and High Schools are located outside of the town limits but within the limits of Wilders Township.

Three churches exist within the town limits: White Oak Bap st Church, Clayton Community Church, and The Dwelling Place. There are many other churches within the Township including Clyde’s Chapel Bap st Church, Salem Church and Pineville Church. The building that currently houses the White Oak Bap st Church was dedicated in 1959, one hundred years a er the founding of the original church. Originally called Archer Lodge Bap st Church, the congrega on met at the Masonic Lodge for its fi rst 23 years.

The Town is home to two old county stores, David Paces Grocery, which resembles an old-fashioned general store and C.E. Barnes Grocery, which has been in opera on by the same family for over 150 years.

Addi onally, the Archer Lodge Community Center hosts many community events as well as Boy Scout and Cub Scout troops.

Regional Transportation

Interstates I-95 and I-40 are easily accessible from NC Highway 42, which is just south of Archer Lodge. The Town is also in close proximity to US Highways 64 and 70. Residents can travel to the Raleigh area in thirty minutes via Highway 64 or Faye eville in an hour and ten minutes via I-95. These routes are shown in Figure 1.3, Regional Transporta on Map.

Community Health

According to Johnston County’s 2013 State of the County Health Report, the leading cause of death in the County is heart disease. The report places obesity at the top of the Priority Health Issues list.

Johnston County ranked 39th out of 100 North Carolina coun es in overall health factors (countyhealthrankings.com). Health factors include health behaviors, clinical care, social and economic factors and physical environment.

In the health behaviors category, however, the County ranked 76th. Health behaviors include tobacco and alcohol use and diet and exercise. Diet and exercise is fi gured by evalua ng adult obesity, access to healthy food, physical inac vity and access to exercise opportuni es.

71.6 percent of adults were overweight or obese in Johnston County in 2011, compared to 65.1 percent in North Carolina (2013 State of the County Health Report). Ac on items to address obesity in the County include increasing the availability of Farmers Markets and access to healthy food while increasing opportuni es for exercise. A new Farmers Market is set to open in the spring of 2015.

Geography

Johnston County straddles the fall line between the Coastal Plain and the Piedmont Plateau of North Carolina. The northwestern por on of the county, which includes the Town of Archer Lodge, lies in the Piedmont, characterized by gently rolling hills. At the fall line, the land transi ons to the more gradually sloping, sandy soil of the Coastal Plain. See Figure 2.1, North Carolina Physiographic Map

Climate

The humid subtropical climate of this region is ideal for outdoor recrea onal ac vi es. The area is known for rela vely high temperatures and evenly distributed precipita on year round. Summers can be we er due to more frequent thunderstorms. From July to September, the Archer Lodge area receives an average of fi ve inches of precipita on per month (46.43 inches per year). Even during drier months, the area receives an average of more than three inches per month. The average daily minimum temperature in January for the Archer Lodge area is 28 degrees Fahrenheit (F). The average daily maximum temperature in July is 89 degrees F. The annual average maximum temperature is 71.4 degrees F. The annual minimum temperature is 47.9 degrees F. The prevailing summer winds come from the south and southwest while prevailing winter winds come from the north and northeast. The average annual snowfall for the area is three inches.

Topography

Because Johnston County is located par ally in the Piedmont and par ally in the Coastal Plain, eleva ons vary greatly from the southeast to the northwest. Topography for the area around Archer Lodge is shown in Figure 2.2. Eleva ons range from 31 feet along the Neuse River to 120 feet at the highest point. See Figure 2.3, Eleva on Map. The Town is located in a fairly fl at area with only slight varia ons in slope, making it ideal for recrea onal development.

Figure 2.4, Slope Analysis Map, shows zero to six percent slopes as shades of green. Generally, these areas were once used or are currently used for agriculture. These gentle slopes are most suitable for development. Moderate slopes of six to ten percent are shown as shades of yellow. Development in these areas may be limited due to poten al soil erosion. Steep slopes, greater than ten percent, are shown in shades of red and generally occur along streams. Development in these areas should be avoided. The data for the slope analysis is based on Light Detec on and Ranging (LIDAR). Site specifi c topographic surveys should be conducted prior to any design implementa on.

Soils

Johnston County contains 57 diff erent soil classifi ca ons. The primary soil types found within the Town of Archer Lodge are the Norfolk series, Cecil series, and Wedowee series.

The Norfolk series (NoA) is a loamy sand soil typically found on zero to one percent slopes. It is suitable for most urban and recrea onal uses but may be limited by wetness in the lower part of the subsoil and its moderate permeability.

The Cecil series (CeB) is a cecil loam soil found on slopes of two to six percent. It is also suitable for most urban and recrea onal uses. However, the clayey subsoil could aff ect some types of sanitary facili es and shallow excava ons.

The Wedowee series (WoB) is a sandy loam typically found on slopes of two to eight percent. It is suitable for most urban and recrea onal uses although some urban uses may be limited by its moderate shrink-swell poten al. Addi onally, its moderate permeability may be a limita on for sep c tank absorp on fi elds.

All three soil types are suitable for recrea on with few limita ons that would aff ect use and management. The following chart shows how each is suited to diff erent types of recrea onal development:

Hydrology

All but a small part of Johnston County is located in the Neuse River Basin. The Neuse River Basin is home to 3,880 miles of streams and rivers and 74 municipali es, including the Town of Archer Lodge.

Archer Lodge is located within subbasin number 6, which also includes the Town of Wendell and most of Zebulon. The subbasin is made up of the Li le River and Buff alo Creek watersheds. The Town of Archer Lodge is part of the Buff alo Creek Watershed. A hydrological map is shown in Figure 2.5.

A small part of the southwestern por on of the Town is classifi ed as a Water Supply Watershed (WS-IV NSW) area. A WS-IV Watershed is defi ned as “waters used as sources of water supply for drinking, culinary, or food processing purposes for those users where a more protec ve WS-I or WS-II classifi ca on is not feasible.” The State requires municipali es to implement development controls within any watershed designated to serve as a public water supply.

Hydrology can be a limi ng factor for ac ve recrea on development due to restric ons, required buff ers and buff er regula on. However, streams and rivers can provide beau ful greenway routes and connec ons.

Land Cover

59 percent of the land within the Town of Archer Lodge is used for agriculture or is forested. The remaining 41 percent is developed. The distribu on of cleared land, forests, marshland, and water can be seen in Figure 2.6, Land Cover Map.

Flora and Fauna

Dry coniferous woodlands including hardwood tree species such as oak, hickory, sweetgum, and red maple can be found in and around Archer Lodge. Early succession forests and pine stands can also be found around the many agricultural fi elds and pastures in the area. Floodplain forests include sycamore, river birch, and tulip poplar species. Various bird species, bats, squirrels, rabbits, snakes and raccoons can be found in the area. Larger mammals include foxes, coyotes, and white-tail deer.

Existing Facilities and Programs

The Town of Archer Lodge does not currently off er any recrea onal ac vi es or athle c programs. These services are off ered by the non-profi t Archer Lodge Community Center, Inc. located at 14009 Buff alo Road.

The Community Center off ers an amphitheater, ball fi eld, basketball court, picnic shelter, playground, tennis court, and a third of a mile walking trail. Addi onally, the Community Center building may be rented for par es, reunions and other events.

There are limited recrea onal facili es available at select schools and churches in and around the Town. Located within the Town limits, the Archer Lodge Middle School off ers two baseball/so ball fi elds and a soccer fi eld.

The Archer Lodge Community Center offers a coed soccer program during the spring and fall for children ages 4-13. They also offer the Archer Lodge Baseball League during the summer. T-ball, coach pitch, and kid pitch programs are offered for children ages 4-10.

Unfortunately, due to lack of facilities, these programs can only extend to children 13 years old and younger (10 and younger for baseball). According to the 2010 US Census, there are 342 children between the

ages of 10-14, the majority of whom are too old to play in the existing baseball league and some of whom are too old to play in the existing soccer program. There are 296 teenagers between the ages of 15-19 who are unable to participate in either program due to age (2010 US Census). For this reason, many Archer Lodge families must search for recreation programs outside of the Town. Furthermore, in families with more than one child, once the oldest child ages out, it is often easier to move the entire family to another program.

Special Events

The largest special event in Archer Lodge is the Annual Family Fun Day on July 4th. Ac vi es include a pig cook-off , 5K Road Race/Walk and a parade as well as food, music, and games. The day ends with a fi reworks show put on by the Fire Department.

The Town of Archer Lodge, along with the Community Center and White Oak Bap st Church, also off er an annual Christmas Parade. Following the parade is a celebra on including train rides, pictures with Santa, a tree ligh ng ceremony, music, and children’s ac vi es.

Set to open in the spring of 2015, the Archer Lodge Farmers Market will off er locally grown produce. A Holiday Homegrown + Homemade Market was held in November 2014 to increase awareness and get town residents excited about the future farmers market.

Johnston County Parks and Recreation

Johnston County does not have a Parks and Recrea on Department. However, these services are off ered by departments in Benson, Clayton, Smithfi eld, Selma, and Kenly. The Johnston County Tourism Authority and the Sports Council have begun a Parks and Recrea on Master Plan for the County. The purpose of the Master Plan is to inventory exis ng parks and recrea on facili es and iden fy future needs of the County as it grows.

A Live, Work, Play Analysis of the County and its 11 municipali es has already been conducted as a part of the Master Plan project.

Recreational Facilities and Programs Offered by Other Towns

Archer Lodge is in close proximity to many other small towns. Figure 3.2, Town Comparison Context Map, shows the loca on of four towns in rela on to Archer Lodge. A comparison has been made to the parks and recrea onal facili es and programs off ered in Wendell, Clayton, Knightdale, and Zebulon. See Figure 3.3, Recrea onal Facili es Comparison.

21Chapter 4: Recrea on Standards and Community Needs Assessment

Introduction

Several methods were used to determine the recrea onal needs of the Archer Lodge community. Na onal recrea on standards and recrea on trends as well as methods specifi c to the Town, such as a Parks and Recrea on Survey and public mee ng were u lized. The results of the assessment showed a great desire and need for more ball fi elds. The Town is also in need of addi onal trail mileage, picnic shelters and playgrounds.

National Survey on Recreation and the Environment

The Na onal Survey on Recrea on and the Environment (NSRE), originally the Na onal Recrea on Survey (NRS), was created in 1960 by the Outdoor Recrea on Resources Review Commission (ORRRC). The NSRE is an in-the-home survey of par cipa on in outdoor recrea on in the United States. It is currently conducted by phone. Of the 90,000 Americans surveyed between 2002 and 2007, approximately 3,000 were North Carolinians.

Recreation Trends and Projections

According to the Na onal Survey on Recrea on and the Environment (NSRE), the most popular outdoor recrea on ac vi es among North Carolina residents are:

Needs Assessment

According to the National Recreation and Park Association (NRPA), the most commonly accepted standard for park acreage is 10 acres of parkland per 1,000 population. Based on the 2013 US Census population of 4,516, Archer Lodge needs about 45 acres of parkland to support its residents. Figure 4.1, NRPA Areas and Facilities Standards, lists the recommendations of the NRPA for selected recreational facilities in relation to population. The standards have then been compared to the facilities in Archer Lodge given the current service area population of 18,083 as well as the projected 2030 population.

Recrea onal Demand in Johnston County

The Johnston County Live, Work, Play Analysis determined composite areas of recrea onal demand based on overlays of where people live, work, play, and a end school in the County. The image to the le depicts Johnston County’s perceived recrea onal demand around the Town of Archer Lodge.

Public Input

Public input methods were also u lized to assess recrea onal needs in the Archer Lodge community. These methods include a Parks and Recrea on Survey and a public mee ng, conducted on December 2, 2014.

Parks and Recreation Survey

A Parks and Recrea on Survey was prepared in order to evaluate the recrea onal needs and desires of the residents of Archer Lodge. The online survey, which opened on October 4, 2014, ran for six weeks. Links to the survey were posted on the Town’s website and Facebook page and sent via email by the Town. A total of 216 people responded to the survey.

Fi y-six percent of survey respondents live within Archer Lodge and the majority of these residents have lived in the Town for at least three years. 53

percent of respondent households include a child fi ve years old or younger. 48% of households include a child between the ages of six and ten while 42% include a child between 11-20 years of age.

Top reasons for par cipa ng in recrea on were to have fun, to be outdoors, for exercise or physical fi tness, and to be with friends/family. The top fi ve ac ve and passive recrea on ac vi es in which respondents were interested are listed in the tables to the le .

When asked about barriers to their par cipa on in recrea on programs and use of facili es, 45% of respondents stated that they were unaware of what programs and facili es were off ered. 20% indicated a lack of facili es and 19% cited lack of restrooms. 12% believed exis ng facili es and programs to be overcrowded.

The top fi ve ini a ves that respondents believe should be priori zed are as follows:

1. Develop ac ve recrea on opportuni es (ball fi elds, soccer, etc.)

2. Develop indoor recrea on facili es (recrea on center, gyms, pools, etc.)

3. Develop non-motorized trails for walking and biking that connect schools, parks, neighborhoods, and other facili es

4. Develop passive recrea on opportuni es (hiking, picnicking, etc.)

5. Acquire land for recrea on

Finally, the survey demonstrated support of greater recrea onal opportuni es for the Town of Archer Lodge. Sixty-one percent of respondents indicated that they would be willing to pay higher fees for more and/or improved recrea onal facili es while 56% are willing to volunteer to support a Town event, ac vity, or program.

Public Meeting

The Public Input Mee ng was held on the evening of December 2, 2014 at the Archer Lodge Town Hall. A endees were encouraged to ask ques ons and provide input, both vocally and/or through comment cards.

The most important points from the discussion that followed are:

1. Archer Lodge is greatly aff ected by the numerous subdivisions located outside of the town limits. The current popula on of the Town (4,516 according to the 2013 US Census) is much smaller than the popula on for which we need to plan. The Archer Lodge Fire District, which currently serves about 9,000, was suggested as a more accurate popula on count. The County does not currently off er any recrea onal ameni es for these addi onal residents.

2. The Town lacks the recrea onal facili es to serve its en re popula on. There is a great need for more ball fi elds. The Town would also like to off er other sports but all recrea onal facili es are currently booked between the Soccer Program during the spring and fall and the Baseball League in the summer.

3. Currently, the Archer Lodge Soccer Program accepts children ages 4-13 and the Baseball League can only accommodate children ages 4-12. Once Archer Lodge children are too old for these leagues, they are faced with qui ng or fi nding somewhere else to play, o en

going to the recrea on programs off ered by other towns. Furthermore, when families have more than one child, it is easier to move the en re family to another program when the oldest child becomes too old to play in Archer Lodge.

4. There is a need for more parking, concessions and restrooms. Because en re families come to watch games, ameni es are needed for players as well as spectators.

Currently Underserved Areas

Based on the needs assessment using the Na onal Recrea on and Parks Associa on (NRPA) Standards, all of Archer Lodge is currently underserved. Public input revealed that many residents u lize recrea on programs and facili es of other towns nearby. 48% of survey respondents indicated that they u lized churches, schools, health clubs, or other organiza ons for recrea on. Among those listed were: Town of Clayton, Clayton Li le League, Wendell Parks and Recrea on, Smithfi eld Aqua cs Center, and the Community Centers in Zebulon and Wendell. The limited facili es off ered by the Archer Lodge Community Center are not suffi cient to support the recrea on demands of the current popula on in the area, let alone the projected popula on given current growth trends.

Introduction

There is a great need for more parks, greenways and other recreational facilities in the Town of Archer Lodge. The purpose of this plan is to outline goals and objectives to help the Town improve recreational opportunities for residents, promote healthy living and fulfil the vision specified the Comprehensive Land Use Plan. Archer Lodge is currently pursuing grant money to acquire land for the first town park. The proposed master plan for the park as well as overall action steps are presented in this chapter.

Parks and Recreation Goals and Objectives

SEEK FUNDING

Due to the lack of existing parks and recreation facilities, seeking funding from federal, state and private sources is the first critical step to developing parks, greenways and other recreation facilities for current and future residents of Archer Lodge.

Many potential funding sources are described in Appendix D, Funding Opportunities and Creative Partnerships. Because land acquisition is the top priority in the development of parks and recreation facilities, the Town may seek private land donations. Seeking local business partners is also recommended. Participating companies benefit by improving the local quality of life, attracting more employees to the area and by becoming good neighbors to the community.

Because over 70 percent of Johnston County adults were found to be overweight or obese in 2011, Archer Lodge should consider funding sources that target public health. One example is the Safe Routes to School (SR2S) Program. The Program provides funding for projects aimed at creating safe and appealing environments for walking and biking. By reducing traffic, the Program improves quality of life for children and supports national health initiatives. Another reason this is a great potential funding source is the Town’s high percentage of families with children under the age of 18.

Additionally, the North Carolina Parks and Recreation Trust Fund provides funding specifically for renovating and building recreation areas.

ACQUIRE LAND

Population growth is leading to rapid development in and around Archer Lodge. With available land diminishing, it is essential for the Town to acquire land now in order to develop parks and recreation facilities in Archer Lodge. Based on the location of the existing Archer Lodge Community Center and subdivisions in and around the Town, park land should be acquired in each of the four quadrants shown in Figure 5.1, Map of Proposed Park Land Acquisition Areas.

Based on the analysis of existing natural resources, Archer Lodge is well suited for park land and recreational activities. The soil is generally favorable for recreational development and uses. The topography is fairly flat and climate ideal for outdoor recreation.

Prioritization

Quadrants 3 and 4 on the west side of Archer Lodge are in closer proximity to the Town of Clayton and its recreational facilities and programs. For this reason, the eastern quadrants have been prioritized in regards to recreational needs. The land that the Town of Archer Lodge is currently trying to purchase for its first park is located in the northeast quadrant, making it the Town’s top priority, over Quadrant 2. While it is recommended to develop a park and/or other recreational facilities in Quadrant 4, it is the last priority because it has the least amount of pressure from subdivisions and other development.

DEVELOP GREENWAYS TO PROMOTE WALKING AND BIKING

In order to support healthy lifestyles for all residents, the Town should develop greenways and trails as a network. Connecting locations throughout the Town will allow for walking and biking to serve as modes of transportation as well as exercise. Due to a lack of sidewalks on many rural roads, Town residents are currently very dependent on cars. People may choose to walk or bike to nearby destinations if provided with safe pathways to do so. Participation in state campaigns such as “Watch for Me NC” and “Active Routes to Schools” can increase public awareness about bicycle and pedestrian safety.

Fitness and walking trails become even more beneficial when they serve as connectors. The Town of Archer Lodge should strive to connect parks and recreational facilities to the residential areas that house park users. Enabling people to reach parks and recreation facilities on foot or by bike could decrease the number of vehicles on these sites. It will also improve community health and allow residents to spend less time in their cars.

The Open Space requirement outlined in the Town’s Subdivision Ordinance is a wonderful step in promoting connectivity within the Town and the region. As new subdivisions are developed, open space will be set aside and, whenever possible, will be located adjacently to other open areas. This creates the potential for an intricate network of open space and greenways within the Town, which can then be connected to the larger regional network. See Figure 5.2 for proposed corridors within the town limits.

The Town of Archer Lodge is in close proximity to many regional recreation resources. The Town should seek connections with neighboring communities such as Clayton, Wendell, Knightdale and Zebulon via greenways, sidewalks and trails. Nearby constructed and planned greenways include the Neuse River Trail, the North Carolina Mountains-to-Sea Trail, the East Coast Trail and numerous Wake County greenways. See Figure 5.3, Potential Regional Connections Map.

Potential Regional Connections

Route A - If the Town were to construct greenways or trails from the center of town to the Northeast, residents could easily access Buffalo Creek as well as the intricate network of proposed greenways and bike paths around the Town of Wendell. If the route followed Wendell Road to Wall Road, as pictured in Figure 5.2, it would also incorporate the proposed Archer Lodge Town Park. The potential for a trail spur to Corinth Holders High School could be explored.

Route B - Buffalo Creek is another potential greenway corridor. This route could potentially offer further connections to Smithfield and Selma to the south and connect with Wendell and Wake County Open Space properties to the North.

Route C - Residents could travel east along Covered Bridge Road to tie into a greenway along Buffalo Creek

Route D - This potential corridor offers access to the Clayton River Walk/Neuse River Trail which is a part of the North Carolina Mountains-to-Sea Trail, and the East Coast Greenway. This route would also create connections to parks and recreation facilities in the Town of Clayton.

Route E - Traveling west from the center of town to Medlin Road, Route E would allow residents to travel along Marks Creek and access future Wake County Open Spaces such as Lake Myra County Park and Turnipseed Nature Preserve as well as the Town of Clayton.

maintain and operate park facilities will become increasingly important as the Town continues to acquire new park property. Other towns in the area all have established parks and recreation departments.

CREATE A MARKETING PLAN

A marketing plan or “vision” is an effective way to create excitement about new parks and recreation facilities and programs that will be created through the use and implementation of this Master Plan. It is important to decide what new parks will look like and what they will mean to people in the community.

One of the most visible aspects of the vision for any parks and recreation department is a logo. The logo should be simple and elegant, easily recognizable and relate to the vision. After a logo design is accepted, it is advisable to obtain a trademark and copyright registration. The logo may be displayed on websites, signs, stationary, posters, streetscape banners, T-shirts, hats and many other locations. Working with a professional or volunteer graphic designer is recommended to achieve an appropriate and adaptable logo.

The Community Survey that was conducted for the 2030 Comprehensive Land Use Plan revealed that the small town atmosphere of Archer Lodge was one of the aspects residents like most about the Town. Another aspect residents enjoy is the Town’s proximity to metro areas. Incorporating small town charm into the vision of parks and recreation in Archer Lodge could attract visitors from nearby cities.

INCORPORATE WAYFINDING

It is important to include signs and other wayfinding devices in all parks and recreation facilities. Signs and other wayfinding devices should function as a system and be designed for the first time user. All signage, whether visual, audible or tactile, should be accessible to all park visitors. All signage should be designed with consistent and recognizable graphics and colors. Signs should take advantage of unique landmarks to facilitate navigation. Typical park signs should include rules and regulations, permitted and prohibited uses, wildlife protection policies and pet policies.

Other recreation signs may include distance markers on trails and safety/informational signs. All park signage will use a uniform town wide font.

Interpretive signs can also serve to make the overall park experience more enjoyable. These types of signs contribute to and enhance the sense of place, and provide valuable site history and cultural context in an environmental and sustainable way. Interpretive signage can be provided through signs, art, paving, site amenities, Global Positioning Systems (GPS), downloadable podcasts, Quick Response (QR) codes and other technology.

SEEK PARTNERSHIPS

A great way to supplement parks and recreation facilities is to seek partnerships with local schools, private providers, businesses, the County, and adjacent parks and recreation departments. Joint-use agreements with schools can significantly increase the recreation facilities accessible by a municipality. Another benefit may be shared maintenance duties and costs. Possible Johnston County School System schools with which to partner include:

The Town of Wendell’s Parks and Recreation Department has successfully utilized joint-use agreements to significantly increase the number of recreational facilities available to town residents. The Parks and Recreation Department independently manages three parks. However, six other facilities are maintained jointly with the Wake County School System. Joint-use agreements with schools could allow use of existing recreation facilities while the Town acquires land to build new parks and recreation facilities.

BUILD PUBLIC SUPPORT

Public support will be critical in attaining funding, acquiring land to develop facilities and organizing a Parks and Recreation Department. The Town should make every effort to involve the community in all steps of the process. Many funding sources require proof of public input meetings, public support and adoption of comprehensive and site specific master plans. Additionally,

The Town should u lize preferred methods to adver se parks and recrea on developments and programs. From the 2014 Parks and Recrea on Survey we know that the majority of Archer Lodge residents fi nd out about programs and ac vi es via websites and social media. The Town also has a slightly younger popula on than the state and a more educated popula on than Johnston County in general. Parks and recrea on informa on should be posted on the Town’s website as well as social media pages such as Facebook.

Priority 1: Archer Lodge Town Park

The Town is currently seeking funding through the Parks and Recrea on Trust Fund (PARTF) to supplement the purchase of land at the intersec on of Wall and Wendell Roads. The context map to the right shows the proposed site for Archer Lodge Town Park. If successful in a aining the grant and purchasing the land, the Town will develop the site as its fi rst town park. The Town considered several proper es before selec ng this one as the preferred site. However, should the loca on of the site change, the overall design concept and essen al program elements are transferable.

The Town hired a consultant to prepare the Master Plan for the property. Program elements refl ect the needs and desires expressed by the community through the public mee ng and the parks and recrea on survey. Key elements include two ball fi elds, a mul -purpose fi eld, soccer and football fi elds, a playground, tennis and basketball courts, restrooms and concessions, parking and a shelter. Figure 5.3, Archer Lodge Town Park Master Plan, shows the an cipated park design and program elements.

Summary

Based on the fi ndings outlined in previous chapters, there is a great need for parks and recrea on facili es in the Town of Archer Lodge. This need will con nue to grow as the area becomes more developed and populated. The Parks and Recrea on Survey indicated public support for the Master Plan and for the steps being taken to acquire land for the Town’s fi rst park. The Town will submit the Parks and Recrea on Trust Fund (PARTF) grant applica on in January 2015. If successful in a aining the grant, the Town will move forward in purchasing the land for their fi rst park and developing recrea onal facili es on the site in the coming years.

The adop on of this plan and implementa on of Archer Lodge’s fi rst town park should create a catalyst for future development of parks and recrea on facili es and programs in the Town.

o The town residents in a endance spoke about the impact on Archer Lodge from subdivisions outside the town limits. They suggested using the Fire District, which serves about 11,000, as a more accurate popula on count than the popula on within the town limits. o They also discussed the lack of baseball and so ball fi elds and the resul ng issue of the players aging out at 13. Because Archer Lodge lacks the recrea onal facili es to serve its en re popula on, the town residents u lize recrea on programs of nearby Clayton and Wendell as well as Corinth Holders High School.

o Following the presenta on, the a endees spoke about their concerns related to site selec on and the schema c design. They suggested decreasing the number of ball fi elds in order to incorporate one large enough for older children (junior high and high school). A temporary fence could be used on the fi eld so that it could s ll be used by younger children as well. Field space is the greatest priority. They wanted to ensure that the t-ball fi eld was large enough to host other games.

o The possibility of hos ng tournaments, which would generate revenue, was also discussed. There was a desire to facilitate everybody. Residents want ball fi elds that can host t-ball up to middle school students and high school students as well as soccer fi elds.

o Other points from the discussion included:

• A 300’+ fi eld would be needed for middle school and high school students, but they have

He then introduced Susan Hatchell, Landscape Architecture Consultant who introduced Jennifer Beedle, the regional consultant for the Parks and Recrea on Trust Fund Grant and Rachel Wilson from Susan Hatchell Landscape Architecture, PLLC. Everyone in a endance was asked to sign the a endance sheet.

o The town residents in a endance spoke about the impact on Archer Lodge from subdivisions outside the town limits. They suggested using the Fire District, which serves about 11,000, as a more accurate popula on count than the popula on within the town limits. o They also discussed the lack of baseball and so ball fi elds and the resul ng issue of the players aging out at 13. Because Archer Lodge lacks the recrea onal facili es to serve its en re popula on, the town residents u lize recrea on programs of nearby Clayton and Wendell as well as Corinth Holders High School.

o Other points from the discussion included:

• Siblings-once one child in a family ages out, the en re family usually moves to another recrea on program • Johnston Co. School System is great-one of the best in N.C. 800-900 new kids/year • The town would like to off er other sports (golf, for example) but the only recrea onal facili es are used for baseball and soccer, leaving only three weeks open

(Providing recrea on for spectators as well) • Need for parking, concessions, restrooms • Most residents live outside of town limits but the county does not currently off er any recrea on for them • NFL Fields for Tomorrow could be an op on to fund mul -purpose fi elds (must include football) • Should people who live outside of town limits pay more to play here? (Do people from AL pay more to play in Clayton, Wendell, etc?) • Concern about partnering with schools due to high rental fees and limited availability of facili es • Knightdale recently built 4 new fi elds through a new agreement with the school system (the school system and city shared the construc on costs) • Forrestville Elementary is another shared facility • New cultural philosophy needed with the school board

11 Archer Lodge needs to stay a "small" community, as it was intended when we became a town. My only objectionis before we became a town, residence could come up to the park and use the facilities (soccer goals) - now thatwe are a town, we are told that only "coaches" and "teams" are allowed to use these. Why the change??? Usingthese was a great way to exercise, but have we already become to big, that resident can't use what we alreadyhave??

4 MY SON HAS PLAYED SOCCER FOR THE PAST 6 YEARS (SPRING AND FALL) AT ARCHERS LODGE.THIS FALL SEASON HAS BEEN THE MOST UNORGANIZED SEASON. NO REFEREE'S AT TIMES. SOMEOF THE REFEREE'S THAT WE DID HAVE DID NOT PAY ATTENTION TO THE GAME (PLAYING WITHTELEPHONE). SOME TEAMS PLAYED BACK TO BACK DURING THE REGULAR SEASON. YOU MAY PLAYONE TEAM TWICE AND ANOTHER TEAM ONLY ONCE. DURING THE REGULAR SEASON, EACH TEAMSHOULD PLAY EACH OTHER AT LEAST TWICE. TOO WIDE OF AN AGE GROUP (9-14 YR OLD). THESYSTEM WAS BROKEN THIS SEASON. SORRY, BUT WE WILL BE TAKING A BREAK FROM ARCHERSLODGE FOR THE SPRING 2015 SEASON.

It just seems as though thechildrens sports leagues are not as organized as they could be and the facilities are not maintained very well. Iwould like to see the town take over the community center and get away from the "private" park--either the wholecommunity can use it or they can't. There is really nothing private about a park anyway. If we are going to haverestrooms at the park, then they need to be OPEN AND MAINTAINED. That one thing is the reason a lot ofparents don't enjoy using the park because they don't want their kids in the nasty portajohns. We need MOREathletic fields and more actitivies in general. Archer Lodge is currently seeking funding to purchase land for the first town park through the Parks and Recreation Trust Fund (PARTF). If the Town is selected as a grant recipient, the PARTF funds will supplement the cost to purchase the future park property.

The PARTF grant and other potential federal, state and private funding sources that the Town of Archer Lodge could utilize in the development of their first park and for future parks and recreation facilities are de-scribed below.

Federal Funding Sources

Land and Water Conservation FundThe Land and Water Conserva on Fund (LWCF) is administered by the De-partment of the Interior, Na onal Park Service. The fund provides matching grants for acquisi on and development of public outdoor and recrea on fa-cili es. It can be used for community park and recrea on facili es, including trails and greenways. The Surface Transporta on ProgramThe Surface Transporta on Program (STP) provides funding which can be used for pedestrian and bicycle projects.
