A survey was conducted in Tata steel growth shop, Jamshedpur to assess the competency and

skill of contract employees.

As per the guidelines of our team head Mr.AMITABH JHA –HR/IR (TGS).We worked in TGS

for our project training on COMPENTENCY EVALUATION OF CONTRACT

EMPLOYEE AT TATA STEEL GROWTH SHOP.

The survey was done to know the awareness of safety, housekeeping organization and technical

skill among the contractor employees.

We took a sample of 38 (thirty eight) contractors and their employees for our study.

This project report has been taken up in partial fulfillment of the requirements for post graduate

program in management, BSIM, BANGALORE.

The project reveals the strength of the organization which is instrumental to work cultural

changes.

Human resource has been the main focus as the company believes it to be the biggest assets

around which all other resources revolve.

A questionnaire was thought and developed under the special guidance of MR.A.K.SINGH.

Almost all multinational company around the world believes that Human Resource has been the

centrifugal force around which all other resource revolve in the corporate world. It has been the

backbone in corporate world down the country and therefore considered as the biggest asset of a

company. Under the valuable and spied guidance of MR. AMITABH JHA I got an opportunity

to work on project titled “Competency Evaluation of Contract Employees”.

Extra pain and case was taken to interact with employees. Data was collected and then analyzed

in a systematic way. The finding of survey was up to the mark.

At certain lend the performance of employees was at par with standard norm of company. We

could not identify any disappointing finding.

THE FOUNDER OF TATA STEEL

Founder: Jamshedji Nusserwanji Tata (1839-1904) Jamshedji Nusserwanji Tata ranks among the greatest visionaries of industrial enterprise of all time.                                                                   

Gifted with the most extraordinary imagination and prescience he laid the foundations of Indian industry, contributed to its consolidation, and became a key figure in India’s industrial renaissance.

Born on 3rd march 1839, into a family descended from Parsi priests in Navsari, a centre for age-old Parsi culture, he was educated at Elphistone College, Bombay.

Initiated early into the techniques of trade by his father, he travelled wide, gained a scientific outlook, and first set up textile business in India, introducing new machinery that vastly improved

the production of cotton yarn in the country.    He however realized that India’s real freedom depended upon her self-sufficiency in scientific knowledge, power, and steel, and thus devoted the major parts of his life and fortune to three great enterprises- the Indian institute of science at Bangalore, the hydro-electric schemes and the iron & steel works at Jamshedpur. 

Wealth to him was not the end, but the means to an end-the increased prosperity of India.   His attitude to labour was remarkably ahead of his times, constantly reinforcing the norm that the success of industry depended upon sound and straightforward business principles, the interests of the shareholders, the health and welfare of the employees.  As early as 1892, he established the J N Tata endowment for higher education abroad of outstanding Indian students.

A pioneer in town planning, he was mainly responsible for modernizing Bombay; he envisaged and conceived a steel town to the very last detail, the town that was later to be named Jamshedpur, after him.

Driven by Jamshedji spirit of adventure, the first Tata explorers ventured into the forests and hills of central India and Bihar in the summer of 1903 in search of mineral deposits for the steel plant. The saga, which had begun 25 years ago with the Lohara ore deposits in China district culminated at Sakchi at the confluence of the rivers Subarnarekha and Kharkai on December 1907. The first stake for the steel plant was driven on a forest-covered plateau in Sakchi on 27th February 1908. The dream had come alive but the dreamer himself was no more for Jamshedji had died at bad Nauheim in Germany in 1904 after exhorting his successors to preserve the family name. His spirit continued to inspire his sons to carry their father's dreams to fruition well after his death.

Tata steel is renowned for many of its pioneering initiatives. Its exemplary industrial relations, where by, the company has not lost a single day of work over 70 years on account of labor unrest

and has contributed to the creation of a productive, wholesome environment. It has a committed workforce of 52167 personnel, of which 45686 are associated with the steel business. The employees are classified into three (3) categories, namely officers, supervisors, and workers. The supervisors and workers are organized into a single trade union with democratically elected representatives of each location.

TATA STEEL GROWTH SHOP PROFIL E

Tata Steel Growth Shop (TGS), a division of Tata Steel Ltd. is spread in an area of more than 350 acres of land at Gamharia, Dist - Saraikela, about 16 Kms from Jamshedpur, 250 Kms from Kolkata in eastern part of India.

The complex houses 9 covered sheds covering an area of above 72000 Sq meters. The main strength of the Growth Shop is its multidisciplinary engineering approach for the Design, Manufacturing & Supply of high precision equipment for various industrial sectors such as:

Steel Aluminum Energy & Power Railways Cement Aviation & Space Research etc.

The Manufacturing facilities include an excellent machining facility, one of the best in the country, a large & well equipped fabrication & welding shop with crane lifting capacity of more than 100T, a big assembly shop to carry any complicated precise assembly and a heat treatment shop.

Stringent Quality Control checks are ensured by a well equipped Quality Assurance department having wide range of testing & Inspection facilities.

The best in class facilities are manned with highly skilled people in each area from designing to manufacturing and quality inspection, thus delivering the world class products.

The product range include Steel plant equipment like Blast Furnace, Torpedo Ladle Cars, Caster Equipment, Transfer Cars, Ladles, Rolling Mills Equipment, Steel Melting Shop Equipment, Sponge Iron Plant Equipment, EOT Cranes up to 500T Capacity, Pot Tending Machines for Aluminum Industry, Diesel Locomotive Parts like 16 Cylinder & 6 Cylinder Engine Blocks, Crank Case, Under Frame Kit, Floor Frame Assembly, Hydro & Thermal Power Plant Equipment like Spiral Casing, Draft Tube, Pit Liners, Rope Drums, Stator Frames, Fabricated Structures etc. One of the major strength of TGS is its ability to deliver the products faster than the normal market lead time. This had been possible with the tremendous synchronization and control in the flow which could be achieved across the functions and various facilities.

Fully computerized with state-of-the-art CAD workstations, the Design Cell is the nerve

center of the Growth Shop. Manned by experience designers and highly skilled draftsmen,

the Design team has the capability to produce reliable designs and detailed manufacturing

drawings for a vast spectrum of plants and equipment. He noted international designing and

manufacturing companies that TGS has collaborated with on case-to-case basis areas.

THE SHOP FLOOR

F A B R I C A T I O N

TGS has large-scale fabrication facilities with CNC profile cutting machines, heavy plate

bending machines, press brakes and host of other plate forming machines. Its crane lifting

capacity of up to 100 tones enable the Shop to handle heavy assemblies. Facilities for shot

blasting and cleaning of plates ensure smooth surface finish.

A combination of meticulous training and experience enables the TGS shop floor team to

utilize these excellent facilities for maintaining sustained high quality of production.

W E L D I N G

TGS has an expert team of highly skilled, trained and certified welders who work with

semi-automatic and automatic machines adopting SMAW, TIG, MIG and C02 processes to

guarantee defect-free high quality welds. The Growth Shop’s non-destructive testing

facilities like radiography, ultrasonic and magnetic particle tests ensure exceptional

consistency in the quality of the welds.

G E A R M A N U N F C T U R I N G

The Growth Shop is equipped to design and manufacture custom-built gearboxes. It has

some of the latest gear cutting machines, gear grinding, testing, gear hardening, heat testing

and heat treatment facilities, so essential in making highly accurate gears to international

standards. Special processes have been developed for cutting large diameter and module

gears for application, such as Rotary kiln girth gears. Exacting inspection facilities

guarantee a high degree of pitch and profile accuracy.

A S S E M B L Y:

The Assembly Section undertakes shop assembly and testing of intricate and complicated

equipment, comprising of mechanical, structural, hydraulic, pneumatic and electrical items.

From gigantic cranes to highly sophisticated equipment, TGS can handle a wide variety of

jobs, through its unique combination of engineering skills and technology that is hard to

match.

QUALITY ASSURANCE:

TGS has set for itself the most strength quality specifications. It has its own Quality

Assurance department with testing facilities that include chemical, physical and non-

destructive testing as well as a metrology laboratory. It also has ultrasonic, X-ray, Gamma

STEEL INDUSTRY:

TGS manufactures a comprehensive range of heavy engineering equipment for Steel Plants,

starting form raw material systems onwards, Covering Bedding & Blending, Coke Ovens,

Sinter Plants, Blast Furnaces, LD, Billet / Slab Casters, Hot Strip Mills, Codling Rolling

mills, EOT Cranes, Gear Boxes, and so on.

Over the years, the Growth Shop has designed manufactured and supplied a host of

equipment such a Ladies, Ladle Tilter

Ladle Turrets, Torpedo Ladle Cars, Combined Steel and Slag Transfer Cars, Coil tilters,

Walking Beam Conveyors, Slag Raking Machines, Rotating Slab Transfer Trolleys, etc.

turnkey jobs as per the customers’ requirements.

ALUMINIUM INDUSTRY:

TGS has regularly been supplying equipment for the Aluminum industry, such as

Roughing and Finishing Mills, Belt Wrappers, etc. for Hot and Cold Rolling Mills. The

Shop also manufactures products like Chocks, Scoops, Crust Breakers, Collector Bars, Slab

Caster Rolls, and so on for our prestigious customers in the Aluminum industry such as

Hindalco, NALCO

INDIAL and Sterlite Industries.

POWER & ENERGY:

The Power Sector, Both Thermal and Hydel, and the Energy Sector from the thrust area for

the Growth Shop. In this field, TGS has manufactured and supplied Hydro-mechanical

equipment such as Radial Gates, Flap Gates, Sluice Gates, Draft Tube Gates, Penstocks, etc.

The Shop has also manufactured a wide variety of Liners for Coal Crushers as well as

Dewatering Centrifuges for Coal Washing Plants.

Some of the prestigious certifications that TGS has obtained are the U-Stamp certificate, as

per ASME; Certificates form the Controller of Explosives, Nagpur; Certificates of Lloyds,

IRQS, etc. In the oil and Natural Gas Sector, TGS has specialized in the manufacture of

Crude Columns for refineries such as the ONGC Tatipak Refinery, and Large Size Pressure

Vessels for IOCL Gujarat.

POLLUTION CONTROL DEVICES:

TGS has been manufacturing Electrostatic Precipitators and their components such as

Collecting Electrodes, Discharge electrodes, ESP Casing, Hoppers, etc., for supply to

customer in accordance with designs supplied by both ACC as well as Alstom.

The Growth Shop supplied the Pollution Control equipment for Tata steel’s Coke Oven

machines. TGS has also recently manufactured, erected and

Commissioned the Primary cum Deep Cooler for the Coke Oven Gas Processing and

Cleaning System at the Coke Oven Battery

MATERIAL HANDLING INDUSTRY:

TGS is the undisputed leader in the design and manufacture of Cranes for various classes of

duty and application ranging in capacities forms 1 tone to 225 tones. The Growth Shop has

manufactured more than 350 cranes for application in a gamut of industries covering Steel,

Cement, Power, Aluminum, Hydel, etc. The range includes EOT Cranes, Semi Portal

Cranes, Gantry Cranes, etc.

SPACE RESEARCH:

TGS is the first Indian Company to successfully manufacture and supply the Mobile Lunch

Pad (MPL) of overall size 19.2m x 19.2m x 8m and weighting 750 tones for the second

launch pad of the Indian Space Research Organization (ISRO). This has enhanced ISRO’s

capability to launch satellites into space, of payloads ranging form 1600 kgs to 2500 kgs.

WORLD RECOGNITION

The Growth Shop’s foreign clientele spans the globe from the US to Europe

to Australia to the middle and far East.

TGS has regularly been exporting equipment and spares to Germany, USA. Australia, New

Zealand, Thailand, Korea, etc. Some of the leading TGS customers are General Electric,

USA, Thyssen and M&W, Germany, Kempe

Austrlia; Dubal, Dubai and Saudi Iron & Steel. The Shop has been supplying Collector

Bars, Scoops, Crust Breakers, etc., to the aluminum smelters in Australia and New Zealand;

hot Strip mill equipment and spares to IHI, Japan and Bar & Rod Mill equipment and spares

to TSSL, Thailand. GE has declared TGS as their Global Sourcing Vendor for their Power

Systems and Transportation Systems. As a consequence, the Shop is now a regular supplier

of equipment such as Turbine Bases, Compressor Discharge Supports, Oil Pans, Stator

OBJECTIVE OF THE STUDY

CONCLUSIONS

The findings of data have been presented through bar graphs .We present finding in words in the following sentence.

A.K.ENTERPRISES employee was one of the sample for own Test. It has done well safety it has

crossed standard norms. Which is above 60% and searched out 82% level? In housekeeping it

has over farmed the standard level and reached to the level of 83% .It has not face well in

Organization based question as it could reach even standard level and keep itself at 42% level.

So far as technical skill is concerned A.K.ENTERPRISES’s employees performance is very

close to satisfactory. It is just above the standard level at the 63%.

ARCHANA CONSTRACTION employee was one of the sample for own Test. They were

survey properly with patient. Their knowledge and skill in safety and housekeeping is

remarkable touching the 100% level. In organization knowledge their skill is disappointment. In

terms of the technical skill level got standard level of 60 %.

The analysis of the data collection Test suggests that ABHISHESK CONSTRUCTION

employee’s Safety Awareness is just a little below the standard level. It has almost touched the

standard level. In housekeeping it has done well crossing standard point reached 88%.

So far as organization is concerned the skill of ABHISHESK CONSTRUCTION employees is

much below the standard level. It is only 28%.It is less than half of standard point. When the

technical skill level is concerned the employee’s skill finished well and crossed the standard

level.

The above contractors and their employees cover the major numbers of the contractors. The

analysis of the data collection survey suggests:

Employee’s Safety Awareness is just a little below the standard level.

As far as the technical skill level is concerned the employees responded well.

They did not score well as far as the Organization based question is concerned and could

only reach the standard level.

In housekeeping they have done well scoring more than the standard point.

RECOMMENDATIONS

Management can use the above observations to finalize the potential contractor

who will provide work force for TGS.

The new employees should go through the evaluation test before getting the gate

pass.

Special training should be provided to the contractors of TGS to increase their

productivity as they support most part of TGS.

It was also found that some contractors provide very less amount of work force.

To maintain the quality of work it is recommended to have less number of contractors who will handle big amount of work load in TGS.

To explain whether the implementation of rules, policies and programs in the

organization is up to the mark or not.

The term ‘human resources’ may be defined as the total knowledge, skills, creative abilities,

talents and aptitude of an organization’s workforce, as well as the values, attitudes, approaches

and beliefs of the individuals involved in the affairs of the organization. It is the sum total or

aggregate of inherent abilities, acquired knowledge and skills represented by the talents and

aptitudes of the persons employed in an organization.

I also learnt the work culture of the TATA STEEL which will help me bridge the gap between

my classroom knowledge and the practical environment.
