Kindly refer to para (ii) of this Ministry's letter No:2000/H/6-4/Policy dated06.3.2003 wherein existing ceiling limit for settlin~1the teimb'on~emeritclaims forthe treatment taken by Railway beneficiaries. in em~rgencie~ E.ttPrivateHospitals withoUt proper referral by A.M.a. were enhanced from Rs.30,OOO/-toRs.50,00O/-.

Ministry of Railways in partiall modification of their above orders havedecided to delegate powers to Railw~wto refer the emergent cases to a PrivateNon-recdgnised Hospitals involving'c:ost of treatmient upto Rs.50,OOO/-(Rupeesfifty thousand only) in each Case, if the treatment is neither available at RailwayHospital nor at recognized hospital and also to release' advance paymentthereof, if any, upto Rs.50,OOO/-(Fifty thousand only) directly to such hospitalsprovided that the employeelbeneficiary had specifically been referred to thatprivate non-recognised hospital by authorized Medical Officer.

All other existing provisions shall continue to apply.

This has the sanction of the President and issues with the concurrence

The matter of, p~rmitting,employveswith' IOL(PC) in;,Aye twocategory after cataract surgery has 'been under examination for some time inMinistry.tQf:!Railways.It is now decided that Intra Ocular lens IOL(PC), in one orboth eyes shall not be a bar 'fi1r~p in-service employee in Aye-two(A-2)category to continue.in respective category'after cataract surgery providedhis/hervisualacuitystandardscomeuptothe prescribedlimits.The periodicityofPeriodical MedicalExamination(PME)for all suchAyetwo categoryof staffwithIOl(PC) wouldbe as under:

1stPME 6 weeksaftersurgerywithIOL(PC)

2ndPME 6 months after first PME.

SubsequentPMEsaftercompletionof oneyear frompreviousPME.

AllPMEswill haveto bGdonebyOphthalmologistsonlyin suchcases.

In partial modification of the Ministry of Railway's orders; number 891H!1112 eft.21.11.89> the Ministry of Railways have now decided to enhance the existing parade allowanceto memoers of St. John Ambulance Brigade functioning on Railways duly incorporating the newDesignations revised by St. John Ambulance Association, National Headquarter, New Delhi. Ithas been decided to replace the following with the existing entries as follows:-

I The Railway Ministry desires that the extra expenditure on account of increase in paradeallowance may be met from the existing budget allotment.

2 The superior Officers as per National Headquarter St. Jo1mAmbulance Association's letterNo. lIAdmlAGM/02/741 dt. 1810,2002 are inspecting officials and are not supposed to attendthe parades/drills hence no pa.racfeallowance is admissible to them.) .

Sub: Enhancement of rates for utilizing the services of an anesthetistfrom outside during emergencies.

In partial modification to Para 248 of IRMM 2000, itthas been decided to revisethe rates for utilization of SA~rvicesof outside,anesthetist as under ;-

a) Rs.l000/- to 1500/- per case for General anesthesia in majorsurgical cases including spinal and epidural blocks;Its.700;'. to 1000/- per case, for short duration generalanesthesia e.g. with pentothal, Ketolar etc. including Generalanesthesia in minor surgical operations.

b)

In each case, CMD of Zonal Railway, in consultation with respectiveFMCAO, Willfix rates for each hospital within the above mentioned range based on theprevailingrates in that locality.

The enhanced fates are subject to the condition that the anesthetists engagedwould take care of pre and post operation anesthetic management.

The other condition.s as mtmtilonedin letter No.88/H/6-1/29 dated 6.1.89 willremain unchanged.

Thisis subject to the condition that income of dependent widow mother of deceasedRailwayemployee is within the ceiling limitprescribed in the pass [ules.

Arising out of a demand raised by NFIR in the PNM meeting instructionswere issued vide Board's letter No.2002/H/5/1 dated 5.2.2004 (S.No.2 of Health 2004)on tl)eabove cited su\)ject. It has been decided that the reJaxation given under this letterwill also be extende4,to in-service employees in Aye-tw~ (A-2) category who haveuhdergone Intra OcUlar Lens (PC) implant in one or both eyes, prior to 5.2.2004.However, all such cases will be examined by a Medical Board including, an eye

However, all such cases witi be examined by a Medical Board including, an eye

specialist. Based on the recommendations of the Medical Board and it being accepted by

CMD of the Zone, the in-service employees can be permitted to continue in Aye-two

(A-2) category."
