Part 1: General Workplace Protocols

Introduction The Town of Comox Recreation Department developed the Comox Recreation COVID-19 Work Plan to meet WorkSafeBC and provincial and regional health authorities COVID-19 protocols and the BC Recreation and Parks Restart Guidelines. The purpose of the work plan is to provide guidance for Recreation Department staff to prevent and reduce the risk of exposure to the COVID-19 while delivering recreation services to the community. These services include recreation programs and program areas, facility, park and field rentals, customer/staff interactions and custodial maintenance. The plan is also to give staff and customers confidence that the Community Centre is safe and that should COVID-19 exposure occur there are plans in place to swiftly deal with it. Workers’ and Employer’s Responsibilities Employers and workers all have a responsibility to prevent exposure to COVID-19 in the workplace. Employers are responsible for the health and safety of their workers and for completing and posting the COVID-19 Safety Plan. This plan includes the following

• Assessment of workplace risk. • Measures implemented to reduce the risk. • Safe work policies. • Communication plans and staff training. • Capacity to monitor the workplace and to update the plan. • Assess and address risks from resuming operations.

Workers are responsible for taking reasonable care to protect their own health and safety and the health and safety of other people at workplace. In the context of COVID-19, this means workers are responsible for their own personal self-care, which includes frequent hand washing and staying home when sick. Workers are also responsible for reporting unsafe conditions to their employer, and following the procedures put in place by the employer to control the risks associated with COVID-19. Understanding Risks and Protocols in the Workplace The virus that causes COVID-19 spreads in several ways, including through droplets when a person coughs or sneezes, and from touching a contaminated surface before touching the face.

• The risk of person-to-person transmission is increased the closer workers come to other people, the amount of time spent near them, and the number of people workers come near. Physical distancing measures help mitigate this risk.

• The risk of surface transmission is increased when many people contact same surface, and when those contacts happen in short intervals of time. Effective cleaning and hygiene practices help mitigate this risk.

Workers should use the control measure protocols that offer the highest level of protection and add additional protocols as required.

The range of COVID-19 response protocols: • First level protection - Elimination:

Use policies and procedures to keep people at a safe physical distance from one another. The number of workers is limited in the workplace at any one time, and protocols implemented to keep workers at least 2 metres from other workers, customers, and members of the public.

• Second level protection - Engineering Controls: Barriers such as plexiglass are installed to separate people when physical distancing can’t be maintained.

• Third level protection - Administrative Controls: Establish rules and guidelines, such as cleaning protocols, not share tools, and implementing one-way doors or walkways.

• Fourth level protection - Personal Protective Equipment: If the first three levels of protection aren’t enough to control the risk, workers should consider the use of non-medical masks. However, there are limitations of non-medical masks to protect wearers from respiratory droplets. See Appendix A How to Wear a Face Mask for instructions to use masks properly.

Specific work guidelines and COVID-19 mitigations are addressed in Part 2: Recreation Programs and Service Protocols. Reducing Risk in the Work Place There are many steps the Recreation Department and Town staff will take to reduce risk in the workplace.

• New training and orientation procedures for new workers. • Training and orientation for returning workers.

• Use of barriers, PPE, room spacing, more frequent cleaning, physical distancing, not sharing work equipment, etc.

• Revised recreation programs, services and protocols for customers, staff and contractors. • Emphasizing registered over drop-in programs and online to in-person registrations to

customers. When Workers Are Ill:

• Do not come to work if you are sick! Any worker who has symptoms of COVID-19 must self-isolate for 10 days.

• Symptoms include fever, chills, new or worsening cough, shortness of breath, sore throat, and new muscle aches or headache.

• Use the BC Ministry of Health COVID-19 self-assessment tool: https://bc.thrive.health/ Hand Hygiene: Respiratory viruses like COVID-19 spread when mucus or droplets containing the virus get into the body through eyes, nose or throat. Most often, this happens through the hands which is also one of the most common ways that the virus spreads from one person to the next. One of the cheapest, easiest, and most effective ways to prevent the spread of the virus is to wash hands frequently with soap and water. Remove all traces of the virus with effective hand washing:

• Step 1 Wet hands with running water. • Step 2 Apply enough soap to cover wet hands. • Step 3 Scrub all surfaces of the hands – including back of hands, between fingers and under

nails. for at least 20 seconds. • Step 4 Rinse thoroughly with running water. • Step 5 Dry hands. • Step 6 Use towel to turn off the faucet (if required).

Workers should use hand sanitizer when hand washing is not available. Cough/Sneeze Etiquette: All workers are expected to follow cough/sneeze etiquette, which is a combination of measures that minimizes the transmission of diseases via droplet or airborne routes:

• Cover your mouth and nose with a tissue when coughing or sneezing. • Use tissues to contain secretions, and dispose of them promptly in a waste container. • If tissue is not available, cough or sneeze into the sleeve on your elbow. Turn your head away

from others when coughing or sneezing. • Wash your hands immediately after coughing or sneezing if possible.

Customers and COVID-19 Screening customers for COVID-19 or COVID-19 symptoms includes signs posted at entrances to the Community Centre and to program spaces, providing information during online registration and, for some programs, signing waivers or informed consents. Customers may not enter the Community Centre, or must immediately leave, if they have following symptoms or conditions:

• Fever

• Chills • New of worsening cough • Shortness of breath • New muscle aches or headache • Sore throat • Have travelled outside Canada within the last 14 days • Are in close contact with a person who tested for COVID-19

Provincial health officials recommend anyone with COVID-19 symptoms call Island Health’s COVID-19 Call Centre: 1-844-901-8442 or visit www.islandhealth.ca/covid19 for more information. Customer Who Become Ill at the Community Centre or During a Recreation Program:

• If the customer is a child contact his or her parent or caregiver to come and pick them up right away.

• Utilize a quarantine room to separate the customer from others if a parent or spouse must pick the person up.

• Continue to remind customer to practice good hand hygiene and respiratory hygiene, such as coughing in elbows instead of hands, and throwing tissues out immediately after use.

• Do a thorough cleaning and disinfection of the space once the customer has left the building or recreation site.

• Wear PPE as appropriate.* • Complete accident report.*

* Located with first aid supplies in Quarantine Room. Quarantine Room: The Community Centre’s designated quarantine room is the unused programmer’s office. While the room is used by a customer or employee suspected of COVID-19 symptoms the office door shall remain shut. Once the quarantined person has left the building the room is not open to staff or the public until custodians have thoroughly cleaned and disinfected it. Employee and/or Customer COVID-19 Positive Test or Symptoms

Employee: Positive Test

• Employee stays home and follows health authority protocols and instructions • Employee work station cleaned if test result received within 48 hours of last shift. Custodial staff

clean work-station wearing appropriate PPE • Co-workers informed so they can self-monitor; call 811 Healthline, follow guidelines • Inform CAO

Employee: COVID-19 Symptoms:

• Employee at work goes home. Calls 811 Healthline, follows guidelines • Replace staff person; consult worker schedules • Employees stays home until better or receives negative test results • Custodial staff clean work-station if alerted within 48 of symptoms. Custodian wear appropriate

PPE • Co-workers informed so they can self-monitor for symptoms and call 811 Healthline, follow

guidelines

Customer Positive Test or Leaves Building with COVID-19 Symptoms:

• Applicable refund, withdrawal, etc. • Clean applicable program equipment and/or area • Provide information to health authority as requested • Inform relevant staff to self-monitor for symptoms and call 811 Healthline, follow guidelines • Inform CAO with customer positive test

Worker Communication and Training The Town will ensure that staff, recreation contractors and customers know how to keep themselves safe while at the workplace. This means:

• Workers and recreation contractors are instructed on the measures in place and the policies around staying home when sick.

• Workers and recreation contractors will receive a copy of this safe work plan and all staff and recreation contractors must be trained on the plan before working with the public.

• New workers, as a part of their training, must review this plan with a supervisor and receive appropriate training prior to working with the public.

• The Town will post signs, including occupancy limits and effective hygiene practices in the Community Centre. Signs also posted at the main entrance indicating who is restricted from entering the premises (including visitors and workers with symptoms).

• Ensure workers are adequately supervised to ensure they perform duties in accordance with this plan and COVID-19 conditions.

• Workers and management monitor plans and update as needed. For example, new areas of concern may arise or established procedures may require improvement.

• Workers are involved in these processes. • The plan will be shared with the Town’s Health and Safety Committee, posted in the Community

Centre staff kitchen and all Community Centre staff and recreation contractors. • Information on exposure control plans will be posted on the Town’s website.

Right to Refuse Unsafe Work Workers have the right to refuse work if they believe it presents an undue hazard. An undue hazard is an “unwarranted, inappropriate, excessive, or disproportionate” hazard. For COVID-19, an “undue hazard” is where a worker’s job role places them at increased risk of exposure and adequate controls are not in place to protect them from that exposure. If the matter is not resolved, the worker and the supervisor or employer must contact WorkSafeBC. Once that occurs, a prevention officer will consult with workplace parties to determine whether there is an undue hazard and issue orders if necessary.

GUIDELINES COVID-19 RESPONSE PPE Custodians should wear non-medical face masks when working with the public

or staff or in areas or situations where physical distancing cannot be maintained (i.e. cleaning washroom touchpoints while it is open to public.) PPE is not required when the building is closed or staff are working away from the public (i.e. room set up)

Custodians will use approved disinfectant(s) effective against COVID-19. These products will be sourced as follows:

• The list on Health Canada’s website to identify if a disinfectant has been reviewed and confirmed to be effective against SARS-CoV-2.

• The list on the EPA’s website to identify if a disinfectant has been reviewed and confirmed to be effective.

• Contacting the disinfectant supplier or manufacturer to identify if the disinfectant has been confirmed to be effective.

Facility, Park and Field Rentals All Town of Comox recreation facility, park and field renters are required to create a COVID-19 exposure control plan before their event(s) that clearly demonstrate how activities will align with the guidelines of all applicable authorities (WorkSafeBC, health authorities, provincial sport organizations, etc.) It is user groups’ exclusive responsibility and obligation to understand and meet these guidelines. Control plans identify the specific control measures that will be taken in order to mitigate the risk of virus transmission, the party within the user group responsible for ensuring compliance and plans to manage physical distancing, common touch areas, flow of participants, etc. and party responsible to communicate these measures to the events’ participants.

Small private and non-profit renters may submit a COVID-19 Exposure Control Plan based on a template created by the Recreation Department (see Appendix B: CC Facility Rental Exposure Control Plan). Large group, non-profit and all commercial renters must create their own plan. Failure to create or adhere to a control plan is grounds for the Town to cancel the rental immediately. We have implemented our COVID-19 Safety Plan and will be applying our policies and procedures, but the risk remains that a COVID 19 outbreak could occur despite our efforts. You are required to circulate this Addendum to the participants in the activity for which you are utilizing our facilities. Failure to adhere to the same could result in your user group’s license being revoked without refund of any fees and/or any particular person being banned from access to our facilities. It is vital that any person who believes that they may have become ill or their child may have become ill within 14 days of visiting one of our facilities report this immediately to us by contacting [INSERT CONTACT INFORMATION HERE] and seek appropriate medical attention by first calling 8-1-1. We will share personal information for the purposes of contact tracing if the need arises. To attend our facilities, all persons taking part in your activities must consent to the same and requires the facility user group to acknowledge that they have read the plan, will communicate the plan to their participants and if they fail to follow the plan, the agreement will be terminated immediately.

Rental Insurance: Many insurers have imposed contagion exclusions in their commercial general liability insurance policies upon renewal. This will make it more and more difficult for facility user groups to obtain this type of coverage and doesn’t make a lot of sense to require facility user groups to obtain contagion coverage that they cannot source. Therefore, the usual requirements of $2 million general liability coverage with the Town of Comox named as ‘additional insured’ local governments will remain. First Aid: All Workers and Customers First aid for staff and customers is still necessary during COVID-19 conditions. Because of the possibility of community infection first aid protocols are modified to reduce the potential for transmission. This section provides additional precautions you may take to include public health directives such as physical distancing, hand hygiene, and disinfection in your procedures. 1. When you receive a call for first aid, if possible, gather the following information:

• What are the circumstances surrounding the call for assistance? • Are critical interventions likely required? If so, call 911 and invoke the usual protocols when

calling EMS. • Are there any obvious signs of COVID-19? If so, send the patient home or to a hospital.

2. If no critical interventions are required, if possible and appropriate, interview the patient from a

distance. Ask the following questions: • Is anyone sick or in self-isolation in your household? • Have you been in contact with anyone who has been sick?

3. Assess the situation when you arrive at the patient’s location:

• Does the patient have a minor injury that the patient can self-treat while you provide direction and supplies?

• If yes, direct the patient to self-treat per First Aid protocols

4. If the patient can’t self-treat, don the appropriate level of personal protective equipment (PPE) for the situation. PPE could include the following items: • Face shield or surgical-type mask • Pocket mask • Gloves • Glasses or goggles

5. After treatment, sanitize all equipment with either soap and water or 70% isopropyl alcohol. Remove and wash any PPE that is not disposable. Wash your hands thoroughly.

6. If critical interventions are required and there is no way of determining background information, don appropriate PPE and limit access to the patient to the number of people required to deal with the critical intervention. It is important to limit the exposure of others.

First Aid for Unresponsive Person: A First Aider may be concerned that an unresponsive person may have or had respiratory symptoms. Therefore, it is at the individual's discretion to perform or not perform mouth-to-mouth breaths based on personal preference. First aid for an unresponsive person:

• Call 911 • Get the AED (gloves, goggles and mask are stored within the AED wall compartment) • If the first aiders chooses to perform breaths, they can also use a barrier device, such as a

pocket mask, to help protect themselves. • An alternative to perform breaths is hands-only CPR. Lay a cloth, a towel, or clothing over the

person’s mouth and nose or place mask on the person to prevent any potential spread of the virus through contaminated air or saliva

If the First Aider believes the person may have COVID-19, they should state their concerns to the 911 operator so everyone who responds can be aware of the potential for COVID-19 transmission. Contractors who work off site must provide their own plan. All contractors must submit a plan to the Town prior to commencing contracted work. The recreation service agreement is modified to include the requirement of an exposure plan along with the usual insurance, business licensing, etc. Chimo Gymnastics Chimo Gymnastics must submit an exposure plan that meets the requirements of their PSO and viaSport guidelines for COVID, along with all other relevant health and WorkSafeBC guidelines. Public Engagement Community engagement builds community confidence and is imperative to ensure the public is informed of their local government’s plans and actions. Keeping the public informed will reinforce their

trust, reduce the spread of misinformation and lack of compliance, and will alleviate general anxiety and confusion. Communication should be transparent about the factors used in decision-making, and when and where possible, the decision-making process itself, and the stakeholders involved. Local governments should acknowledge where uncertainty exists and provide information about what measures are being taken to reduce that uncertainty. Goals of Recreation Department messaging:

• consistent branding through the Community Centre and media platforms • reference to new COVID-19 service delivery and norms • include regional, provincial and federal regulating bodies (as required) who established these

models and norms • Monitor regional recreation departments and the BC Recreation and Parks Association for best

practices.

Appendix D: MIABC COVID-19 Program and Participation Waiver Declaration: Based on having read and understood the foregoing, I declare as follows:

By participating in your programs and/or visiting your facilities, I will be at risk of contracting COVID-19, in spite of any precautions taken by me or by facility/program staff. COVID-19 is a highly infectious disease with a latent period of transmissibility during which time apparently healthy people can be infectious. COVID-19 is a potentially fatal disease affecting people of all ages. COVID-19 can be significantly more dangerous in people of already compromised health, and it is my responsibility – not that of program or facility staff – to understand my current health and limitations and to take appropriate additional precautions as required. I understand that if infected, I could be at risk of transmitting the disease to other family members, including those with high risk, pre-existing conditions, and that this might occur before my own sickness has become evident.
