PRESIDENT’S MESSAGE& EXECUTIVE SUMMARY

Justin RigsbyPresident, CVEDS Board

As President of the Comox Valley Economic Development Society (CVEDS), I am pleased to share some of the key successes and highlights from 2017.

The staff, in partnership with numerous industry organizations, businesses and individuals continue to advance the extensive Core Services Programs and Support Services Programs that come from the foundation of the 5 year Comox Valley Regional Economic Development Strategic Plan, which includes the following Focus Areas:

• Business Retention and Enhancement;• Investment Attraction and Promotion;• Economic Development Coordination, Facilitation• Communications

Numerous activities and successes have been achieved in 2017 which are further outlined in this report including highlights as follows:

• Hosted a diverse range of over 325 businesses for Business Development Workshops;• Launched the full Commercial Mapping Project with a focus on downtown Courtenay and Comox;• Secured the hosting of the Canadian Angus Conference;• Expansion of the BC Seafood Expo and BC Shellfish and Seafood Festival including the International Buyers and Media Missions;• Secured $250k in DBC Cooperative Marketing Partnerships Program funding;• Collaborated with the hosting of the largest WinterFest event with the Downtown Courtenay BIA;• Secured MOU with Tourism Mount Washington to support expanded Destination Marketing;• Generated over $1.3 m in earned media coverage on the Comox Valley as a destination and other sectors

The society, together with stakeholder industry groups and local governments will undertake the development of a new 5 year Comox Valley Regional Economic Development Strategy this fall, with a strong focus on ag, tech and innovation, that will also include review of governance and further alignment with local government priorities. The forward looking, data driven plan will pave the way for a continued focus on the enhancement of the local economy through implementation of a range of business support activities and investment attraction tactics.

My personal thanks to all those businesses, organizations, entrepreneurs and local governments that collaborate daily with our office to make the Comox Valley the successful, thriving region that it is.

The Comox Valley 2017 Annual Work Plan builds from the 5 year Strategic Plan that sets high level direction and primary Focus Area priorities, with input and approvals from the Comox Valley Regional District, the City of Courtenay and the Town of Comox. This has been the fourth Annual Work Plan developed from the 5 year Strategy and builds upon the momentum and key Focus Areas in Tourism, Agrifood and Business related Programs. Over the past year increased attention and consideration has also been placed on Export Programs, Event Expansion and Innovation.

THE FOUR STRATEGIC FOCUS AREAS THAT ORGANIZE THE PLAN ARE:

Annual projects and resources are targeted towards the creation of opportunities for increased small business success, employment and exports, and take into consideration the importance of the linkages between economic growth and sustained and growing property tax revenue, employment, and economic diversification.

Moving further towards an outcome based serviced delivery, with key metrics for specific Programs and Projects, was the primary objective when CVEDS was setting priorities for 2017. Recognizing that the level of service needs to be focused into the areas where economic development efforts can be the most effective, key shifts were made to direct resources and attention into web and social media improvements, specific small business supports to grow exports, and increasing the attention and efforts for expanding local events with in the region.

Throughout the year visiting media, investment delegations, and Ministry of Investment and Trade Reps and officials, are toured through regional business-es, including Natural Pastures Cheese Co. to gain a greater understanding of sector based opportunities and innovative business practices entrepreneurs are undertaking.

FOCUS AREA Business Retention & Enhancement Business Retention and Enhancement is a core focus of many economic development organizations to ensure support for existing businesses and retain existing customers. CVEDS prioritizes Programs within this Focus Area and directs the services listed below towards the retention of previous customers and supporting the expansion into new markets for existing companies and industries.

EXPORT “BEYOND BORDERS” PROGRAMEncouraging Comox Valley companies to expand their sales into export markets creates economic benefits for not just the exporting company, but also more broadly for the entire regional economy. 2017 small business support activities increased in this Focus Area on local export-ready and current exporters through the following initiatives:

Trade and Investment Delegations

To explore and discuss access to markets, emerging product trends and market development activities with local export and export ready businesses, CVEDS hosted a variety of trade delegations throughout 2017 including; International Trade and Investment representatives from Hong Kong and Korea, Hainan Province Delegation from Department of Ocean and Fisheries, Shenyang Non-Staples Foods Group, as well as the provincial and private International Seafood Buyers delegations representing China, Europe, Japan, Korea, Philippines, Thailand, Taiwan, and the USA.

Export Catalogue

Rebranded and updated the Comox Valley Export Catalogue which now features trade and market information for 21 companies. Also, furthered the online presence of these investment opportunities by incorporating the company product information with the newly developed online interactive mapping tool as a gateway and lead generator for foreign direct investment.

Export Navigator Pilot Program

This pilot program is a partnership with the Ministry of International Trade, Small Business BC, and five other BC communities with the objective of connecting partici-pating businesses to key market information, export programs, financial services, and business development experts. 19 Comox Valley companies registered and participated in program activities during 2017. Key highlights during the year included a roundtable event with Minister of Internation-al Trade Teresa Wat, and an Export Pavilion and panel presentation at the Comox Valley Chamber of Commerce’s CV Business Expo with Small Business BC, Business Devel-opment Bank of Canada, Canadian Trade Commissioner Service, and HSBC Bank Canada.

Small businesses are the major source of new investment and employment growth in the region. During 2017, CVEDS focused on the following initiatives to support these businesses:

Business Counts Workshop SeriesCVEDS collaborated with the following groups and partners to host a series of professional development and capacity building workshops for local Comox Valley small businesses, with 325 small business attendees participating, including:

• Comox Valley Chamber of Commerce• Certified Organic Association of BC • BC Seafood Expo• Small Business BC• MNP• Innovation Island Technology Association• Comox BIA • Small Scale Food Processor Association of BC

Tech Start-Up & DevelopmentCVEDS continued to partner and work closely with the Innovation Island Technology Association per MOU in providing direct support to early stage entrepreneurs and high growth potential companies within the technology sector. This included a roundtable tech talk discussion with community, government, and education leaders as well as fall ReThink workshop series for entrepreneurs.

Regional Technology Attraction Strategy A partnership of seven community economic devel-opment organizations has been established through the Vancouver Island Economic Developers Association (VICEDA) including the City of Campbell River, the City of Port Alberni, the City of Nanaimo, the City of Parksville, Cowichan Valley Regional District, the Town of Qualicum Beach and the CVEDS. This group has united under the common goal of developing a Tech attraction strategy for the mid-island corridor for which a successful funding application to the Invest Canada-Communities Initiatives program has been submitted and is being coordinated by a project committee established by the VICEDA.

Small Business Recognition CVEDS participates and sponsors a variety of small business events throughout the year to leverage exposure and recognition of local business award recipients and leaders. Events supported during 2017 included:

AGRICULTURE ENHANCEMENT PROGRAM

Meat Processor Training

Partnered with the BC Association of Abattoirs to secure hosting the three month long Meat Processing Certificate Training Program course in the Comox Valley. Participants from the region were instructed in meat processing and butcher skills, food safety and sanitation, as well as animal welfare and humane handling techniques.

Canadian Angus Association National ConventionSuccessful supported our Provincial Angus Association as well as Canadian Angus Association (CAA) partners to profile the Comox Valley for hosting the 2018 National Convention. The CAA is the largest purebred beef breed organization in Canada representing more than 2,000 members whose annual conference boasts attendance consistently with over 200 guests.

FoodMetrics LaboratoryExplored a variety of locations and shared space opportunities during the year for the establishment of a pilot Community Food Analysis Lab program. The Small Scale Food Processors of BC were successful in securing space in Downtown Courtenay and subsequently hosted a fall open house with remarks from their President Ms. Pamela Baxter, Dr. Claver Bundac, as well as CVEDS.

AGRIFOOD INVESTMENT PROGRAM BC Seafood Expo

The BC Seafood Expo moved into a larger venue in 2017; Florence Filberg Centre, Native Sons Hall, and Sid Williams Theatre. The change allowed the tradeshow to increase its exhibitor count to over 50, host over 350 attendees, 38 speakers and panelists, 70+ accredited media and international buyers, 28 sponsors and partners and $200,00 in leveraged funds. 2017 saw continued participation from wild capture fisheries and aquaculture industries via industry associations including BCSGA, BCSFA, CAIA, AAA, Underwater Harvester’s Assn, Pacific Halibut Management Assn, Pacific Sea Cucumber Harvester Association and Pacific Urchin Harvesters Assn.

SEAFOOD AND BEVERAGE SHOW ATTENDANCECVEDS attended several international and domestic shows in partnership with the Province of BC, provincial industry associations, and local agrifood and beverage producers which included:

FOCUS AREA Investment Attraction & Promotion The Investment Attraction and Promotion Programs operate under the notion of generating brand recognition, awareness and defining the unique, compelling advantages about the Comox Valley’s key attributes to external target audiences including potential investors, visitors and residents.

Downtown Mapping Project

The Downtown Mapping Project continues to display Current and Proposed Developments, Available Commercial Leases, Major projects, Tax Incentive Zones and Boundaries. It expanded in 2017 to include Agriculture Investment Lands and Business Investment Opportunities.

WINTERFEST / AWESOME ALL WINTER, DECEMBER 2017 - FEBRUARY 2018WinterFest and the Awesome All Winter Campaign expanded to feature January to March après ski events, activities, complimented by Ski and Stays, to demonstrate the depth of regions winter destination product and present more reasons to come to the area. Two new signature events were developed to support increased overnight stays including the Winery Take-over at 40 Knots Winery and Estate Vineyard and the Almost Alan Barn Dance, presented by the Comox Valley Exhibition. Mount Washington Alpine Resort partnered again in the event offering 20-50% off Ski and Stays in partnership with the event and Courtenay MRDT accommodation providers.

OUTDOOR ADVENTURE CAMPAIGNThe Outdoor Adventure Campaign was undertaken to showcase the depth of outdoor activities, attractions and service provide which featured a Harbour Air Getaway Contest that garnered 8580 contest entries and 4,883 new DCV e-Blast sign-ups.

Destination BC Cooperative Marketing Partnerships Program Confirmation

CVEDS secured $250k matching funds for a destination marketing grant application developed to undertake 4 major multi-media campaigns with numerous partners, including the Comox Valley Airport, Mount Washington Alpine Resort, the Comox Valley Cycling Coalition, the Comox BIA and the Downtown Courtenay BIA; Tourism Mount Washington;

• BC Shellfish and Seafood Festival • Outdoor Adventure Campaign • Two Wheel Cycle Fest and Farm Cycle Tour • WinterFest/Awesome All Winter Campaign

General awareness of tourism activities and call-to-action to web are still an integral component of marketing the destination. Even with the stronger mandate to promote the Valley through event expansion and increased festival-specific advertising, Discover Comox Valley participated and generated additional awareness for the region via the following:

• 6 Tourism VI campaigns including: TVI Outdoor and Vacation Guides, Wine and Culinary Guide, Guide Distribution Program, Island Moments and online advertising;

• Discover Comox Valley Signature Event Program: Signature Events continue to play an integral role in the core messaging of destination marketing activities. With the securing of the Destination BC Cooperative Marketing Partnerships Program funding of $250k, three of the four campaigns were event-focused as the way in which to drive increased visitation and overnight stays in the shoulder seasons, to enhance the economy.

Highlight results include:• Website visits increased by 21% in 2017, totaling 246,728 visits• MRDT revenues increased by 12% in 2017, totaling $322,594.10

DINE AROUND COMOX VALLEY, FEBRUARY 16 – MARCH 12, 2017The annual Dine Around Comox Valley campaign had 18 restaurants participate (3 of which were first year participants) and 15 community stakeholders involved in 4 culinary events. A new partnership was formed with the BC Restaurant and Food Services Association (BCRFA) which resulted in a Comox Valley member branch for restaurants, ‘Restaurant Talks’ workshop and marketing support for the Dine Around campaign. A new website was designed and produced a 60% increase in pageviews YOY.

BC SHELLFISH & SEAFOOD FESTIVAL, JUNE 9 – 18, 2017Now the largest seafood event in western Canada, CVEDS together with extensive seafood industry, tourism and culinary tourism partners undertook the Festival marketing, event development support, sponsorship development, as well as online ticket sales for the 11th annual event. The event grew significantly from 45 events in 2016, to over 70 events and tours, the majority of which were developed by a wide range of Comox Valley culinary and tour businesses. CVEDS was able to secure more than $75k in private sector sponsorship to leverage against $180K+ marketing resources which CVEDS also secured via numerous grants to market the Festival and the Comox Valley.

TWO WHEELS CYCLE FEST / FARM CYCLE TOUR, SEPTEMBER 2017Five major bike events and a range of tours from two local touring businesses were offered through the Two Wheels campaign and included a downhill mountain bike race at Mount Washington Alpine Resort, a cross race hosted by Cross on the Rock, an Enduro race hosted by Trail Bikes, the annual Farm Cycle Tour hosted by CVEDS in partnership with the Comox Valley Cycling Coalition, and the Royal LePage Petite Fondo road ride.

The 7th annual Farm Cycle Tour saw the most farm and food and beverage producing partners, 27 in total. Cyclists came from as far away as Australia, United States and Mainland BC, and over 331 cyclists registered.

To support the region’s ability to attract and host events in the Comox Valley that can drive overnight stays, and thereby support increased economic impacts in the shoulder seasons, the Sport & Event Attraction and Expansion Grant Program offers financial and in-kind marketing support

to local organizations that are planning or wish to secure events, festivals, races, tournaments and conferences to be held in the Comox Valley. 2017 saw significant uptake in the Program and results:

EVENTS FUNDED IN 2017Over $11,250 in Funding Assistance to Six Community Events • Over 2,400 Out-of-Town Guests Attended

The VIVC outreached significantly more in 2017 as compared to previous years as a result of the new Mobile Visitor Centre, which was funded through the Innovations Grant via DBC. This outreaching initiative was about extending visitor servicing assistance and support beyond the traditional brick and mortar location. It was to be proactive in providing Visitor Centre tools, resources and booking capacity at key events and conferences to drive increased visitation to regional attractions, businesses, as well as bookings and sales. The mobile unit launched at the BC Hospital Foundation Golf Tournament, June 14. Since the Mobile Visitor Centre was established it has attended 7 events and served 20,099 parties and 30,680 visitors.

The Vancouver Island Visitor Centre (VIVC) continues to experience steady growth. True visitor party numbers in 2017 have continued to grow over 2016 figures, by 9%. In 2017 the VIVC welcomed 30,680 visitors, up from 2016’s total of 29,976 numbers of visitors. True visitor parties into the building continue to rise; this year proved to show an impressive increase of 6%. Europeans represent the third highest Visitor Origin to visit the centre. Online activity bookings through the newly implemented REZGO online booking system, Boardroom and Facility bookings and Marketing Opportunity sales also saw increases. Trip Advisor reviews continue to show a high level of guest satisfaction.

CVEDS and the Mount Washington Resort Association (Tourism Mount Washington) established a Memorandum of Understanding in 2017 to collaborate on destination marketing activities and research projects to support increased visitation to the region and in particular the Mount Washington area.

STATISTICS & RESOURCES DATAUpdated demographic, labour force, construction and real estate, tourism statistics and industry studies and reports are maintained online for the purposes of supporting small business planning and expansion. The Statistics and resources website area accumulated over 3,164 unique page views in 2017. In addition, CVEDS sent 8 statistical newsletters featuring data and trends around construction, real estate, labour force and tourism.

CVEDS regularly facilitates partnerships with other organizations at regional and provincial levels in order to successfully implement many of the Programs throughout a given year. The coordination of these partnerships allow CVEDS to engage in larger projects, which enable the Society to further the business and economic priorities of the area.

COMMUNICATIONS & MEDIA RELATIONS PROGRAM

CVEDS hosts visiting Business, Trade, Culinary and Tourism media throughout the year to learn about related attractions and opportunities, and meet one on one with business and industry leaders across key sectors to generate increased awareness about the Comox Valley’s key attributes and thereby leverage the external marketing being undertaken to influence a new visit, relocation or investment decision. The Visiting Media Program held during the BC Shellfish and Seafood Festival alone yielded approximately $1.5M+ in earned media coverage.
