Project Overview The next piece of the North-South Corridor to be delivered will be a 3.7km section of South Road between Torrens Road and the River Torrens. This project will significantly improve travel times for both north-south and east-west traffic. Community update North-South Corridor Torrens Road to River Torrens Project - October 2014 · Parallel surface (at-grade) roads along the length of the lowered motorway to connect most local roads and arterial roads to South Road · An overpass of the Outer Harbor rail line · Intersection upgrades at Torrens Road, Hawker Street, Hurtle Street, Port Road, Grange Road/Manton Street and Ashwin Parade/West Thebarton Road · Improved cycling and pedestrian facilities · Landscaping and noise barriers (where required). The lowered non-stop motorway will provide three lanes in each direction, set approximately 8 metres below the existing surface of South Road. This concept design has taken into consideration the future transport needs of Adelaide and allows for connection to other parts of the non-stop North-South Corridor when the adjoining sections of South Road are upgraded in the future. The Australian and South Australian Governments have committed $896 million to construct the Torrens Road to River Torrens Project. Each government will contribute $448 million towards the project. The project will create an estimated 480 jobs per year during its construction phase. It is expected that the major works contract will be awarded in the second quarter of 2015 with the project due for completion by the end of 2018. Project Overview

Time line

Release of the Expression of Interest to prequalified industry

groups on 14 August 2014 marked the commencement of the

formal procurement process for the major works component

Major construction works to commence in the

second half of 2015

Completion of construction by the end of 2018

Construction hours for large infrastructure projects often

involve night and weekend works.

Night works will be managed to minimise disturbance to

the local community as much as possible and adjacent

residents provided advance notice.

Relocation of services Many existing utility services (Telstra, SA Water, SAPN etc) along and across the

existing South Road need to be relocated and or protected to ensure they can

continue during construction of the project.

The full extent of the service relocation works will not be known until the final

project design has been completed, expected to be mid 2015.

Where services are required to be moved to local streets, residents will be

notified by the relevant service authority of any works that will affect their

property, including access requirements or service disruptions. Works in and

around the local streets will mostly occur during the day with service relocation

works on South Road occurring at night to minimise disruption to traffic.

Project Assessment Report (PAR) process The Project Assessment Report describing the environmental, social, economic

and engineering implications of the project was released in June 2014. The

submission period for feedback closed on 15 August 2014.

The feedback received is being considered and reviewed by the project team.

Any required changes to the project concept design will be discussed in the

Project Assessment Report: Supplement, which will be published by the end of

2014.

Open Day On 26 July 2014, approximately 200 people attended the Open

Day at the Project Site Office (196 Torrens Road, Renown Park).

Project team members were available to answer questions from

the local community. Those who attended indicated that it was a

useful opportunity to find out more about the project and to

discuss the concept design with project staff.

Key areas of interest on the day included:

· Access arrangements for local side streets

· Pedestrian and cyclist arrangements

· General information about the project staging and start of

construction works

· Noise barriers and expected location.

Community Liaison Group A Community Liaison Group (CLG), focusing on the construction

phase of the project is being established to provide a forum for

local residents and businesses to discuss and exchange

information about the project.

Twenty members are being sought from the local community that

can represent local residents, business, community and

environmental groups, and local government. The Terms of

Reference and nomination forms are available to download on

the project website: www.infrastructure.sa.gov.au/t2t under

quick links.

Nominations close Friday 7 November 2014 with the first

meeting expected to take place in early December 2014.

The CLG will offer an opportunity for members to raise any local

issues or concerns and to work with the project team to minimise

the impacts of the project on the local community and road users.

Security patrols Security patrols have been engaged nightly and will continue to

maintain a presence in the project area, with increased patrols

operating on weekends and public holidays.

Police patrols will also continue to monitor the project area and can

be contacted on 131 444 or 000 in an emergency situation.

Members of the community can help by reporting any suspicious

activity.

South Road/Ashwin Parade intersection roadworks update The roadworks contract was awarded to the local South Australian

company, Bardavcol, in August 2014. The works will support 39

jobs with expected completion by April 2015, weather permitting.

The intersection upgrade includes widening of South Road to

provide three lanes in each direction at the signalised intersection.

This will provide additional traffic capacity particularly during the

construction of the Torrens Road to River Torrens Project.

The upgrade will also provide two right turn lanes from South Road

into Ashwin Parade.

What’s happening

Pedestrians are advised that access arrangements

have changed and in the interest of public safety

they must use the designated paths.
