In late 2018, the Victorian Government committed $318.3m to duplicate four kilometres of Barwon Heads Road between Settlement Road and Reserve Road, including a bridge over the Melbourne-Warrnambool railway line at Marshall. The Government is also investigating the potential for duplication of a further six kilometres from Reserve Road to Lower Duneed Road. The City of Greater Geelong is undergoing rapid urban expansion, experiencing the largest population increase of any area in regional Victoria. Most of this expansion is concentrated in the Armstrong Creek Urban Growth Area which will provide housing for between 55,000 to 65,000 homes over the next 10-25 years. The scale and pace of urban development to the south east of Geelong needs well considered solutions that will help reduce congestion, improve safety and stand the test of time. Major Roads Project Victoria (MRPV) is a dedicated government body charged with planning and delivering major road projects for Victoria, including the Barwon Heads Road Duplication.

VicRoads completed the initial planning studies for the Barwon Heads Road Duplication project, which were presented in November 2017.

MRPV is now the responsible body, charged with refining the concept design and minimising the impact to adjoining landowners, based on community and stakeholder feedback, in advance of construction.

What to expect from March 2019 onwards Consultants will be on site undertaking a survey of the existing road, and studying geology, topography, trees, drainage, utilities and services. They may also need to carry out surveys inside properties near Barwon Heads Road.

The surveys will assist in the continued development of the road design. The revised concept design will be made available to the community.

A Planning Scheme Amendment (PSA) process will commence in mid 2019, providing the opportunity for the community to review and formally comment on the concept design.

We will then seek approval from the Minister for Planning to amend the planning scheme. More information about the PSA will be made available before the process begins.
