Purpose

Council retains this land for the following purposes: The Council is required by Section 7 of the Local Government Act 1999 to “provide services and facilities that benefit its area, its ratepayers and residents and visitors to its area, including amongst other things recreational facilities”. This land is retained by Council to provide passive and active recreation facilities for the community and other visitors. The casual hire of the grassed area located on the corner of Ashley Avenue and Mulkarra Street and the sports oval located on the corner of Ashley Avenue and Hazel Grove, as well as the community building located near the tennis courts can be arranged by contacting Council’s Customer Relations Centre on 8397 7444. Other grassed areas and community buildings mentioned are formally leased. Should any member of the public wish to gain information about venue hire they should contact the Club Secretary direct. As of the final adoption date the Council grants permits to use the community building/grassed areas to:

Tennis Courts The North Eastern Tennis Association have a lease which has expired.. They currently have a

permit for summer and winter. Modbury Tennis Club have a summer permit. The building is hired to SA Weight Watchers and Narcotics Anonymous NE Outreach.

Bowling greens and the community building The bowling greens and the community building has a formal lease to the Modbury Bowling Club

which is currently held under ‘holding over’ provisions of the lease.

Sports oval and community building located on the corner of Ashley Avenue and Hazel Grove Modbury Sporting Club Inc has a lease which is currently held under ‘holding over’ provisions of

the lease. They currently have exclusive use over the community building. Casual hire of the oval can be arranged by contacting Council’s Customer Relations centre.

Sports oval and community building located on the corner of Milne Road and Golden Grove Road Modbury Soccer Club have a lease which is currently held under ‘holding over’ provisions of the

lease. They currently have exclusive use over the oval and community building.

Grassed area located on the corner of Ashley Avenue and Mulkarra Street There is no formal lease on this site. Currently there permits for dog obedience classes arranged by

Tea Tree Gully Dog Obedience and Klever Kanine Dog Obedience School Inc.

Waterworld The aquatic facility is managed and maintained by Council and casual hire of this site can be made

by contacting Council on 8397 7439. The Council grants seasonal permits to the Tea Tree Gully Swimming Club, Clovercrest

Swimming Club and Aussie Masters.

Road and Safety Cycle Centre The Road Safety Centre is managed and maintained by Council. For casual hire of this site

contact Council’s Customer Relations Centre on 8397 7444. For a list of current user groups at any time during the life of the management plan please contact Council. Council may grant a lease or licence of the whole or any part of the land during the life of this management plan. Council will consider the land in regards to it being suitable for the purpose and may with its powers under Council’s By-Laws restrict or prevent activities that are considered to be inappropriate for the land.

Objectives

Council’s objectives for managing this land are as follows: The Council seeks to ensure that all of its assets are utilised to their maximum potential. In particular the land serves to meet the Council’s desire that residents are able to partake in a range of activities to achieve a balanced life incorporating recreation opportunities.

Management Proposal

These are the Council’s proposals for managing this land: The land comprises the following: Extensive natural grasses/trees scattered throughout Major aquatic centre facility and several community/amenity buildings Pedestrian bridge Natural creek Cyclone tube pier panelled fencing Reserve furniture such as bins, barbeques, table/chairs, shelters, parkbenches and signage Floodlighting Carparks (informal/formal) with lighting, linemarking and bollards Splashground, three swimming pools, three waterslides including pool equipment and sail

The following are proposed:

1. Ovals The ovals are currently equipped to satisfy the needs of regular users including cricket, soccer and football. These areas include goal posts, fencing, shelters and batting nets. Council will regularly water, mow, aerate, fertilize as required and top-dress, de-thatch, soil condition, over-sow, control pest & diseases and verti-drain the oval to maintain a serviceable standard.

2. Grassed areas The grassed areas are currently equipped to satisfy the needs of regular users. As required, controllers and sprinklers are replaced or repaired to maintain a service standard consistent with its existing use. The sites are regularly mowed and watering occurs in accordance with the Code of Practice for Irrigated Public Open Space as regulated by SA Water.

3. Café - Waterworld Aquatic Centre Waterworld is equipped with female/male changerooms and toilets, kitchen, café , numerous storerooms, offices and plant rooms.

Opening Hours: 6:00am - 7:30pm Monday to Friday 7:00am - 6:00pm Saturday 9:00am - 6:00pm Sunday and public holidays Waterslide operating times: 11:00am - 4:00pm School holidays, weekends & public holidays

The complex is open each week for approximately six months of the year, but this could vary from time to time. Enquiries can be directed to 8397 7439.

4. Carparks The carparks are generally sealed and traffic is managed with appropriate linemarking, signage, kerbing and in some locations with traffic control devices. Lighting within the carparking areas is minimal. Council will use various techniques for managing the pavement such as minor patching, potholes, cracksealing, spraysealing or reconstruction. The linemarking will be renewed in most carparks by Council resources on an annual basis.

5. Community & Amenity Buildings Located on Hazel Grove it includes a large main hall, kitchen, two bars, numerous storerooms, offices, female/male changerooms and toilets, upstairs members lounge. It is currently leased under the provisions of a ‘holding over’ clause to the Modbury Sportsmans Club who maintain the building.

Located on the corner of Milne Road and Golden Grove Road this building includes a large function room, equipped kitchen, female/male change rooms and toilets, bar, numerous storerooms. It is currently leased under the provisions of ’holding over’ clause to Modbury Soccer Club who maintain the building.

The community building located near the tennis courts which comprises a small main hall, canteen, storerooms, female/male toilets. The North Eastern Tennis Association have a permit for summer and winter. The Modbury Tennis Club have a summer permit to use this facility which Council maintains. Narcotics Anonymous NE Outreach have a hire permit to use the building.

The community building located near the bowling greens comprises a large club room, commercial kitchen, meeting rooms, female/male toilets, bar. It is currently leased to the Modbury Bowling Club who maintain the building.

The amenity building at the Road and Safety Cycle centre is equipped with an office, large meeting room, storage room, female/male toilets and disability access ramp.

6. Lighting/Floodlighting This recreation park is equipped with lighting to illuminate the pathways, nearby equipment and sportsfields. The post top lamps are checked for electrical and structural integrity as required.

7. Fencing Reserve boundary fencing adjacent to residential or commercial properties are not managed or maintained by Council in accordance with the Fences Act 1975. Fencing rails or panels at other sites independent of “boundaries” are repaired or replaced to ensure that they are structurally sound and suit the intended purpose.

8. Creek Maintenance Watercourses and creeks generally are inspected on a regular basis for the management of weed growth and pollutants. It may be necessary to carry out earth works to address erosion.

9. Reserve Furniture Barbeques, table/chairs, bins, shelters, parkbenches, signage and a playground are common features within this reserve. This equipment is checked on a regular basis to establish that the fixtures and fittings are mechanically sound and suit their intended purpose. Plumbing, painting and carpentry improvements will be carried out as required to ensure the robust nature of these fixtures.

10. Stormwater outlet and culvert Council regularly inspects stormwater outlets, culverts and side entry pits to remove any potential blockages and carry out repairs as necessary to minimise the risk of flooding.

11. Footpaths Footpaths within these reserves are formed of concrete and paving. A disability access ramp is sited at the Modbury Sporting Club car park, and at the Cycle Training Centre. There is also a dolomite driveway. Defects are often reported by local residents and through the “Customer Response Management” system, Council will then attend to its repair. Tripping hazards are also recorded via Council resources and as required will either be replaced or repaired.

12. Pedestrian Bridge Hand rails, decking timber and other structural elements such as abutments are inspected on a regular basis to check the fittings and fixtures are mechanically sound. As required, painting and carpentry work is carried out to ensure the safety of these bridges.

13. Bowling Greens The bowling greens are currently being maintained by the Modbury Bowling Club under the terms and conditions of the lease.

14. Swimming pools/Waterslide including equipment The water in the swimming pools/waterslides is tested for quality every three to four hours to comply with regulations. The pools surface is cleaned by Council staff manually or using an automatic cleaner. The waterslides are checked on a daily basis for any structural defects by Council staff.

15. Skate Ramp There is a routine safety check completed and removal of rubbish on a weekly basis. A structural assessment is also conducted on an annual basis.

16. Tennis Courts The tennis courts surface is maintained by the North Eastern Tennis Association using various techniques such as minor patching, crack sealing or resurfacing and then appropriately relined. They have an annual permit to use the courts.

17. Mobile Phone Tower The mobile phone carrier Hutchison Telecommunications own and operate this site under lease to Council until 24 September 2015. The site is presently under review and some of the equipment is not operable, however during the term of this management plan circumstances may change.

18. Garages/Sheds All garages located within the Modbury Sports Area are being maintained by their respective tenants. The sheds located within Waterworld and the Road Safety Centre are being maintained by Council.

Council has a regular maintenance schedule, which is reviewed prior to the setting of the Council’s annual budget. The schedule provides for the Council’s staff to attend to the upkeep of the land structures and equipment in a reasonable fashion, bearing in mind the requirement on Council to attend to the management of its other City wide assets. Subject to compliance with the requirements of all relevant legislation the Council may, during the life of this management plan, develop the land by erecting buildings or structures which will enhance the use of the land as a recreation facility.

Other Government Policies

The following State Government policies and plans concerning conservation and development relate to this land: The land is in the Special Use Zone. The Council’s Development Plan governs what activities may occur on the land and how it may be developed during the life of the Plan. The Council has adopted by-laws which effect and regulate activities on Council land: The Council’s “Dogs” by-law The Council’s “Roads” by-law The Council’s “Local Government Land”

Performance Appraisal

The Council will measure how it has managed the land in the following ways: The Council regularly undertakes community consultation studies and surveys and will include a request that respondents comment on their views of and experiences in using the land. In addition the Council invites people to comment to the Council via its website, by post or facsimile, in person at the Council offices and by telephone. The Council will record all complaints and compliments and attend to those requiring action. In addition complaints and compliments will be reported on annually at a meeting of the Council. The Council has adopted a performance management system to record successful achievement of employee functions. Regular assessment and reporting of compliance with the Council’s asset maintenance programme is integral to this process. As part of the horticultural management of the land the Council will carry out “random anonymous audits” to measure whether the Council is meeting its objectives expressed in its management schedule. The Council will review this Management Plan within 5 years of the date of its adoption and as appropriate amend maintenance as required. Asset Management tools are applied to predict the maintenance and replacement life to the building and carpark. This information is used on an assessment of the performance of Council’s maintenance practice.

Development

Council can consider any future development on this site beyond the 2013/14 financial year until the expiry of the Management Plan. Any development will be subject to future budget bids and consultation with the Community. A recreation master planning process is proposed for the site during the FYE 2013.
