Highlights of the Month
PROGRAM PROJECT DETAIL COMMUNITY LIFESTYLE
The annual Mackay Homeless Expo was held on Wednesday 3 May at the CQU City Campus.
Over 200 people attended, making it the busiest Mackay Homeless Expo to date, with agencies disseminating information about services available to homeless people and direct assistance being provided to those in need.
The annual Greenmount Heritage Fair was held on Sunday 28 May.
Approximately 5,000 people attended the Fair and comments received from visitors were overwhelmingly positive.
Volunteers Expo 52 community organisations hosted information stalls at the Expo which attracted approximately 1500 attendees. Feedback from organisations involved in the event has been very positive.
The Mayor's DV Leadership Forum
The Forum was held on 19 May with guest speaker 2015 Australian of the Year Rosie Batty. The forum was attended by over 100 people from various sectors of the community.
MECC & EVENTS Community Youth Workshops for those affected by TC Debbie in the outskirts of the region
Circa and Sensory Circus held workshops coordinated by MECC staff at locations impacted by TC Debbie. In total over the 5 venues, 225 participated and the workshops were very well received.
Wicked MECC team assisted and supported the highly successful Mackay Musical Comedy Players production of Wicked with over 4300 patrons attending
CORPORATE COMMUNICATIONS & MARKETING
Sweet Secrets Promotion Month long promotion to foster community pride and engage local eateries in the region. Positive feedback from participants who noticed an increase in local visitation, with about 150 entries received via the Facebook competition.
Facebook leaders Following TC Debbie, council’s Facebook followers hit 20,000 in May, resulting in council’s page now being one of the top council pages in regional Queensland. There continues to be good engagement on many posts with an increase in focus on video content for the page.
EMERGENCY MANAGEMENT (EM)
IGEM Disaster Management Officer Network and LGAQ Disaster Management Conference.
Both these events were held in Mackay at the MECC. Various Emergency Management practitioners and businesses around Queensland attended. Great economic boost to the Mackay economy.
SES Appreciation Dinner. The dinner was a show of appreciation for all the SES volunteers who assisted during TC Debbie. There were 105 SES volunteers from the Mackay area who assisted during the event. This also included SES deployments of volunteers to Proserpine and Long Island.

HEALTH & REGULATORY SERVICES
Off Street Paid Car Parks People using PayStay continued to increase throughout May with up to 1,019 sessions being activated across the five Mackay City Centre Off Street Paid Car Parking areas each week. Officers continued to work with individuals and groups to transition to using PayStay.
Erosion and Sediment Control Following rain events throughout May, 10 inspections were conducted of building sites throughout the region to determine compliance levels for sediment and erosion control. Compliance was generally good with most builders having necessary control measures in place to avoid sediment escaping construction sites.

Workplace Health & Safety
Summary Six incidents were reported during May.
For the 2016-17 year to date, there have been three lost time injuries recorded, with a total of six days lost. No lost time injuries or lost days were recorded in May.
Incidents and Injuries
There were two injuries to MRC employees recorded in May:
• A worker was bitten by a cat (with a minor wound) and a dog (with no wound). • A worker was cleaning a champagne flute when the stem broke, causing a minor laceration to hand.
Each incident is investigated and appropriate corrective measures implemented, to reduce future risks.

Council in Community Mackay Regional Councillors visited venues in the south of our region on 3 May, including:
• Wongabeena Housing Facility
• Sarina Aged Hostel Facility
• Sarina Leagues Club
Briefings from community and sporting groups included:
• Brewers Park Sporting Precinct
• Rural Skills Centre (Work for the Dole - Bus Shelter Project updates) Community Catch-up sessions were held in Koumala and Sarina to discuss with residents their issues and concerns in the recovery period post TC Debbie. Councillors also visited Midge Point on 2 May and the Sarina Range on 25 May, to discuss community concerns following the cyclone.

JP Services provided to community 15
Community Development Council continues to support community recovery efforts with a co-ordinated outreach program following cyclone Debbie be rolled-out in partnership with the Department of Communities. Popup outreach facilities continue in the Sarina Range, Koumala and Eton communities. The Community Programs partnership with GIVIT this month was expanded to support requests received through Red Cross because of outreach activities that continue across the region. Several families across the region have been provided with assistance to access bedding and white goods. Council helped to deliver the annual Mackay Homeless Expo that was held on Wednesday 3 May at the CQU City Campus. Over 200 people attended, making it the busiest Expo to date. A range of agencies offered information about their services. In terms of direct assistance: • 118 food hampers were given away, along with 26 swags; • Blankets, clothes, books, and toiletries were also handed out to people in need. • 13 visitors had medical checks with the doctors in attendance, 19 dental checks with Oral Health were
conducted, 40 flu injections were given and 35 haircuts were provided. The team provided support to the Common Thread Men’s Group, M&K MASSI and MATSI Women’s Group around the planning of the Kanaka Proud Cup football game to be held on Saturday July 15. The game will be a curtain raiser to the Cutters vs Capras game featuring Australian South Sea Islander teams from Rockhampton and Mackay. The team engaged with a broad audience of seniors within the community to inform them of the operation of Pay Stay system in the City Centre. Community Meetings / Events / Interagency Meetings. 53 meetings and events were held, highlights of which included: • The inaugural Candle Lighting Ceremony in support of Domestic Violence (DV) Awareness was held in
Sarina on 10 May. Guest speakers included the Mayor Cr Greg Williamson and Dr Anne Butcher from Domestic Violence Resource Service. Community Choirs from Sarina and Mackay sang during the

ceremonial lighting of the candle by Cr Williamson. Those in attendance were treated to a free sausage sizzle, cooked by the Sarina District Chaplaincy Committee, following the Ceremony.
• The Mayor's Leadership DV Awareness Forum was held on 19 May with guest speaker 2015 Australian of the Year Rosie Batty. The forum was attended by over 100 people from various sectors of our community and feedback received was positive. Follow up work is now underway.
• A National Reconciliation Week event was delivered in partnership with the Aboriginal Torres Strait
Islander Community Health Service and Reconciliation Queensland. Approximately 70 community members attended the event and feedback received was very positive. The event highlighted an emerging Aboriginal Dancer Group and a didgeridoo player.
• A workshop to review Council's Reconciliation Action Plan was held with internal officers and representatives of the Indigenous community. Those present also took the opportunity to workshop the development of council's second plan which will be developed over the coming months with support of all stakeholders.
• Volunteers Expo was held on Sunday May 7, 10am – 2pm at Mackay Senior Citizen’s Centre. 52
community organisations hosted information stalls at the Expo which attracted approximately 1500 attendees throughout the day. Feedback from organisations involved in the event has been very positive and all agreed they would attend this event again and recommend it to other organisations. A post expo survey will be undertaken to check genuine benefits and economic value of the expo.
• The CAMS Officer supported the Australian South Sea Islander Heritage Organisation to host a series of
events to commemorate 150 years since the arrival of the first South Sea Islanders in the Mackay region. Events commenced with an exhibition launch on Thursday 11 May which featured a gospel choir from the Solomon Islands.
• Support was provided to the Australasian Performing Rights Association, Australasian Mechanical
Copyright Owners Society and QMusic to deliver a “Meet the Locals” seminar in Mackay 2 May. The event was well-attended and the feedback received was very positive. Based on its success, the organisers are considering making it an annual event.
• The annual Greenmount Heritage Fair was held on Sunday 28 May. Approximately 5,000 people
attended the Fair and it was pleasing to see a greater number of people take advantage of the Park and Ride option, which eased the pressure on parking in the grounds of Greenmount and surrounding properties. Feedback from members of the community about the event has been very positive. A creative space was created at the Fair for the first time, where three local artists were engaged to manage a range of creative activities. Representatives from the Mackay Women’s Centre ran the One Million Stars project in the space.
Sport and Recreation 6 meetings/events and 45 contacts were conducted during the reporting period. Highlights include: • Specialist advice being provided to the Mackay Regional Sports Precinct project team during the
development of plans for the site. • Council is partnering with Parks and Leisure Association Queensland to deliver a 2-day conference to
be held at the MECC. The theme of the Conference is Active Places-Active Connections, with a particular focus on active transport in regional communities.
• A local organising committee has been established to deliver the North Queensland Games to be held in Mackay 4 – 7 May 2018. Council is working in partnership with North Queensland Sports Foundation to deliver this exciting event.
• Council is working with Sports Marketing Australia to boost sports tourism in the region. In-depth interviews were conducted with a range of local sporting clubs to assess their capacity to host regional,

state and national competitions. The data gathered will be used to developed a Capacity and Capability Assessment Report, which will be used to attract appropriate events to the region.
Sister Cities Program Planning is well-advanced as council prepares to welcome 13 students and 2 chaperones from Matsuura on 4 August, as part of the annual cultural exchange program between the two sister cities. Arrangements are also being made for the Mackay citizens tour travel to Matsuura in September 2017. During this year’s tour, discussions will be held with representatives of our sister city as to appropriate ways to acknowledge the 30-year anniversary of the relationship which will coincide with the exchange program in 2019. Museums Sarina Museum Open: Tuesday, Wednesday and Friday 9am to 2pm. Visitors: 147 Volunteer hours contributed: 550 Mackay Museum Open: Tuesday, Thursday and Sunday 10am to 2pm. Visitors: 18 Volunteer hours contributed: 180 Pioneer Valley Museum Open: Tuesday to Thursday 9.30am to 2.30pm Visitors: 12 Volunteer hours contributed: 261 Greenmount Homestead Open: Sunday - Friday 9.30am - 12.30pm Visitors: 69 (plus 2000 tours of the Homestead during the Heritage Fair) Volunteer hours contributed: 193 All Museums participated in the Volunteers Expo and Greenmount Heritage Fair this month. In-kind Assistance requests 20 In-kind Assistance Applications were processed during May, totalling $4,442.20 Junior Sporting Grants No Applications were received during the reporting period.

An in-kind assistance application has been lodged with Mackay Regional Council for design expertise in river bank stabilisation techniques. Discussions have been held with local contractors regarding options available for river bank protection.
Mackay Tennis Association Replacement and Upgrading of Lighting
119,000.00 Engineering works are underway to repair works to existing poles. LED light fitting providers contacted and design options have been refined. Delays have occurred due to access limitations from heavy rain in mid-May.

Artspace Mackay Current Exhibitions - Artspace Mackay Gallery One No Human Being is illegal (In all our glory) Deborah KELLY (Touring exhibition) Originally created for the 19th Biennale of Sydney (2014), this exhibition comprises 20 life-sized photographic portraits realised through ongoing discussion, exchange and art-making between the artist, the subjects and the contributors. The subjects represent a fascinating cross-section of contemporary Australia, with each portrait telling an intimate story of the subject’s life. Without the barriers of language, culture, religion, sexuality, gender or race, this collaged imagery confronts the viewer with the human narrative. Where are the originals? Once were photographs... Peter LYSSIOTTIS (Touring exhibition) Where are the Originals? slows down the frantic pace of photography in the modern era, pausing for a breath in our rush to capture every moment by taking an over-the-shoulder look at photography and interrogating it. Lyssiotis’ process of scratching, erasing, sanding and over-drawing an existing image is a way of drawing those photographs, which have been made and already reproduced back to their essence… light. Based on two series of works, these works look at the challenge of making visible that which the photographer has not foreseen, revealing, in the process, what was hidden in the original, with a view, always, to reach for those unexpected levels of poetry (and perhaps humour).

Gallery Two A &B PROTECTION – Jud WIMHURST (in-house curated) As a firm believer in DIY, research and experimentation is an important part of Wimhurst’s practice and if that means sourcing a completely new material and exploring its capabilities or mastering a new technique, or even to make the necessary tools to do a specific job from scratch, then he does so. Conceptually, his sculptures are inspired by consumerism, design, pop culture, mortality and humour - and the point of which these themes may meet or intersect. Gallery Three Liminal spaces: escaping the frame (in house curated). Glenda HOBDELL. A new media installation by local artist Glenda Hobdell presents alternate views that are informed by the experience of two caves – one in Hungary, the other in Australia. A synthesis of immense hanging panels, animated videos, light projections and sonic effects reveal an interplay between light and dark, reflection and shadow, positive and negative, still and moving, physical and digital. Public Programs BMA Kidspace is Artspace Mackay’s ever-popular art, craft and music program for toddlers and their carers. The May 23 event attracted over 68 participants. Kids Art Club for Term Two conducted by Wanda Bennett, Pam Hutley and Jodie Kearns is proving to be very successful with great feedback received from parents. An artist talk with Peter Lyssiotis on May 28 attracted 20 interested participants.

Mackay Entertainment & Convention Centre and Events Overview
• MECC worked with a scheduled Morning Melodies promoter, and MRC Corporate Communications to run a world record attempt for the largest tap dance held in a single venue. 300 people attended with widespread community engagement and social media and general media coverage. The required number was achieved and this will be approved as a world record by the Guinness Book of Records in approximately four weeks' time.
• Circa and Sensory Circus held workshops coordinated by MECC staff at locations impacted by TC Debbie. In total over the 5 venues, 225 participated and the workshops were very well received.
• MECC team assisted and supported the highly successful Mackay Musical Comedy Players' production of Wicked, with over 4300 patrons attending.
Business Events Development
• The MECC hosted 5 conferences in the convention centre during May with a total of over 600 delegates, 600 of whom visited Mackay from outside the LGA
• Excellent feedback received from the 270 delegates to the Australian National Budgerigar Championships.
• The MECC will be hosting the Parks and Leisure Australia (Qld) Workshop and Tours late May/early June. The next scheduled Conference is for the Australian Water Association in July – 90 delegates.
• Hosted 5 members of the Australian Wagyu Association. Beginning negotiations for a possible community engagement activity next May around Wagyu.
• Submitted proposal to host the Australian Institute of Medical Scientists Conference June 2018 with 150 delegates from national/international origins. The proposal includes recommendations for utilising several regional conference venues. Competing against Whitsunday region to win the conference.
Festivals and Events
Festival of Arts With the departure of the Acting Festivals & Events Producer in late May, the Mackay Mazda Festival of Arts is now being produced and delivered by MECC Assistant Manager, Jemma Carey, due to run 7 – 16 July. The program is currently on sale, tracking well with the paid advertising to start June 1. The Comedy Club is selling strongly already. Global Grooves The team held its first community meeting to coordinate Global Grooves this month. Plans are underway to continue the growth of the event in 2017. Now in its 2nd year of Queensland Government funding, the event can continue to provide free stalls to NFP groups to take part in the celebration, sharing their culture and providing a fundraising platform for groups.

Corporate Communications and Marketing
Overview A focus for the month was the #Sweet Secrets promotional campaign with the aim to heighten awareness and economic importance of the local sugar industry. Twenty-one eateries from around the region participated in the novel but highly successful and cost effective campaign, which created a sense of urgency and positivity in the local community. A full debrief will be held with stakeholders to determine its success and whether there is merit to run it as an annual pre-sugar crush campaign. About 135 entries were received, with the winner to be announced in early June. In what is considered a significant milestone for council, the main Facebook page hit 20,000 followers in May. This places council’s social media platform among the top 4 of Queensland councils, excluding Brisbane and Gold Coast, Ipswich (30,400), Sunshine Coast (23,800), and Moreton Bay Regional Council (23.400) Staff delivered two separate presentations at conferences about how council utilised social media engagement during Tropical Cyclone Debbie. The presentations were well received and showcased council as delivering leading edge communication during a crisis. There were a number of major media issues and events during May. Corporate Communications worked with the MECC to run a world record attempt for the largest tap dance held in a single venue. 300 people attended with widespread community engagement and social media and general media coverage The advertising-marketing campaign was finalised for the Festival of Arts, which celebrates 30 years in July 2017. Extensive radio, television, prints and social media campaigns are scheduled to start in June. Extensive media campaigns were developed for PayStay, Greenmount Heritage Fair, Volunteers Expo and Works for Queensland projects. Collaboration with programs across council is underway to deliver a combined #MackayPride stand at the annual Mackay Show, similar to last year. The stand will be manned during the three-days, offering advice on a range of services, functions and events.

Emergency Management
Overview
The IGEM Disaster Management Officer Network Conference and LGAQ Disaster Management Conference were held at the MECC during this reporting period. Various Emergency Management practitioners and businesses from Queensland attended.
During the Emergency Liaison Officer (ELO) meeting and debrief it was identified that further ELO’s were required in further areas in Mackay. These include; Finch Hatton/Gorge, Coulston Park (top of Sarina Range), Koumala, Crediton, Eaton/Homebush, Keswick Island, Armstrong’s Beach, Sarina/Campwin Beach, Grasstree Beach and Hay Point.
The Emergency Management Team continues to provide support and advice to the Local Recovery Groups post TC Debbie. The last of the Counter Disaster Operational (NDRRA) costs have been captured and will be submitted to Queensland Reconstruction Authority in the next reporting period.
Cyclone Shelter training was conducted with another Council staff member volunteering to take on the role of Cyclone Shelter Manager.
Emergency Management Team staff attended the Australian and New Zealand Earth Fire and Rain Disaster Management Conference held on the Gold Coast. One staff member was a guest presenter for the Inspector General Emergency Management (IGEM), Mackay Disaster District Capability Review, presenting the local government perspective.
The Emergency Management Team is continuing the “Get Ready Mackay” message with a display at the Greenmount Homestead Heritage Fair.

Education and Training Sessions
Food safety training sessions are conducted for non-profit organisations and for food handlers at festivals and events. School education includes responsible pet ownership and dengue fever awareness. Customer Requests Throughout May 2017, 1480 requests for service were received, compared with 1405 for May 2016. 83% were completed in nominated timeframes. Health and Regulatory Services aim to complete 85% of requests for service within nominated timeframes, however, depending on the circumstances of each individual matter and the speed at which compliance can be achieved using compliance processes, timeframes for completion can be influenced.
