The time to market and introduction into service for new Satellite Systems can often be a significant factor in determining success for SATCOM providers and operators aiming to break into an already congested telecommunications market. JP2008 Phase 5A is a project to provide enhanced tactical UHF communications services to the ADF. This project includes acquisition of a hosted UHF payload on a commercial satellite IS-22 located over the Indian Ocean Region as well as upgrades to the SATCOM ground segment to control the way in which deployed ADF users gain access to the UHF channels.

Due to the complex nature of the upgrades for the UHF SATCOM ground segment as well as integration of the capability within Defence’s Operating environment, there has been a number of factors in the program that have impacted the delivery date for the introduction into Service of UHF SATCOM capability. As a recognition of Nova Systems SATCOM core strength in working in complex engineering environments, Nova has been engaged by the ADF to play an increasing role in the delivery of this high priority program to Defence.

Originally, Nova Systems SATCOM only supported the In Orbit Test campaign of the IS-22 Hosted UHF Payload as well as hardware and software

Highlights The Cooper Basin operations of one of Australia’s leading independent oil and gas producers is about to undergo a major technological transformation with the implementation of a private 4G broadband wireless network and a new generation digital mobile radio network. These networks will be a major enabler for a future intelligent oil and gas field that will deliver significant improvements in production and productivity, as well as Health Safety & Environment (HSE).

Nova Systems was engaged from the outset to develop the technology strategy and provide key input into the development of the supporting business case. The technology strategy included the identification of an appropriate technology roadmap for replacing the existing narrowband radio telemetry system and analogue mobile radio systems.

Nova Systems was subsequently engaged to provide specialist technical engineering support in initiating several projects to implement both the 4G broadband wireless and digital mobile radio networks.

AUSTRALIAN BORDER FORCESATCOM REQUIREMENTS

KEY EXPERIENCE

Off shore vessels owned and operated by Border Force were using low bandwidth SATCOM services for their communication needs where the costs were driven on a per usage basis. As the volume of data required to be transferred between each vessel and headquarters increased, the SATCOM usage costs per vessel became prohibitively expensive. Nova Systems was engaged by Border Force to evaluate their SATCOM communication requirements and support Border Force in procurement of SATCOM capability for installation onto the vessels that would provide a long term lower operating cost to Border Force while at the same time supporting increased data rates to support reliable transmission of high data rate real time and non-real time services.

As part of the evaluation process for supporting the introduction of new SATCOM capability within Border Force, Nova Systems was responsible for modelling different SATCOM procurement and cost models as well as evaluate different alternate SATCOM capability options including both commercial and military services. Nova Systems was instrumental in developing the statement of work as well as supporting tender evaluation to choose the best value for money option. The selected solution which uses a complex combination of both commercial and military SATCOM capability to cover Border Force’s unique operating needs has resulted in Nova performing key activities in support of the introduction of Border Force as one of the first Whole of Government customers to utilise the Australian Defence Wideband Global SATCOM (WGS) system.

Nova Systems was able to provide leading support to Border Force due to its vast experience in dealing within complex SATCOM environments where a deep level understanding of the capability trade space and stakeholder needs is essential to ensure the optimum solution is procured, installed and operated. The work that has been conducted by Nova Systems SATCOM for maritime Border Force is now a basis for the delivery of SATCOM capability within the land domain for other Whole of Government customers.

Information Assurance in today’s highly networked environments is essential to ensure business continuity and desired military outcomes. Nova Systems Information and Cyber Security Program brings together a capability of highly qualified professionals that has acquired specialised knowledge to support organisations in achieving their objectives.

Nova provides support to the Department of Defence, Navigation and Tactical Data Link projects under an Integrated Support Contractor model. The support extends across the capability lifecycle to include Requirements Definition, Design Acceptance, Safety Assessments and Integrated Logistic Support. Nova also supports the projects by providing specialised Subject Matter Expertise to support the assessment of fitness for purpose, environmental compliance and safety within Technical Regulatory Frameworks.

The program provides support to the Australian Defence Force Tactical Data Link Authority in its provision of Joint Tactical Data Link training to the Australian Defence Force. The training is critical to ensure the effectiveness of Tactical Data Exchange in joint, allied, coalition and military operations and exercises.

Nova’s approach to Cyber Security is that which provides for continuity of Business or Mission outcomes. Mission Assurance is based on the mitigation of mission/business disruptions that can result from a Cyber Attack or from the impact of operating in a Cyber denied environment.

More generally mission assurance is a process to ensure that designated tasks or duties can be undertaken with the purpose of ensuring sustained operations. That’s is ensuring that the business strategy is sufficiently resilient to a Cyber Attack; so that critical business activities can still be undertaken in some cases at degraded levels, when operating in a Cyber denied environment.

Nova implements cyber mission assurance through a risk management framework that is based on the Australian Department of Defence – Information Security Manual methodology. The methodology is best practice in mitigating or minimising the threat to ICT systems. However, there is no one–size–fits–all approach to Cyber security due to the varying complexity of different ICT systems. Nova adopts a risk management approach to Cyber security providing the flexibility to allow for differences in environment, business operating strategy and the businesses appetite for risk.

The approach allows businesses to balance the operational and economic costs of information security measures with the need to protect the information and systems that support their organisational functions.

Nova is cognisant of national and international standards and implements and adopts an approach that meets an organisations business requirements. Nova works with the customer to establish the estimated costs of malicious cyber-attacks and how to best detect, deter and respond to cyber security threats in the context of the business’s operating model. The developed mitigation plan provides recommendations that balances the recommended security controls, operational constraints and economic cost.

Nova Cyber Range (NCR)

• The NCR provides a means to prove engineering, design and quality parameters towards the goal of achieving mission success

• The NCR is a dynamically defined Cyber and Electronic Warfare (EW) environment emulator that can assist in the simulation of a variety of mission scenarios.

• As the NCR is a virtual environment, it can easily be built and destructed. This enables various scenarios to be played out in the virtualised environment, and if required a clean environment can be built for new tests.

• The NCR provides an automated testing suite to provision and run tests and simulations.
