EXECUTIVE SUMMARY
The European Civil Aviation Conference (ECAC) Strategy for the 90s (ECAC, 1990) calledfor the definition of ‘guidelines for the selection, training and licensing of Air Traffic ServicesStaff in the ECAC Member States’.
European Air Traffic Control Harmonisation and Integration Programme (EATCHIP), throughthe Human Resources Team (HRT) and its Training Sub-Group (TSG), established anAeronautical Information Services Training Task Force (AIS-TF) to design a set of commoncore contents, including training objectives and syllabi for the training of AeronauticalInformation Services (AIS) Personnel from entry to full operational status. The EATCHIPAIS Team, through its Planning and Operations Sub-Group (AISPOP), have been kept fullyinformed about the activities and results relating to the development of guidelines for AIStraining.
Basic AIS training has been divided into two phases. Phase 1 provides for a commonknowledge of Air Traffic Services (ATS) for all entrants to the AIS regardless of their finaldestination. This phase is a prerequisite for Phase 2 which provides more understandingand the opportunity to practice skills needed within the functions and tasks carried out by theNOTAM Office (NOF), Publications and Charts (PUB) and the ATS Reporting Office (ARO).
It should be noted that the common core content and training objectives to this guideline aredesigned in such a way as to be usable either by a training centre initiating AIS training, orby more developed training centres as supporting documentation which complements theirown course content. This guideline of ‘common core content for basic AIS training (Phase 2)can be administered at a training centre in individual modules (or in combination dependingupon requirements), or in smaller modules which can be administered over a longer periodof time at an operational training unit.

1. INTRODUCTION
1.1 Background
The AIS-TF was established as part of the EATCHIP response to therecommendations made as part of the ECAC Strategy for the 90s (ECAC,1990). Objective 5 of that strategy states:
‘Define Guidelines for the selection, training and licensing of Air TrafficServices staff in the ECAC Member States’.
The document also states:
‘Training syllabuses and programmes should be harmonised by identificationand definition of a common core of items directly following from jobdescriptions. In addition, this would enable national facilities such as trainingschools and simulators to be used more flexibly.
Adoption of well defined and appropriate guidelines for training of all staff, andlicensing of Air Traffic Controllers, should lead to a more harmonised level ofperformance in control centres throughout the ECAC area’.
The EATCHIP Human Resources Domain (HUM) established a SpecialistTask (ST05) to deal with the matter of ATS training. The HRT delegatedresponsibility for control of the relevant Task Forces (TFs) to its own TSG.The AIS-TF was established in July 1996.
1.2 Scope
According to the ‘Human Resources (HUM) Domain Plan’ (EATCHIP, 1996b),the EATCHIP ST05 (‘Specification of Training’) states:
‘Establish sets of standard training objectives and syllabi for ATS jobs1. Thesesets will define an agreed Common Core Content for training ATCOs withinthe ECAC area. Establish guidance material to facilitate the addition ofindividual state’s complementary training’.
These guidelines are a prerequisite within the EATCHIP ‘Conversion andImplementation Programme’ (CIP) (EATCHIP, 1996c).
1.3 Methodology
The first meeting of the AIS-TF was held in July 1996 at the EUROCONTROLInstitute of Air Navigation Services (IANS), Luxembourg. There were seven

participants present representing five ECAC States and EUROCONTROLIANS. Two more States joined the TF at its second meeting (see list of AIS-TF Members at annex, on p. 69).
The objective of the AIS-TF was to develop standard common core content,training objectives and syllabi for AIS training from entry to full operationalstatus. The work has been linked closely to the proposals made for the ‘AISStaff Profile Requirements’ (EATCHIP, 1997a).
The Terms of Reference (TOR) of the AIS-TF stated that:
‘Within the content of the Human Resources Business Plan (3.0) and thescope of its assigned Specialist Task ST05.2000 (Institutional Training for AISand ATFM Staff), the AIS-TF shall, in close co-ordination with the HRT (andthe AIS Team), develop Common Training Syllabi, taking account of commonoperating procedures, in order to assist States in their training programmes ofAIS Personnel for:
Basic Training:
− Ab Initio courses - Phase 1,− specialist courses for ARO, NOF and Publications - Phase 2.
Upgrade Training
Special advanced qualifications for experienced staff.’
The priority task is to be the development of guidelines for basic AIS training(HUM.ET1.ST05.2000-DEL03) (EATCHIP, 1996b). Phase 1 training,guidelines for which were completed in June 1997 (EATCHIP, 1997b), is seenas common to all AIS students whereas in Phase 2 students could follow oneor more of the proposed modules depending on national or localrequirements.
To achieve the work programme the AIS-TF:
• examined current course content in States;• selected subject matter considered as necessary for AIS training taking
into account current International ICAO Guidelines;• drafted a set syllabus for each subject so identified;• detailed a set of training objectives for each subject;• considered any additional training material deemed appropriate;• made recommendations to and sought guidance from the HRT’s TSG
and the AIS Team’s AISPOP as appropriate;• referred to the ‘AIS Staff Profile Requirements’ (EATCHIP, 1997a).
The AIS-TF effectively continued the work started by the AIS AutomationPanel’s (AISAP) Common Training Group (CTG) which had outlined amodular approach. Additionally, the AIS-TF took note of the work done by theCCCTF (for ATC training) and adopted a similar approach and layout in

defining topics, training objectives and content when preparing the Phase 1(Ab Initio) Guidelines (EATCHIP, 1997b). This layout has been retained forPhase 2 (Specialist) Guidelines.
Having completed guidelines for Phase 1 (Ab Initio) training (EATCHIP,1997b), the AIS-TF, at its fourth meeting in Luxembourg in February 1997,agreed to prepare guidelines for Phase 2. The three modules (NOF, AROand Publications) would be contained in one document for ease of referenceand to avoid duplication of common matters.
Phase 2 of basic AIS training - ‘Specialist Courses for ARO, NOF andPublications’ - is defined as ‘training designed to recall fundamentalknowledge and to impart the understanding and skills needed to enablestudents to progress to operational (on-the-job) AIS training’.
The topics covered in these guidelines for Phase 2 are:
− introduction,− documentation,− aerodromes,− NOTAM Office (NOF) specialist module,− ATS Reporting Office (ARO) specialist module,− Publications and Charts (PUB) specialist module,− human performance (including Team Resource Management (TRM)),− the working environment,− Air Traffic Management (ATM) developments,− co-operating services.
Details on the topic, objective and content will found in Chapters 2.2 to 2.11
The first task was to assign topics and sub-topics and then decide whichsubjects should be taught within these areas. Training objectives were writtento suit the requirements of this phase of AIS training with the emphasis onsubject understanding and skills training.
Four different levels, or grades, were allocated to the training objectives:
− Level 0: ‘to be aware of’,− Level 1: ‘to know’,− Level 2: ‘to understand’,− Level 3: ‘to practice’ (skill development).
A list of action verbs was written and the appropriate verb was chosendepending on the grading allocated to each objective (see Chapter 2.1 for fulllist).

When teaching to the training objectives, it is envisaged that different trainingmethodologies will be used. Many subjects can be adequately taught in aclassroom environment, whilst others require some form of practicalmethodology, for example using a Personal Computer (PC) or simulator.There is pedagogical benefit from working off-line where skills can bedeveloped at a pace to suit the student and avoiding inconvenience to others.
It was not in the TOR for the AIS-TF to produce training plans, merely thetraining objectives and syllabus and therefore no recommendations have beenmade in this area.
These guidelines are laid out in columns. The first column shows the ‘topic’breakdown, the second shows an ‘objective’ which will lead to the ‘generalobjective’ and the third column gives a broad ‘content’. In some cases there isno corresponding entry in the ‘content’ column as the ‘objective’ is deemed tobe self-explanatory.
English language:
The AIS-TF recognises the need for AIS Personnel to communicate with theusers of the service in English (specifically in AROs) and to comprehendwritten English (NOF and Publications). There are no guidelines published atthis time on the selection requirements, including those for English language,for AIS Personnel. The level of English among potential AIS recruits in theECAC States varies considerably. The AIS-TF has not therefore addressedthe matter of English language requirements in this guideline document oncommon core content.
1.4 Future Work
At a suitable future date, these guidelines, and those dealing with Phase 1 -Ab Initio, should be reviewed in relation to technological developments andthe evolution of working practices in the Aeronautical Information Services.
1.5 About this Guideline
In addition to the three specialist modules (NOF, ARO and Publications) thereare a number of sections dealing with subjects which can be considered ascommon to the Aeronautical Information Services.
These items, general, documentation, aerodromes, human performance, etc.,can be included in training programmes as desired.
The training objectives express what the AIS-TF considers to be the minimumrequirements in terms of knowledge, understanding and skills to enable youngpeople to set out on a career in AIS. The amount of practical training, eitheron simulators or on-the-job, is at the discretion of individual States accordingto operational needs and the sophistication of services provided.

Level 0 Essentially ‘nice to know’ material which will aid the student’s overallunderstanding of a subject.
Level 1 Requires a basic knowledge of the subject. It is the ability to rememberessential points; the trainee is expected to memorise data and recall it.
Level 2 Requires an understanding of the subject sufficient to enable thestudent to discuss intelligently. The individual is able to represent forhimself or herself certain objects and events and to act upon theseobjects and events.
Level 3 Requires a thorough knowledge of the subject and the ability to apply itwith accuracy. The student should be able to make use of his/herrepertoire of knowledge and understanding in order to develop plansand activate them.
The verb ‘to appreciate’ (in Level 2) means that the student is able tostate the plan but not required to apply it. In a given situation thestudent will say that co-ordination should be done and with whom (thestudent appreciates the necessity for co-ordination). In a practicalsolution(i.e. Level 3) the student will co-ordinate, that is he/she will apply thetechniques and procedures learnt.

Note: The AIS, in common with other services, is going through a period of profound changeas automation and electronic data communications are integrated across Europe in thespirit of harmonisation and increased efficiency. The introduction of new technology inone service will have an impact on other related services.
The AIS-TF believes that young people entering the Aeronautical Information Servicesneed to be more than just aware of what is happening regarding new developments.These young people should be actively encouraged to participate in thesedevelopments as it will be their future and they will become the integrators of newsystems.
