EDITORIAL
Dear friends,First, let me start by thanking the Italian CIC Delegation, especially Maître Giovanni Bana and Dr. Massimo Marracci and all those involved in the organisation of the 2014 CIC General Assembly (GA) for a fantastic event. Though three months have passed, I still enjoy looking back on an incredible four days in Milan and an event which sets the bar high for next year’s GA in Bulgaria.
I am also extremely grateful to all those who attended the event and for the support shown by the CIC membership with my re-election for a second term as President of the CIC. I would like to thank all outgoing members of the Executive Committee for their remarkable support and efforts over the past four years and to congratulate all those who were elected for the next three.
I would like to especially thank Honorary President of the CIC, Dr. Nicolás Franco for his generous donation of more than 300 books from his personal collection to the CIC library at the CIC Headquarters.
Whilst I am pleased with the successes achieved by the CIC
during my fi rst term as President, I am confi dent that with the hugely experienced and competent team which is in place, we will continue to build on these excellent achievements.
With this in mind, I am delighted to announce, once more, the four strategic priorities of the CIC which were agreed upon at the 2014 GA:1. Recognition of hunting as a Living Human Cultural
Heritage;2. Wildlife conservation through science-based sustainable use
options;3. Strengthening the network of the Collaborative Partnership
on Sustainable Wildlife Management (CPW);4. Translating the Milan Declaration: Hunters United
against Wildlife Crime into action plans for African and Asian nations to curtail wildlife crime.The CIC Culture Division is already involved in
preparations for a symposium for hunting museums from the 19 – 20 March 2015 in Paris, organized in collaboration with the Musée de la Chasse et de la Nature Fondation Sommer. This is a step in the right direction for the long-term recognition of hunting as a Living Human Cultural Heritage.
Through the Divisions Policy & Law and Applied Science, we are continuing to promote the concept of wildlife conservation through science-based sustainable use options. And, together with OIE, a fellow CPW member, we have already successfully carried out a meeting between hunters and veterinarians, aiming to strengthen the collaboration between the two actors (see page 36).
And lastly, with the CIC Conservation Fund, we are creating a sound fi nancial basis through which the CIC can begin to translate the Milan Declaration: Hunters United against Wildlife Crime into action plans.
The Global Summit would not have been possible without the generous support of Blaser, for which the CIC is extremely grateful.
I know that there remains a tremendous amount of work to be done to promote the benefi ts of sustainable hunting globally but I am confi dent that the CIC has the means necessary to accomplish this. Lastly, let me thank all those at the CIC Headquarters for their ongoing efforts in helping us achieve these objectives.

Liebe Freunde,Lassen Sie mich damit beginnen, der italienischen CIC-Delegation, insbesondere Maître Giovanni Bana und Dr. Massimo Marracci und den an der Organisation der Generalversammlung des CIC 2014 (GV) Beteiligten für die großartige Veranstaltung zu danken. Obwohl schon drei Monate seitdem vergangen sind, freue ich mich noch immer, wenn ich an die unglaublichen 4 Tage in Mailand zurückdenke. Das Ereignis legt die Messlatte hoch für die nächstjährige GV in Bulgarien.
Auch bin ich allen sehr dankbar, die an der Veranstaltung teilgenommen haben, besonders den CIC-Mitgliedern, dass sie meine Wiederwahl für eine zweite Amtszeit als Präsident des CIC unterstützt haben. Ich möchte allen ausscheidenden Mitgliedern des Exekutivkomitees für ihre bemerkenswerte Unterstützung und ihren Bemühungen in den vergangenen vier Jahren danken und all denjenigen gratulieren, die für die kommenden drei Jahre gewählt wurden.
Mein Dank gilt insbesondere auch dem Ehren-Präsidenten des CIC, Dr. Nicolás Franco, für seine großzügige Spende von mehr als 300 Büchern aus seiner persönlichen Sammlung für die CIC-Bibliothek in der Zentrale des CIC.
Während ich zufrieden auf die erzielten Fortschritte meiner ersten Amtszeit als Präsident zurückblicke, bin ich zugleich überzeugt, dass wir mit dem jetzt bestehenden, sehr erfahrenen und kompetenten Team auf diesen exzellenten Ergebnissen bauen können.
Dies im Hinterkopf bin ich froh, nochmals die vier strategischen Prioritäten des CIC ankündigen zu können, auf die wir uns während der GV 2014 verständigt haben:1. Anerkennung der Jagd als lebendiges menschliches
Kulturerbe;2. Schutz wild lebender Tiere durch wissenschaftsgestützte
nachhaltige Nutzungsoptionen;3. Ausbau des Netzwerks der Kooperationspartnerschaft für
nachhaltige Wildtierbewirtschaftung (CPW);4. Übersetzung der Mailänder Erklärung: „Jäger vereint
gegen Wildtierkriminalität“, die in Maßnahmenpläne für afrikanische und asiatische Länder überführt werden soll, um Kriminalität gegen Wildtiere einzudämmen.
Die CIC-Kulturdivision ist bereits mit den Vorbereitungen für ein Symposium über Jagdmuseen beschäftigt, welches vom 19. - 20. März 2015 in Paris stattfi nden und in Zusammenarbeit mit dem Musée de la Chasse et de la Nature Fondation Sommer organisiert wird. Dies ist ein Schritt in die richtige Richtung für die langfristige Anerkennung der Jagd als lebendiges menschliches Kulturerbe.
Durch die Divisionen Politik und Recht und Angewandte Wissenschaft werben wir weiterhin für ein Konzept des Schutzes wildlebender Tiere durch wissenschaftsgestützte nachhaltige Nutzungsoptionen. Und wir haben zusammen mit dem OIE, einer Mitgliedsorganisation der CPW, bereits erfolgreich ein Meeting zwischen Jägern und Veterinären veranstaltet, durch welches wir die Kooperation zwischen diesen beiden Akteuren verbessern möchten (siehe Seite 36-37).
Und schließlich werden wir mit dem CIC-Naturschutzfonds eine solide Finanzbasis schaffen, mit welcher der CIC beginnen kann, die Mailänder Erklärung: „Jäger vereint gegen Wildtierkriminalität“ in konkrete Maßnahmenpläne umzusetzen.
Ich weiß, dass noch ein gewaltiger Berg an Arbeit vor uns liegt, um die nachhaltige Jagd global zu fördern, aber ich bin zuversichtlich, dass der CIC die nötigen Mittel hat, dies zu erreichen. Lassen Sie mich an dieser Stelle allen in der CIC Zentrale für Ihre unermüdliche Arbeit zum Erreichen unserer Ziele danken.

Je voudrais tout d’abord commencer par remercier la Délégation italienne du CIC, et surtout Maître Giovanni Bana et le Dr Massimo Marracci et toutes les personnes ayant participé à l’organisation de l’Assemblée générale 2014, qui fut un évènement fantastique. Bien que trois mois se soient écoulés, j’ai plaisir à me remémorer ces quatre incroyables journées à Milan et cette Assemblée qui met la barre haut pour l’Assemblée générale de l’année prochaine en Bulgarie.
Je suis extrêmement reconnaissant envers les participants et envers les membres du CIC dont le soutien a assuré ma réélection pour un second mandat de Président du CIC. Je souhaiterais remercier tous les membres sortants du Comité exécutif pour leur soutien et le travail remarquable qu’ils ont fourni au cours des quatre dernières années ; et j’aimerais féliciter tous les nouveaux élus pour les trois années suivantes.
J’aimerais tout particulièrement remercier le Président honoraire du CIC, le Dr Nicolas Franco, pour sa généreuse donation de plus de 300 livres provenant de sa collection personnelle à la bibliothèque de la direction générale du CIC.
Alors que je me réjouis des succès obtenus par le CIC lors de mon premier mandat en qualité de Président, je suis persuadé qu’avec l’équipe hautement expérimentée et compétente actuellement en place, nous poursuivrons dans cette voie de la réussite.
A cet égard, je suis ravi d’annoncer, encore une fois, les quatre priorités stratégiques du CIC, décidées lors de l’Assemblée générale 2014 :1. La reconnaissance de la chasse comme Patrimoine culturel
humain vivant ;2. La conservation de la faune sauvage par des méthodes
d’utilisation durable reposant sur la science ;3. Le renforcement du réseau du Partenariat de collaboration
sur la gestion durable de la faune sauvage [CPW] ;4. La traduction de la Déclaration de Milan : les chasseurs
unis contre le braconnage en plans d’action permettant aux nations africaines et asiatiques de réduire le crime contre la faune sauvage.
La Division Culture du CIC prépare d’ores et déjà un symposium sur les musées de chasse, du 19 au 20 mars 2015, à Paris. Il est organisé conjointement avec le Musée de la Chasse et de la Nature Fondation Sommer. Il s’agit d’une étape vers une reconnaissance de long terme de la chasse comme Patrimoine culturel humain vivant.
Grâce aux divisions Politique & Droit et Sciences appliquées, nous poursuivons la promotion du concept de conservation de la faune sauvage par des méthodes d’utilisation durable fondées sur la science. Et, conjointement avec l’OIE, également membre du Partenariat de collaboration sur la gestion durable de la faune sauvage [CPW], nous avons déjà organisé avec succès une rencontre entre chasseurs et vétérinaires, afi n de renforcer la collaboration entre ces deux acteurs (voir pages 36-37).
Et, en dernier lieu, avec le Fonds de conservation du CIC, nous avons constitué une base fi nancière solide grâce à laquelle le CIC peut commencer à traduire la Déclaration de Milan : les Chasseurs unis contre le braconnage en plans d’action.
Je sais qu’il reste un immense travail à accomplir pour promouvoir les bienfaits de la chasse durable à l’échelle mondiale, mais je suis convaincu que le CIC dispose des moyens nécessaires pour y parvenir.
Le CIC est extrêmement reconnaissant envers Blaser pour son soutien généreux apporté au Sommet mondial sans lequel la réunion n’aurait pas été possible.

The 61st General Assembly of the International Council for Game and Wildlife Conservation (CIC) in Milan, Italy, under the motto “Youth, Hunting and Biodiversity” ended on April 26th after four days of intense deliberations by almost 450 participants from all over the world. Bernard Lozé was re-elected for a second term as President of the CIC. Together with a strong team of international experts President Lozé will lead the CIC to accomplish ambitious targets in the new 4-year CIC Campaign Plan announced during the opening session.
PRESIDENT LOZÉ explained “that
the eff orts of the CIC leadership will
target six strategic areas: recognition
of hunting as Living Human Cultural
Heritage; wildlife conservation
through science-based sustainable use
options; strengthening the network
of the Collaborative Partnership on
Sustainable Wildlife Management;
creating a sound fi nancial basis through
the CIC Conservation Fund; increase
state membership in particular in Afr ica
and Asia; and fi nally translating the
Milan Declaration: Hunters United Against Wildlife Crime into action
plans for Afr ican and Asian nations to
curtail wildlife crime.”
“Some well-publicized international
gatherings at governmental level neglected
the crucial role of the hunting community
and the real needs on the ground in the
fi ght against wildlife crime”, President
Lozé said, “destroying ivory stocks in New
York, London, Sydney or Berlin does
nothing for the prevention of the elephant
slaughter in Afr ica” the CIC President
continued. Benson Kibonde, Chief
Game Warden of the Selous Game
Reserve (Tanzania) reaffi rmed this by
stating “all recent summits stressed the
necessity of large amounts of money in the
battle against wildlife crime, but typically
no funds have reached the fr ont line.”
“Hunters have their boots on the
ground in most of the heavily threatened
areas in Afr ica, and are for many years
fi nancing dedicated anti-poaching eff orts
in cooperation with conservation and
law enforcement bodies” said President
Lozé. He highlighted that the Milan
Declaration was unanimously approved
in the closing session of the CIC
General Assembly. President Lozé also
announced the new CIC Conservation
Fund and, as a kick-start, personally
committed a substantial amount to the
fund, adding that he “hoped this initial
contribution would be matched by others
quickly”.

Die Jugend fordert Dringlichkeitsmaßnahmen gegen WildtierkriminalitätDie 61. Generalversammlung des Internationalen Rates zur Erhaltung
des Wildes und der Jagd (CIC) fand in Mailand, Italien unter dem
Motto „Jugend, Jagd und Biodiversität“ statt. Sie endete am 26.
April nach vier Tagen intensiven Austauschs unter beinahe 450
Teilnehmern aus aller Welt. Bernard Lozé wurde für eine zweite
Amtszeit zum Präsidenten des CIC wiedergewählt. Zusammen
mit einem kompetenten Team von internationalen Experten wird
Präsident Lozé den CIC dahin führen, die hochgesetzten Ziele
nach dem neuen, in der Eröffnungssitzung vorgestellten 4-Jahres-
Maßnahmenplan des CIC zu erreichen.
Präsident Lozé erläuterte, „dass sich die Bemühungen der
CIC-Führung sich auf sechs strategische Bereiche konzentrieren:
die Anerkennung der Jagd als ein lebendiges Kulturerbe;
Schutz der Wildtiere durch wissenschaftlich gesicherte
nachhaltige Nutzungsmöglichkeiten; Ausbau des Netzwerks der
Kooperationspartnerschaft für nachhaltige Wildtierbewirtschaftung
(CPW); Entwicklung einer soliden fi nanziellen Basis durch den CIC-
Naturschutzfonds; Erhöhung der Staatsmitgliedschaft insbesondere
in Afrika und Asien; und schließlich die Umsetzung der Mailänder
Erklärung: „Jäger vereint gegen Wildtierkriminalität“, die in
Maßnahmenpläne für afrikanische und asiatische Länder überführt
werden soll, um die Kriminalität gegen Wildtiere einzudämmen.“
„Einige der gut publizierten, internationalen Treffen auf
Regierungsebene vernachlässigten die entscheidende Rolle der
Jägergemeinschaft und der tatsächlichen Bedürfnisse beim Kampf
gegen Wildtierkriminalität“, erklärte Präsident Lozé, „die Zerstörung
von Elfenbeinbeständen in New York, London, Sydney oder Berlin
trägt nicht zur Verhinderung der Abschlachtung von Elefanten in
Afrika bei“, ergänzte der Präsident. Benson Kibonde, der Leitende
Jagdhüter des Selous-Wildreservats (Tansania) bestätigte dies, indem
er betonte, dass „alle kürzlich abgehaltenen Treffen hervorhoben,

Milan Declaration: Hunters United against Wildlife Crime

RECALLING the Global Summit – Hunters United against Wildlife Crime on 24th April, 2014 within the framework of the
61st CIC General Assembly
RECOGNISING the devastating impact of unprecedented levels of wildlife crime, including illegal take and traffi cking, on
wildlife populations, precious ecosystems and our natural heritage.
WELCOMING the global attention and commitment to fi ght wildlife crime demonstrated by the recent high-level national,
bi-lateral and multi-lateral initiatives, conferences and summits.
CONCERNED that these good-intentioned eff orts to fi ght wildlife crime oft en fail to distinguish between legal and illegal
wildlife use and trade.
APPREHENSIVE that devaluing and weakening the historically tested and proven tools of wildlife conservation based on
regulated extractive and non-extractive sustainable use of wildlife resources will have long term detrimental impacts
on wildlife and wildlife-dependent communities.
The 61st CIC General Assembly in Milan, Italy
REAFFIRMS the central duty of the global hunting community to abide by all wildlife laws and to sanction any misconduct
in our own rank and fi le, to create and maintain transparent processes in the management of hunting, to show zero-
tolerance for wildlife crime and to vigorously oppose all unsustainable and/or illegal wildlife use and trade.
HIGHLIGHTS the signifi cant and vital role hunters have played in the history of the conservation of wildlife and wild places
and their ongoing on-the-ground actions against wildlife crime and poaching in individual countries.
REITERATES that well-regulated and sustainable wildlife use based on science and good governance has proven to be most
eff ective, when the economic and cultural interests of local communities and indigenous peoples are met and their
cooperation in wildlife conservation systems is ensured.
CALLS on the global hunting community at every level local, national and international to join forces with public, community
and private partners as well as wildlife conservation organizations to arrest and reverse wildlife crime through
evidence-based, pragmatic, timely and coordinated actions.
ANNOUNCES that fi ghting wildlife crime and illegal wildlife trade is a strategic priority for the CIC and that the CIC will
build on the outcomes of the Global Summit – Hunters United against Wildlife Crime in coordination with our
partners in order to fulfi l the hunters’ historical role as the foremost guardians and stewards of wildlife and habitats.
Progress on the Fight Against Wildlife Crime will be addressed at each subsequent CIC General Assembly.

« Les bottes des chasseurs sont sur le terrain de la plupart des zones
sévèrement menacées d’Afrique et les chasseurs fi nancent depuis de
nombreuses années la lutte acharnée contre le braconnage, ce, en
coopération avec les organismes en charge de la conservation et de
la mise en application de la loi a dit le Président Lozé. Il a souligné
que la Déclaration de Milan avait été approuvée à l’unanimité lors
de la session de clôture de l’Assemblée générale du CIC. Le Président
Lozé a également annoncé la création du Fonds de Conservation du
CIC, et pour démarrer, il s’est personnellement engagé à verser un
montant substantiel au fonds, ajoutant qu’il « [espèrait] que cette
contribution initiale serait rapidement rattrapée par d’autres. »
Les débats des sessions techniques de l’Assemblée portaient,
parmi d’autres thèmes, sur la certifi cation de la chasse durable, les
aspects économiques de la gestion durable de la faune sauvage, la
conservation transfrontalière des mammifères en coopération avec la
Convention sur la conservation des espèces migratrices appartenant
à la faune sauvage, l’utilisation des munitions sans plomb, la
coopération internationale élargie pour protéger les oiseaux
migrateurs le long de leurs voies de migration. La Division Culture
du CIC a annoncé un symposium sur les musées de chasse, organisé
en collaboration avec le Musée de la chasse et de la nature et de la
Fondation Sommer, du 19 au 20 mars 2015 à Paris.
Lors de la session de clôture de l’Assemblée générale, le Président
du CIC, Bernard Lozé et M. Yan Xun, Administrateur général du
Département de la Conservation de la faune sauvage et de la
Gestion des réserves naturelles de l’Offi ce d’Etat des forêts de Chine
ont signé un accord de coopération qui représente une étape dans la
relation entre l’Offi ce d’Etat des forêts de Chine et le CIC.

réuni en marge de l’Assemblée générale du CIC. Outre leur propre
rencontre d’une journée et demie, les membres ont activement
contribué aux discussions du Sommet global « les Chasseurs unis
contre le braconnage. »
L’Assemblée générale 2015 du CIC sera accueillie par la Bulgarie,
à Plovdid, en coopération avec l’Organisation mondiale de la santé
animale (OIE) sous le slogan « Faune sauvage en bonne santé–
Populations humaines en bonne santé. »
„Jäger sind präsent in dem am meisten und stärksten gefährdetsten
Bereichen in Afrika, und seit vielen Jahren fi nanzieren sie zusammen
mit Naturschutzorganisationen und Behörden für den Rechtsvollzug
Bemühungen gegen Wilderei“ sagte Präsident Lozé. Er unterstrich,
dass die Mailänder Erklärung von der Abschlusssitzung der CIC-
Generalversammlung einstimmig angenommen wurde. Präsident
Lozé stellte auch den neuen CIC-Naturschutzfonds vor. Zum Start
spendete er persönlich eine erhebliche Summe für diesen Fond und
gab der Hoffnung Ausdruck, dass „dieser anfängliche Beitrag rasch
Nachahmer bei anderen fi nden würde.“
Die technischen Sitzungen der Generalversammlung erörterten
Fragen wie die Zertifi zierung der nachhaltigen Jagd, die
Wirtschaftlichkeit des nachhaltigen Wildtiermanagements, den
grenzüberschreitenden Schutz von Säugetieren in Zusammenarbeit
mit dem Übereinkommen zur Erhaltung wandernder Tierarten, den
Einsatz bleifreier Munition, umfangreiche internationale Kooperation
beim Schutz von Zugvögeln entlang ihrer Flugrouten sowie
zahlreiche andere Fragen. Die CIC-Kulturdivision gab ein Symposium
für Jagdmuseen bekannt, welches vom 19. - 20. März 2015 in Paris
stattfi nden und in Zusammenarbeit mit dem Musée de la Chasse et
de la Nature Fondation Sommer organisiert wird.
Während der Abschlusssitzung der Generalversammlung
unterzeichneten der CIC Präsident Bernard Lozé und Herr Yan
Xun, Stellvertretender Leiter der Abteilung für Wildtierschutz
und Naturschutz bei der staatlichen Forstverwaltung in China
eine Vereinbarung, die einen Meilenstein für die Zusammenarbeit
zwischen China und den CIC darstellt.
Das Netzwerk der Kooperationspartnerschaft für nachhaltige
Wildtierbewirtschaftung (CPW) besteht aus 12 Mitgliedsorganisationen,
die sich am Rande der CIC-Generalversammlung trafen. Während
der ersten eineinhalb Tage der Veranstaltung trugen die Teilnehmer
aktiv zu den Diskussionen über das Globale Gipfeltreffen „Jäger
vereint gegen Wildtierkriminalität“ bei.
Die Generalversammlung des Jahres 2015 wird in Sofi a/Bulgarien
stattfi nden und zwar in Kooperation mit der Weltorganisation für
Tiergesundheit (OIE) und steht unter dem Motto „Gesunde Wildtiere
- Gesunde Menschen“.

IN ANERKENNUNG der zerstörerischen Auswirkungen eines
bisher unbekannten Ausmaßes an Kriminalität einschließlich illegaler
Abschüsse und des Schmuggels von wild lebenden Tieren, auf,
kostbare Ökosysteme und auf unser natürliches Erbe;
IN BEGRÜSSUNG der weltweiten Aufmerksamkeit und des
Engagements, durch kürzlich ins Leben gerufene, hochrangige,
bi- und multilaterale Initiativen, Konferenzen und Gipfeltreffen in
Sachen Bekämpfung der Wildtierkriminalität.
BETROFFEN davon, dass diese gut gemeinten Bemühungen
zur Bekämpfung von Wildkriminalität häufi g nicht zwischen der
legalen und der Illegalen Nutzung und dem Handel von Wildtieren
unterscheiden;
BESORGT, dass die Abwertung und Schwächung der historischen,
getesteten und bewährten Instrumente für den Schutz des
Wildbestandes, die auf einer extrahierenden und einer nicht
extrahierenden nachhaltigen Nutzung basieren, langfristige
nachteilige Auswirkungen auf Wildtiere und von Wildtieren
abhängige Gesellschaften haben werden.

RECONNAISSANT les effets dévastateurs, générés par le niveau
sans précédent atteint par le crime affectant la faune sauvage,
notamment les captures illicites et trafi cs, sur les populations de faune
sauvage, sur les précieux écosystèmes et sur notre patrimoine naturel
SE FELICITANT de l’intérêt mondial et de l’engagement à
combattre le crime affectant la faune sauvage, qui se sont traduits
par de récentes initiatives, conférences et sommets nationaux,
bilatéraux et multilatéraux de haut niveau.
DEPLORANT que ces efforts bien intentionnés visant à combattre le
crime affectant la faune sauvage confondent l’usage et le commerce
légal et illégal de la faune sauvage.
PREOCCUPEE par la dévalorisation et l’affaiblissement des outils
éprouvés de conservation de la faune sauvage, fondés sur l’utilisation
durable extractive et non-extractive des ressources de la faune
sauvage qui auront à long terme des répercussions préjudiciables sur
la faune sauvage et sur les communautés qui en dépendent.

priorité stratégique pour le CIC et que le CIC s’appuiera sur les résultats

das Management der Jagd zu erzielen und zu erhalten. Dabei darf
keinerlei Toleranz bei Verbrechen gegen Wildtiere gezeigt werden und
es muss energisch gegen alle nicht-nachhaltigen und/oder illegalen
Nutzungen von Wildtieren und deren Handel vorgegangen werden.
Betont werden die wichtige und zentrale Rolle, welche Jäger in der
Vergangenheit beim Schutz von Wildtieren und ihren Lebensräumen
gespielt haben, und deren fortlaufende Vor-Ort-Maßnahmen gegen
Wildtierkriminalität und Wilderei in bestimmten Ländern.
Sie wiederholt, dass gut regulierte und nachhaltige Wildnutzung,
welche auf Wissenschaft und eine funktionierende Verwaltung
aufbaut, sich dann als am effektivsten erwiesen hat, wenn die
wirtschaftlichen und kulturellen Interessen der lokalen Bevölkerung
und der indigenen Völker befriedigt werden und deren Beteiligung
in Wildtierschutzsystemen gesichert ist.
Sie ruft die globale Jägerschaft auf lokaler, nationaler und
internationaler Ebene auf, ihre Kräfte mit öffentlichen, kommunalen
und privaten Partnern sowie mit Wildtierschutzorganisationen zu
bündeln, um Wildtierkriminalität durch nachweisbare, pragmatische,
zeitnahe und abgestimmte Aktionen. zu stoppen und zurückzudrängen.
Sie gibt bekannt, dass der Kampf gegen Wildtierkriminalität
und illegalen Handel mit Wildtieren eine strategische Priorität
des CIC ist und dass der CIC auf Grundlage der Ergebnisse des
Globalen Gipfeltreffens - Jäger vereint gegen Wildtierkriminalität
- in Zusammenarbeit mit seinen Partnern daran arbeiten wird, die
historische Rolle der Jäger als herausragende Schützer und Verwalter

DURING THIS SESSION a series
of presentations were made on a range
of topics covering pros and cons of
lead-free rifl e ammunition, technical
considerations of bullet performance
and design, and food safety aspects
of ammunition. Presentations of all
sessions including this session can be
found in the member section of the
CIC web-site.
It was repeatedly stated that lead is an
inevitable environmental contaminant
causing health risks for human beings.
Hence, precautionary measures have to
be taken also when using ammunition
containing lead in bullets.
Internal, external and terminal
ballistics were presented and discussed,
comparing also diff erent materials.
From the ballistics point of view,
lead bullets seem to have a range of
advantages. Above all, for the purpose of
hunting, alternative materials available
today are not in all respects technically
and economically as advanced as lead,
which is soft , heavy and cheap.
Alternative materials are conti-
nuously being tested. In addition to
trying to fi nd alternative material as
solid projectiles, also eff orts to create
bonded bullets are being made, that
is, to combine materials. For the time
being copper bullets seem to be the best
alternative with suitable results with
respect to security, killing performance
and game meat quality. However,
eff orts should be intensifi ed and more
research work devoted to this topic to
cover all calibers, shooting distances
and effi ciencies for various game species.
In order to reduce the health risks
when using lead ammunition, hunters
and entrepreneurs in the food chain are
in a key position. Apart from using lead-
free ammunition, it is above all essential
to remove enough of the contaminated
meat around the bullet pathway in cases
where lead ammunition is used. Th is meat
should not be off ered to dogs or left in
the environment. Hunters should be well
educated in good cleaning practices for
preparing the game meat for butchering.
It is also very important to choose the
right kind of ammunition and to try to
place the shot in the right place from
the point of view of not unnecessarily
spoiling meat by contaminating it with
fragments of the lead bullet.
Th e need for monitoring the
development further is obvious. Th e CIC
and its members are very interested in
the topic. A move away from lead bullets
would have far reaching consequences
for the equipment of every hunter. Th e
CIC should keep up-to-date and gather
information about any new and relevant
research on lead ammunition. Hence,
collecting scientifi c and other material
on the impact of lead in game, human
beings and the environment should
continue and precautionary measures
taken as deemed necessary. Finally, the
membership and the public should be
informed about the latest developments
and knowledge regarding the use of
lead in ammunition. By far the most
important task is to foster the technical
development of lead-free ammunition
to fulfi ll the demands for sustainable
hunting.
Th e CIC already has a sound history
of discussions on lead in ammunition,
having passed a number of resolutions
and recommendations on the subject
of lead-shot. However, the main focus
of these has been shotgun ammunition.
It is clear today that the CIC needs to
extend its attention and discussions to

Sitzung zum Thema Blei in BüchsenmunitionDiese Sitzung war gut besucht. Es fanden Präsentationen zu einer
Reihe von Themen statt; es ging dabei um die Vor- und Nachteile
von bleifreier Büchsenmunition, um technische Überlegungen
zur Geschosswirkung und dem Design sowie um Aspekte der
Lebensmittelsicherheit im Hinblick auf Munition. Die Vorträge sind
über den Mitgliederbereich der CIC-Website zugänglich.
Es wurde mehrfach erklärt, dass Blei unweigerlich eine
Umweltbelastung darstellt, welche für Menschen gesundheitliche
Risiken birgt. Deshalb müssen vorbeugende Maßnahmen getroffen
werden, wenn Munition verwendet wird, die Blei enthält.
Innere, äußere und Ziel-Ballistik wurde vorgestellt und erörtert,
wobei auch unterschiedliche Materialien verglichen wurden. Aus
Sicht der Ballistik scheinen Bleigeschosse eine Reihe von Vorteilen
zu haben. Vor allem haben die zurzeit für Jagdzwecke verfügbaren
alternativen Materialien nicht in jeder Hinsicht die technischen und
wirtschaftlichen Vorzüge von Blei, das weich, schwer und preislich
günstig ist.
Alternative Materialien werden ständig getestet. Neben den
Bemühungen, alternative Materialien für feste Projektile zu fi nden,
gibt es auch Bemühungen, umhüllte Geschosse zu entwickeln, also
Materialien zu kombinieren. Derzeit scheinen Kupfergeschosse die
beste Alternative zu sein, mit angemessenen Ergebnissen hinsichtlich
der Sicherheit, der Tötungswirkung und der Wildfl eischqualität.
Allerdings sollten die Anstrengungen intensiviert und dem Thema
mehr Forschung gewidmet werden, um alle Kaliber, Schussdistanzen
und die Effi zienz bei verschiedenen Wildarten zu abzudecken.
Um das Gesundheitsrisiko bei der Verwendung von Bleimunition zu
reduzieren, sind Jäger und Unternehmer in der Nahrungskette in einer
Schlüsselposition. Über die Nutzung bleifreier Munition hinaus ist es bei

Session sur le plomb dans les munitions de carabinesDe nombreux participants ont assisté à la session. Des présentations
ont été faites sur une série de thèmes couvrant les avantages et les
inconvénients des munitions de carabines sans plomb, les considérations
techniques sur les performances et l’apparence des balles ainsi que sur
la problématique de la sûreté alimentaire et des munitions. On peut
retrouver ces présentations, ainsi que toutes celles de l’AG, dans l’espace
destiné aux adhérents [member section] du site internet du CIC.
Il a été constamment affi rmé que le plomb est un contaminant
environnemental inévitable, source de risques en matière de santé
pour l’être humain. Par conséquent, des mesures de précaution
doivent également être prises lorsqu’il est fait usage de munitions sous
forme de balles contenant du plomb.
La balistique interne, externe et terminale a été présentée et a
fait l’objet de discussions, et l’on a comparé les différents matériaux.
Du point de vue balistique, les balles en plomb présentent une série
d’avantages. Par-dessus tout, en matière de chasse, les matériaux
alternatifs actuellement disponibles ne sont pas, à tous égards tant
techniques qu’économiques, aussi performants que le plomb, qui est
à la fois mou, lourd et peu coûteux.
Des matériaux alternatifs font continuellement l’objet de tests.
On essaie de trouver des matériaux pour fabriquer des projectiles
solides, mais on s’efforce également de créer des balles à partir de
matériaux combinés. A l’heure actuelle, les balles en cuivre semblent
constituer la meilleure alternative avec des résultats acceptables en
termes de sécurité, de performance de tir et de qualité de la viande
de gibier. Cependant, les efforts devraient s’intensifi er et des travaux
de recherche encore plus conséquents devraient être consacrés à cette
question afi n de couvrir tous les calibres, distances de tir et l’effi cacité
pour des espèces de gibier variées.

THE CIC CULTURE Division held
its meeting on the aft ernoon of April
25. Culture Division President, Prince
Alexandre Poniatowski secured a series
of high level speakers for the session,
attracting a large audience which,
judging by the applauses, really enjoyed
the presentations.
Th e fi rst presenter was CIC member
and expert of old paintings, Maître
Eric Turquin, who gave a fascinating
presentation entitled “Old Paintings:
another look at the relationship of man
with nature”. He took the audience on
a journey through time, from the 16th
century right up until the end of the 19th.
He analysed a series of fantastic paintings,
including: probably one of the two fi rst
animal portraits in the history of painting,
scenes with a female wild boar protecting
her young, falcons, and royal hunts. From
fanciful to realism, through romanticism,
Maître Turquin truly captured the
imagination of the audience.
Next was Dr. Rolf Roosen, editor in
Chief of Deutsch Jagdzeitung, whose
presentation title “Th e cultural and
hunting related history of the hare in
Christianity and the ancient world”
was as intriguing as the talk itself. He
mentioned how hare were described in
the bible and spoke of their importance
already in ancient times, particularly
because of their speed and agility. One
example of the importance of hare in
Christianity, and which many could
relate to, was the Easter bunny.
Th e third presenter was CIC member,
Avv. Michele Federico Popper,
who gave the audience an insight
into the history of Italian museums,
from the chambers of wonders of the
Renaissance, to the museums of today
and the virtual museums of the future.
He especially invited all to visit the
Natural History Museum of Milan, the
biggest and most important museum of
its kind in Italy.
Th e forth presenter, Oxana Shevchuk,
member of the CIC Young Opinion
Working Group, gave her presentation
on the role of the Museum of Hunting
and Fishing of Moscow in ecological
education and conservation of cultural
traditions in Russia. Th e museum is
supported by the Russian Association
of Hunters & Fishers. She spoke of the
remarkably rich museum collection and
the wide range of activities it organizes.
Events include excursions and lectures,
and the conduct of professional
educational work, such as training of

Verwendung bleihaltiger Munition grundlegend wichtig genügend
kontaminiertes Fleisch um den Schusskanal herum zu entfernen. Das
entfernte Fleisch sollte weder an Hunde verfüttert werden noch in
der Umwelt verbleiben. Jäger sollten in guten Reinigungspraktiken
ausgebildet sein, um das Wildfl eisch fachgerecht für die Zerlegung
vorzubereiten. Es ist ferner sehr wichtig, die richtige Art von Munition
zu wählen und zu versuchen, den Schuss richtig zu platzieren; richtig
bedeutet in diesem Fall, nicht unnötig Fleisch zu verschwenden, das
durch Fragmente der Bleikugel kontaminiert wurde.
Die Notwendigkeit, die weitere Entwicklung zu verfolgen, liegt
auf der Hand. Der CIC und seine Mitglieder sind an dem Thema
sehr interessiert. Ein Verzicht auf Bleikugeln würde weitreichende
Konsequenzen für die Ausrüstung eines jeden Jägers haben. Der
CIC sollte sich auf dem Laufenden halten und Informationen über
neue und einschlägige Forschungen zu Bleimunition sammeln.
Deshalb muss die Sammlung von wissenschaftlichen Daten und
anderem Material über die Wirkung von Blei auf Wild, Mensch und
Umwelt fortgesetzt werden und vorbeugende Maßnahmen sollten
ergriffen werden, wo dies notwendig erscheint. Letztlich sollten alle
Mitglieder und die Öffentlichkeit über die jüngsten Entwicklungen
und Kenntnisse hinsichtlich der Verwendung von Blei in der Munition
informiert werden. Die bei Weitem wichtigste Aufgabe ist es, die
technische Entwicklung von bleifreier Munition zu fördern, um die
Anforderungen an nachhaltige Jagd zu erfüllen.
Der CIC hat eine solide Vorgeschichte von Diskussionen über Blei
in Munition. Er hat eine Reihe von Resolutionen und Empfehlungen
zum Thema des Bleigeschosses verabschiedet. Allerdings lag das
Hauptaugenmerk auf der Schrotmunition für Flinten. Es ist heute
deutlich, dass der CIC seine Aufmerksamkeit erhöhen und die
Diskussionen ausweiten muss, um auch Blei in Büchsenmunition mit
einzubeziehen.
Les chasseurs et les entrepreneurs impliqués dans la chaîne
alimentaires sont des acteurs clés car ils peuvent réduire les risques
sanitaires liés à l’usage de munitions en plomb. Outre le recours à des
munitions sans plomb, il est surtout essentiel de retirer suffi samment
de viande contaminée autour de la trajectoire de la balle dans les
cas où des munitions en plomb sont utilisées. La viande ne devrait
pas être donnée à des chiens ou abandonnée dans l’environnement.
Les chasseurs devraient être bien formés à de bonnes pratiques de
nettoyage pour la préparation de la viande de gibier destinée à être
consommée. Il est également essentiel de choisir le type de munition
appropriée et de s’efforcer de placer le tir au bon endroit afi n de ne
pas endommager la viande inutilement en la contaminant avec des
fragments de balles en plomb.
Il apparaît manifestement impératif de surveiller les évolutions
futures. Le CIC et ses membres sont particulièrement intéressés par ce
sujet. Une mise à l’écart des balles en plomb aurait des conséquences
importantes pour l’équipement de tous les chasseurs. Le CIC devrait
actualiser et recueillir toutes les informations sur les recherches
pertinentes relatives aux munitions en plomb. Par conséquent, la
collecte d’informations scientifi ques et autres sur l’impact du plomb sur
le gibier, les être-humains et l’environnement devrait se poursuivre et
toutes mesures de précaution manifestement nécessaires devront être
prises. Finalement, les adhérents et le public devraient être informés
des dernières évolutions et connaissances concernant l’utilisation du
plomb dans les munitions. La tâche de loin la plus importante consiste
à encourager le développement de munitions sans plomb afi n de
répondre aux exigences de la chasse durable.
Depuis longtemps déjà, le CIC mène des discussions sérieuses
sur le plomb dans les munitions et a émis un certain nombre de
résolutions et de recommandations sur le thème de la grenaille de
plomb. Cependant, jusqu’à récemment, ces discussions et décisions
portaient principalement sur la grenaille de plomb, mais il apparaît
aujourd’hui évident que le CIC doit également diriger son attention
et les discussions sur le plomb présent dans les balles.

Dr. Kristóf Hecker, past-CIC Division
Coordinator and present Director of
the Széchenyi Zsigmond Hungarian
Hunting Museum of the Carpathian
Basin, gave an introduction to this new
museum located in Hatvan, Hungary.
He spoke of the prestigious history
of the palace building, the modern
facilities which are in place, including
interactive exhibitions and educational
facilities for persons of all ages.
Prince Poniatowksi thanked all
presenters for their excellent inter-
ventions and thanked especially Dr.
Hecker for his services to the CIC,
wishing him all the best in his new role as
Museum Director, and taking the chance
to introduce the symposium for hunting
museums from the 19 – 20 March 2015
in Paris, organized in collaboration with
the Musée de la Chasse et de la Nature
Fondation Sommer.

THE 2ND OFFICIAL MEETING of
the Working Group Artemis took place
on the last day of the 61st CIC General
Assembly in Milan. Th e meeting was
attended by both ladies and men
from the CIC, all eager to hear the
presentations. Th e session was opened
and moderated by Dr. Soňa Supeková,
President of the Artemis Working
Group (WG).
First, Dr. Supeková introduced the
report of the Artemis WG activity,
giving an account of the Last day of
hunting season for ladies, an event
organised by the Artemis WG and
Club of Slovak Lady Hunters in
Trnovec nad Vahom (Slovakia) on 28
February 2014. Th e event included a

ab. Der Präsident der Kulturdivision, Prinz Alexandre Poniatowski
konnte eine Reihe hochkarätiger Sprecher für diese Sitzung gewinnen,
die eine große Zuhörerschaft anzog, welche - wenn man den Applaus
als Gradmesser nimmt - die Sitzung wirklich genossen hat.
Der erste Vortragende, Maître Eric Turquin, ein CIC-Mitglied und
Experte für antike Bilder, hielt einen faszinierenden Vortrag mit dem
Titel: „Antike Bilder: Eine andere Sicht auf die Beziehung zwischen
Mensch und Natur“. Er nahm die Zuhörer mit auf eine Reise durch
die Zeit, vom 16. Jahrhundert bis zum Ende des 19. Jahrhunderts. Er
analysierte eine Reihe fantastischer Bilder, zu denen auch eines der
beiden ältesten Tierporträts in der Geschichte der Malerei gehören,
ferner Szenen einer Wildschweinbache welche ihren Nachwuchs
schützt, ebenso Falken und königliche Jagden. Vom Phantastischen
über das Romantische zum Realismus, Maître Turquin verstand es,
die Aufmerksamkeit der Zuhörer zu fesseln.
Der nächste Redner war Dr. Rolf Roosen, Chefredakteur der
Deutschen Jagdzeitung, dessen Vortragstitel „Die kulturelle und
jagdbezogene Geschichte des Hasen im Christentum und in der
antiken Welt“ so fesselnd war wie der Vortrag selbst. Er erwähnte,
wie Hasen in der Bibel beschrieben werden, und sprach von
deren Bedeutung bereits in der Antike, bewundert wegen ihrer
Geschwindigkeit und Agilität. Der allseits beliebte Osterhase ist ein
Beispiel für die Bedeutung des Hasens im Christentum.
Der dritte Vortragende war das CIC Mitglied RA Michele Federico
Popper, der der Zuhörerschaft Einsichten über die Geschichte
Italienischer Museen vermittelte, von den Wunderkammern der
Renaissance zu den heutigen Museen, bis hin zu den virtuellen Museen
der Zukunft. Er lud eigens alle ein, das Naturgeschichtliche Museum
von Mailand zu besuchen, welches zu den größten und wichtigsten
Museen dieser Art in Italien gehört.
Die vierte Vortragende, Oxana Shevchuk, eine Vertreterin der
CIC-Arbeitsgruppe Young Opinion, hielt ihren Vortrag über die
Rolle der Museen für Jagd und Fischerei bei der ökologischen
Erziehung und der Bewahrung kultureller Traditionen in Russland.
Sie wies auf das russische Museum hin, welches von der russischen
Vereinigung der Jäger und Angler unterstützt wird. Sie sprach über
die bemerkenswert umfangreiche Sammlung des Museums und die
Vielzahl von Aktivitäten, die es organisiert. Zu den Veranstaltungen
gehören Exkursionen und Vorträge und die Durchführung
professioneller Fortbildungen, wie dem Training von Trophäen-
Experten und Wildbiologen. Sie betonte, dass dies ein einzigartiger
Platz ist, der Jäger, Angler und all diejenigen vereinigt, die an Natur
und Umwelt Interesse haben.
Zur Abrundung der faszinierenden Sitzung gab Dr. Kristóf
Hecker, ehemaliger CIC-Abteilungskoordinator und jetzt Direktor
des Ungarischen Jagdmuseums des Karpatenbeckens „Széchenyi
Zsigmond“, eine Einführung in dieses neue Museum, welches sich
in Hatvan, Ungarn, befi ndet. Er sprach über die prestigeträchtige
Geschichte des Palastgebäudes, die modernen Anlagen, die
eingebaut wurden, und zu denen interaktive Ausstellungen und
didaktische Einrichtungen für Personen jedes Alters gehören.
Prinz Poniatowski dankte allen Vortragenden für ihre exzellenten
Beiträge und dankte insbesondere Dr. Hecker für seine Leistungen
für den CIC und wünschte ihm alles Gute in seiner neuen Rolle als
Museumsdirektor. Er ergriff die Chance, auf das Symposium für
Jagdmuseen hinzuweisen, welches vom 19. - 20. März 2015 in Paris
stattfi nden wird, und welches in Kooperation mit dem Musée de la
Chasse et de la Nature Fondation Sommer organisiert wird.
Réunion de la Division Culture lors de l’Assemblée générale de MilanLa Division Culture du CIC s’est réunie l’après-midi du 25 avril. Le
président de la Division Culture, le Prince Alexandre Poniatowski
s’était assuré de l’intervention d’orateurs de haut niveau pour
la session. Cela a attiré une large audience, qui à en juger par les
applaudissements, a vraiment apprécié la session.
Le premier orateur, Maître Eric Turquin, membre du CIC et expert
en peintures anciennes a fait une présentation fascinante intitulée :
« La Peinture Ancienne : un autre regard sur le rapport de l’homme
à la Nature.» Il a convié son auditoire à un voyage dans le temps,
depuis le XVIème siècle jusqu’à la fi n du XIXème. Il a analysé une série
de peintures magnifi ques, notamment : probablement l’un des deux
premiers portraits d’animaux de l’histoire de la peinture, des scènes
où un sanglier femelle protège ses petites, des faucons et des chasses
royales. Du fantaisiste au réalisme, en passant par le romantisme,
Maître Turquin a réellement captivé l’attention de son auditoire.
Puis intervenait le Dr Rolf Roosen, rédacteur en chef du Deutsch
Jagzeitung. Le titre de sa présentation : « L’histoire culturelle du
lièvre en lien avec la chasse dans le christianisme et l’Antiquité » était
aussi intriguant que son exposé lui-même. Il a évoqué la manière
dont le lièvre était décrit dans la bible et indiqua l’importance de son
rôle dès l’Antiquité, en particulier en raison de sa rapidité et de son
agilité. Un exemple de l’importance du lièvre dans le christianisme
auquel beaucoup peuvent se relier est le Bunny de Pâques.
Le troisième orateur était Avv. Michele Federico Popper, membre
du CIC, qui a donné à son auditoire un aperçu de l’histoire des musées
italiens, des chambres de merveilles de la Renaissance jusqu’aux
musées d’aujourd’hui et musées virtuels du futur. Il a vivement invité
tous les participants à visiter le musée d’Histoire naturelle de Milan, le
musée le plus grand et le plus important de son genre en Italie.
La quatrième intervenante, Oxana Shevchuk, membre du Groupe
de travail Opinion jeune, a fait sa présentation sur le rôle du musée
de la Chasse et de la Pêche (Moscou) dans l’éducation à l’écologie
et à la conservation des traditions culturelles en Russie. Ce musée est
soutenu par l’association russe des chasseurs & pêcheurs. Elle a parlé
de la collection particulièrement riche du musée et de la large gamme
d’activités qu’il organise. Les activités proposées comprennent des
excursions et des conférences, des travaux éducatifs professionnels,
tels que la formation des experts des trophées et des biologistes de
la faune sauvage. Elle a souligné qu’il s’agit là d’un lieu unique, qui
réunit les chasseurs, les pêcheurs et toute personne intéressée par la
nature et l’environnement.
Pour conclure cette fascinante session, le Dr Kristóf Hecker, ancien
Coordinateur des divisions du CIC et actuel directeur du musée
hongrois de la Chasse des Carpathes Széchenyi Zsigmond, a donné un
aperçu de ce nouveau musée, situé à Hatvan, en Hongrie. Il a parlé
de l’histoire prestigieuse du palais, des installations modernes qui y
sont établies, notamment des expositions interactives et des activités
éducatives destinées à des personnes de tous âges.
Le Prince Poniatowski a remercié tous les orateurs pour leurs
excellentes interventions. Il a tout particulièrement remercié le Dr
Hecker pour les services offerts au CIC, lui souhaitant le meilleur dans
son nouveau rôle de directeur de musée ; et il a profi té de l’occasion
pour présenter le symposium sur les musées de chasse, organisé par
le musée de la Chasse et de la Nature Fondation Sommer et qui se
tiendra du 19 au 20 mars à Paris.

attended the meeting, from 6 countries,
including both lady CIC members
and representatives of national ladies
hunting clubs in Europe.
Second, was Prof. Mary Zeiss
Stange, CIC Expert from the USA,
Skidmore College in Saratoga Spring.
She talked about Women’s Hunting in
the US: Patterns, Problems, Promise.
She presented two important facts:
1) the clear and consistent growth
in the number of American females
taking up hunting and shooting
sports, demonstrated by data from
various independent sources (US
Fish & Wildlife Service, the National
Sporting Goods Association, Southwick
Associates and Responsive Management)
over the past three or so years; 2) the
specifi c and most basic reason why
most women and a number of men say
they are doing it: food. Issues of food
safety, food security, the cost of meat,
and concern for sustainability, were all
seen as contributing factors. Lastly, Dr.
Supeková presented three important
upcoming international events: 1) the
2nd International Ladies Conference –
Women and Sustainable Hunting,
scheduled for 25–28 September, 2014
in Běchyně Castle, Czech Republic, with
the organising committee comprised of
the President, Mrs. Nicol Stava (owner
of the castle) and Honorary President,
Dr. Supeková. An exciting programme
awaits participants, including a St.
Hubertus mass and the possibility for
accompanying guests to hunt; 2) a
conference and hunt in Becej, Serbia,
the date, program and topics of which
will be sent to members in due course;
and 3) the Autumn Forum in Munich
in October under the topic “venison
as a healthy diet”, including a culinary
event and show. Artemis WG was
invited by Renate Weber, representative
of Bavarian Lady Hunters Forum, to
participate in the forum.
Dr. Supeková concluded with a
promise that the Artemis WG will
play an active role in the future
communication strategy of the CIC,
and that a way of communicating
hunting as a part of cultural heritage
could be through women.
Sitzung der CIC-Arbeitsgruppe ArtemisDie 2. offi zielle Sitzung der Arbeitsgruppe Artemis fand am letzten
Tag der 61. CIC-Generalversammlung in Mailand statt. An der
Sitzung nahmen sowohl Damen als auch Herren des CIC teil, die
alle die Präsentation hören wollten. Die Sitzung wurde eröffnet und
moderiert von Dr. Sona Supeková, Präsidentin der Arbeitsgruppe
Artemis (AG).
Zunächst stellte Frau Dr. Supeková den Tätigkeitsbericht der AG
Artemis vor, wobei sie von dem letzten Tag der Jagdsaison für Damen
berichtete, einem Ereignis, welches von der AG Artemis und dem
Club der Slowakischen Jägerinnen am 28. Februar 2014 in Trnovec
nad Vahom (Slowakei) organisiert worden war. Diese Veranstaltung
umfasste eine „Diskussion um den runden Tisch“ über die Rolle
der Frau in der modernen Jagd (Hotel Apollo, Bratislava), eine
Fasanenjagd und ein Besuch in Schloss Palarikovo - dem Museum
des CIC. Insgesamt nahmen 20 Damen aus 6 Ländern an der Sitzung
teil; unter ihnen befanden sich CIC-Mitglieder und Vertreterinnen
nationaler Damen-Jagd Clubs aus Europa.
Den zweiten Programmpunkt gestaltete Prof. Mary Zeiss Stange,
CIC-Expertin aus den USA, Skidmore College in Saratoga Spring.
Sie sprach über die Jagd von Frauen in den USA: Muster, Probleme,
Versprechen. Sie legte zwei wichtige Tatsachen dar: 1) das klare und
konsistente Wachstum bei der Zahl amerikanischer Frauen, die sich
für die Jagd und Schießsportarten interessieren, was von Daten aus
unterschiedlichen, unabhängigen Quellen (US Fish & Wildlife Service,
the National Sporting Goods Association, Southwick Associates and
Responsive Management) nachgewiesen wird und was für etwa
die letzten drei Jahre gilt. 2) der spezifi sche und ausschlaggebende
Grund, warum die meisten Frauen und eine Anzahl von Männern
sagen, dass sie jagen ist: Nahrung. Fragen der Lebensmittelsicherheit,
der Kosten von Fleisch und der Sorge um Nachhaltigkeit, all dieses
wurde als nachgeordnete Faktoren angesehen.
Schließlich wies Dr. Supeková auf drei kommende Veranstaltungen
hin: Zum Ersten die 2. Internationale Damen-Konferenz - Frauen
und nachhaltige Jagd, geplant für den 25. - 28. September 2014
in Schloss B�chyn� (CZ), mit einem Organisationskomitee, das aus
Frau Nicol Stava (Besitzerin des Schlosses) und der Ehrenpräsidentin
Dr. Supeková besteht. Auf die Teilnehmer wartet ein aufregendes
Programm einschließlich einer St. Hubertus-Messe und der Möglichkeit
für begleitende Gäste zu jagen; 2) eine Konferenz und Jagd in Becej,
Serbien; Datum, Programm und Inhalte werden den Mitgliedern
rechtzeitig bekannt gegeben; und 3) Das Herbstforum im Oktober
in München unter dem Thema „Wildfl eisch als gesunde Ernährung“,
einschließlich eines kulinarischen Ereignisses und einer Vorführung.
Die AG Artemis ist von Renate Weber, Vertreterin des bayerischen
Jägerinnenforums, zur Teilnahme an dem Forum eingeladen worden.
Dr. Supeková schloss mit dem Versprechen, dass die AG Artemis
bei der künftigen Kommunikationsstrategie des CIC eine aktive Rolle
übernehmen wird und dass ein Weg der Kommunikation der Jagd als
ein Teil des Kulturerbes über Frauen führt.
Réunion du Groupe de Travail Artémis du CIC La 2ème réunion offi cielle du Groupe de travail Artémis s’est tenue le
dernier jour de la 61ème Assemblée générale du CIC à Milan. Aussi
bien des femmes que des hommes du CIC, tous impatients d’écouter les
présentations, ont assisté à la réunion. Le Dr Sona Supeková, présidente
du groupe de travail Artémis a ouvert la séance et l’a modérée.
En premier lieu, le Dr Supeková a présenté le rapport d’activité du
Groupe de travail Artémis ; elle a fait un compte rendu de la Dernière
journée de la saison de la chasse pour les dames, évènement organisé
par le Groupe de travail Artémis et le Club féminin slovaque de chasse
à Trnovec nad Vahom (Slovaquie) le 28 février 2014. L’évènement
comportait une table ronde sur le rôle des femmes dans la période
de chasse moderne (hôtel Appolo, Bratislava), une chasse au faisan
et une visite au château de Palarikovo – musée du CIC. Vingt dames
– notamment des membres du CIC et des représentantes des clubs
nationaux féminins de chasse d’Europe - provenant de six pays ont
participé à la réunion.
En second lieu, le Professeur Mary Zeiss Stange des Etats-Unis,
experte du CIC, du Skidmore College à Saratoga Springs, est
intervenue. Elle a parlé de la pratique de la chasse par les femmes
aux Etats-Unis : Tendances, Problèmes, Perspectives. Elle a présenté
deux phénomènes importants : 1) l’accroissement manifeste et
constant du nombre de femmes américaines s’adonnant à la chasse
et aux sports de tir, phénomène démontré au cours des trois dernières
années par des données issues de sources variées et indépendantes
(Service américain de la pêche et de la faune sauvage, association
nationale des Articles de sport, Southwick Associates et Responsive
Management) ; 2) la motivation spécifi que et basique pour laquelle
la plupart des femmes et un certain nombre d’hommes indiquent
pratiquer la chasse : l’aspect alimentaire. Les questions de sûreté et
de sécurité alimentaires, le coût de la viande et les préoccupations
en matière de durabilité, tous ces facteurs ont été perçus comme des
paramètres favorisant cette activité. En dernier lieu, le Dr Supekova
a présenté trois importants évènements internationaux à venir : 1) la
2nde Conférence féminine internationale – Les Femmes et la Chasse
Durable, prévue du 25 au 28 septembre 2014 au château de Bechyne,
en République tchèque avec le comité d’organisation composé de
la présidente, Mme Nicole Stava (propriétaire du château) et de
la présidente honoraire, le Dr Supekova. Un programme alléchant
attend les participantes, notamment une messe de Saint-Hubert et
la possibilité de chasser pour les accompagnateurs, 2) une conférence
et une chasse à Becej, en Serbie dont la date, le programme et le
thème seront communiqués aux membres en temps utile, et 3) le
Forum d’automne à Munich en octobre sur le thème de « la venaison,
une alimentation saine », comprenant un évènement et une
démonstration culinaires. Le Groupe de travail Artémis a été invité
par Renate Weber, représentante du Forum féminin bavarois de la
chasse, à participer au forum.
Le Dr Supeková a conclu par la promesse du Groupe de travail
Artémis de jouer un rôle actif dans la stratégie de communication
future du CIC et a affi rmé que la chasse pourrait, grâce aux femmes,
être reconnue comme partie intégrante du patrimoine mondial de
l’humanité.

IT WAS DECIDED last year that
birds – and as a fi rst step particularly
migrating birds – should be an important
topic for CIC to work on. Th e CIC
is well positioned to contribute to the
international community discussions in
this fi eld both because, by defi nition, these
birds are cross-border and hunting of them
must be based on wise-use principles.
During a lively meeting at the General
Assembly, the re-launched CIC Bird
Specialist Group (BSG) presented both
results of on-going research but also the
future strategy of the group. Th e meeting
was chaired by three of the four persons
involved in re-establishing the group:
CIC member – Paul Smeets, expert of
the German CIC Delegation – Prof.
Dr. Sven Herzog, and CIC expert – Dr.
Evegeny Syroechkovskiy. Unfortunately
another one of the founders, Dr. Arto
Marjakangas, was unable to attend.
Paul Smeets presented an overview
of the group: the BSG strives to work
with experts in the fi eld of (migratory)
birds, to coordinate their conservation
through sustainable use along the main
fl yways. In order to reach this ambitious
goal the BSG, a Specialist Group under
the CIC Applied Science Division,
seeks to initiate and coordinate research
on the fl yways, to consult with scientifi c
institutions, NGOs and governments of
countries and international conventions
along the fl yways, and to establish
coordinated management measures.
Th e group supports research on the
biology, ecology and sustainable use of
(migratory water) birds (e.g. species and
habitat conservation, monitoring and
harvest management). Also, the group
aims to raise awareness for (migratory)
birds and their sustainable use among
the hunting community, policy makers
and the general public.
Th e focus of the groups’ work lies
in contributing to the adoption of a
fl yway approach in the population
and harvest management of birds and
especially in the recovery of declining
populations, in addition to resolving
confl icts with human interests, arising
from the increase in (waterfowl)
populations. As a basis for this, there are
the scientifi c and practical principles
of the Afr ican-Eurasian Waterbird
Agreement (AEWA) and the East
Asian-Austarlasian Flyway Partnership
(EAAFP), including support of the
Russian Federation to join AEWA.
Th e group aims to work on both
existing projects and initiate new ones,
in coordination and co-operation
with the relevant stakeholders
(e.g. governmental bodies, NGOs,
specialist groups, IGOs and scientifi c
institutions). Since the GA, the group
has been invited to comment on various
ongoing research projects; in these
comments, the group is making sure that
wise-use is becoming an increasingly
accepted management tool.
Regarding planned and ongoing
activities, Prof. Dr. Sven Herzog
is working towards defining a new
research project along the Eurasia
flyway. Using waterfowl populations
as an example, this project will address
the particular situation of different
species, ranging from demands for
total protection to their classification
as a pest. The intrinsic conflicts are to
be defined and solutions developed
on a scientific and “good-practice”
basis. Also, the group will strive to
initiate a project raising both local
and governmental awareness, to
address illegal netting and poisoning
of shorebirds and geese in China and
south-east Asian as well as habitat
conservation in this, the world’s
most threatened Waterbird Flyway.
This will be led by Dr. Evegeny
Syroechkovskiy. In addition, Dr. Arto
Marjakangas is playing a key role in the
AEWA International Single Species
Action Plan for the Taiga Bean Goose.
During the GA session, CIC
member – Dr. Michele Sorrenti,
gave an interesting presentation
on Woodcock flyway routes and
responsible (wise use) management,
while Sylvio Plano discussed studies
of migratory birds in Italy. The session
ended with a most impressive film
by Cornell Lab for ornithology on
the large population damage by bird
netting in China.

THE YOUNG OPINION (YO)
Working Group session at this year’s
General Assembly (GA) was held on
April 26. Sitting on the YO podium
were: President Eloana Aichbichler,
Vice-President Alvaro Fernandez de
Arévalo, and Communication Offi cer
Robert Sieger.
Th e fi rst highlight of the session was
the YO thesis award 2014. Th is year,
there were three winners, each receiving
an award and the chance to present their
work and fi ndings to the large audience
present during the session. Th e young
winners were as follows
1. Johanna Maria Arnold – Habitat
selection patterns by red deer (Cervus
elaphus) in a sub alpine region
of Austria: implications for deer
management in a highly managed
forest area
2. Nicolas Lieury – How to measure
and predict the management impact
on red fox population dynamics?
3. Mihai Fedorca – Research regarding
the increase of the effi ciency of
the management of small game
populations from West Plain.
Regarding YO membership develop-
ments, overall, despite a signifi cant
number of YO reaching the age limit
and becoming full CIC members, there
was a 20% increase in YO members
compared to the previous year,
increasing the membership base to a
total of 186 members.
A selection of YO activities since the
2013 GA were presented, these included:
social media project (CIC facebook
page), YO section of redesigned
offi cial CIC website, CIC wikipedia
article and translation, regional
meeting in Austria (Kitzbühel, 14-16
March 2014), workshop on Red Dear
Management, Germany, (Grafenwöhr,

im CIC werden soll. Denn der CIC ist mit seinem internationalen
Netzwerk und Erfahrungen in Sachen der Wandervogelarten bestens
aufgestellt.
ährend einer lebhaften Sitzung auf der Generalversammlung
präsentierte die neu ins Leben gerufene CIC Vogel-Experten-Gruppe
(VEG) sowohl Ergebnisse der laufenden Forschung als auch die
künftige Strategie dieser Gruppe. Die Sitzung wurde geleitet von
drei der vier Personen, die an der Neu-Etablierung der Gruppe
beteiligt waren: CIC-Mitglied - Paul Smeets, Experte der deutschen
CIC Delegation - Prof. Dr. Sven Herzog, und CIC-Experte - Dr.
Evegeny Syroechkovskiy. Leider konnte einer der Gründer, Dr. Arto
Marjakangas, nicht teilnehmen.
Paul Smeets gab einen Überblick über die Gruppe: Die VEG
bemüht sich, mit Experten aus dem Bereich der (Zug-)Vögel
zusammenzuarbeiten, um deren Erhaltung durch eine nachhaltige
Nutzung entlang der Haupt Flugrouten zu koordinieren. Damit
dieses ehrgeizige Ziel der Experten-Gruppe unter der CIC-Division
Angewandte Wissenschaft erreicht werden kann, bemüht sich die VEG
Forschungen zu initiieren und zu koordinieren. Dazu ist es notwendig
sich mit wissenschaftlichen Institutionen, NGOs und den Regierungen,
sowie internationalen Abkommen entlang der Flugrouten zu beraten
und so koordinierte Bewirtschaftungsmaßnahmen einzuführen.
Die Gruppe unterstützt Forschungen im Bereich der Biologie,
Ökologie und der nachhaltigen Nutzung von (Wasser-Zug)-Vögeln
(z.B. Schutz von Arten und Lebensräumen, Beobachtung und
Erntemanagement). Ferner bemüht sich die Gruppe, das Bewusstsein
für (Zug-) Vögel und ihre nachhaltige Nutzung durch die Jägerschaft,
Entscheidungsträger und die Öffentlichkeit zu schärfen.
Der Schwerpunkt der Gruppenarbeit liegt zu der Anwendung
der Flugroutenmethode beim Populations- und Erntemanagement
beizutragen, vor allem bei der Erholung/Besserung abnehmender
Populationen. Darüber hinaus sollen Konfl ikte mit menschlichen
Interessen, welche sich aus dem Anstieg der (Wasservögel-)
Populationen ergeben, gelöst werden. Als Grundlage dafür dienen
die wissenschaftlichen und praktischen Prinzipien der Afrikanisch-
Eurasischen Wasservogelvereinbarung (AEWA) und die Ostasiatische-
Australasiatische Flugroutenpartnerschaft (EAAFP) einschließlich der
Unterstützung der Russischen Föderation, der AEWA beizutreten.
Die Gruppe strebt an, sowohl an vorhandenen Projekten
mitzuarbeiten als auch in Koordination und Kooperation mit
relevanten Interessengruppen (z.B. amtliche Stellen, NGOs, IGOs
und wissenschaftliche Institutionen) neue Projekte zu initiieren.
Seit der GV wurde die Gruppe gebeten, eine Reihe laufender
Forschungsprojekte zu kommentieren; durch diese Kommentare stellt
die VEG sicher, dass die umsichtige Nutzung ein immer anerkannteres
Bewirtschaftungsinstrument wird.
Geplante und laufende Aktivitäten betreffend, arbeitet Prof.
Dr. Sven Herzog daran, ein neues Forschungsprojekt entlang der
eurasischen Flugrouten zu defi nieren. Was beispielsweise die Nutzung
von Wasservögel-Populationen betrifft, so wird sich dieses Projekt
mit der besonderen Situation der verschiedenen Arten beschäftigen.
Bei manchen besteht Bedarf für totalen Schutz, andere sind als
Schädlinge zu klassifi zieren. Die wirklichen Konfl ikte müssen defi niert
und Lösungen entwickelt werden auf wissenschaftlicher Grundlage
und in Anleihung an in der Praxis bewährter Methoden. Die Gruppe
wird sich ferner darum bemühen, ein Projekt zur Schärfung des
lokalen und regierungsamtlichen Bewusstseins zu initiieren, um dem
illegalen Fangen mit Netzen und der Vergiftung von Watvögeln und
Gänsen in China und Südostasien Einhalt zu gebieten, sowie den
Lebensraum zu schützen, der zur weltweit am stärksten gefährdeten
Wasservogel-Zugzone gehört. Das Projekt wird geleitet von Dr.
Evegeny Syroechkovskiy. Zusätzlich spielt Dr. Arto Marjakangas
eine Schlüsselrolle bei dem Internationalen AEWA-Aktionsplan für
einzelne Arten, konkret bei der Taiga-Saatgans.
Während der GV hielt das CIC-Mitglied Dr. Michele Sorrenti eine
interessante Präsentation zu den Flugrouten der Waldschnepfe und
verantwortungsbewusstem Management. Sylvio Plano erörterte
Studien zu Zugvögeln in Italien. Die Sitzung endete mit einem höchst
eindrucksvollen Film von „Cornell Lab for ornithology“, in dem
Schäden an großen Populationen durch Vogelfang mit Netzen in
China gezeigt wurden.
Le Groupe des Oiseaux du CIC prend son envol !L’année dernière, il a été décidé que les oiseaux – et dans un
premier temps particulièrement les oiseaux migrateurs – devraient
représenter un important thème de travail pour le CIC. Le CIC est
bien positionné pour contribuer aux discussions de la communauté
internationale dans ce domaine car, d’une part ces oiseaux sont par
défi nition transfrontaliers et, d’autre part leur chasse doit être fondée
sur des principes d’utilisation raisonnée.
Lors de l’Assemblée générale, au cours d’une réunion animée, le
Groupe de spécialistes des oiseaux [BSG], nouvellement réactivé, a
présenté tant les conclusions des recherches en cours que la future
stratégie du groupe. La réunion était présidé par trois des quatre
personnes engagées dans la refondation du groupe : membre
du CIC – Paul Smeets, expert de la Délégation allemande du CIC
– le professeur Dr Sven Herzog, et expert du CIC – le Dr Evegeny
Syroechkovskiy. Malheureusement, un autre des fondateurs, le Dr
Arto Marjakangas, ne pouvait être présent.
Paul Smeets a présenté une vue d’ensemble du groupe : le BSG
s’efforce de collaborer avec des experts dans le domaine des oiseaux
(migrateurs), afi n de coordonner leur conservation par l’utilisation
durable le long de leurs principales voies migratoires. Afi n d’atteindre
cet objectif ambitieux, le BSG, sous l’égide de la Division Sciences
appliquées, s’applique à initier et à coordonner la recherche sur les
voies migratoire, à se concerter avec les institutions scientifi ques, les
ONG, les gouvernements de pays notamment ceux signataires de
conventions internationales et situés sur les voies migratoires et à
mettre en place des mesures de gestion coordonnées.
Le groupe soutient la recherche sur la biologie, l’écologie et
l’utilisation durable des oiseaux (migrateurs aquatiques) (par
exemple la conservation des espèces et des habitats, la surveillance et
la gestion du prélèvement des espèces). Le groupe vise également à
sensibiliser les décideurs politiques, le grand public et la communauté
de la chasse aux problématiques des oiseaux migrateurs et à leur
utilisation durable.
Le travail du groupe vise principalement à contribuer à faire
adopter une conception commune des voies migratoires permettant
une bonne gestion des populations d’oiseaux et de leur prélèvement,
favorisant en particulier le renouveau des populations en déclin.
En outre, cela résoudrait les confl its avec les intérêts des êtres
humains qui résultent de l’augmentation des populations (d’oiseaux
aquatiques). Les principes scientifi ques et pratiques de l’Accord sur la
conservation des oiseaux d’eau migrateurs d’Afrique-Eurasie (AEWA)
et le Partenariat sur l’itinéraire aérien Asie orientale – Australasie
[EAAFP], avec le soutien de la Fédération russe qui devrait rejoindre
l’AEWA, servent de fondement à ce travail.
Le groupe poursuit l’objectif de travailler tant sur les projets
existants que d’en initier de nouveaux, en coordination et en
coopération avec les acteurs concernés (par exemple, les organismes
gouvernementaux, les ONG, les groupes de spécialistes, les OIG et les
institutions scientifi ques). Depuis l’Assemblée générale, le groupe a
été invité à faire des commentaires sur plusieurs projets de recherche
en cours ; par ces commentaires, le groupe s’assure que l’utilisation
raisonnée devienne un outil de gestion de mieux en mieux accepté.
En ce qui concerne les activités prévues et en cours, le Professeur Dr
Sven Herzog œuvre à la défi nition d’un nouveau projet de recherche le
long de la voie migratoire d’Eurasie. En prenant l’exemple des oiseaux
d’eau, ce projet abordera la situation particulière des différentes
espèces, allant de l’exigence d’une protection absolue à leur classifi cation
comme parasite. Les confl its intrinsèques doivent être défi nis et des
solutions doivent être développées sur le fondement de la science et
des « bonnes pratiques ». Le groupe s’efforcera en outre d’engager un
projet de sensibilisation à l’échelle locale et gouvernementale, afi n de
s’attaquer au problème de l’intoxication et de la capture illégale au
moyen de fi lets des oiseaux de littoral et des oies en Chine et en Asie
du Sud-Est, ainsi qu’à celui de la conservation des habitats dans cette
voie migratoire, celle la plus menacée au monde. Ce projet sera mené
par le Dr Evegeny Syroechkovskiy. De surcroît, le Dr Arto Marjakangas
joue un rôle essentiel dans le plan d’action international par espèce de
l’AEWA pour l’oie des moissons de la taïga.
Lors de la session de l’Assemblée générale, le Dr Michele Sorrenti,
membre du CIC a fait une intéressante présentation sur les voies
migratoires et la gestion responsable (utilisation raisonnée) de la
bécasse des bois, tandis que Sylvio Plano a analysé les études sur
les oiseaux migrateurs en Italie. La session s’est achevée par un fi lm
des plus impressionnants, réalisé par le Cornell Lab of Ornithology
sur les dommages causés par les fi lets à de nombreuses populations
d’oiseaux en Chine.

Sitzung der Arbeitsgruppe Young OpinionDie Sitzung der Arbeitsgruppe Young Opinion (YO) der diesjährigen
Generalversammlung fand am 26. April statt. Auf dem YO-Podium
befanden sich: Präsidentin Eloana Aichbichler, Vize-Präsident Alvaro
Fernandez de Arévalo und der Kommunikationsbeauftragte Robert
Sieger.
Der erste Höhepunkt der Sitzung bestand in der Verleihung des
YO-Preises für wissenschaftliche Arbeiten. In diesem Jahr gab es drei
Gewinner, die jeweils einen Preis erhielten sowie die Gelegenheit
bekamen, ihre Arbeit und Ergebnisse vor der großen Zuhörerschaft
zu präsentieren, die bei der Sitzung anwesend waren. Die jungen
Gewinner waren:
1. Johanna Maria ARNOLD – Muster der Habitatauswahl beim
Rothirsch (Cervus elaphus) in einer subalpinen Region in Österreich:
Implikationen für das Rotwildmanagement in einem intensiv
bewirtschafteten Wald.
2. Nicolas LIEURY – Wie kann man die Wirkung des Management auf
die Dynamik einer Fuchspopulation messen und prognostizieren?
3. Mihai FEDORCA – Forschungen über die Auswirkungen eines
effi zienteren Management auf Niederwildpopulationen in der
Westebene.
Obwohl eine erhebliche Anzahl von YO die Altersgrenze
erreichten und damit Vollmitglieder des CIC wurden, entwickelte
sich die Mitgliedschaft von YO in der Summe so, dass es eine 20 %
Steigerung gegenüber dem Vorjahr gab. Damit beläuft sich die YO
Mitgliederzahl auf insgesamt 186.
Eine Auswahl der YO-Aktivitäten seit der GV 2013 wurde
präsentiert; dazu gehörten: Projekt Soziale Medien (CIC-Facebook-
Seite), YO-Bereich auf der neugestalteten offi ziellen CIC-Website;
CIC-Wikipedia-Artikel und Übersetzung, Regionaltreffen in
Österreich (Kitzbühel, 14. - 16. März 2014), Workshop zum Rotwild-
Management, Deutschland, (Grafenwöhr, Dezember 2013),
Rekrutierungsveranstaltung in Deutschland (Oktober 2013),
Schusstag mit Bruno Achermann (Schweiz, Mai 2013), Jagd in
Frankreich (November 2013), Sitzungen zu eingezäunten Gebieten
(Spanien, 8. - 9. Februar 2014), die 8. Globale Veranstaltung „Youth
for Sustainable Use“ (GYSU) in Russland vom 14. - 18. August 2013.
Höhepunkte der Planungen für die kommenden Monate wurden
ebenso präsentiert: 9. GYSU in der Slowakei (28. - 30. November
2014) im Palarikovo-Schloss, dem Sitz des CIC-Museums; das dritte
Jagdfi lmfestival (Frankreich, März 2015) im Haus der Jagd und der
Natur, Paris; Kindertag (Luzern, Schweiz, August 2014) sowie weitere
Aktivitäten, über welche die neueste Ausgabe des YO-Newsletters
informiert.
Es gab Aufrufe für das Einreichen von Filmen für das Jagdfi lm-
Festival in Paris (März 2015) und eine Erinnerung an den YO-
Forschungspreis 2015 (siehe Aufruf zur Bewerbung in diesem
Magazin).
Die Sitzung endete mit der einstimmigen Wahl des neuen YO-
Vorstands.
YO-Präsidentin Eloana Aichbichler dankte den Vize-Präsidenten
Cosmin Maris, Charles Mathias, Jacques Martin-Lalande und dem
Kommunikationsbeauftragten Robert Sieger für ihre harte und

(AG) 2014 s’est tenue le 26 avril. Sur le podium d’Opinion jeune se trouvaient
la présidente Eloana Aichbichler, le vice-président Alvaro Fernandez de
Arévalo, et le responsable de la communication Robert Sieger.
Le Prix de la thèse de l’Opinion jeune 2014 constituait le premier
temps fort de cette session. Il y eut cette année trois vainqueurs ; ils
ont chacun reçu un prix et ont pu présenter leurs travaux et leurs
découvertes à une large audience assistant à la session. Les jeunes
lauréats sont les suivants :
1. Johanna Maria Arnold – Modes de sélection des habitats du cerf
élaphe (Cervus elaphus) dans une région subalpine d’Autriche :
quelle incidence sur la gestion du cerf dans une zone forestière très
exploitée par l’homme ?
2. Nicolas Lieury – Comment mesurer et prévoir l’impact de la gestion
sur la dynamique des populations de renards roux ?
3. Mihai Fedorca – Recherche sur l’amélioration de l’effi cacité de la
gestion des populations de petit gibier des plaines de l’Ouest
En ce qui concerne l’évolution d’ensemble des adhésions à Opinion
jeune : bien qu’un nombre important de membres d’Opinion jeune
aient atteint la limite d’âge et soient devenus membres à part
entière du CIC, on constate une augmentation de 20% du nombre
de membres d’Opinion jeune, par comparaison avec l’année
précédente. Le nombre des adhérents augmente ainsi pour atteindre
un total de 186 membres.
Une sélection des activités d’Opinion jeune, depuis l’Assemblée
générale de 2013, a été présentée, ce qui incluait : le projet réseaux
sociaux (page Facebook du CIC), la section Opinion jeune du site internet
offi ciel réaménagé du CIC, l’article sur le CIC dans Wikipedia avec
traduction, une réunion régionale en Autriche (Kitzbühel, 14-16 mars
2014), un atelier de travail sur la gestion du cerf élaphe en Allemagne
(Grafenwöhr, December 2013), un évènement de recrutement en
Allemagne (octobre 2013), une journée de tir avec Bruno Achermann,
(Suisse, mai 2013), l’organisation d’une chasse en France (novembre
2013), une réunion sur les enclos (Espagne 8-9 février 2014) et la 8ème
réunion Jeunesse mondiale pour l’utilisation durable [Global Youth for
Sustainable Use (GYSU)] en Russie (14 – 18 août 2013).
Les temps forts du programme des mois à venir ont également

La session s’est achevée avec l’élection unanime du nouveau
comité d’Opinion jeune.
La présidente d’Opinion jeune, Eloana Aichbichler, a remercié les

was announced, with the theme of
“Astonishing Wildlife”.
Wildlife photography is one of the
best ways to show to a broader public
the values and the necessity of hunting
and wildlife management.
It is for this reason the CIC was

non-hunting photographers to assist
the CIC to fulfi l its mission for the
conservation of nature and all its living
creatures.

Assembly will take place in Plovdiv,
Bulgaria from 23–25 April 2015.
Th e venue and the dates were
carefully chosen to allow participants
to visit the annual ”Nature, Hunting,
Fishing” exhibition in Plovdiv which is
one of the biggest and most prestigious
hunting fairs in Eastern Europe.
Plovdiv is the second-largest city
in Bulgaria aft er the capital Sofi a

inhabitants. Its history spans 6,000
years, ranking it among the world’s

Th e Bulgarian Delegation will
organize frequent shuttle-buses for the
participants from and to the airport in
Sofi a.

ONCE AGAIN, the hunting auction
during the Gala Dinner proved to be the
highlight of the General Assembly. Th is
year’s event was the most successful ever,
reaching the 125,000 euro mark! One
must remember that these donations
are the main source of funding for
the CIC and therefore essential for
the activities of the organisation. A
very special thanks to all donors and
bidders, not forgetting the entire
project team who worked tirelessly
right up until the last second, with the
preparation and presentation of the
donations. And fi nally, a big thank you
to the professional auctioneer, Maître
Dominique Ribeyre from Paris, for his
part in ensuring this record-breaking
outcome.
Examples of auctioned lots included
three buff alo hunts in Africa, a pheasant
hunt, a Monteria, a wolf hunt, salmon
fi shing, shooting seminars, a course
on making venison sausages, as well
as hunting rifl es and various pieces of
art. In total, there were 51 off ers, of
which 16 were sold in the so-called “live
auction”. Th is too is a record!

The 61st CIC General Assembly offered a very rich 4-day programme to participants including a pre-congress symposium. The CIC Headquarters fi nd it important that all meetings and events are fully documented not only in offi cial papers but on photos as well. # 1 Development of the Handbook
IN THIS SERIES of updates we
would like to introduce the new CIC
Trophy Evaluation System and its
elements. In this very first article we
look at the developments related to
the CIC Handbook on the Evaluation
and Measuring of Hunting Trophies.
Aft er years of preparations, this
Handbook will soon replace the CIC
Red Book. Th is will be a central, but
not the only element of the CIC
Trophy Evaluation System (TES). Th is
new Handbook aims to clarify the
evaluation methods and to make them
as precise as possible without changing
the measurement formula, which are
well-embedded in and widely used by
the hunting community.
Draft chapters of the Handbook,
those of the most relevant
European species, were circulated
on 20 February 2014. Based on the
comments received, it was apparent
that additional discussions were
required to clarify and to reach a
common understanding on some
of the technical details. To provide
a platform for these discussions,
the CIC Headquarters organized a
Consultation Day on 25 March 2014.
Despite the constructive atmosphere
at the meeting, the participants did
not reach an agreement on 3 items
(antler measurement of red and roe
deer, standardized tine definition and
regularity of roe deer trophies), but
it was also stated that these details
should not cause a further delay in the
development of the Handbook.
In the framework of the 61st General
Assembly, the Trophy Evaluation
Board (TEB) voted on these items
and, with these last steps, the TEB
finalized the technical content of
the Handbook. With the remaining
editorial work and field-testing on-
going, the new Handbook is expected
to be ready by the end of the year.

Aktualisierung des TrophäenevaluationssystemsNr. 1 Entwicklung des Handbuchs
In dieser Informationsreihe möchten wir das neue CIC-
Trophäenbewertungsystem und seine Elemente vorstellen. Im ersten
Artikel blicken wir auf die Entwicklungen, die das CIC-Handbuch für
Trophäenvermessung betreffen.
Nach mehrjährigen Vorbereitungen wird dieses Handbuch bald
das Rote Buch des CIC ersetzen. Es wird ein zentrales, aber nicht das
einzige Element des CIC-Trophäenbewertungsystem (TES) sein. Dieses
neue Handbuch soll die Bewertungsverfahren präzise beschreiben,
ohne die Vermessungsformeln zu ändern, welche in der Jägerschaft
gut eingeführt sind und weiterhin genutzt werden.
Entwürfe der Handbuchkapitel zu den wichtigsten europäischen
Arten wurden am 20. Februar 2014 verschickt. Die erhaltenen
Kommentare verdeutlichten, dass weitere Diskussionen notwendig
sind, um für die notwendigen Klarstellungen zu sorgen und ein
gemeinsames Verständnis bei einigen technischen Details zu
erreichen. Um diesen Diskussionen Raum zu geben, organisierte
die CIC-Zentrale am 25. März 2014 einen Konsultationstag, der
trotze konstruktiver Atmosphäre nicht zu einem Einvernehmen bei
drei Punkten führte (Geweihvermessung beim Rothirsch und Reh,
standardisierte Defi nition der Geweihenden und Ordnungsmäßigkeit
der Reh-Trophäen). Gleichzeitig wurde aber auch beschlossen, dass
diese Details nicht zu weiteren Verzögerungen bei der Entwicklung
des Handbuchs führen sollen.
Im Rahmen der 61. Generalversammlung stimmte der CIC-
Trophäenbewertungsausschuss („Trophy Evaluation Board“ -
TEB) über diese verbleibenden drei Punkte ab, und mit diesen
letzten Schritt hat der TEB den technischen Inhalt des Handbuchs
abgeschlossen. Angesichts der verbleibenden redaktionellen Arbeiten
und laufenden Tests wird erwartet, dass das neue Handbuch zum
Ende des Jahres 2014 vorliegt.

Mise à jour du Système d’Evaluation des Trophées#1 Développement du ManuelParmi cette série de mises à jour, nous aimerions présenter le
nouveau Système d’Evaluation des Trophées du CIC. Dans ce tout
premier article, nous nous penchons sur les évolutions du Manuel du
CIC portant sur l’évaluation des trophées.
Au terme d’années de préparation, ce Manuel remplacera
prochainement le Livre rouge du CIC. Il constituera l’élément
central, mais non unique du Système d’évaluation des trophées du
CIC. Ce nouveau manuel vise à clarifi er les méthodes d’évaluation
et à les rendre aussi précises que possible, sans modifi er les formules
d’évaluation qui sont bien intégrées et largement utilisées par la
communauté de la chasse.
Des chapitres en projet du Manuel, ceux concernant les espèces les
plus importantes, ont été diffusés le 20 février 2014. Les commentaires
subséquents ont fait clairement apparaître la nécessité de discussions
supplémentaires afi n d’apporter une clarifi cation et de parvenir à
un accord sur certains détails techniques. La direction générale du
CIC a alors organisé une Journée de consultation le 25 mars 2014,
comme plateforme de discussions. Malgré l’ambiance constructive de
la réunion, les participants ne sont pas parvenus à trouver un accord
sur trois thèmes (l’évaluation des ramures des cerfs élaphes et des
chevreuils, une défi nition uniformisée de la dentition et la régularité
des trophées de chevreuils) mais il a été également admis que ce
désaccord ne devrait pas causer de retard supplémentaire dans
l’élaboration du Manuel.
Dans le cadre de la 61ème Assemblée générale, le Conseil
d’évaluation des trophées a procédé à un vote sur ces questions et
à l’occasion de cette ultime étape, le Conseil a fi nalisé le contenu
technique du Manuel. Compte tenu du travail éditorial qu’il reste à
effectuer et des essais de terrain en cours, le nouveau Manuel devrait
être prêt d’ici la fi n de l’année.

SOME 200 PERSONS attended “Th e
Changing World of the Goose” seminar
(Wageningen, Netherlands, March 14,
2014) organised by the Netherlands
CIC delegation and Wageningen
University (WUR).
It was said that contemporary
regulatory frameworks, political and
stakeholder will, and global science-
based approaches are prerequisites
for eff ective goose management. Th e
current EU Birds Directive was seen as
inadequate for managing many issues
associated with geese.
Goose population numbers have
exploded as a result of changes during
the last 30–40 years (e.g. climate,
agriculture and hunting). Dr. Ebbinge
(WUR/Alterra, Netherlands) urged
politicians to promote tolerable goose
numbers and adequate control measures
(incl. hunting) to restore and maintain
the ecological balance.
North America (NA) and Northern
Europe have in place adaptive
management (incl. hunting) to control
geese populations, including a successful
program in Spitsbergen, Norway. Here, it
has also been shown that climate change
increases egg predation by polar bears
and increased sea eagle numbers reduce
spring migrations to the Baltic Sea.
It was clear that spring hunting in NA
allowed the ecological balance of geese
populations to be restored and that
climate change is infl uencing migration
patterns. In the Netherlands, Germany,
and Belgium, geese also show strong
adaptive responses to climate change.
Together with a loss of their innate
shyness and ecologically inadequate goose
management policies, this has resulted in
overpopulation, a loss of biodiversity and
increased fi nancial costs.
In these countries, it is primarily
socio-politically inspired opinions
which stand in the way of well-balanced
goose management. Mr. Van der
Valk (Dutch Bird Protection Society)
promoted a policy of non-intervention,
combined with fi nancial compensation
for damages.
It was concluded that geese and man
live in a complex, continuously changing
environment. It was said to be in the
interest of all stakeholders to continue
monitoring and shaping (adaptive)
goose management. Here, alternative
methods such as laser disturbance
and introduction of predators shall be
considered to assist e.g. hunting, CO
gassing and egg removal.
Die sich verändernde Welt der GänseMehr als 200 Personen besuchten das Seminar „Die sich verändernde
Welt der Gänse“ (Wageningen, Niederlande, 14. März 2014), welches
von der niederländischen CIC-Delegation und der Universität
Wageningen (WUR) organisiert worden war.
Man referierte, dass die Bedingungen für ein effektives
Gänsemanagement ein zeitgemäßes regulatorisches Rahmenwerk,
der Wille der Politik und der Interessengruppen, sowie ein globaler,
wissenschaftsgestützter Ansatz sind. Die derzeitige EU-Vogel-
Richtlinie wurde für die Lösung der vielen Probleme in Verbindung
mit Gänsemanagement als unangemessen angesehen.
Die Populationszahlen der Gänse sind als Ergebnis von
Veränderungen der Lebensbedingungen in den letzten 30 - 40
Jahren (z.B. durch Klimawandel, Landwirtschaft und Jagd) förmlich
explodiert. Dr. Ebbinge (WUR/Alterra, Niederlande) drängte Politiker,
sich für tolerierbare Gänsezahlen einzusetzen und angemessene
Kontrollmaßnahmen (einschließlich der Jagd) einzuführen, um das
ökologische Gleichgewicht wieder herzustellen und zu erhalten.
Nordamerika und Nordeuropa haben ein adaptives Management
eingeführt (einschließlich der Jagd), um die Gänsepopulationen
zu kontrollieren; dazu gehört auch ein erfolgreiches Programm
in Spitzbergen, Norwegen. Hier wird auch gezeigt, dass der
Klimawandel den Raub von Eiern durch Eisbären erhöht und dass
zunehmende Zahlen von Seeadlern den Frühjahresvogelzug in die
Ostsee reduzieren.
Es war klar, dass eine Frühjahrsjagd in Nordamerika es
ermöglichte, das ökologische Gleichgewicht von Gänsepopulationen
wiederherzustellen, und dass der Klimawandel das Migrationsmuster
beeinfl usst. In den Niederlanden, Deutschland und Belgien zeigten
die Gänse eine starke adaptive Reaktion auf den Klimawandel.
Einhergehend mit einem Verlust ihrer angeborenen Scheu sowie
einem ökologisch unangemessenen Gänsemanagement führte all
dies zu einer Überpopulation, einem Verlust an Biodiversität und
erhöhten fi nanziellen Kosten.
In diesen Ländern sind es primär sozio-politisch inspirierte
Auffassungen welche einem ausgeglichenen Gänsemanagement
im Wege stehen. Herr Van der Valk (Holländische Gesellschaft für
Vogelschutz) setzte sich für eine Politik der Nicht-Intervention ein, die
mit einer fi nanziellen Kompensation für Schäden einhergeht.
Es wurde geschlussfolgert, dass Gänse und Menschen in einem
komplexen, sich ständig verändernden Umfeld leben. Es wurde
gesagt, dass es im Interesse aller Interessengruppen ist, das Monitoring
und die Ausgestaltung des (adaptiven) Gänsemanagements
fortzuführen. Hier können alternative Methoden wie die Störung
durch Laserstrahlen und die Einbürgerung von Prädatoren in
Betracht gezogen werden, um z.B. die Jagd, CO-Vergasung und die
Entfernung von Eiern zu ergänzen.
L’Evolution du Monde de l’OieQuelques 200 personnes ont assisté au séminaire « L’Evolution du
Monde de l’Oie » (à Wageningen aux Pays-Bas, le 14 mars 2014),
organisé par la Délégation néerlandaise du CIC et l’université de
Wageningen.
Il a été rappelé que les cadres réglementaires contemporains, la
volonté des politiciens et des parties concernées, et des approches
internationales fondées sur la science sont les conditions préalables
d’une gestion effi cace de l’oie. La directive de l’UE sur les oiseaux,
actuellement en vigueur, est apparue inadaptée pour traiter les
multiples problématiques liées à l’oie.
Les populations d’oie ont connu une véritable explosion
démographique. Ce phénomène est la conséquence de changements
intervenus au cours des 30-40 dernières années (affectant notamment
le climat, l’agriculture et la chasse). Le Dr Ebbinge (université de
Wageningen/Alterra Pays-Bas) a exhorté les politiciens à promouvoir
un nombre acceptable d’oies et des mesures de contrôle adaptées
(y compris la chasse) afi n de restaurer et de conserver l’équilibre
écologique.
En Amérique du Nord et dans le Nord de l’Europe, une gestion
adaptative a été instaurée (incluant la chasse) afi n de contrôler les
populations d’oies, notamment un programme réussi à Spitsbergen,
en Norvège. Ici, il a été également démontré que le changement
climatique augmente la destruction des œufs par les ours polaires et
que l’augmentation du nombre de pygargues (aigle des mers) réduit
les migrations vers la mer Baltique.
Il est clairement apparu que la chasse de printemps en Amérique
du Nord permettait de restaurer l’équilibre écologique des
populations d’oies et que le changement climatique infl uençait les
schémas de migration. Aux Pays-Bas, en Allemagne et en Belgique,
les oies s’adaptent fortement au changement climatique. Cela, allié
à la perte de leur peur innée de l’être humain et à des politiques
de gestion écologiquement inadaptées, a généré une surpopulation
d’oies, une perte de biodiversité et un accroissement des coûts.
Dans ces pays, ce sont principalement des opinions d’inspiration
socio-politique qui font échec à une gestion équilibrée de l’oie. M.
Van der Valk (société hollandaise de Protection des Oiseaux) a
favorisé une politique de non intervention alliée à des compensations
fi nancières en cas de dommage.
Il a été conclu que les hommes et les oies vivent au sein d’un
environnement complexe, en perpétuel changement. Il a été affi rmé
qu’il fallait continuer à exercer une surveillance et à défi nir la gestion
(adaptative) de l’oie, dans l’intérêt de toutes les parties concernées.
Ici, des méthodes alternatives, tels que créer des perturbations par le
laser et l’introduction de prédateurs devraient être envisagées pour
compléter par exemple la chasse, le gazage au CO2 et l’enlèvement
des œufs.

THE HEADQUARTERS of the
OIE – Th e World Organisation for
Animal Health in Paris, France was
the venue for the Joint OIE-CIC
International Meeting on early detection
and prevention of Afr ican Swine Fever
(ASF) and other animal health issues at
the wildlife-livestock-human interface on
30 June – 1 July, 2014.
With this meeting, the OIE and
CIC aim to enhance the capacity of
countries in early detection, offi cial
notifi cation and response to animal
diseases, especially in wild animals.
Dr. Bernard Vallat, Director General
of the OIE stressed the importance of
cooperation between hunters and other
stakeholders, saying that “OIE and
CIC are working together to develop and
promote these concepts in order to better
mobilize stakeholders and strengthen
alliances between the authorities and
organizations of hunters, fi shermen and
professionals of aquatic and terrestrial
protected areas”, a message strongly
supported by Bernard Lozé, CIC
President.
Much of the focus of the meeting was
on African Swine Fever (ASF), a disease
which appeared in Georgia in 2007 and
has since spread throughout the wider
trans-Caucasus region, the Russian
Federation, and into Lithuania, Poland
and Latvia in 2014, with wild boar seen
as the main vector in the spread of the
virus into the EU.
Studies suggest that wild boar on their
own, where population densities are
relatively low, are not able to maintain
the disease in the environment. It is
not yet known what the persistence of
the virus in the environment might be
where wild boar densities are high.
As sentinels on the ground, hunters
must understand the importance of
collaborating with veterinary services
for the health of wildlife, livestock and
humans.
As a next step, the CIC (including
its sister organization in the EU,
FACE – Th e European Federation
of Associations for Hunting and
Conservation) and OIE need to
develop action items and their funding
in order to implement a response to the
main fi ndings of the meeting.
Gemeinsame internationale Sitzung von OIE und CIC zu Fragen der TiergesundheitDie Zentrale der OIE - der Weltorganisation für Tiergesundheit
in Paris, Frankreich, war vom 30. Juni - 1. Juli 2014 der Ort für
die Gemeinsame internationale Sitzung von OIC und CIC zur
Früherkennung und Vorbeugung der Afrikanischen Schweinepest
(ASP) und anderen Gesundheitsproblemen an der Schnittstelle
zwischen Wild, landwirtschafl ichem Viehbestand und Mensch.
Mit dieser Sitzung wollten die OIE und der CIC die Kapazität der
Länder bei der Früherkennung, der offi ziellen Aufklärung und der zu
ergreifenden Maßnahmen bei Tiererkrankungen, insbesondere beim
Wild, erhöhen.
Der Generaldirektor der OIE, Dr. Bernard Vallat, betonte
die Wichtigkeit der Kooperation zwischen Jägern und anderen
Interessengruppen, indem er sagte, dass „der OIE und der CIC
zusammenarbeiten, um Konzepte zu entwickeln und zu fördern,
welche Interessengruppen stärker mobilisieren und Allianzen
zwischen Behörden und Organisationen von Jägern, Fischern und
Naturschützern von terrestrischen- und Meeres-Schutzgebieten zu
stärken“. Diese Sichtweise wurde vom Präsidenten des CIC Bernard
Lozé nachdrücklich unterstützt.
Die größte Aufmerksamkeit der Sitzung galt der ASP, einer
Krankheit, die erstmals 2007 in Georgien auftrat und sich seitdem
über die ganze Kaukasus-Region und die Russische Föderation
ausbreitete bis sie 2014 Litauen, Polen und Lettland erreichte. Das
Wildschwein wird als Vektor bei der Ausbreitung des Virus in die EU
angesehen.
Studien deuten darauf hin, dass Wildschweine alleine, vor allem
wenn die Populationsdichten relativ niedrig sind, nicht in der Lage
sind, die Krankheit in der Umwelt aufrecht zu erhalten. Es ist bislang
nicht bekannt, wie das Überleben des Virus in einer Umgebung sein
würde, wo die Populationsdichten der Wildschweine hoch sind.
Jäger Vorort in der Natur müssen die Wichtigkeit einer
Zusammenarbeit mit Veterinärdiensten hinsichtlich der Gesundheit
wild lebender Tiere, des Viehbestandes und der Menschen
begreifen. Im nächsten Schritt müssen der CIC (einschließlich seiner
Schwesterorganisation in der EU, FACE - die Europäische Föderation
der Verbände für Jagd und Naturschutz) und die OIE Aktionspunkte
und deren Finanzierung entwickeln, um die wichtigsten Ergebnisses
dieses Treffens umsetzen zu können.
Réunion internationale conjointe OIE-CIC sur les Questions de Santé AnimaleUne Réunion internationale commune de l’OIE - l’Organisation
mondiale de la santé animale - et du CIC sur la détection précoce et
la prévention de la Peste Porcine Africaine et sur d’autres questions
en lien avec la santé animale à l’interface de la faune sauvage, du
bétail, et de l’être humain s’est tenue au siège administratif de l’OIE
–– à Paris, en France du 30 juin au 1er juillet 2014.
Par cette réunion, l’OIE et le CIC visent à améliorer la capacité des
pays à détecter précocement, à notifi er offi ciellement les maladies
animales et à y faire effi cacement face, en particulier celles affectant
les animaux sauvages.
Le Directeur général de l’OIE, le Dr Bernard Vallat a souligné
l’importance de la coopération entre les chasseurs et les autres acteurs
indiquant que « L’OIE et le CIC oeuvrent ensemble au développement
et à la promotion de ces concepts afi n de mieux mobiliser les
parties prenantes et de renforcer les alliances entre les autorités et
les organisations de chasseurs, de pêcheurs et les professionnels des
espaces protégés aquatiques et terrestres ». Ce message a reçu un
soutien appuyé du Président du CIC, M. Bernard Lozé.
La réunion était principalement axée sur la peste porcine africaine.
Cette maladie est apparue en 2007 en Géorgie et s’est depuis lors
répandue dans toute la région transcaucasienne, la Fédération russe
ainsi qu’en Lituanie, en Pologne et en Lettonie en 2014, le sanglier
sauvage apparaissant comme le principal vecteur de diffusion du
virus dans l’UE.
Selon les études sur la question, il apparaîtrait que la maladie
ne peut persister dans l’environnement de par la seule présence
du sanglier, lorsque les densités de population sont peu élevées. On
discerne mal quel est le degré de persistance du virus là où la densité
de sangliers est élevée.
En tant que sentinelle de terrain, les chasseurs doivent prendre
conscience de l’importance de la collaboration avec les services
vétérinaires protégeant la santé de la faune sauvage, des animaux
d’élevage et des humains. Lors d’une prochaine étape, le CIC (y
compris son organisation sœur dans l’UE, la FACE -Fédération des
Associations de chasse et de conservation de la faune sauvage de
l’Union européenne) et l’OIE doivent développer des champs d’action
communs ainsi que des fi nancements afi n de mettre en œuvre une
réponse aux principales conclusions de cette réunion.

ON 10 JUNE 2014, CIC President,
Bernard Lozé signed a crucial
agreement for the CIC to participate
in the EU Platform on Coexistence
between People and Large Carnivores.
Th is was part of the offi cial launch of the
EU Platform at a high-level ceremony
in the Committee of the Regions in
Brussels, Belgium.
Th e agreement was also signed by
the EU Environment Commissioner,
Janez Potočnik, together with the 7
other organisations which make up the
platform. Amongst these is the European
Federation of Associations for Hunting &
Conservation (FACE) which, together
with the CIC, means that 25% of the
signatories are directly representing
the interests of hunters in the platform.
Th is level of representation is bettered
by none of the other stakeholders (e.g.
farmers, conservationists, landowners,
and scientists).
Th e platform provides a forum for
partners to exchange ideas and best
practices on coexistence of people
with large carnivores. President Lozé
thanked the European Commission
for the tremendous work it had done
in gathering together the various
stakeholders, over the course of 2 years,
and in enabling the establishment of the
Platform.
Th e CIC is looking forward to
contributing to this exciting and timely
new platform and to constructive
and fruitful dialogue with the various
stakeholders. As mentioned by President
Lozé during the panel discussion:
“where there is a need for compromise,
dialogue between stakeholders is necessary
in order to ensure that individual eff orts
are not in vain and that a joint solution
can be found. Ultimately, large carnivore
conservation requires that all parties
understand that the presence of these
animals has benefi ts, not only costs.”
Start der EU-Plattform über das Zusammenleben mit GroßraubtierenAm 10. Juni 2014 unterzeichnete der Präsident des CIC, Bernard
Lozé, eine für den CIC wichtige Vereinbarung über die Beteiligung
des CIC-s an der Begründung der EU-Plattform mit dem Thema:
Zusammenleben zwischen Menschen und großen Raubwildarten.
Diese hochrangige Zeremonie war Bestandteil des offi ziellen
Starts der EU-Plattform und fand im Ausschuss der Regionen in
Brüssel, Belgien statt. Die Vereinbarung wurde auch vom EU-
Umweltkommissar Janez Potocnik gemeinsam mit sieben anderen
Organisationen unterzeichnet, die zusammen die Plattform bilden.
Zu diesen gehört u.a. die Europäische Föderation der Verbände
für Jagd und Naturschutz (FACE), welche zusammen mit dem CIC
25% dieser Plattform bilden und die Interessen der Jägerschaft so
stark vertreten. Keine andere Interessengruppe (z. B. Landwirte,
Naturschützer, Landbesitzer und Wissenschaftlern) erreicht diesen
hohen Grad an Repräsentation.
Die Plattform bietet ein Forum für Partner, sich über Ideen und
beste Verfahrensweisen auszutauschen, wie Menschen mit großen
Raubtieren koexistieren können. Präsident Lozé dankte der
Europäischen Kommission für die enorme Arbeit, die sie geleistet
hat, in dem sie im Laufe von zwei Jahren die verschiedenen
Interessengruppen zusammenbrachte und ihr damit die Einrichtung
der Plattform gelang.
Der CIC freut sich einen Beitrag zu der Arbeit dieser anregenden
und aktuellen neuen Plattform leisten zu können, und insbesondere
auf den konstruktiven und fruchtbaren Dialog mit den
verschiedenen Interessengruppen. Wie Präsident Lozé während
der Podiumsdiskussion erklärte: „Wo ein Bedarf an Kompromissen
besteht, ist ein Dialog zwischen den Interessengruppen notwendig,
um zu garantieren, dass individuelle Anstrengungen nicht vergeblich
bleiben und eine gemeinsame Lösung gefunden werden kann.
Letztlich verlangt der Schutz großer Raubtiere, dass alle Parteien in
der Präsenz dieser Tiere Vorzüge sehen und nicht nur die Kosten.“

Lancement de la plateforme de l’Union Européenne sur la coexistence avec les Grands CarnivoresLe 10 juin 2014, le Président du CIC, Bernard Lozé, a signé un
accord crucial de participation du CIC à la Plateforme de l’UE sur la
coexistence entre les Hommes et les Grands Carnivores. Cet accord
s’inscrivait dans le lancement offi ciel de la Plateforme de l’UE lors
d’une cérémonie de haut niveau au Comité des régions à Bruxelles,
en Belgique.
Cet accord a été signé par le Commissaire européen à
l’Environnement, Janez Potocnik, également avec sept autres
organisations qui constituent la plateforme. Parmi celles-ci fi gure la
Fédération des associations de Chasse et de conservation de la nature
de l’Union européenne (FACE) ce qui signifi e qu’avec le CIC, 25%
des signataires représentent directement les intérêts des chasseurs au
sein de la plateforme. Ce niveau de représentation n’est égalé par
aucune des autres parties prenantes (par exemple, les agriculteurs, les
écologistes, les propriétaires fonciers et les scientifi ques).
Cette plateforme offre un forum aux partenaires leur permettant
d’échanger des idées et de développer les meilleures pratiques sur
la coexistence des hommes et des grands carnivores. Le Président
Lozé a remercié la Commission européenne pour avoir accompli
l’inestimable travail de rassembler les différents acteurs au cours de
deux années et d’avoir permis la création de la Plateforme.
Le CIC a hâte de contribuer à cette passionnante et nouvelle
plateforme arrivant à point nommé et de participer à un dialogue
constructif et fructueux avec les différentes parties prenantes : «

ON 25 MARCH 2014, Jean-Pierre
Poly, Director General of the French
National Hunting and Wildlife Agency
(Offi ce National de la Chasse et de la Faune
Sauvage, ONCFS) and Bernard Baudin,
President of the National Federation
of Hunters (Fédération Nationale des
Chasseurs, FNC) signed, at the Maison de
la Chasse et de la Nature, the agreement
laying down the procedures for the
Wildlife Estates Label in France.
Th is agreement, signed in the presence
of Thierry de L’Escaille, Secretary
General of the European Landowners’
Organization (ELO), follows the
footsteps of the framework agreement
ratifi ed by the ONCFS and the FNC in
December 2012.
Intended to provide real recognition
to the best hunting and angling estate
management practices, the Wildlife
Estates Label is coordinated by ELO
which, with the support of the European
Commission DG Environment, oversees
its application to 1.2 million hectares
already, widely-spread across the EU.
Th e ONCFS and FNC came to an
agreement on the criteria for the label in
terms of identifying estates, eligibility,
and appreciation.
Th e ELO’s “Wildlife Estates”
participates in the sustainable
management of land in Europe; it
contributes to the acknowledgement
of Natura 2000, and seeks to identify
the strategies that are truly in favor of
biodiversity, and in which hunters and
anglers truly have their say.

Landowners (ELO), prend place dans la foulée de l’accord-cadre
Destiné à permettre une vraie reconnaissance des pratiques
exemplaires de gestion des territoires sur lesquels s’exercent la
chasse et la pêche, le label Wildlife Estates est décerné par ELO qui
assure avec la Direction de l’environnement de Bruxelles sa mise en
œuvre sur déjà 1,2 million d’hectares répartis dans 22 Etats.
L’ONCFS et la FNC se sont accordés pour défi nir les critères de cette
labellisation (identifi cation de territoires, éligibilité, valorisation).
L’initiative « Wildlife Estate » d’ELO participe à la gestion durable
de territoires en Europe ; elle contribue à l’acceptabilité de Natura
2000 et permet de défi nir une vraie stratégie en faveur de la
biodiversité dans laquelle chasseurs et pêcheurs ont toute leur place.
L’expertise de l’ONCFS et la force du réseau fédéral au service de
ce label, vont ainsi assurer une vraie communication et une vraie
valorisation des actions de la chasse au profi t de la gestion durable et
de la préservation de la biodiversité.

Wildtiergüter-Prädikat in FrankreichAm Dienstag, den 25. März 2014 unterzeichneten Jean-Pierre
POLY, Generaldirektor der Nationalen Französischen Jagd-und
Wildtierbehörde und Bernard Baudin, Präsident der Nationalen
Vereinigung der Jäger im Maison de la Chasse et de la Nature das
Abkommen zur Festlegung des Verfahrens für die Vergabe des
Wildtiergüter-Prädikates in Frankreich.
Diese Vereinbarung, die in Anwesenheit von Thierry de L’Escaille,
Generalsekretär der Vereinigung Europäischer Grundbesitzer (ELO),
unterzeichnet wurde, entspricht der Grundidee des Rahmenvertrages,
der durch die ONCFS und den FNC im Dezember 2012 geschlossen wurde.
In der Absicht die besten Bewirtschaftungspraktiken von Jagd- und
Angelgütern anzuerkennen, koordiniert die ELO das Wildtiergüter-
Prädikat mit der Unterstützung der Generaldirektion Umwelt der
Europäischen Kommission und überwacht die Anwendung auf
bereits 1,2 Millionen Hektar, verteilt auf die ganze EU.
Die „Wildtiergüter“ der ELO beteiligen sich europaweit an
der nachhaltigen Bewirtschaftung der Flächen; sie tragen zur
Anerkennung von Natura 2000 bei und versuchen die Strategien zu
identifi zieren, welche tatsächlich die biologische Vielfalt fördern und
bei denen die Jäger und Angler auch das Sagen haben.
Die Kompetenz des ONCFS und die Stärken der Nationalen
Vereinigung der Jäger sichern effektive Kommunikation und
die Anerkennung für die Tätigkeiten der Jäger und Angler beim

INTRODUCTION: Th e CIC is a
global non-profi t inter-governmental
organization aiming to conserve
wildlife through its sustainable use.
Th e Young Opinion working group of
the CIC focuses on creating a global
network of young scientists under the
age of 35, who believe in the values
which the CIC is advocating.
Objective: Th e CIC Young Opinion
Research Award is aimed at supporting
researchers whose projects contribute
to the sustainable use of wildlife for the
benefi t of natural heritage conservation.
Th ereby, the goal of the Young Opinion
Research Award is to promote scientifi c
research in accordance with the spirit of
CIC’s convictions. Such research may
cover any or all of the three main pillars
of sustainable wildlife management:
economic, socio-cultural and/or
ecological.
Participants are required to send
a summary of their research project,
explaining the aim, methods and
conclusions of the project.
Th e jury, a committee of CIC
experts, will determine the winners,
who will be rewarded with an invitation
to participate at the 62nd General
Assembly in Plovdiv, Bulgaria (23-25
April 2015). Here, winners will get to
present their projects and meet with
key representatives and experts in the
fi eld of sustainable hunting.
Th e prize covers the registration fee,
accommodation and travel expenses.
Th e deadline for sending applications is
31 October 2014. Th e results will be
announced by mid-February 2015.
Requirements: Students of Masters
and Doctoral programs under 35 years
of age are eligible to apply.
Th e summary should meet the
following criteria:

more of three approaches – economic,

The CIC Young Opinion Research Award has been awarded in 2012 for the fi rst time. Four students working on thesis on topics that are of interest to the CIC have been rewarded. The awards have been presented on 19 November 2012 during the general meeting of the CIC national Austrian delegation in Vienna.

the CIC Caprinae Atlas of the World
is fi nally fi nished and was offi cially
launched at the 61st General Assembly
of the CIC on 25 April in Milano. Italy.
Th e authors describe 96 Caprinae
phenotypes in this two volume
magnum opus with over 1,100 pages,
more than 1,000 color photographs
from the wild and from prestigious
museum collections contributed by
more than 200 photographers from
around the world, 130 detailed colored
distribution maps expertly drawn by
master cartographer Mike Shand from
the University of Glasgow and two
magnifi cent watercolor paintings of a
Pamir argali and a Kashmir markhor by
Bodo Meier.
Experts of the IUCN Caprinae
Specialist Group, amongst them
Sandro Lovari, professor at the
University of Siena/Italy, Raul Valdez,
known for his research and books on
Caprinae since the 1980s and professor
at the State University of New Mexico,
and Marco Festa-Bianchet, professor at
the University of Sherbrooke, Canada
(and Chairman der Caprinae Specialist
Group), have reviewed the CIC
Caprinae Atlas and said “... includes
many gaps in our knowledge of Caprinae”
(Lovari); “... this is the defi nitive book on
Caprinae and of fundamental importance
for scientists, conservationists, wildlife
managers and hunters; especially for the
professionals who deal with sustainable
conservation planning in montane
Holarctic ecosystems…” (Valdez); “…
with its wealth of information the Atlas
will fi nd the broad interest of hunters,
scientists and wildlife managers” (Festa-
Bianchet).
Rolf Baldus said that John Jackson
III (Conservation Force Chairman)
brought it to the point when he said

which every mountain hunter should

and Baldus concluded saying “It does
not happen often that one immediately
recognizes that this CIC Caprinae
