RFP - Purpose
• Reason behind RFP– Verification via Cx– Functioning systems
• SD and other agencies do not need to issue their own RPFs– Agreement to agree
• Pool of commissioning agents
• Qualified by ODOE
RFP - Scope of Services
• Full Cx services– Design review (based on audit)– Cx Plan – Integrate Cx into construction documents– Review submittals– Develop start-up plan– Functional testing
RFP - Systems to Cx
• Hot water system (boilers, hot water pumps, valves, piping)
• Steam distribution systems (boilers, piping, hot well, steam traps, condensate pumps)
• Chilled water system (chillers, cooling towers, pumps, condensers, piping, valves)
• Heat recovery system (coils and pumps)
• Domestic water system (heaters, valves)
RFP - Systems to Cx
• Air handling units (supply fans, return fans, coils, valves, variable frequency drives (VFD), ducts, dampers, filters)
• Packaged air conditioning (AC) or heat pump (HP) units (supply fans, return fans, coils, valves, VFD, ducts, dampers, filters, compressors, condensers)
• Terminal units
• Unit heaters
RFP - Systems to Cx
• Building automation system (controls - pneumatic, electric, and direct digital)
• Lighting controls (light sweep and daylight dimming)
• Testing and Balancing (to be Cx or as a direct service)
RFP - Addendum
• Expanded for all state agencies
• Expanded to any non SB1149 related project– New buildings– Retro-Cx– Continuous Cx
RFP Work Assignment Contract
• Makes the RFP a contract (RFP is an agreement to agree)
• Send copy of work order to ODOE (required)
• Format– Cx EEM found in audit – Describe Cx project (items not in audit)

SB1149 Cx Requirements
• All HVAC and/or DDC capital projects exceeding $50,000
• All boiler and chiller capital projects exceeding $100,000
• Any other energy related (e.g., lighting and lighting controls, building envelope) capital projects exceeding $150,000
SB1149 Project Cx
• List of EEMs that require Cx has been sent to school districts
• If you implement EEM, you must Cx
• Required to use RFP– Hire qualified contractor using work
assignment
• Cx costs are payable with SB1149 funds– Budget Cx costs into your SB1149 plan
