Open Season for grid-project

To allow for self suppliers of energy in the Isthmus of Tehuantepec, CFE and CRE called for an open season for reserve capacity of energy transmission.

The network associated to the private wind farm projects consists of an interconnection point, and it will be interconnected with the network of the national electrical system.

The project will be bid by CFE next year under the Financed Public Work (OPF) scheme, with the guarantee of the private self suppliers of energy to pay for the investment.

Economic-Financial Aspects

The Project was authorized, in the 2004 Federal Budget.

The useful life of the Project (20 years).

The Contractor will finance every aspect of the Work

during the period of Construction.

Mexican Content must be at least 17%.

CFE will pay the Price of the Contract on the Scheduled Date of Provisional Acceptance of the Power Plant (Commercial Operation).

The Project is a Financed Public Work (OPF). Winning bidder is responsible for the construction and financial costs during construction.

The Scheduled Date of Provisional Acceptance (Commercial Operation) of the Wind Power Plant is

on November 1st, 2006.

Land Agreement

• Agreement: Right to Use the Land.

• Duration: 20 years.

• Payments: Yearly Payments to each land owner whose plat lies within the influence area of the project.

• Total yearly payments: equivalent to a little over 1% of the value of the energy produced.

• Payment Distribution: A fixed amount per hectare of land plus anadditional quantity for those land owners whose land is used for the installation of a turbine mast or an access road.

• Number of Contracts: 180 approximately.

• Negotiation Period: 1 year.

IPP WIND PROJECTS

CFE will provide

•an optional site through a 20 year land lease,

•site and environmental assessment (MIA),

•risk studies,

•Rights of way,

•An interconnection point.

The producer constructs, finances and operates a power plant under certain standards and commits himself to deliver a contractual amount of energy to CFE.

The World Bank will give a donation for the project of 20 million dollars, as incentive to the tariff, during the

first 5 years of operation of the plant.

The negotiations between the World Bank and the government of Mexico concluded satisfactorily in July 2006,

thus, a Grant Agreement, a Project Agreement and the Standard Conditions documents will be signed.

Conclusions

1. According to the Projects and Investment Program (POISE 2005-2014), the growth of the Country, will require an increment of the installed Capacity of 21 587 MW.

2. CFE’s 10 year capacity increase plan includes 3.26% of renewable energy.

3. CFE’s Independent Power Producer program include 589 MW of wind power plant.

4. The “La Venta II” FPW project established the foundations for continued efforts in renewable energy, using the wind potential of Oaxaca.

5. The “La Venta III” IPP project, will be the pioneer of the wind farm projects in Mexico.

6. By means of technological diversification and a reliable energetic strategy of supply based on different sources, CFE can guarantee the Electric Public Service.
