Forum Of Regulators (FOR) in September 2015 issued the Model Smart Grid Regulations which some State Regulatory Commissions have already notified. It is necessary to educate the regulators, policy makers and utility staff on the practical benefits, costs, and implementation challenges of Smart Grid Projects. Towards this objective ISGF with support from Shakti Sustainable Energy Foundation has developed a comprehensive Smart Grid Handbook. The draft version of the Smart Grid Handbook was released by Secretary, Ministry of Power, Sh PK Pujari, during the inauguration ceremony of India Smart Grid Week 2017 on 8th March 2017.

The workshop started with a Welcome Address by Reji Kumar Pillai, President, India Smart Grid Forum (ISGF), followed by a Special Addresses by I A Khan, Chairperson, Telangana State Electricity Regulatory Commission (TSERC), M K Goel, Chairperson, Joint Electricity Regularity Commission (JERC) and Vrinda Sarda from Shakti Sustainable Energy Foundation. Forum Of Regulators (FOR) issued Model Deviation Settlement Mechanism (DSM) Regulations. The objective of these regulations is to maintain grid discipline and grid security as envisaged under the Grid Code through the commercial mechanism for Deviation Settlement through drawal and injection of electricity by the users of the grid. These Regulations aim to govern the functioning of the various State Entities in a way that discipline is maintained with regards to the injection and drawal of energy and the reliability and integrity of power system is maintained. Assam Electricity Regulatory Commission (AERC) issued first amendments to Grid Interactive Solar PV Systems Regulations which was issued in 2015. The aggregate solar panel capacity of Grid Interactive System to be installed at any eligible consumer premises shall be between of 1kw to 1000kw restricted to 20% of the peak capacity of the distribution transformer (DT) and shall not be more than 80% of the sanctioned connected load/contract demand of the consumer wherever technically feasible of interconnection with the grid.Read More: http://aerc.nic.in/Draft%20AERC%20Grid%20Interactive%20Solar%20PV%20Systems%20Regulations%20-%202017.pdf

The New York Public Service Commission (NYPSC) adopted a new value stack pricing mechanism for solar and other distributed energy resources, along with two other orders to transition utilities into “distributed system platforms” and align their incentives with DER providers. The Value of Distributed Energy Resources order begins the transition away from net energy metering and towards an approach that aggregates specific value components. The number of those components will be raised over time to increase the granularity and accuracy of the valuation. It would replace existing DER business models based on net energy metering, which the commission called “inaccurate mechanisms of the past that operate as blunt instruments to obscure value and are incapable of taking into account locational, environmental and temporal values of projects.”Read More: https://www.rtoinsider.com/nypsc-value-stack-rate-structure-der-39880/

Digitisation of the Energy Turnaround Act was passed in July 2016 which established guidelines for Germany’s initial minimalistic smart meter rollout to begin in 2017 and lays the groundwork for a new phase in Energiewende, the country’s ultimate energy transition. Starting in 2017, large consumers with average annual consumption in excess of 10,000 kWh will be required to install smart meters. This threshold will be lowered to 6,000 kWh in 2020, which applies to approximately 15% of electricity consumers. With over 50 million metering endpoints nationwide, this will result in the installation of around 7.5 million smart meters across Germany. The majority of German households will remain unaffected, given average consumption hovers around 3,500 kWh. The grace period between 2017 and 2020 will allow grid operators and third parties to learn from early adopters and mitigate any issues realised during the initial large consumer rollout.Read More: https://www.metering.com/magazine_articles/germany-moving-ahead-smart-meter-rollout-plans/

In 2015, the share of energy from renewable sources in gross final consumption of energy in the EU reached 16.7%, nearly double the figure for 2004 (8.5%), the first year for which the data are available. The share of renewables in gross final consumption of energy is one of the headline indicators of the Europe 2020 strategy. The target to be reached by 2020 for the EU is a share of 20% energy from renewable sources in gross final consumption of energy. However, renewables will continue to play a key role in helping the EU meet its energy needs beyond 2020. For this reason, EU countries have already agreed on a new EU renewable energy target of at least 27% by 2030. Board of Investment (BoI) and Finance Ministry has approved various set of incentives for Electric Vehicle Industry in Thailand. Some of the incentives include promotional privileges for EVs, including tax holidays of five to eight years. The privileges focus on production of HEVs, PHEVs and BEVs. Finance Ministry is offering to cut the excise tax to 5% from 10% for hybrid electric vehicles (HEVs) and plug-in hybrid electric vehicles (PHEVs). The excise tax for BEVs that release CO emissions below 100 grams per kilometre is to be cut to just 2

2%. HEVs are entitled to a tariff exemption for imported machinery, while PHEV investment is eligible for a corporate income tax exemption for three years and import tariff exemptions on machinery. BEV investment is entitled to five to eight years of corporate tax exemption. Battery electric buses will be entitled to tariff exemptions for imported machinery and a three-year corporate tax exemption. Comisión Federal de Electricidad (CFE), Mexico's state utility, has compiled its five-year business plan to modernise and expand the grid as well as reduce energy losses. The five year plan (2017-2021) has been approved by CFE's board and outlines an investment of 256bn pesos ($13.7bn) toward modernsing its distribution network and developing a smart grid. Community Microgrids give energy producer/consumers – "prosumers" – more control over the renewable energy they generate. One of the most fascinating aspects of such projects in the US is LO3's Brooklyn Microgrid (BMG), where residents with rooftop solar PV sell their excess energy to their neighbours, instead of relying on net metering to sell it back to their utility, Consolidated Edison (ConEdison). Every BMG prosumer connects to the microgrid through a dual-purpose meter called a TransActive Grid Element (TAG-e), Larrison said, that both measure the participant's energy production and consumption and communicates with other TAG-e devices to record transactions in the blockchain. A new Electrical Energy Control Center, an intelligent modular and scalable power control centre was introduced by Automation and Energy Management giant Schneider Electric designed to simplify and optimize the integration of DER. Reportedly a first-of-its-kind solution, the control center brings together the hardware, software, advanced controls and electrical distribution needed to run DER in a single-source solution, the firm said. Pre-engineered, pre-wired and pre-tested, the system is ready to deploy upon delivery, reducing commissioning time, the firm said. Bringing electrical distribution and control software into a single, intelligent power control center lets users easily optimize DER use and make adjustments to maximize efficiency. Mobile-device malware infection rates including mobile phones and IOT devices grew steadily in 2016, reaching an all-time high, Nokia said last week. The firm issued its latest "Threat Intelligence Report," last Monday, revealing a new all-time high in mobile device malware infections, a sharp increase in compromised smartphones and major IOT-device security vulnerabilities. The report exposed major vulnerabilities in the rapidly expanding universe of IOT devices, underscoring the need for the industry to re-evaluate its IOT deployment strategies to ensure the devices are securely configured, managed and monitored. Distributed thermal-energy storage technology maker Ice Energy and Horizon Solar Power, reportedly one of California's largest installers of solar PV systems for residential and commercial facilities, completed the installation of a solar-plus-ice-battery-storage system at Palm Springs Cultural Center in California's Coachella Valley, Ice Energy said yesterday. The project demonstrates the economic value of combining solar PV with "ice battery" storage to displace peak electricity demand and enable solar self-consumption on a grid-wide scale as California continues to push for greater DER deployment, Ice Energy added. CPUC's SGIP Program Revised

The California Public Utilities Commission (CPUC's) Self-Generation Incentive Program (SGIP) provides incentives to support existing, new, and emerging distributed energy resources. SGIP is set to reopen to energy storage applicants in April 2017. SGIP is going to reserve 75% of all of their incentives especially for energy storage projects. 15% of this will be for residential energy storage alone, for projects 10kW or smaller. The SGIP will make installing an energy storage system more appealing than ever.

The Indian Space Research Organisation (ISRO) said its Ahmedabad-based Space Applications Centre has developed an android app for computing the solar energy potential of a place. Developed at the behest of the Union Ministry of New and Renewable Energy, the app is considered to be a "very useful" tool for installation of photovoltaic (PV) solar panels that is used for tapping solar energy. Scientists have developed a new way turn carbon dioxide into diesel fuel for existing vehicles, a breakthrough that may revolutionise the automobile industry and bring us a step closer to eliminating greenhouse gas. India will soon embark on an ambitious programme aimed at switching most, if not all, of its vehicles to battery power by 2030. In an audacious move worthy of Elon Musk, the key to the plan's success will be the eschewing of subsidies driven by a battery leasing strategy. The scheme, which kicks off in the next few months, includes limited tax breaks for manufacturers and the sale of vehicles without batteries to improve affordability, said a senior government official with knowledge of the plan.
