GLAD YOU ARE HERE! Welcome to the Columbia 21st Century Community
Learning Center @ Happy House, Inc. Our grant-funded
program is provided through the Columbia School District
by the Florida Department of Education for high-quality
after school programming for local elementary students.
Happy House and the District share resources in order to
provide project-based learning (PBL) opportunities, adult
family member services, physical fitness/health activities,
tutoring services, homework help and coordination with
students’ regular-school day teachers.
This Family Handbook contains information in addition to
the Happy House, Inc. Handbook that you may have
already received. It provides the guidelines for successful
participation in the program. Please read through this
handbook. If you have questions, please ask our 21st CCLC
staff, call one of our 21st Leadership Team members and/
or visit our website.

Please keep this handbook as a reference. Throughout the
handbook, the term "the student's parent" means parent,
legal guardian or other person who has agreed to assume
after school-related responsibility for a student.

PROGRAM MISSION
The mission of our program is to align with your student’s regular school day activities
and to help close any achievement gap he/she may have. We do this by providing
engaging and fun project-based learning opportunities where students explore,
discover and develop academically. Also the program purposefully helps students
cultivate skills for lifelong health, fitness and positive community living.
HOURS, DAYS, AND MONTHS OF OPERATION
The 21st CCLC program operates from school
dismissal until 6 p.m., Monday through
Friday on regular school days. The program
will follow the school’s calendar and is
adjusted for holidays and teacher workdays
based on the District calendar. The program
is also open on most non-school days from
7:30 a.m.– 4:30 p.m. Summer days are 7:30
a.m. to 4:30 p.m. Monday- Thursday.

DEPARTURE AND RELEASE PROCEDURES
For the safety of your student, you must
enter the building and sign your student in
and out of our program. This is also in
compliance with state licensing. Your photo
ID may be required for the release of your
student. Your student will only be released
to his/her parent and/or person who is
designated for pick-up on the enrollment
forms. If you need to make changes to the
pick-up list, it should be submitted in
writing to the Happy House office. If a
parent is not allowed to pick up a student,
Happy House must have a copy of the court
order signed by a judge. Without legal
documentation, we are obligated to release
your student to either parent. Happy House
and program staff will only follow what the
court order states.
EMERGENCY PREPAREDNESS
Program staff members are trained in basic
emergency procedures. Necessary responses
to natural disasters (hurricanes, tornadoes)
and fire escape routes are included in the
training. Monthly fire drills and periodic
tornado drills are done and documented.
In case of inclement weather, the 21st
CCLC program will follow recommendations
given by the Columbia County School. If the
District schools close, the 21st CCLC
program will likely be closed also. Other
Happy House programs may be open.
If the weather begins to worsen during the
day, we will ask you to pick up your student
as soon as possible so our staff members
may get home safely.

packet for him or her. If you have more than one
child, you will fill one out for each student.

What Is FERPA?
FERPA stands for the Family Educational
Rights and Privacy Act (sometimes called
the Buckley Amendment). Passed by
Congress in 1974, the act grants specific
rights to students and/or parents/guardians.
RIGHTS OF STUDENTS AND PARENTS:
The rights of students and their parents
with respect to education records created,
maintained, or used by public educational
institutions and agencies shall be protected
in accordance with FERPA, 20 U.S.C. s.
1232g.
In order to maintain the eligibility of public
educational institutions and agencies to
receive federal funds and participate in
federal programs, the State Board of
Education shall comply with the FERPA
after the board has evaluated and
determined that the FERPA is consistent
with the following principles:
(a) Students and their parents shall have
the right to access their education records,
including the right to inspect and review
those records.
(b) Students and their parents shall have
the right to waive their access to their
education records in certain
circumstances.
(c) Students and their parents shall have
the right to challenge the content of
education records in order to ensure that
the records are not inaccurate, misleading,
or otherwise a violation of privacy or
other rights.
d) Students and their parents shall have
the right of privacy with respect to such
records and reports.
e) Students and their parents shall
receive annual notice of their rights with
respect to education records.

HEALTH AND SAFETY
In order to protect the health of all students in our care, please keep your student at home if
you notice that he/she begins to show signs of an illness or contagious disease or if he/she
feels too ill to participate in a group setting. Please let us know as soon as possible if your
student does have a communicable illness or infection. This will allow us to notify the parents
of other students attending our program. Your student will need a note from his or her doctor
before returning to the program.
If your student has a fever or becomes ill during the program day, we will contact you
immediately for pickup.
Weather permitting, students go outside everyday. Our staff is fully committed during
program hours and no one is available to stay inside with one student due to illness.
In case of injury, parents/guardians or one of the contacts listed on your child’s enrollment
forms will be notified immediately.
Please note: While we genuinely care about your student's health, medication will not be
administered on-site by any 21st CCLC or Happy House staff member.
MEDICAL EMERGENCY
In the case of a medical emergency, we will make every reasonable effort to contact you
immediately. If we are unable to reach you right away we will call the individuals you have
listed on the pick-up list. In extreme situations, we may call 911 also.
Responding emergency medical personnel will make any determinations if your student should
be transported to a hospital. We will provide them with the information from your student’s
records as to your choice of hospital and physician. In the event that this information is not
specified, the student will be transported to the nearest available hospital.
School and Illness: Should My Student Stay Home?
When you are deciding whether to keep your sick student out of school, the two most
important things to think about are:
1. Does my student’s illness keep him/her from comfortably taking part in activities?
2. Does my student need more care than the staff can give without affecting the health and
safety of other students?
If the answer to either of these questions is yes, then your student should not go to
school or the after school program. If you send your student to school and/or afterschool
program, staff may not allow your son or daughter stay.
3. A third question to ask is: Could other students get sick from being near my student?
Most common illnesses, like a cold, are not really harmful. Other students can catch
illnesses before, during or after your son or daughter is sick. Making your sick son or
daughter stay home may not really prevent other students from getting sick.

Project-based Learning for development of STEM skills and knowledge
Collaboration with school day teachers to reinforce skills and content our students are covered in their regular school day in the areas of language arts, math, science, and social studies. Research supports this strategy in that students make assessment gains.

AREAS OF FOCUS FOR 21st CCLC STUDENTS
These are the core elements of the program:

HOMEWORK HELP!
Forty-five minutes of homework time is provided Monday -Thursday from 3:15 p.m. to 5:15 p.m.
The 21st CCLC Staff assists students with homework when needed, but will not be able
to check each assignment. Please check it when you get home!
We will provide basic supplies as needed, such as paper, pencils, crayons, glue, and rulers.
We believe that your student benefits from that time spent with the YOU going over
homework assignments together.
Project Based Learning is a research based teaching method where students gain knowledge and skills by working for an extended period of time to investigate and respond to a complex question. Essential Elements of PBL include:
Significant Content - The project is focused on teaching students important knowledge and skills, derived from standards and key concepts at the heart of academic subjects.
21st Century Competencies - Students build competencies valuable for today’s world, such as problem solving, critical thinking, collaboration, creativity communication, and innovation, which are explicitly taught and assessed.
In-Depth Inquiry - Students engage in an extended, rigorous process of asking questions, using resources, and developing answers.
Driving Question - Project work is focused by an open-ended question that students understand and find intriguing, which captures their task or frames their exploration.
Need to Know - Students see a need to gain knowledge, understand concepts, and apply skills in order to answer the Driving Question and create project products, beginning with an Entry Event that generates interest and curiosity.
Voice and Choice - Students are allowed to make some choices about the products to be created, how they work, and how they use their time, guided by the teacher and depending on age level and PBL experience.
Critique and Revision - The project includes processes for students to give and receive feedback on the quality of their work, leading them to make revisions or conduct further inquiry.

DISMISSALS
We will begin dismissal at 5:45 p.m. during the school year.
In the summer dismissal will begin at 4:15 p.m. If you need additional hours of care, you MUST make arrangements with Happy House.
VERY IMPORTANT!
Fees for care IN ADDITION TO
the 21st CCLC program time
will be YOUR
RESPONSIBILITY.
You MUST pick up your student from a staff member and MUST sign them out. This is a safety issue and there will be NO exceptions.
Please be aware that only the persons on your pickup list will be allowed to pickup your student (unless we are notified in writing) and those persons should be prepared to show ID. All persons picking up a student must be at least 16 years of age.
All students MUST be picked up by 6:00 p.m. In the event your student has not been picked up within thirty (30) minutes of the stated closing time, 21st CCLC staff members may call Children’s Protective Services.
Also if a student is repeatedly being picked up late, the program reserves the right to terminate/suspend the student’s enrollment in the program.
We encourage you to not let this happen. We want you and
your student here with us!

Program Rules for Students!
All rules are basic steps in order to protect others or property and to maintain a safe and orderly environment.
Check in daily with program staff.
Place your backpack neatly in your assigned area. All items MUST be tucked in the backpack.
Pick up your own trash from meal time and dispose of it in the trash cans provided.
No hitting, pushing, poking, or other inappropriate touching.
Bullying of any kind is NOT tolerated and will be dealt with immediately!
Use respect when talking to other students and all program staff.
Use positive language.
Always treat equipment and materials with respect and gentle hands!
Take pride in yourself and your environment and strive to keep areas clean and neat.
ALWAYS, ALWAYS check-out with your team leader before leaving for the day! Your parent or guardian must always let your teacher know that you are going home, so please stay with your group until you are officially signed out!
Rules of Conduct and Compliance for Parents/Guardians!
All rules are basic rules to protect others or property and to maintain a safe and orderly environment for your student, volunteers, and program staff.
Non-compliance of following the parent rules may also be considered “just cause” to remove your student from the program.
PLEASE USE RESPECT WHEN TALKING TO OUR PROGRAM STAFF, STUDENTS (even yours) AND OTHER VISITORS. The best time to discuss an issue is NOT when our staff is working with and supervising your student and other students.
Remember you MUST have your photo ID available at all times in order to pick up your student. After we get to know our parents/guardians, we may not ask for them everyday. But until that time please be prepared to present them at anytime. This also applies to anyone else picking up your student at anytime.
All persons picking up a student MUST be on the pickup list and MUST be over the age of 16 years. Please do not ask us to make exceptions!
All persons, picking up a student, MUST come inside and be ready to present ID!
Please do let anyone in as you exit the site not or prop gates open at any time.
If you have a concern, please call or come to the Happy House
Office to discuss the issue.
COLUMBIA 21ST CCLC STUDENTS AND FAMILIES
WILL BE ASKED TO WITHDRAW FROM OUR
PROGRAM FOR THE FOLLOWING REASONS:
1. Continuing disregard of program policies, procedures and/or rules by student or parent;
2. Student and/or parent/guardian chronically do not meet attendance requirements;
3. A student’s needs cannot be met by the program; OR
4. Persistent late or early pick-up of student.

Attendance Matters!
Columbia 21st
Century Learning
Center @ Happy
House, Inc.
Please understand the Columbia 21st CCLC program is an after school academic and personal
enrichment program that is federally funded and is offered at no charge to your family.
Daily attendance is required and our records are monitored monthly in order to
receive continuous funding. Therefore, it is necessary for students enrolled in the
Columbia 21st CCLC @ Happy House program to stay and participate for the full
day- three (3) hours per day, five (5) days each week. The schedule for summer days
and other non-school holidays is 7:30 a.m. and ends at 4:30 p.m.
Early pickups are disruptive to the program and make it difficult for your student to receive the
full benefit of the program. Please understand that if your student is picked up early regularly,
they may be withdrawn from the program for the remainder of the year.
We understand things come up from time to
time, but unexcused absences or excessive
early pick-ups WILL result in your student being
removed from the program.
Three (3) or more unexcused absences in a
thirty (30) school day period may result in
your student being removed from active
status and placed back on the waiting list.
We are asking participants to maintain a
95% attendance rate.
This is a STATE OF FLORIDA requirement.
Excused absences are: doctor appointment (with
verification i.e. doctor’s note, appointment card),
occasional regular-school day functions (plays,
field trips etc.), a death or other serious event in
the family, or religious holidays.
Please notify the Happy House office before
3:00 p.m. if your student will not be
attending the program on a given day.
Also provide follow-up with a written verification
within three (3) days containing the date, the
reason for the absence, and your signature. We
must keep this notification in your student’s file.
We value each of our
families and have no desire
to lose a single one, but our
grant requires that every
student attends regularly.
If you decide the program is
not right for your family,
PLEASE notify the Happy
House Office in writing as
soon as possible so another
student on the waiting list
can be enrolled.

ADULT FAMILY MEMBERS PARTICIPATION IN PROGRAM AND VOLUNTEERING
Research repeatedly shows that when parents and guardians actively and positively participate in their
student’s educational activities in school AND at home.
As a participant in the Columbia 21st CCLC program, adult family members (parents/guardians) are
REQUIRED to be an active partner in the following:
1. EVERYONE MUST PARTICIPATE in PARENT AND STUDENT FAMILY NIGHTS/WORKSHOPS!
Every adult family member must attend a minimum of TWO events per semester. There is a schedule
to help you plan your calendar. The monthly workshops are designed to be fun and informative and to
build the partnership between you, 21st CCLC, regular school and your student for academic success.
Other Ways Adult Family Members May Participate:
1. Career Days- Parents are invited in to share information about their jobs with students. We
encourage as many parents as possible to participate in this activity to give our students a wide
variety of options to choose from. Please let us know if you are interested in sharing your career.
2. Parent/Community Advisory Board- Parents, community members, school and program staff, and
students (as appropriate) meet quarterly to share current successes and challenges and to come up
with new resources and ideas for meet these challenges and ways to maintain high quality services.
3. Student Showcases and other Events- Your family will be invited several times per year to attend a
performance by the students, or other family event.
4. Volunteering- Because of the unique partnership between the school district and Happy House,
parents and/or guardians will need to complete paperwork required by both agencies. The District
will follow the volunteer guidelines for performing background checks and obtaining board approval.

Happy House follows strict DCF guidelines before an adult is allowed to volunteer at the site. This en-
sures the safety of your student as well as all others. Thank you for being patient while we process your
volunteer application.
PROCEDURES FOR PARENT INTERACTION VISITING, COMMUNICATION, AND CONFERENCES
Columbia 21st CCLC adult family members are welcome visitors to our
program. For safety reasons, you must sign in at the office other than
drop-off/pick-up visits. Please check daily for posted notices, flyers or
other information about program activities. We appreciate input regarding
program expectations, suggestions, ideas and comments on ways to
improve our services to you and your family. Please direct these to our
Columbia 21st CCLC staff or through our website.

FIELD TRIPS
We will be involved in field trips at various times during the
year. Students should have an 80% attendance rate in order
to participate in a Columbia 21st CCLC field trip. A general
permission form was included in the application packet, but
parents will receive a permission form for parent signature
prior to each trip. You will receive a permission form for
parent/guardian signature prior to each trip.
Parent/Guardian permission is required before a student can
participate in a field trip. It is absolutely necessary to secure
parental permission otherwise your student will not be able
to participate on the field trip.
Also, please note appropriate school behavior or failure to
comply with program goals can result in denial of field trip
privileges. Staff members are responsible for verifying signed
permission slips.
GENERAL INFORMATION:
● WATER ACTIVITIES
The Columbia 21st CCLC program will
offer water safety during our summer
program for our older students as
funding allows.
● ANIMALS
Unfortunately for the safety of all our
students and staff, Happy House (and
21st CCLC) is unable to allow animals
on the site.
● VALUABLE PERSONAL PROPERTY
Students should bring only personal
items necessary for program. Happy
House and the Columbia 21st CCLC are
not responsible for any valuables that
are lost or stolen. Generally electronics
should be left at home but at times
students will be allowed to bring a
device from home.
● STANDARD MEDIA RELEASE
During Columbia 21st CCLC After
School program, photographs of
student and adult participation may be
taken and will be used solely for the
purpose of documentation of program
events and/or promotion of Columbia
21st CCLC After School Program.
Videotaping of certain events may
occur for the purposes of sharing
lessons in other classrooms, promotion
of the program, and/or parent
involvement activities. By signing this
document you are giving permission to
the release of using your student’s
photograph for these reasons only.
● SNACKS and MEALS
An afternoon snack is provided each
day. This snack will meet USDA
requirements. Monthly snack menus
are posted on the bulletin board in the
classrooms. During the Summer
students receive nutritious breakfast,
lunch, and snacks according to the US
Department of Agriculture Child
Nutrition guidelines.

Since you are an important part of the program,
you will be advised about program changes in one or
more of the following ways:
