Attached is a draft response to Ron Kessler's April 6, 1983 letter regarding "White House operations". I recommend that in answer to questions 2, 3, and 4 of Kessler's letter, we provide only the aggregate Personnel Report. As you know, we file this report each fiscal year with the appropriate committees of the Congress.

The following information is in response to your April 6, 1983 letter regarding "operations at the White House.":
1. Unanticipated Needs: During fiscal year 1982, the White House was allocated $50,000 from the account "Unanticipated Needs" for travel expenses relating to the President's New Federalism and Private Sector Initiatives programs.
2. Detailees and Consultants: Pursuant to Title 3, United States . Code 113 the White House Office, the Executive Residence at the White House, the Office of the Vice President, the Office of Policy Development, and the Office of Administration must report to the Congress data on the total number of employees who were any time employed in these off ices during the fiscal year. Enclosed is a copy of the FY 1982 report which will answer your questions on Detailees and Consultants. (See Attachment A) Continuing with past practice, the White House will not release any other employment information.
· 3. Volunteers: The White House has traditionally utilized the services of volunteers, primarily in the Correspondence Unit. At the present time, approximately 50 volunteers are utilized for varying amounts of time each day. The Executive Residence at the White House and the Office of Administration do not utilize volunteers. There are no volunteers utilized that are compensated by a private enterprise while volunteering in the complex.
4. Reimbursements: Attachment B contains a listing of of reimbursements made by the White House Office, and the Office of Administration during FY 1982. These payments to other government agencies or departments are for ordinary and normal expense of running an office. There were no reimbursements made by the Executive Residence at the White House during Fisca·1 Year 1982.

5. Gifts: Attachment C contains a listing of gifts received by the White House, the President and/or the First Lady.

In addition to the information requested in my letter of March 3, I would appreciate it if you would provide some additional information about the operations of the White House itself to help in identifying the total cost of the Presidency. The information is as follows:
1. A listing of the nature, purpose, amount, date, and recipient of each expenditure made by the White House Office during fiscal 1982 from the fund known as Unanticipated Needs, Executive ;
2. A listing of each consultant or consulting firm paid during fiscal 1982 by the White House Office, the Executive Residence, and the Office of Administration, showing the name and address of the recipient, the amount, purpose, and date of the expenditure, and which of the three White House entities made the payment;
3. A listing of each individual detailed to the White House Office, the Executive Residence, and the Off ice of Administration from any other government agency as of April 1, 1983, as well as the aggregate number of people so detailed as of Sept. 30, 1982, broken down by those detailed to· each of the three entities and showing the agency from which each was detailed;
4. The same listing as that requested above for each individuai "on assignment" from other government agencies or otherwise paid by such agencies while working . at the White House Office, Executive Residence, or Office of Administration;

5. Pursuant to Title 3, United States Code 113 the White House Office, the Executive Residence at the White House, the Office of the Vice President, the Office of Policy Develqpm_~nt (Domestic Policy Staff) and the Office of Administration ("Reporting Offices") must report data on the total number of employees who·were at any time employed in these offices during fiscal year 1982.
In accordance with that section, the following data are submitted:

In addition, the White House Office made periodic use of 14 indivduals for assignments associated with official business. These individuals worked a total of 557 days and total compensation paid was $98,463.
The Executive Residence obtained the services of 91 individuals for intermittent work at official events such as dinners for visiting Heads of State. Total compensation paid was $102,268.
The Office of the Vice President obtained services of individuals to assist in arrangements for official travel. Thirty-nine (39) of these indivduals worked without compensation for 350 days.

The table below indicates the status of the travel and entertainment charges incurred by your office as of May 1, 1983 and the funds available for your use until September 30, 1983. Based on an analysis of your office's expenditures during the first half of the year you have been allocated an annual budget of $8,000 for travel expenses and $2,000 for entertainment expenses.

OFFICE OF ADMINISTRATION
In line with its authorizing charter, the Office of Administration (OA) has developed over the last two years into a strong agency with responsibility for support of the White House and the Executive Office of the President (EOP). Through the consolidation and reorganization of services, OA has been able to pursue efficient and centralized management not possible in the previously fragmented EOP environment.
OA's efforts to improve efficiency have resulted in enhanced and reliable services, substantial cost savings and a growing automation program designed to provide the White House and the EOP with the tools necessary to meet the demands of the future. We believe OA's automation program will point up the significant efficiencies which office automation and information technology can now provide.
The following report highlights achievements of the six major divisions of the agency and underline OA's continued dedication to improved services and good management.

FINANCIAL MANAGEMENT DIVISION (FMD) .
TRANSFER OF ACCOUNTING SYSTEM
During FY 1981, FMD transferred the automated Financial Management Accounting System from its off-site contractor to the OA in-house computer facility. Within a three-month period, FMD achieved contrc::>I over the operation, integrity, maintenance and security of the entire EOP System. This change resulted in an annual cost savings of approximately $350,000.
GAO CERTIFICATION OF EOP ACCOUNTING SYSTEM
On June 1, 1982, the General Accounting Office (GAO) approved the EOP Accounting and ADP General System Design. The EOP is one of very few departments in the Government operating an approved up-to-date automated system in accordance w ith GAO requirements. GAO recommended adoption of the system throughout the Government and commended· the system to the President.
WHITE HOUSE OFFICE ACCOUNTING
During FY 1981, FMD assumed responsibility for the automation of accounting, processing, and associated reporting requirements of the White House Office appropriation. FMD automated the accounting system and established a separate data base to accommodate the unique requirements of the White House account. During FY 1982, FMD enhanced the accounting services to the White House through the development of refined and specialized fund reporting.
REIMBURSEMENTS/REFUNDS
In cooperation with OA's Administrative Operations Division (AOD), FMD formalized a system for Inter-agency Agreements, which establishes a reimbursement and refund policy applicable to permanent EOP and non-EOP agencies which utilize OA services. Under this system, FMD assisted in the development of a schedule of services and rates which distinguish between centrally-budgeted administrative support services and those services provided on a chargeable basis by OA. This system allows OA to determine a consistently equitable amount for its service fees and to account for the expenditures and collection within the Accounting System.
NEW EOP ENTITIES
In FY 1982, FMD assisted in the establishment of three, new permanent entities within the EOP: (1) Property Review Board; (2) President's Foreign Intelligence Advisory Board (PFIAB); and (3) President's Intelligence Oversight Board (PIOB). The assistance ranged from developing authorizing legislation, and acquiring funding for FY 1982 and FY 1983, to administrative and financial counseling and processing. In addition, FMD aided 12 temporary commissions and entities by providing general financial services as needed.
PAYROLL
FMD's Payroll Office developed the capability to print payroll statements in envelopes on-site and to provide immediate distribution once the checks are issued. This capability eliminated older practices which required FMD to sort and distribute checks only after initial sorting and distribution in San Francisco.
BUDGET FORMULATION/LONG-RANGE PLANNING
During FY 1982, FMD developed the Financial Resource Management System to formulate the annual budget request. The system enhances the formulation of budget requests and provides a sound basis for both short- and long-term planning.

AUTOMATED SYSTEMS DIVISION {ASD)
ADMINISTRATION
During 1981, OA's two automated systems groups were consolidated and reorganized into the current Automated Systems Division (ASD). The reorganization has resulted in improved client services and substantial cost efficiencies made possible by ASD's centralized authority for information processing and related services.
For the last two years, ASD has provided on-going support to OMB. ASD also transferred the majority of White House automated administrative systems from the White House Communications Center, and provided the management, policy and direction for implementation of office automated systems within units of the White House.
COMPUTER CENTER FACILITIES
ASD completed renovation of central computer facilities to obtain improvements in computer room space, environmental control and security. During renovation and relocation of computer systems, ASD was able to maintain computer center operations without disruptions in service.
CENTRALIZED COMPUTER SERVICES
Over the past two years, ASD has responded to a major increase in the information processing needs of EOP components, with a limited increase in support staff. In 1980, two central computers were in use in the ASD Computer Center and the OMB was the Center's main client. Since then, responsibility for over 20 White House systems has been transferred to the ASD Computer Center. The latest in office automation equipment, spread throughout the EOP, accesses the Center's computers and allows for a significant increase in both OMB and EOP client interaction.
Today, the ASD Computer Center supports eight computer systems and provides a host of ADP services. During the past two years, the Center has witnessed the following:
1. More than a 350 percent increase in computer power/capacity with an average system utilization of over 90 percent;
2. An almost three-fold increase in the number of terminals using central services (today more than 600 terminals access the Center);
3. An annualized increase of over three million computer output pages printed; and
4. An increase of over 50 percent in the number of word processing clients serviced.
WORD PROCESSING AND OFFICE SUPPORT SYSTEMS
In March 1981, two DEC word processing support systems were installed in the ASD Computer Center and a pilot Office Automation System was established in the OMB. In March 1982, a third DEC computer was installed. Currently, these computers support more than 90 remote terminals and 60 printers in the EOP.
Also, in 1982, ASD developed a standard approach to implementing office automation and word processing systems to support the White House and other EOP organizations. Since that time, ASD has installed over 50 stand-alone systems and trained hundreds of EOP staff. Today, some of the most modern methods of information processing available are utilized in the EOP ..

CLIENT AUTOMATED SYSTEMS
The last two years have marked substantial developments in the area of ASD user services.
ASD designed, implemented, and provided client and technical support for the Centralized Budget Management System (CBMS) used by senior OMB staff. CBMS is a decision support and budget analysis tool which is used to compare the President's budget with the Congressional Budget during all phases of the Federal budget process.
ASD converted the White House mail analysis system from a manual to an automated one. This system provides the White House Correspondence Unit with the capability to categorize the subject matter of letters written to the President by the general public, and to generate from the system's data base an appropriate response.
ASD designed, implemented, and currently maintains the three computer-based information systems used by the White House Office of Cabinet Affairs. These systems track Cabinet issues, maintain the Cabinet's calendar of events, and document major accomplishments achieved by Government departments, agencies, and commissions. '

ADMINISTRATIVE OPERATIONS DIVISION (AOD)
REORGANIZATION AND MANAGEMENT
During 1981, AOD effected substantial reorganization of administrative areas affecting EOP agencies. AOD was responsible for the following:
• development of an EOP-wide facilities management program designed to improve the maintenance and operation of White House area buildings;
• reorganization of mail operations and provision of more frequent routings of mail and specialized express mail services;
• creation of the EOP Service Center and consolidation of all EOP Blanket Purchase Agreements and Blanket Order Agreements in order to centralize procurement and obtain the most reasonable price and quickest response possible for the EOP;
• establishment of an inventory system and warehouse program for EOP equipment and furniture; and
• creation of a Stay-in-School program for disadvantaged youth resulting in a $300,000 savings by means of more efficient employee utilization.
REPORTING SERVICE
AOD has also increased the number of reports and reviews it makes available to EOP administrative contacts, so that they may be regularly apprised of their use of OA services.
All EOP agencies serviced by AOD now receive. equipment inventories and workload data reports. AOD has also developed uniform building service request forms and shipping and receiving forms to standardize agency requests and minimize unnecessary paper work.
EOP-WIDE COST SAVINGS
·over the last eight months, AOD has been responsible for substantial cost savings to the EOP. AOD has established a permanent SLUC monitoring unit which, in 1982 alone, uncovered and saved overcharges to the White House of $450,000 and to OA of $75,000. AOD similarily detected and corrected overbilling and overstaffing by the Defense Printing Service and commenced an extensive investigation of after-hours utility charges.

GENERAL COUNSEL'S OFFICE
In 1982, the General Counsel's Office was established as a permanent division of OA.
As its primary focus, the Office reviews legal authorities to assure OA's conformance with legal requirements. In FY 1982, the Office established internal agency procedures for grievance and equal employment opportunity (EEO) complaints, litigated claims as necessary, provided consultation on and review of contracts, and counseled on administrative law matters affecting the EOP, including the White House.

LIBRARY AND INFORMATION SERVICES DIVISION (LISD)
LAW LIBRARY OPENED
In the fall of 1982, the Library Division opened a separate law library in the Old Executive Office Building and doubled the size of its legal collection from approximately 4,500 volumes in 1982 to 9,500 volumes in 1983.
EXPANDED RESEARCH
All White House libraries have extended hours and expanded research capabilities by way of a computerized data base. The Library has undertaken a "current awareness" program designed to bring items of interest to the attention of EOP employees with substantive responsibilities in those areas.
COLLECTION
USO has added to and catalogued approximate~y 10,000 new titles for the three libraries since 1980. These titles represent nearly 20,000 volumes added during the two-year period. Among the new holdings is the full collection of the President's Commission on Pension Policy.
AUTOMATION
Automation in USO over the last year has made it possible to tie all financial, bibliographic and circulation requirements in one data base in a manner that makes it feasible to operate three library sites.
RECORDS MANAGEMENT
The Records Management Office maintains Federal records for the EOP complex and provides guidance to the EOP on creation, maintenance, and disposition of files, forms, correspondence and microfilm applications.

PERSONNEL DIVISION
PERSONNEL ACTION PROCESSING
Since the beginning of the Reagan Administration, the Personnel Division processed more than 14,000 personnel actions to establish and maintain on-going personnel records for the EOP.
STAFF REDUCTIONS
The Personnel Division has overseen the termination of the Council on Wage and Price Stability and effected reductions-in-force in the Council on Environmental Quality (CEQ), Office of Science and Technology Policy (OSTP), the Office of Management and Budget, and OA in accordance with the Reagan Administration's efforts to reduce the size of the Federal Government.

As one of twenty-four White House Facilities Coordinators, you were recently asked to assist the Office of Administration in improving the management of building services. I hope your cooperation has been rewarded by both greater responsiveness and efficiency.
For the past three months, this office has monitored not only all requests for building services but also all costs related to work requests. For the month of June, the costs were broken down for the first time by individual job, individual office, and individual requestor . Your office's combined ! otal ex penditures were $17 . 56.
As you may already know, Patricia A. Devine has been coordinating the administration of the facilities operation with the General Services Administration and the White House Facilities Manager, Jeter Morris. After the end of each successive month, Miss Devine will be sending you an itemized breakdown for all of your office's facilities expenditures. The first monthly summary of these expenditures is attached.
Should you have any questions about procedures or expenditures, Miss Devine would be pleased to furnish you with the appropriate information. Likewise, any questions concerning construction, scheduling of work, or production can be addressed by Mr. Morris .
