Thank you for your letter expregsing grave concern over the possible initiation o: an emission cont~ol program as part o: our preparation for the upcoming Canadian-Ame rican SQ~it. I am ?leased to report that we have not ~eriously consid~red such a move.

The President has approved seek~ng the full $2.5 billion in funding over a five-year period, as reco:nmended by the Special Envoys on Acid Rain, but these funds are to be spent on the continuation of demonstration project3 of innovative control technologies. The Secretary of Energy has been directed to establish an advisory panel, which will include participation b y State govern~ents and by Canada, to advise him on funding and selection of these typ~s of pro jP.cts, using the crite ria r e commended by the Special Envoys as full:; as practicable.

The President has also asked the Vice Pre sident to ha~e the Presidential Task Force on ~egulatory Relief revie w Federal, State and local economic and regulatory programs . The r~sults a~ this revi~w will be report~d in s ix months. All these actions are consistent with the Speci~l Envoys ' report, ~nd we believe represent positive nt~ps to help u s better understand and addre~n thi s elusivP probh"!m.
