Intellectual Property is one of the biggest assets that businesses and indeed nations possess. It is the key to competitiveness within the EU and plays a pivotal role in the future of the global economy.

OHIM’s research through the European Observatory on Intellectual Property Rights, carried out in partnership with the European Patent Office, shows that 35% of EU employment, 39% of GDP, and 90% of external trade is supported by industries that make intensive use of IP rights.

The efficient administration of registrations is crucial, but innovators need this to be accompanied by effective enforcement. This cannot be achieved by simply passing all the responsibility to the police and customs authorities. The whole of a society has a stake in ensuring that IP rights work in the interests of jobs and growth.

This conference is an important platform for addressing this challenge and will help us take further steps towards a set of fully “joined up” IP rights that will allow EU businesses to prosper.

It has been a great pleasure for the UK Government to work with António Campinos, President of OHIM, and his team in developing the stimulating programme for this Summit. My thanks go to all those within OHIM, the European Commission and the UK Government who have worked so hard to deliver a thought provoking agenda which addresses the principal challenges which face us all. Commercial scale IP infringing activities that undermine investment in innovation and sustainable job creation represent a key challenge for the EU. In the UK, it is estimated that more than 80% of IP-infringing products are associated with organised crime, generating illicit revenues worth over €100 million per year and costing the UK economy almost five times that amount. This challenge must be addressed to allow innovators and creators to reap the benefits offered by the Single Market. To do so, enhanced cooperation between national IP enforcement authorities, EU institutions, international law enforcement agencies and stakeholders is required. This Summit offers an ideal platform to discuss and develop a new approach to IP enforcement that is inclusive and targeted at commercial scale IP infringing activities. The European Commission will soon be adopting an IP Enforcement Action plan setting out ten specific actions that would facilitate such a transition.
