SUBJECT: CBE Recommendation: Aerothermochemistry Building
The Council for the Built Environment (CBE) reviewed a request from the College of Engineering for approval of a new Aerothermochemistry Lab building located at the Texas A&M University Wind Tunnel Complex. The request as well as the sub-council's recommendations are attached.
The Design Review and Facilities Utilization and Planning sub-councils recommend approval of the Aerothermochemistry Lab Building as presented.
The Maintenance sub-council recommends approval of the Aerothermochemistry Lab Building with the following general comments:
• All equipment be accessible for maintenance. • Properly sized mechanical rooms to support the equipment required clearances
The Technical Review Sub-council recommends approval of the Aerothermochemistry Lab Building provided the following issues/concerns are addressed and funded:
• The anticipated research listed in the presentation begs questions about engineered controls for safety and ventilation system requirements which are not identified in the proposal. It is presumed that these will be considered in the detailed design and request the opportunity for EHS input into the design phase.
• Special attention to site storm water handling and erosion control are urged as this has been an issue in the past.
• Address existing issues with location of overhead power lines and to comply with building and life safety codes.
• The design team needs to ensure that the project does not increase the rate of storm runoff into local creeks.
• The project team should coordinate with Grounds Management for landscaping and irrigation concerns.
• The project team should ensure that the facility is designed to minimize, as much as practical, the effort needed for future maintenance. It is preferred that items requiring maintenance be easy to service, be easily accessible from ground or floor level, have generous clearances and be easy to

isolate from energy sources with minimal impact to the rest of the facility. Elevated items requiring maintenance that are difficult to service by ladder or lift should have permanent maintenance access platforms with permanent stairs or ladders, built-in fall prevention, and davits for hoisting parts and tools.
• Space use data be provided at the earliest possible opportunity.
The CBE voted to recommend, with noted caveats, the President's approval of the request from the College of Engineering for a new Aerothermochemistry Lab building.

Aerothermochemistry Lab Building
The College of Engineering is requesting the approval of the Council for the Built Environment for the new Aerothermochemistry Lab building located at the Texas A& M University Wind Tunnel Complex. The proposed building is two stories with approximately 12,763 gross square feet. The current plan is to construct "shell" space on the second floor with the exception of a restroom.
This new laboratory will support numerous new research focus areas overseen by Professor Richard Miles, Texas A&M Engineering Experiment Station Distinguished Research Professor. Some of the research areas include advanced diagnostics (e.g., hypersonic and supersonic flows, state of the art laser systems and optics facilities), stand-off detection (e.g., hazardous gases, pollutants), and plasma enhanced aerodynamic energy and propulsion (e.g., combustion, enhanced energy conversion). There is currently no space available for these types of research projects.
The project will include removal of existing overhead power lines running across the site. An underground power system will replace the existing overhead lines.
Attached are presentation slides that describe the scope of work for this proposed project. The total cost of the project is estimated to be less than $4.0 million and will be paid for by Chancellors Research Initiative funds.

PROJECT JUSTIFICATION
A new laboratory is required to support numerous new research thrusts overseen by Professor Richard Miles, TEES Distinguished Research Professor.

PROJECT SCOPE
BUILDING SF: Approximately 12,763 SF. Second Floor (except for restroom) will beconstructed as “Shell” space.
PROJECT BUDGET: Not To Exceed $4 Million.
DESIGN: Building will comply with TAMU facility requirements and TAMU System“Facility Design Guidelines” including International Building Code and NFPA 101 (LifeSafety Code) requirements. Project cannot encroach on TxDot Right of Way alongGeorge Bush Drive.
SCHEDULE: Estimated five months design and nine months construction.
EXISTING OVERHEAD POWER POLE RELOCATION: Existing overhead power linerunning across the site shall be removed and replaced with underground powerdistribution. Project will provide new UG duct banks, pad mounted switchgear, padmounted switches, and temporary power to the airport during switch over.

Aerothermochemistry Lab Building On October 4, 2017 the Design Review sub-council reviewed the College of Engineering’s request for construction of an Aerothermochemistry Lab building. This lab building will support research for Professor Richard Miles, a TEES Distinguished Professor. The project budget is $4 million. The facility will be adjacent to the TAMU Wind Tunnel Complex, located west of FM 2818 between the Turbomachinery Lab and the new Astin Aviation Terminal which is currently under construction. The project will required the relocation of an overhead power pole. The facility will be a two-story pre-engineered metal building of about 12,763 square feet. The first floor will contain three labs, an elevator, and an overhead door with space for addition of a future lab building. The second floor will have seven offices, an open workspace, a conference room lab, a restroom, and a custodial closet. Only the restroom and custodial closet will be finished out at this time and the remaining areas will be shell space. The exterior metal panels will be painted in a color to blend with the surroundings and the building will have a standing seam metal roof. There will be fume hoods on the rooftop which are not shown in these conceptual renderings. Minimal plantings will be included on the northwest corner of the building to provide beautification as much as possible. The Council for the Built Environment’s (CBE) Facilities Utilization and Planning sub-council (FUPsc) considered the request by M. Katherine Banks, Vice Chancellor and Dean of Engineering, to construct a new Aerothermochemisty Lab building located at the Texas A&M University Wind Tunnel Complex. The two story building will have shell space on the second floor. The building will support Professor Richard Miles’ research various research projects for which there is no current space available. The project will cost less than $4.0 million and will be paid for the CRI funds.
RECOMMENDATION The FUPsc recommends that the CBE support the construction of the Aerothermochemisty Lab building.
