Self-Contained Breathing Apparatus Facility The DRsc reviewed the request from the Texas A&M Engineering Extension Service (TEEX) and the Emergency Services Training Institute (ESTI) for construction of a Self-Contained Breathing Apparatus (SCBA) facility. This facility will be located on property designated for TEEX use just south of Easterwood Airport. Design of the proposed new facility is in alignment with other buildings within the immediate area. Recommendation DRsc members recommend approval for construction of the SCBA facility with no concerns.

Executive Associate Vice President for Research Chair, CBE-Facilities Utilization and Planning Sub-Council Subject: Self Contained Breathing Apparatus (SCBA) Facility SCOPE

The Council for the Built Environment’s (CBE) Facilities Utilization and Planning sub-council (FUPsc) has considered the request by Charley Todd, TEEX Associate Agency Director/CFO to construct a new Self Contained Breathing Apparatus (SCBA) facility. As noted in the attached memorandum, the current SCBA related facilities will be demolished and the new facility will be located near the former site and the demolished former site will allow for future expansion. The new site will also allow better storage for trailers and will include a rest room. The presentation included a project site map, site aerial view, floor plan and elevation view, all of which are consistent with the request. The project will cost $2,375,426 and will be paid for by TEEX/ESTI. TEEX anticipates completion of the project prior to the start of their annual fire schools in July, 2017.

RECOMMENDATION The Council for the Built Environment’s (CBE) Facilities Utilization and Planning sub-council (FUPsc) recommends that the CBE support TEEX/ESTI’s request to construct this SCBA facility.

We are pleased to offer this recommendation and welcome further inquiries related to this analysis.

SUBJECT: CBE TRsc Recommendation: Self-Contained Breathing Apparatus Facility

On April 3, 2017, John Coppernoll, Director, Facilities & Construction, Emergency Services Training

Institute, presented to the CBE's Technical Review Sub-council on the proposed Self-Contained Breathing Apparatus Facility project.

Recommendation The Technica l Review Sub-council supports the proposed Self-Contained Breathing Apparatus Facility Project and recommends approva l, provided the following issues/concerns are addressed and funded .

Facility Services:

The project team should coordinate with Grounds Management for landscaping and irrigation concerns.

The project team should ensure that the facility is designed to minimize, as much as practica l, t he effort needed for future maintenance. It is preferred that items requiring maintenance be easy to service, be easily accessible from ground or f loor leve l, have generous clearances and be easy to isolate from energy sources wit h minimal impact to the rest of the facility . Elevated items requiring maintenance that are difficult to service by ladder or lift should have permanent maintenance access platforms with permanent stairs or ladders, built-in fall prevention, and davits for hoisting parts and too ls.

Telecommunications: TAMU IT will need to coord inate with TEEX on proper entry point for f iber optic cable and where to terminate with in facility.
