The City of Mercer Island ePlan review process is a greener, more economical and streamlined plan review process that helps reduce turnaround
times and misunderstandings during the plan review process. This user guide for the Customer Service Team is a compilation of the steps required
for submittal. If you have any questions on the process, please contact Paul Skidmore at extension 7718.
EPLAN PREPARATION STAGE
To ensure a complete submittal and minimize potential file confusion and loss, a submittal process is necessary. This section itemizes the ePlan file naming and file
consolidation requirements, as well as the document organization and legibility requirements.
� Complete the applicable Permit Forms
� Plan Submittal Form
� Permit Application
� Single Family Plan Cover Sheet
� Site Development Worksheet
� Prepare your drawings and all supplemental documents as described in the ePlan Requirements for
Electronic Plans
� Correct document orientation.
� Minimum resolution and text size for legibility.
� Bookmark all drawing sheets.
� Create an Acrobat portfolio of all the supplementary documentation. Alternatively, a zipped file
containing each supplemental document may be submitted. Do not combine all of the supplementary
information into one pdf file.
� Name the drawings using the following format: <project address>-<PLANS> i.e. 9611 SE 36th
ST-PLANS
� Name the supplemental documentation using the following format: <project address>-<SUPP>, i.e. 9611
SE 36th
ST-SUPP.
� If the street is unknown or currently unassigned, the parcel number for the site may be substituted for
project address, i.e. PN83002001-PLANS.
� Login to the City of Mercer Island web site here: http://sftp.mercergov.org
� User Name is “guest”.
� Password is “eplan”.
� Navigate to the Inbox and create a folder with the project address (or parcel number if the address is
unavailable).
� Upload the two files (PLANS and SUPP) into the newly created folder.
� The City of Mercer Island will be automatically notified of the submission and you will receive an email
notification within one working day that confirms receipt of the submission and will include your
assigned permit application number and permit application fees due.
� Submit payment in person or by mail to:

EPLAN SUBMITTAL STAGE
Below are the steps to for an initial submittal. The Intake Screening process is intended to shorten the overall permit review process by reducing or eliminating the
number of review rounds. The best way to ensure a speedy plan review and approval is to ensure all the information necessary for a complete plan review has been
included in the submittal. More information is better than too little..
� Depending on the size and complexity of the submittal, an Intake Screening by City staff to verify
whether submitted drawings and supplemental information are sufficient to perform a complete ePlan
review may be required.
� Greater than 500 square feet of additional floor area.
� $100,000 permit valuation or greater.
� If an Intake Screening is required, City staff will perform an electronic Intake Screening the Tuesday
following receipt of submittal.
� An email notification stating whether your submittal is complete or incomplete will be sent once the
Intake Screening has been performed.
� Incomplete submittals:
� You will receive an email that itemizes the submittal deficiencies. This information must be
resolved and incorporated into a new submission (including supplemental information if applicable)
and uploaded to the City of Mercer Island FTP site.
� A complete set of drawings is required. Individual or separate drawing sheets are not be
acceptable and will be rejected.
� All submitted documents must conform to the requirements in the ePlan Preparation
Stage previously outlined.

EPLAN FORMAL REVIEW STAGE
The ePlan Review process begins once your application is determined to be complete. The ePlans are reviewed for conformance with regulations pertaining to five
separate disciplines as applicable to the scope of the project: Tree review, Fire review, Land Use review, Civil review, and Building review. The plans are uploaded to the
MIePlan website where each discipline “publishes” review comments for your perusal and response. After each review discipline has completed their respective
reviews, you will then reply to the published comments indicating how the issue has been resolved and make any necessary changes the ePlans. Upon completion, upload
a new, revised set of drawings and any supplemental information to the City of Mercer Island FTP site for further review.
� After Intake Screening acceptance, you will receive an email from the City with a link to the ePlan
location.
� Clicking on the emailed link will take you directly to the MIePlan website where your ePlan is located.
� This link can be emailed to anyone for their input or replies, i.e. consultants, contractors, etc.
� The initial use of the Adobe web site will require you to create an account. Provide a valid email
address and password to access the ePlan set.
� Each ePlan review discipline will publish their comments directly onto the ePlan set located on the Adobe
Cloud.
� Each review discipline will send you an email notification when the ePlan review for their respective
review discipline is complete.
� Do not expect any response to your replies until a complete, corrected set of drawings have been
uploaded to the Mercer Island FTP site and all of the correction comments on the ePlan have
replies.
� You can track the status of your plan review within the "Status" section at MyBuildingPermit.com as well
as with the Acrobat tracker.
� Reply to the comments directly by right clicking on each comment, selecting “Reply” and enter your
response in dialog box that appears.

EPLAN REPLY AND RESUBMITTAL STAGE
The ePlan Response and Resubmittal Stage allows you to reply to each of the review discipline’s comments directly to the cloud stored ePlan drawings. After all of the
comments have been resolved, you will submit a new, complete set of ePlan drawings along with any additional supplementary information (if required) to the City of
Mercer Island FTP site, at which time the resubmittal timeline begins. The commented and replied ePlans remain on the Adobe Cloud and is an ongoing record of the
review process.
� Review and reply to each City comment by using the Adobe “Reply” functionality. Please note that you
will need to select “Publish” to upload your replies to the ePlan on the Adobe Cloud.
� Update and make all the required corrections to the previously submitted ePlan set of drawings.
� Prepare your drawings and all supplemental documents as described in the ePlan Requirements for
Electronic Plans.
� All revisions and changes between each successive submittal shall be clearly indicated and clouded.
� A complete set of the corrected ePlan drawings that contains all of the sheets is required. A partial
submittal of individual sheets is not permitted unless each affected review discipline has provided
prior approval.
� Complete the Plan Submittal Form and include within the supplementary information file as described in
the next step.
� Create an Acrobat portfolio of all the supplementary documentation if required. Alternatively, a zipped
file containing each supplemental document may be submitted. Do not combine all of the supplementary
information into one pdf file.

� The project timeline starts from receipt of submittal. See Plan Review Target Times for the
estimated time frame between a complete application and the receipt of the ePlan Review
comments.
� The resubmitted ePlan is uploaded to Adobe Cloud for review. The previously submitted
ePlan file remains on the cloud for reference by the reviewers.
� The ePlan Review and Response and Resubmittal stages repeat until all City comments are satisfactorily
resolved and the project is approved.

Congratulations! Construction is almost ready to begin. You have successfully navigated your way through the permitting process. Just a few more steps and the permit
will be in your hand.
� You will receive an email notification that your project has been approved with attachments containing
permit document and the invoice for remaining fees due.
� Sign and return the permit document.
� Submit payment in person or by mail to:

After a permit has been issued, any revisions to the approved to the of ePlan documents must adhere to the following guidelines. Please note that except for very minor
revisions and deferred submittals, all ePlan permitted projects with revisions must be submitted electronically. No mixing and matching of paper and electronic plan reviews
is permitted.
� Prepare a completed set of REVISED drawings and identify all changes with revision clouds and/or markers.
� Prepare other revised supplemental documents
� Plan Submittal Form
� REVISED Plans
� REVISED calculations
� REVISED geotechnical reports
� Other REVISED permit documents as necessary to fully describe the scope of work.

To ensure a speedy and accurate review, minimum document formatting requirements are necessary and outlined below. If the
submittal does not meet these minimum requirements, your project may be returned and no review will be performed. Please call
DSG if you have any questions regarding these formatting requirements.
EPLAN PREPARATION STAGE
To meet state requirements and ensure an accurate review and legible documents are submitted, the following details the minimum ePlan file
format requirements.
� Complete all applicable Permit Forms
� Plan Submittal Form.
� Permit Application.
� Single Family Plan Cover Sheet.
� Site Development Worksheet.
� Others as necessary.
� Combine all Permit Forms, Structural Calculations, Geotechnical Information, etc. into a single Acrobat
Portfolio. Alternatively, all supplemental information can be archived into a single zip file readable by
Microsoft Windows.
� Prepare drawing sheets to the following specifications:
� Create full size PDF drawings. Do not reduce a D size sheet to a letter size document for instance.
Minimum sheet size is ANSI B (11” x 17”). Maximum sheet size is ARCH E (36” x 42”).
� The minimum document resolution is 200 dots per inch (DPI) and the submittal will be rejected if
submitted below this threshold. The suggested resolution for ePlan drawings is 300 dots per inch
(DPI).
� All fonts used shall be legible with a minimal font size of 10 point.
� Though not a requirement, retaining the CAD layering system during the creation of the PDF is
suggested. This helps streamline the review process.
� And of course, drawings shall be complete and clearly define the scope of work for the project. This
includes complete and accurate dimensioning, coordinated drawings between disciplines, and fully
detailed drawings, etc. Standard details that are not applicable to the project must be removed
from the set or otherwise noted as not applicable.

� Combine all drawings sheets into one Portable Document Format (PDF) ePlan file compatible with Adobe
Acrobat v9.0 or earlier.
� All sheets shall be oriented that the top of the page is always at the top of the computer monitor.
� The sheets shall be organized and numbered following typical CSI construction document
standards.
� Ensure that no Acrobat security settings (password, signatures and certificate policies) are applied

and relocate sheets, and have full control over the documents. At permit issuance, the approved
drawings will be password secured prior to issuance.
� All sheets shall be bookmarked with sheet number and sheet description for every required
submission. See Figure 1 below.
� Scanned Documents:
� Documents which are only available in a paper format should be scanned at a resolution which
ensures the pages are legible on both a computer screen and when printed.
� Scanned documents shall be a minimum of 200 DPI and a maximum of 300 DPI to balance legibility
and file size.

Upon submittal, the City of Mercer Island staff shall verify all required permit information has been submitted in the
proper format. An application will not be formally accepted until this process has been completed.

An efficient and consistent file naming convention is necessary to correctly categorize and track cloud based projects. Storage, retention and archive retrieval is relies on a standard File Naming Convention.
INITIAL SUBMITTAL When you initially upload the ePlan drawings and supplementary information to the Mercer Island FTP site, no permit number is yet assigned to the project. The uploaded files use the project address or the parcel number to differentiate between submittals. � Only two (2) files should be uploaded: ePlan Drawings.
Contains all the information for all the disciplines as necessary to fully describe the project scope and code compliance.
For larger, commercial level projects, the disciplines may be combined into an Acrobat Portfolio with permission from CST.
Supplemental Information. All of the permit forms, calculations, worksheets, reports are included in one supplemental
file. Each file shall be incorporated into a single Acrobat Portfolio or zip file. Each file is required to have a descriptive file name.
