Subject: Allocation of funds to MSME-Dls for Organizing One Day Awareness Programme on ZED scheme Under Credit linked Capital Subsidy-Technology Up gradation Scheme NMCP component i.e." Financial support to MSMEs in Zero Defect & Zero Effect (ZED) Certification ( ZED Scheme )"-for the FY 2019-20.

The undersigned is directed to convey the sanction of the Competent Authority for allocation of total funds amounting to Rs. 1,S7,SO,000/-(Rupees One (rore Fifty Seven lakh and Fifty Thousand only) @ Rs. 70,000/­ per programme to Director, MSME-Dls for organizing 225 Nos. one day duration Industry Awareness Programme on Implementation of "Financial Support to MSMEs in Zero Defect Zero Effect (ZED) Certification Scheme" during the year 2019-20, in association with the Industry Association and other stakeholders of the region as per the Annexure­ 'A'.

2. M5ME-DI should ensure that there should be at least 50 participants and efforts should be made to select participants from SC, ST, OBC, PH, Women and minority categories of MSMEs. Further, while incurring the expenditure austerity measures should be taken into account as issued from time to time by competent authority.

3. The funds are under the plan scheme and non-recurring in nature. The MSME-Dls will keep separate record of utilization of these funds. The saving, if any is NOT TRANSFERABLE.

4. The detailed report of the awareness programme must be submitted to this office within 15 days after completion of the programme, along with list of participants, their addresses, industry sectors, photographs, feedbacks, suggestions etc.

5. Director, Micro, Small & Medium Enterprises- Development Institute (MSME-DI) will provide all technical inputs including preparation of background documents/course material identification of suitable topics and faculty for presentation.

6. The financial support by Gol may cover wherever necessary, the expenses towards rent for venue, training materials, audio/video aids, TA/DA and honorarium to the Guest Faculty, expenditure on transport, purchase of stationary items, refreshment and other miscellaneous expenses as per Govt. of India rules viz. F.R.-46 (11 - Honorarium to guest faculty), S.R. 190a (travelling allowance to persons who are not in civil service) and Govt. of India's instructions/orders dated 25.3.2004 regarding economy in expenditure. Government assistance is only for organizational expenses of the proposed event and not for capital items like equipments.

7. The MSME-DI should ensure the Minimum 50 participants / beneficiaries per Awareness Campaign from industry association of their region to sensitize the Micro, Small & Medium Enterprises (MSMEs) on the ZED Certification Schemes, in order to enable the technical and managerial staff of the MSMEs about the importance of the concept, benefits, methodology etc. of ZED. The topics may be selected keeping in view the requirements of target groups and issues of local enterprises should also be included wherever a e regarding ZED.

8. Sanction of the Competent Authority is accorded for the drawl of an advance of Rs. 35,000/- (Rupees Thirty Five Thousand only) per Awareness Campaign to the Director, Micro, Small & Medium Enterprises - Development Institute (MSME-DI) conducting the Awareness program.

9. The account for actual expenditure incurred on the above Awareness Campaign shall be maintained by the Director, Micro, Small & Medium Enterprises - Development Institute (MSME-DI).

10. In addition to above, the implementing agency will have to abide by the terms & conditions as given in the detailed Guidelines of the Scheme i.e. CLCS-TUS -ZED Component. Also, the office of DC (MSME) may lay down any other condition as and when required.

11. The total release under this object head, including the present sanction would be Rs. 178.50 lakh during the current financial year as against the Budget provision of Rs.1.79 crore (under OAE) for the financial year 2019- 20. The MSME-Dls should follow the procedure prescribed under GFR and the various guidelines under the economy measures.

12. The Director MSME-DI will upload the detailed report alongwith photographs on various social media immediately after the programmes.

13. Director, MSME-DI will ensure uploading of participating units on www.msmedatabank.in

14. The expenditure shall be accommodated in demand No. 66- Ministry of Micro Small & Medium Enterprises (MSME) for the year 2019-20 as follows:
