Subject: Allocation of funds to MSME-Dls for Organizing One Day Awareness Programme on ZED Under NMCP -Scheme i.e." Financial support to MSMEs in Zero Defect & Zero Effect (ZED) Certification Scheme )"-for the FY2016-17. The undersigned is directed to convey the approval of the Competent Authority for allocation of total funds amounting to Rs. 14,00,000/-(Rupees Fourteen Lakhs only) @ Rs. 70,000/- per programme to Director, MSME-Dls for organizing 20 Nos. one day duration Awareness Campaign on Implementation of "Financial Support to MSMEs in Zero Defect Zero Effect (ZED)Certification Scheme" during the year 2016-17, in association with the Industry Association and other stakeholders of the region as per the Annexure. 2. All the programmes will be held on the same day. The date for the programme shall be communicated separately by this office. The detailed report of the awareness programme must be submitted to this office within 15 days after the programme, along with list of participants, their addresses, industry sectors, photographs, feedbacks, suggestions etc. 3. Director, Micro, Small & Medium Enterprises- Development Institute (MSME-DI) will provide all technical inputs including preparation of background documents/course material identification of suitable topics and faculty for presentation. Presentation material will also be sent by this office. 4. The financial support by Gol may cover wherever necessary, the expenses towards rent for venue, training materials, audio/video aids, TA/DA and honorarium to the Guest Faculty, expenditure on transport, purchase of stationary items, refreshment and other miscellaneous expenses as per Govt. of India rules viz. F.R.-46 (11 - Honorarium to guest faculty), S.R. 190a (travelling allowance to persons who are not in civil service) and Govt. of India's instructions/orders dated 25.3.2004 regarding economy in expenditure. Government assistance is only for organizational expenses of the proposed event and not for capital items like equipments. 5. The MSME-DI should ensure the Minimum 50 participants / beneficiaries per Awareness Campaign from industry association of their region to sensitize the Micro, Small Enterprises (MSEs) on the ZED Certification Schemes, in order to enable the technical and managerial staff of the MSEsabout the importance of the concept, benefits, methodology etc. of ZED.The topics may be selected keeping in view the requirements of target groups and issuesof local enterprises should also be included wherever appropriate regarding ZED. The Director,Micro, Small & Medium Enterprises - Development Institute (MSME-DI),Ahmadabad, Allahabad, Bangalore, Chennai, Jaipur, Guwahati, Haldwani, Hyderabad, Indore,Karnal, Kanpur, Kolkata, Ludhiana, Mumbai, New Delhi & Patna.

6. Sanction of the Competent Authority is accorded for the drawl of an advance of Rs. 35,000/- (RupeesThirty Five Thousand only) per Awareness Campaign to the Director, Micro, Small & Medium Enterprises -Development Institute (MSME-DI) conducting the Awareness program.

7. The account for actual expenditure incurred on the above Awareness Campaign shall be maintained bythe Director, Micro, Small & Medium Enterprises - Development Institute (MSME-DI).

8. In addition to above, the implementing agencywill have to abide by the terms & conditions asgiven in thedetailed Guidelines of the Scheme i.e. NMCP-ZED.Also, the office of DC(MSME) may lay down any other conditionasand when required.

9. The total release under this object head, including the present sanction would be Rs.14.00 Lakh during thecurrent financial year as against the Budget provision of Rs.0.90crore (under OAE)for the financial year 2016-17.

10. The expenditure shall be accommodated in demand No. 66- Ministry of Micro Small & MediumEnterprises (MSME) for the year 2016-17 asfollows:

(i) Major Head 2851.00.102.95 Village & Small Industries, Small Scale Industries

(ii) Object Head 95.01.20 OAE,Main Scheme: Quality Management Standards and Quality Technology Toc(QMS/QTT) including Zero Defect Zero Effect.This Scheme: "Financial Support to MSMEs in Zero Defect Zero Effect(ZED)Certification Scheme"

11. This sanction issues in exercise of the powers delegated to the Head of Department in consultation withI.F.Wing Vide their Dy. No. 537/F-1/10 dated 04.10.2010.
