The onetime Prison Break star was in town in support of his upcoming movie, Criminal. The action thriller, which opened Friday, stars Kevin Costner as a Death Row convict who receives the memories of a CIA agent to, let’s just say, put him on a better path. Nolasco spent most of the day at the Mandarin Oriental Miami Hotel for interviews. Later, he ended his busy day of press unwinding at Bodega South Beach with a pal. With sea rise projections grow-ing ever grimmer — the latestpredicts up to eight times asmuch flooding around Miami-Dade County by 2045 — the U.S.Army Corps of Engineers haslaunched an ambitious plan tocome up with a comprehensiveassessment of risks that couldeasily run into the billions ofdollars.

Covering 10,000 miles of

vulnerable shoreline from NorthCarolina to Mississippi, the studyfor the first time tries to unifywhat has so far been a patchworkof sea rise assessments.

“You’ll have a common frame-work,” that creates an equalplaying field in the fierce compe-tition for federal dollars, saidCol. Jason Kirk, commander ofthe Corps’ Jacksonville District,which includes Florida and theCaribbean, two of the most vul-nerable regions to seas creepingupward.

In the most recent study of

South Florida sea rise, research-ers with the Union of ConcernedScientists used the Corps’ re-vised 2015 calculations for searise and found that far moreswaths of Miami-Dade Countywill flood than under a projectionthey developed only a year earli-er with more conservative esti-mates. Although she does not knowexactly when she will leave forPanama — where about 3,500undocumented Cubans arestranded because neighboringCosta Rica closed its borders tothem — the 35-year-old Acanda,a college graduate in social stud-ies from Sancti Spíritus, knows

her departure is imminent.Ecuador is suffering through

“The economic crisis has gen-erated xenophobia against theCubans,” Acanda said, addingthat she has been unemployedfor nearly one year.
